Donald Trump's disregard for our transition rituals threatens democracy

Newt Minow on the Presidential Debates
"Hi everybody I'm John Donvan and this is intelligence squared US part of our discourse disruptor series and what we're going to be focusing on. Our the coming presidential debates they are coming sort of starting September twenty-ninth, the first of three. And of course, because everything's different this year, the debates are going to feel different almost certainly going to be. In some fashion remote, maybe the debaters, the candidates won't even be in the same place. There's only going to be one moderator. We're not gonNA live audience because you can't have that many people in one space in this dangerous time. Also what we have going on as a conversation simultaneously with which is focused on, maybe we shouldn't have debates maybe it's time to wrap up that whole institution and go back to a time of no debates. And when I say go back did you know that for most of American history this institution that we know is the debates did not exist that for most of our history, there were no debates and did you know that once we started having debates that in the first series, there was a remote debate the candidates were not in the same place and there was no live audience. And there was only one moderator. So maybe things are circling back. There's a lot of history here and we are interested in that because. At intelligence squared, we are very interested in history and we are also very very interested in debates. So that's what we want to focus on and we want to focus. In this case of discourse disrupters with an excellent source of information about the past and the present and potentially the future, and that is a gentleman named Newton Minot and Newton Minnow is an old friend of intelligence squared us and he's also known as the father of American presidential debates and we'll talk a little bit about why that is. Can I ask before we start everything else I find it interesting that for folks who don't know you have lived through some very, very disruptive times and this one in your nineties a comes at the after a long series of other adventures. I mean, you have lived through I, think twenty three presidential elections. At this point, you have seen twelve cycles of the debates that we're GONNA be talking about. You lived through the major disruption called World War to. Use served overseas you went into politics You're an aide to ally Stevenson who ran for president does the Democratic nominee twice in the nineteen fifties. So you saw two elections then you joined John Kennedy's administration and you saw the trauma of his assassination and then you were very close friends with Robert Kennedy and you saw his assassination and lived through that and and now this. Just just to take a moment is, is this disruption different in dramatically in kind from all of the others you've seen so far? Well, I lived through all that, but then I had another. Exposure to politics with Obama, the because Michelle worked for our firm and and Barack came to be a summer associate and they fell in love and so we got. So we had another round politics with with with the OBAMAS. About that but all throughout, I would say the last fifty years of this you have been intersecting with this institution that we call the presidential debates take us back to nineteen, fifty, nine, nineteen, sixty, where as an aide to at least Stevenson. You actually were involved in the idea of pushing forward the idea that there there. He did not get to take part in that kind of debate but was interested in enemies interested because you are suggesting it. You have a very strong faith in the idea of technology. To be a force for good and for communication and you saw television as this, you're right as this big thing happening in the sixties. Well, it actually was in the fifties in when. In in the fifty six. Presidential, election. The incumbent President President Eisenhower. Having a heart attack. And there was a big question whether he would be able to run again. And I suggested to adly that instead of the candidates. Rushing. All over the country and speaking crowds that that. Now, we have television which reached every home. And that instead of traditional debate that. There'd be a series of joint appearances or debates between the presidential candidates. As they considered that his advisors thought it was a gimmick and it was he never suggested it. The Federal Communications Act when it was originally passed during the new deal. Required equal time for political candidates. The law said section three fifteen FA broadcaster gives or sells time to one candidate. At must give ourselves time to the opponent on the same basis. As a result that was interpreted by the Federal Communications Commission to mean any use of the air by a candidate including being in a news program. So the broadcasters were pressing to get news programs exempt. From the equal time requirement and they finally succeeded in the late fifties. But debates were not regarded as a news program.

