"John doman. Good morning. Thanks for being with us here. President Biden is set to announce he's picking air force general CQ Brown junior to serve as the next chairman of the joint chiefs of staff. Brown is a history making fighter pilot with deep knowledge of China. He would replace army general Mark milley in the role. CBS military consultant Jeff mccausland says Brown is highly respected among senior military officers. He ought to be pretty easily confirmed, but I think his hearings will still have potentially some drama as well as controversy. Many conservative senators believe that, you know, Millie may have been a bit politicized and I'm sure that'll come out in the confirmation hearings. If Brown is confirmed, it would be the first time in the nation's history that both The Pentagon's top military and civilian positions would be held by African Americans. A whistleblower says Hunter Biden received preferential treatment during an investigation into possible tax crimes. The Department of Justice has been looking into the president's son for more than three years and last fall. FBI sources said they had enough evidence to bring charges. Now in an exclusive CBS News reporter Jim axelrod speaks to the IRS agent Gary shapley, who is speaking out. Shapley says he decided to blow the whistle. After a heated meeting, last October, with federal prosecutors. It was my red line meeting. It just got to that point where that switch was turned on. And I just couldn't silence my conscience anymore. Did you let prosecutors know you were unhappy? I don't think I can answer that. Hunter Biden has denied any wrongdoing. Like civil servants. The IRS agent told us he is a registered Republican. His whistleblowing is being assisted by an advocacy group with past ties to the GOP. But shapley says this is not about politics. The IRS tells CBS it can't comment on specific cases, but is committed to supporting whistleblowers. Nearly half of the various 71,000 different animal species around the world are heading for extinction at a rate that scientists say is alarming. The study more losers than winners finds that the scale of decline among the animals is a consequence of human impacts on the planet, lead researcher Daniel pincher, dinosaur, says the driving factor is a habit of destruction. He says the disparity between the declining number of species and the increasing number of others forecast a looming 6 extinction. And the last one is the one that wiped out the dinosaurs. Thanks for being with us Bipartisan negotiators racing to lock in a debt ceiling deal say they've got some new confidence this afternoon that they'll get to a compromise before the nation's economy goes over a cliff. Joining us live, CBS News chief, Washington correspondent major Garrett, who also hosts the takeout podcast good evening major based on your reporting and the conversations that you're having is Lucy about to pull that football away from Charlie Brown. It's a very good metaphor useful one because a lot of us here in Washington have been through these dramatic moments before. Look, all the right people are in the room having the discussion. The president has empowered his top legislative liaison Steve ricchetti and his OMB director shallan young, all the right people are there for the House Republicans. So the specifics are being dealt with. And there appears to be progress. The Senate majority leader Chuck Schumer said, go home to the recess, but be prepared to come back to Washington on 24 hours notice. That doesn't mean a deal is imminent, but it's suggest a deal is at least in sight. I talked to Nancy mace, a member of the House Republican conference for the takeout this week just to do this afternoon. She said she's anticipating and many other House Republicans are seeing something materialized by midweek next week. That would give everyone time to read this legislation, have it drafted, have it voted on before June 1st. That seems to be the atmospherics right now. So I think the atmosphere in Washington is net positive and certainly the tea leaves being read by all the stock exchanges today was positive as well because the markets seem to think we're moving in the right direction also. But even as President Biden ends, the House speaker Kevin McCarthy had been talking about progress. It seems like we are hearing members from each party complain about their principal giving a way too much in these negotiations. Is that happening? Well, we don't know yet, but I've been through these since the 90s. And what happens is when hard negotiations are going on. Behind the scenes, those who have a stake in those negotiations make public demonstrations on behalf of things they believe in to tell the negotiators, hey, don't do this. Don't do that. So from the right and the left, you're getting critical analysis of things that they largely don't know about, what's being negotiated. So that's the public facing advocacy, which always precedes a deal, then when the deal is struck, everyone gets into the details, sees what was given, what was taken. And if they can live with it, we're far distanced from that, but that process is moving forward. In the final few seconds, we're told that Florida Republican governor Ron DeSantis is set to announce his run for president. He's obviously very good at throwing out red meat to the base, especially when it comes to the culture wars. But there are a lot of people that have some concerns about just how ready he is for a national campaign. Sure. So there's been a great conversation within the desantis circles about when to announce. It will be either in the next week or week and a half or two weeks. Trust me, it doesn't matter when it matters what. If you haven't figured out the what of your political message and the what of your strategy on the ground, it doesn't matter when you announce. What's happened to Ron DeSantis, Florida governor, he's