and he says there has not been one death in the United States let's keep it that way on Capitol Hill today the secretary of health and Human Services had a warning now even though Americans risk is low at the moment at the health secretary said that could change quickly lawmakers from both parties have voiced concern about the administration's response so as the president gets set to come to the White House briefing room microphone he does face that challenge not to induce panic but also to show that he is taking this seriously despite those tweets where he has seemingly tried to play down the threat we heard from at least one Republican senator today John Kennedy of Louisiana saying to the head of homeland security do we have enough respirators or not and and the the centers for disease control was pressed how many tests can the country conduct as of today and some Democrats have blamed the administration for failing to come clean on many of these are questions so we will see what the president is prepared to say any moment now as he walks into the White House briefing room to talk about the response to coronavirus as his administration faces what many medical experts say is an inevitable outbreak in the United States of the briefing room the White House briefing room which hasn't gotten the the the work out of late is now full of waiting president trump for the first time in that briefing room by the way since January of twenty nineteen and then not appearance he has a he declined to take questions so if he does take questions from all those reporters that are packed in there this would mark the first time in his administration he is taking questions inside the White House briefing room we'll see he has members of his cabinet that will be arrayed beside him as he gets set to take the podium to talk about the administration's response to corona virus that the president of course has been keeping a close eye on the the viruses climbing through Asia and Europe and it's also been closely watching the Dow Jones industrial average because that has taken a nose dive as of late amid fears that the virus is not contained in that will have been increasingly damaging effects on the economy not only the the American economy but the economy around the world companies like Microsoft came out today to say that the coronavirus is taking a toll much of what they manufacture in China is is taking a hit the administration has asked Congress for two and a half billion dollars to respond to the corona virus threats and house speaker Paul Losi said today that is not nearly enough and accusing the administration of an immediate response and so it seems Congress may be prepared for more president trump has now opened the doors to the briefing room followed families in Milwaukee Wisconsin earlier today wicked murder opened fire at a Molson Coors brewing company plant taking the lives of five people number of people were wounded so badly wounded our very much I've just received another briefing from a great group of talented people following the virus that is going around to various parts of the world we have through some very good early decisions decisions that were actually ridiculed at the beginning we closed up our borders through flights coming in from certain areas areas that were hit by the corona virus and hit pretty hard and we did it very early a lot of people thought we shouldn't have done it that early and we did and it turned out to be a very good thing and the number one priority from our standpoint is the health and safety of the American people unless you have unit when I made that decision because of all we've done the risk to the American people remains very low we have the greatest experts in the war really in the world right here the people that are called upon by other countries when things like this happen we we're ready to adapt and we're ready to do whatever we have to as the disease spreads if it spreads as most of you know the the level that we've had in our country is very low and those people are getting better a we think that in almost all cases there the better getting we have a total of fifteen we took in some from Japan you heard about that because they're American citizens and they're in quarantine and they're getting better too but we felt we had an obligation to do that it could have been as many as forty two and we found that we were it was just an obligation we felt that we had we could have left them and that would have been very bad very bad I think Merican papal and they're recovering of the fifteen people three original fifteen as I call them eight of them have returned to their homes to stay in their homes until fully recovered one is in the hospital and five have fully recovered and one is we think in pretty good shape and did serve in between hospital and going home so we have a total of but we have a total of fifteen people and they're they're in the process of recovering with some already having fully recovered we started out by looking at certain things that we've been working with the hill very very carefully very strongly and I think we are very good bipartisan spirit for money we were asking for two and a half million and we think that's a lot but the Democrats and I guess senator Schumer wants is that much more than that and normally life I say we'll take it we'll take it if they want to give more will do more we're gonna spend whatever's appropriate hopefully we're not gonna have to spend so much because we really think we've done a great job in keeping it down to a minimum and again