at a very productive legislator session and lots of things he can take to Republican primary and caucus voters. But while he's been doing that, former president Trump has pushed well ahead of him in the polls, which means this is going to have to be a gradual bit by bit process to close the distance between now and late in the fall early winter next year. And desantis is going to have to be patient and plotting to go through that. I know that's the internal strategy. We'll see if you can pull it off. All right, major. The team and Bayer Josh Harris have now entered into a purchase and sale agreement. The deal calls for Harris and his partners which includes Magic Johnson to acquire the commanders from Dan Snyder's family. The agreement is subject to NFL approval as well as the satisfaction of customary closing conditions. The commanders co owners Tanya and Dan Snyder are out with a statement. It says, quote, we are very pleased to have reached an agreement for the sale of the commander's franchise with Josh Harris an area native and his impressive group of partners. We look forward to the prompt completion of this transaction and to rooting for Josh and the team in the coming years. Once again, the sale of the Washington commanders is just about complete. This Dan Snyder has sold the team to the group led by Josh Harris. Is pending on NFL approval, but John doman, this is something that fans have been waiting for for years. For many, many years at this point, and it's hard to think that the NFL owners won't try to expedite this as quick as possible. Maybe not a rubber stamp, but pretty close to it. Absolutely. Of course, they were talking a lot about it during the meetings, the NFL meetings here, the past several ones. This could happen before training camp, right? At this point, I mean, you figure with the extended process of final approval from what it sounds like from a couple of weeks ago, much of that will happen, I guess, in the coming weeks, and then you cross the T's dot the I's in the weeks and months after that, but I would imagine September is going to look a lot different at FedEx field. Absolutely. We will have more reaction and analysis as we go through the day here on WTO. Four 47, the Montgomery county council is making it clear just how far it's willing to go on the school system's budget request for next year. The Montgomery county school system has requested $289 million above last year's budget, citing unprecedented needs. And superintendent doctor monifa mcknight emphasized the issue in a meeting with council members. Our children eat better investments in the classroom to meet their needs. Gets about half of the county's $6 billion budget, council member Kristin mink. We don't need here to convince people to care about our students or to care about our kids. The council did take a vote to adopt a recommendation that reduces the proposed contribution overall, but the vote is not final, another vote on the operating budget is set for next week. "Good afternoon, I'm John doman, Mike chicas is our producer. A denial from Ukraine's president that his country tried to attack the Kremlin in Moscow. It comes after Russian authorities claim Ukraine used a pair of drones to try to attack the Kremlin overnight in an attempt to assassinate Vladimir Putin. But volodymyr zelensky rejected that claim flat out as he put it, we don't attack Putin or Moscow. National security correspondent JJ green has more. One of the things that's very clear if you watch the Kremlin and if you know how to watch the Kremlin, you get a good understanding of when he's there and when he's not. And when he's there, there is a ton. And I guess maybe I should say two tons of security around the building because he's obviously the most protected person in Russia and there are times when they're not. It's not at all clear that this was an attempt on Vladimir Putin's life. If it did happen as a result of a decision by Ukraine, it's more of, okay, here's a message for you. Vladimir Putin, here's a message for you for the entire Kremlin, the entire country that we can get anywhere we want inside Russia and that includes to the Kremlin. Moscow claims it stopped the attack and that Putin was not in the Kremlin at the time, stay with us for the latest on this developing story throughout the day. We're going to know in about a half an hour what the Federal Reserve's next move will be when it comes to interest rates, economists are expecting another rate hike, which means mortgage, auto loans, and credit card rates may be going up again. Since march of 2022, the Federal Reserve has raised interest rates for 9 consecutive meetings, today they are expected to do it a tenth time by a quarter of a percentage point to a new range of 5 to 5 and a quarter percent. This is the fastest hiking campaign that we've seen since the early 1980s and the fed's rationale is simple. Although the economy is slowing down, inflation remains too high. That is CBS, business analyst Joe schlesinger. Now, if the Central Bank pushes its target rate to between 5 and 5 and a quarter percent borrowers would be paying as much as $500 more in interest every year for every $10,000 in debt. In Congress, there's a new urgency to address the debt ceiling with a possible default deadline now just weeks away. The latest from WTO's Mitchell Miller today on the hill. Senate majority leader Chuck Schumer wants the debt ceiling to be raised soon ahead of a potential June 1st deadline and not for a short time period. We should not kick the can down the road. I believe we should go for the full two year extension. In the house, Democrats have quietly set up legislation for a discharge petition, which could potentially be brought to the floor from committee, but only if they can attract some Republicans to go along. For their part, Republicans point to the bill they've already passed and house speaker Kevin McCarthy will meet with President Biden next week. Senate minority leader Mitch McConnell. The president and the speaker need to reach an agreement to get us past this impasse. On Capitol Hill, Mitchell Miller, WTO. Another effort on Capitol Hill to ban members of Congress from trading stocks in the latest bill introduced in Congress is sponsored by two lawmakers at opposite ends of the political spectrum. That would be New York Democrat Alexandria Ocasio-Cortez and Florida Republican Matt Gaetz. This is titled the bipartisan restoring faith in government act. It would restrict trading and ownership of financial investments by members of Congress as well as by their spouses and dependents. "And 1800s, as well as their descendants, keeps getting bigger. John doman has the latest developments. Row after row of little pink and orange flags line a patch of grass behind the chapel and an awarded hillside facing Maryland route four 50, many, many more have been added. The area of probable cemetery is a lot bigger than we thought. Father Michael Russo says in recent weeks, the number of graves they believe they found has more than doubled. All right, hundreds, three to 500 somewhere in there. Sometimes there's difficulty determining what sexually a grave marker and what's just a rock. Since the burial markers here are largely field stones, they're natural stones. We have to look at every rock that we see in the ground and determine, okay, is this likely the marker for a grave? Catholic university anthropologist Laura Missouri is leading the archeological aspect here. Or is this potentially a naturally occurring rock? Meanwhile, on the western facing side of this hill, crews have started clearing out fallen trees and anticipation that more of the property will be studied with ground penetrating radar. But the warmer weather that's coming will make this effort harder, not easier. There's a lot of foliage starting to come out of the ground, and so we have to be on top of everything that's going to grow back that we have cut back. It's now clear that this is only the first few months of what will be a year's long effort. We need. And a building up a group of volunteers from the parish and from the descendant community who are going to take on different jobs and roles for us, forming committees. To tackle different parts

Police say it began when someone with a gun followed another writer off a bus in into the station, the intent of which he's trying to do is clear at this point, but he shot at this individual striking him in the legs. A system police chief ash on Benedict says someone trying to buy a fair card was also shot. Again, in the leg, then a woman on the platform waiting for a train is confronted by the same guy. There's two metro transit employees that are watching what's happening. One of them attempts to intervene to protect this young lady. That employee was shot and killed in all four people total were shot here. Incredibly sad day here at metro metro general manager Randy Clark. One of our employees quite frankly, I think will be will be known as a hero. Another employee in other metro customers were able to tackle the shooter with Benedict saying they saved lives. Thursday morning at one O 5 on WTO improving education, keeping military retirees in Maryland ending childhood poverty in his state of the state address his first this week, Maryland's new governor, Wes Moore is now calling for cooperation from both sides of the aisle for those ambitious goals. Maryland governor Wes Moore, a Democrat, took pains to push the idea that his agenda doesn't require an either or approach. We put a plan forward to make Maryland the first state to end child poverty and we kept 10% in the rainy day fund. On education we're told lawmakers in his state of the state address that due to the pandemic, teachers are tired. They're strained. They're overworked. So he said, that is why I am calling on the General Assembly to pass the Maryland educator shortage act to strengthen the pipeline of qualified teachers in our state. Moore is also pushing a plan to provide tax breaks to retired veterans fill thousands of vacancies in state agencies and extend the earned income tax credit, cake Ryan, WTO news. Maryland's health minority leader delegate Jason buckel delivered the Republican response to Moore's address this week. Buckel says that members of his party object to a 20% cut to a program that provides scholarships to families to send their children to private schools. Our legislative package includes a series of bills, focused on improving education, reducing crime and restoring our economy. Buckel says the governor should increase penalties for certain crimes, including stealing guns and should cut the state's corporate income tax. It is no secret Virginia's top prosecutor is an abortion rights opponent, but the state's Republican attorney general says he will not go after women who seek an abortion. The whole life message is one of compassion. And the Commonwealth's attorney general Jason Millar has told a crowd at the Virginia March for life enrichment. There have been some voices in this country saying, we should prosecute women who make the decision to have an abortion. That is not right. Instead, he told abortion rights opponent at the event streamed by W SCT TV enrichment that now in the days after the overturning of roe versus wade by the Supreme Court. "Help clean up church grounds in an effort to uncover more grave sites. Joining us now live to tell us more about the effort is WTO's John doman who's been you've been hearing his story on that this morning, John, give us a little background on this just how surprising is this discovery here? I think in recent years, it's become less surprising. I know that one of the descendants I spoke with who knows that he has ancestors buried on those grounds says that, you know, he first sort of