we've had tremendous success tremendous success beyond what people would have thought now the same time you do have some outbreaks in some very very hard and if you can count on the reports coming out of China that spread has gone down quite a bit the infection seems to have calmed down over the last two days as opposed to getting larger it's actually gotten smaller in one instance where we think we can be it's somewhat reliable it seems to have gotten quite a bit smaller with respect to the money that said being negotiated they can do whatever they want I mean they can we'll do that don't have we're requesting two and a half some Republicans would like us to get four and some Democrats would like this to get eight to half and we'll be satisfied whatever whatever it is we're bringing in a specialist very highly regarded specialist tomorrow who works actually at the state department very very tremendously talented in doing this I want you to understand something that shocked me when I saw that I spoke with the doctor felt she on this and I was really amazed and I think most people are amazed to hear that the flu in our country kills from twenty five thousand people to sixty nine thousand people a year that was shocking to me and so far if you look at what we have with the fifteen people and their recovery one is one is pretty sick but the hopefully we'll recover but the others are in great shape but think of that twenty five thousand to sixty nine thousand over the last ten years we've lost three hundred and sixty thousand these are people that have died from the flu from what we call the flu Hey did you get your flu shot and that something now what we've done is we've stopped non US citizens from coming into America from China that was done very early on with screening people we have been at a very high level of screening people coming into the country from infected areas we have in quarantine those infected and those at risk we have a lot of great quarantine facilities for rapidly developing vaccine and they can speak to you the professionals can speak to you about that the vaccine is coming along well and speak into the doctors with like this is something that we can develop fairly rapidly a vaccine for the future and coordinate with the support of our partners we have great relationships with all of the countries that we're talking about some it's fairly large number of countries so much one person and many countries have no problem whatsoever and we'll see what happens but we're very very ready for this for anything whether it's going to be a break out of larger proportions or whether or not where you know we're at that very low level and we want to keep it that way so we're at the low level as they get better we take them off the list so that we're going to be pretty soon at only five people that we could be at just one or two people over the next short period Democrats are trying to have a conversation. About what the president did and Republicans are having a completely different different conversation as we couldn't even agree on the same set of facts. Yeah I sort of think the Democrats should either fold this up or or go. Big and folding up would mean we're going to have the we'll impeach him. Listen to the Senate will try to get it done quickly as possible. And then we'll go off to the presidential campaign going bigwood saying this is not a trial political process. The jury is in four states in the Mid West. I we're going to get local people from those four states to try to explain to people in those four states why this matters to them and tried to shift the poll numbers so those are the two options. I think they should fold it up. Because uh-huh political opinion is completely unmovable on this and they should go on presidential campaign. Betsy it is this. This is not a split decision. Organically the the Republicans spent millions to get the split decision and House. Democratic leadership is cognizant of the fact based on a conversation with the leader of Eight. I had yesterday that. They don't expect getting getting more than the mid fifties in terms of support for impeachment they see this as sort of permanently bifurcated and not as an issue where they can break that sixty percent number from talking with a handful of Democratic Hill. Aides yesterday about this particular topic one thing. I heard Multiple Times. Is that a big concern. For those vulnerable frontline democratic freshman is not not so much that they'll be sort of tarred with having supported impeachment. But that the argument against them and they only supported impeachment and they didn't get other things done all the way across the line will this is what makes Pelosi Getting Nafta two point. Oh I've heard it wasn't the deal but it was sort of implied. Look I get this done. Don't work well and this is exactly right. They need to be able to demonstrate that their whole business and their whole charge is not being consumed specifically because of impeachment but they are are also doing the people's business but I think that we could which are also laid it out. The country needs to have a massive civic engagement conversation right now education in those swing states and explaining to people. Why do they actually have to do the impeachment because it is done it is basically designated to by the constitution and explaining that? You're all saying. DO NOT WANNA set precedent if it is this. President gets away with this. The next president could be a democrat. That can do the same thing so they have to continue down this road but they have