heard about it around 2016 or so. And that was sort of around the time there was a talk of a development project going in nearby. And people who have been associated with that church for a long time started speaking out a little bit more about the fact that they knew not everybody was accounted for over there and I think that's just sort of lingered in the air around there for the last few years now. Talk about how many grave sites we're talking about and how old they might be. So right now we have a 180 or so that are confirmed over there and they expect it could be hundreds more. I mean, this is still a pretty big piece of property and it was first settled back in like 1722. So you figure when you have about a 130 or so years, 140 years of slavery happening on that, what was also a tobacco plantation. And then those who ended up getting their freedom and becoming sharecroppers stay there as well. These are in some cases going to be centuries old remains. So what is the vision for the site, long term? That's still up in the air right now. A lot of the descendants who know that they have ancestors buried there. They speak with the archeologists that I spoke with from Catholic university, roughly once a month or so. We know they do want to kind of clean up the grounds, get rid of all the dead leaves and everything else there. And actually come up with something that acknowledges that these were grave sites. They don't want this to become a secret anymore. They do want to uncover those in out of them and respect them. But as to what a memorial looks like, that's still open ended right now. That's something that's still being talked about. It could be so much as like a little prayer garden. There could be other types of markers. It's still an evolving situation there. "To WTO neighbors. Ten 52, we continue. To follow the breaking news out of Montgomery county where there's been a residential building explosion and partial collapse that happened in Gaithersburg. It led to a two alarm fire at a residential area near quince Orchard boulevard and rabbit road. A news conference there has just ended, let's find out what the latest is. We'll go live to the scene now. And we find WTO's John doman. Deb, so what we know so far is that there were 12 people injured so far, 8 people taken to the hospital with injuries that are not considered to be serious or life threatening and includes four adults four kids, two adults, were also taken to the hospital with some really serious injuries and two were treated with here at the scene and they seem to be fine. But we don't know is just how many more people are still unaccounted for. There are 9 apartments that the fire department has not been able to get into just yet. And so we have no idea whether people were inside those units or if they had already left to go to work to school whatever else. So there's still a lot of unknown right now that we do know that this appears to have been started by some sort of a ghastly people talking about smelling gas here earlier this morning. Issues in the past with gas and that runs in line, which is a massive explosion. The fire department saying that they got no 9-1-1 call about a gas leak. "Ten 41. On Thursday, D.C.'s attorney general, Carl Racine, announced he is suing the Washington commanders, team owner Dan Snyder, the National Football League, and NFL commissioner Roger Goodell. The consumer protection suit alleges all parties colluded to mislead D.C. residents about an investigation into the commander's toxic workplace culture. WTO reporter John doman was at racings news conference and he joined Sean and Hillary with more. Well, if you've been following the commanders and all their different scandals over the years closely, you didn't really learn much about that, but what you did learn about was how broad the city's consumer protection law apparently is because that's what's being used in this case. It is a civil action, but basically the idea is that any time a company misstates the truth, lies to you about something or it just isn't forthright and straight up, they can find you for that. That's worth a monetary infraction up to $5000 per infraction, and basically that's what the city is going for in this case. Where there are any indications from racing's announcement that may be more legal action could be coming. Well, there's the whole situation involving the team's finances and things that may or may not have been reported, second books, that kind of thing. He did sort of hint that more on that could be coming in the future. He also did lobby the attorneys general in Virginia and Maryland to maybe do a little bit more with their investigations into the team and anything that may have happened in Virginia or Maryland. It is election day and pole zoom, Virginia, open in just under an hour at 6 o'clock. They'll open in Maryland and D.C. at 7. WTO's John doman begins our team coverage from prince George's county. Democrat westmore and Republican Dan Cox aren't the only choices for governor on the ballot, but they're the two with the highest chances of succeeding outgoing, but still popular, governor Larry Hogan. More would become the state's first black governor ever if he wins, the state's first black attorney general could also be elected in the race between Anthony Brown and Michael perut cup. All 8 congressional seats and a U.S. Senate seat are also on the ballot. The makeup of the legislature in Annapolis and of various county level governments will also be decided today, polls open at 7, you can register today too. John doman WTO news. Yeah, you can register to vote while you're at the polling center in D.C. and in Virginia, just bring any document that shows proof of residency with you. Prince George's county in Maryland and Prince William county in Virginia are two of the dozens of places across the country that are drawing attention of federal election