to be able to demonstrate that they're doing the people's business at the same kyle while I see that paralysis a successful short term strategy for the Republicans. It's not like his numbers are getting better if the big picture like. He's still underwater. This is getting parable reelection campaign effort true but has numbers haven't gotten worse like with Richard Nixon's for example. I I think timings having a lot to do with this and happy belated Thanksgiving you look between Thanksgiving and Christmas. I know for a fact. Don't WanNa get angry at people. I don't WANNA be angry Greenpeace for Democrats to move the needle. They've gotta get people angrier than they are to especially in the center in America and that's it's not happening. President trump is extensively being accused of is more serious than what Richard Nixon was accused of. I don't see the Democrats gaining meaning from this unless somehow someway they are able to move the political needle as well as a few Republican votes. David you said something about going big and I'll it just reminded me of something you know. What something big that happened? This week is that somebody with conviction said. I'm not sticking by this president anymore. Resign and explain why I did it. The former navy now former former Navy secretary Richard Spencer over the president's involvement in this navy seal warcrimes case this was shocking and unprecedented. Richard Spencer wrote wrote intervention in a low level review. It was also reminded that the president has very little understanding of what it means to be in the military to fight ethically or to be governed by a uniform set of rules and practices. Sometimes I wonder when you say that. Go big comment. There's all this other stuff that Democrats are almost ignoring that are as alarming. And here's a case where the military people and now we're deeply offended by what trump did for two reasons one he said. Oh you got to remember. These people are all broken people that came back from combat. And they're like I came back from combat. I dealt with some stuff. I'm not a broken human being and second that they believe that you can fight ethically that you can be a good soldier marine whatever and you can do it with a high standard of moral decency. Eighty and trump sometimes seeing somebody who has no moral sense like moral rules and things just immoral. It's more more than more so when somebody says Oh that's wrong. It's like telling a colorblind person this purple like I think he's just perpetually surprised because he doesn't have any awareness of this and so this is a case where people in the military that I knew trump voters were deeply deeply deeply offended. This is the type of story betsy that actually could penetrate. You know what I mean. This is sometimes where. I wonder it's like this was deeply offensive in a non ideological way and that's a challenge for Democrats is that it's very difficult from a messaging perspective to launch this this challenging impeachment process and and also to be able to have this focus on these other issues the story of the secretary of the navy being ousted or resigning has been totally covered up or pushed to the aside by the impeachment store exactly but this is the impeachment story is dominating the way Democrats talk about the president and it's not without an opportunity cost well and I think this is where the president he understands this idea of letting convicted war crimes can go free but put holding him really close he is talking working very closely with Eric Gallagher. He is on all the Sunday shows when he wants to. Campaign wasn't to campaign because he wants to show that he does have strips. This is where the Democrats asymmetrically don't understand the value of having a conversation and when when the commander in chief loses the trust of his top rank something else is a mess commander in chief to put it. Opinion Stalemate here what role should that play in this. The first obligation is a constitutional one. We don't have a choice. This is something where the founding fathers themselves James Madison said that the reason we needed impeachment provision is that he feared that the president would betray the trust of the American people to a foreign power. That's why this is preceding seating. I see it simply as a global Watergate back then you had a president in Richard Nixon was paranoid and he delegated to some people that go break into the headquarters and get into a file cabinet to get dirt on a political opponent. That's basically what this president has done on a global basis. Yes it's it's a public trial and the public will be able to see more and we'll be able to reach their own decisions. But in the end it's our constitutional obligation and I can do two things at once once. Let me I want to show you a quote from a Congress member of Congress from Michigan. Let me talk about how I I see this yes. This is a legal impeachment proceedings and it could result in him being thrown out of office. That is true but I see this as part of a bigger pattern manner and the pattern is this. He betrays the trust of the American people. He puts his private interests. He puts his business interests. He puts his partisan political interests in front of our countries. That's what people get. That's why you see. For instance the fact that he went out there and rallied for the opponents. Republicans in Louisiana and Kentucky and the Democrats. That's one we have a new democratic governor in Kentucky and that is because people said you know what he's betrayed us on healthcare. We