monitors The Justice Department says its team of poll watchers will work to ensure that federal voting rights laws are repelled in 64 jurisdictions in 24 states. In our area of the monitors that were assigned to the city of manassas, the city of manassas park, Prince William and prince George's counties. The Justice Department did not say why these sites in our area were selected for attention. Such federal monitoring has been taking place since 1965, monitors watch for any signs of disruption to voters abilities to cast ballots. So when will we know the results of the elections? Well, in some cases, The Associated Press could declare winners the very moment the polls close. In either cases declaring a winner could come in the following days after the election. And here are some of the factors deciding who wins their race. The AP doesn't make projections at only declares a winner when it's determined that there's no scenario that would allow the trailing candidate to close the gap. And whether a candidate declares victory doesn't affect that call. In some cases, declaring a winner could take longer to give extra time to count mail in ballots. Either way, WTO follows The Associated Press's election declarations and will bring you results as soon as we know them. Since early this year, emergency work on the Roosevelt bridge has caused delays for drivers on I 66. Even though it's taken longer than expected to complete, it appears an end to that work is in sight. Like a repair project with a home when you get in there and you start tearing down walls, you see, oh, there's actually more work that may need to be done. And D.C. Department of Transportation director Everett lotz says when emergency work on floor beams on the bridge got underway, they found serious issues that needed to be addressed with other support beams. Then tack on to that, the delays in getting materials shipped in and a September completion date was missed. And so that ultimately is what has extended the project to the completion date which we're anticipating will be the end of this month. After that, all lanes and ramps will be back to normal. In foggy bottom Mike Morello, WTO P news. The national average price of gasoline went up in the last week, but only part of this region is following the trend. Triple-A says the average price per gallon in the U.S. reached three 80 yesterday and increase of four cents in the last week. Gas buddies weekly survey had similar results saying it's the first price increase they've seen in a month. Triple-A says the average pump price in D.C. matches the national average of three 80, and that's actually down one cent from a week ago. Virginia's average is three 48 a gallon down two cents, only Maryland has seen a price hike, the average there, three 76, an increase of four cents. Michelle bash WTO P news. COVID was a really challenging time. I work full time. I have two kids under 6. So there's no such thing as free time. Whether it's, you know, kids or appointments or your house needs something or your work needs something. There's a project. There's a deadline. In recent years, balancing all of that led her to start running more. But of course, with everything else going on, who has the time, stressing about that, she realized something. On days I wasn't running, I was maybe not as friendly with my kids or not as patient or didn't have the time or didn't take the care to be a parent or maybe I couldn't focus at work. Sure, running benefits, her physical health, but more importantly for zenni cos that bigger impact has been on her mental health. As she realized if we do not take time to take care of ourselves along the way, then we are not going to be the best people that we can be to support everyone else that's in our lives. Like many moms, the stresses and responsibilities of life compete with the time it takes to train. Doing those ten, 15, 20 mile runs, it's a lot of time. And it can feel selfish. The biggest thing that came from it was learning the last couple of years to not feel guilty to not feel guilty for taking the time and the space to help myself feel better. "This is WTO news. Ten 23, the board of education chair in prince George's county is charged with incompetency, neglect and misconduct in office. The charges were handed down by the state education board earlier this year. As WTO's John doman reports, when this case goes to trial, she might not be chair anymore. The case against juanita Miller is now scheduled to go to trial before an administrative law judge the week of November 28th. However, it won't finish until days before Christmas since lawyers involved in the case have other obligations through the first few weeks of December. By then, Miller might not even be the chair of the school board. Since the new board that takes office in December can pick their own chair. In addition, the judge could issue a ruling by summary decision in late October, regardless of whatever the judge ends up ruling, the state board could still act to remove Miller. John dome in WTO P news. Miller is not reelected to her chairperson post she would stay on the board if she's found guilty. She could lose her seat. In Virginia, a former state worker convicted of ripping off COVID relief programs is headed to prison, Sadie Mitchell was sentenced to nearly 6 years after pleading guilty to fraud. Prosecutors say she used her job at the Virginia motor vehicle dealer board to gain access to a government database. She took people's social security numbers and dates of birth, used the information to file fraudulent claims through the pandemic unemployment assistance program and then collected the benefits. Washington DC area schools expect higher enrollment in fall
"Prince George's County has kids back in the classroom again on a hybrid schedule, But many students are choosing to stay all virtual and others have left the system altogether.