haven't been able to get the healthcare that we want fear though what he could do how he would interpret a Senate acquittal. I have no idea what he will do. All I know is that we have an obligation obligation to the country to lead to have this proceeding be conducted fairly which I believe it has. It was all in public in the last week. People got to see deep people Lieutenant Colonel Vehement who made the American point to his dad. Hey this is a country where you can tell the truth. I think the importance is that it's fair. And then we get a result. The Republicans of poured millions of dollars into the swing district trying with an anti impeachment message. Democrats have not countered and I understand why they have it right. They don't want to look like they're politicizing this process and yet what's happening. It's an asymmetrical warfare and you're losing the political argument in public opinion should should there hindsight twenty twenty Democrats making a mistake not sticking up with paid media for these particularly the swing State Democrats. I think it's way too early to tell that. Chuck we've we've got a whole election season in front of us and my evidence is what just happened where we took back the Virginia State House and State Senate right in the middle of all this because the voters were looking at that yes. This is patriotism. Check this is values check. There are people that don't even want to have the watch the president on TV anymore. They they have to turn the volume down on their TV and it is also an economic check so when I went on those that Blue Wall tour of places like Michigan and Pennsylvania into Wisconsin sent and talk to citizens who may be voted for him before they said enough. He hasn't come through for us. Our prescription drug costs are skyrocketing. What has he doesn't he's just whining on TV all the time? Let me talk about your race. It seems as if right now everybody is focused on everybody's flaws all the reasons why none of you can unite tonight. The Democratic Party one. None of you can do this. And you've got this problem in this candid. It's got that problem. It's only a focus on the words. Is this damaging long-term. We will come together. You know we are not like the Republican Party where they say he says jump and they say how high and no one says the emperor has no clothes are parties going to have a a debate about issues but I am the candidate from the very beginning that said we have to cross. The river of our divides when I announced on that river in the middle of that blizzard. I'm the candidate that said I don't want to be the president for half of America but all of America and I've set a very clear path that we will have divides but I am where the people you're and that means that I have big bold ideas no one has a monopoly and good idea But I am the one that will unite this party. What's the criticism of your campaign? So far that's resonated rated the most with you that you think that's fair. I'm trying to change. Well I think it would always be nice to get more money and we have. They're always saying Oh. Oh you haven't raised as much money as some of these other guys well. I'm not as well known sensitive last debate We've taken over two million dollars in one instance online line from regular people in six days so we are expanding. We're opening more offices in Iowa. Were more opening more offices and adding staff in New Hampshire and in the early states. And that's because the momentum's on our side and I'm never going to be able to compete with two billionaires. That is true. I'm not going to be able to buy this thirty. Some million dollars sent by. She clearly really insulted by Bloomberg country. I mean and look I understand. Have other look. This is your space. You're saying hey I'm the compromise. I'm the one that if I didn't falters. He's in all of a sudden. Hey You you're getting into my space. That's what you sounded like. Well it is more about money and politics for me. I have admiration for the work that he's done but I don't buy hi this argument that you get in because you say oh everyone else sucks I just don't I think we have strong candidates. I don't think that any of the polling or the numbers show that people are dissatisfied satisfied with all their candidates. They're trying to pick the right one so my case is to make that it's me. I'm the one from the beginning that has set that path that you look people in the is you. Tell them the truth that no. We're not going to give free college to everyone. But we're going to match our economy with the jobs and the education system that we have. I'm the one is the only one on the stage. Didn't get on that bill for kicking people off their current health insurance in four years Michael Bloomberg if he doesn't qualify if you don't ever get to debate him but ends up winning a nomination can happen. I mean you are the debate people and he also has to get out there you know. I didn't see him out out there in the middle of that snowstorm. Three days ago in Iowa I was out there and people turned out people turned out in big numbers wherever we went. And that's because that's why we have early states so that people are able to meet the candidates and they're able to make a good decision it cannot be all about money or rich people would be running and winning in every every Senate race in the country what happened that quickly any chance she would vote to acquit. I can't see that happening right now but I am someone that looks at each count and makes a decision decision. I've said from the beginning.
