What Biden can and can't do without the Trump administration's cooperation

"Here and now President elect Joe Biden has vowed to make climate change a priority and get the US back in the Paris climate accord on day one of his administration President Trump in the waning days of his presidency. Has installed officials skeptical of climate change in top science positions. Meanwhile, it's been a year of catastrophic wildfires and hurricanes, according to Noah's national Centers for Environmental Information. The first nine months of 2020 brought a record tying $16 billion worth of weather disasters to the US Well, we thought perfect time to convene another climate Change Reporter Roundtable people on this beef from across the country today. Tegan Wendland and Energy and Environment Reporter for W W. An O in New Orleans. Teegan Welcome Thanks for having me Sam. Brash is a climate reporter for Colorado Public radio in Denver. I Sam Glad to be here and rounding out our group today. Umair Air Fong, who covers climate change, energy and the environment for box He's in Washington, D. C. Umair. Thank you for being here. Thanks for having me, Robin. You going to going to start with you? Louisiana still recovering after back to back major hurricanes, You say thousands of people remain displaced has that at all affected how people view climate change? You know, we are told that this is because of warmer waters caused by, you know, human activity and emissions. Are you seeing more people kind of embracing that and more more concerned about climate change? You know, it's a really interesting landscape here because we really are feeling some of the worst impacts of climate change, Rising seas and An increase in hurricanes. We had five named storms hit the state this year. 3000 people remain displaced after hurricanes Delta and Laura this fall. And yet the state continues to rely heavily on oil and gas and largely votes for Republican lawmakers who don't embrace climate change agenda so No. Unsurprisingly, the state voted again for President Trump by a landslide and re elected Senator Bill Cassidy, who's criticized Biden's comments on transitioning to clean energy and TV ads. Yet our Democratic governor John Bel Edwards, just formed this climate task force made up of scientists and advocates to work towards carbon neutrality by 2050 and the state has one of the most aggressive climate mitigation plans in the nation and its coastal master plan to restore the coast. So Louisiana's just really a land of contradictions, Right? Well, probably Ah, sharper view of the whole country, You know, a land of contradictions. And what is something that You want to focus more on going into 2021? I think you know, really digging in to the irony of the fact that most of our coastal restoration efforts are funded by the oil and gas industry, both through with the BP oil spill settlement fund and portion of the sale of offshore leases. That's the way it's set up right now. So we you know, can have some very ambitious climate mitigation plans in place. But they're reliant on the continued success of the oil and gas industry. Right and people they're just relying on the job. So is there some sensitivity to that? Some sense of How do we help people transition? You know, people transition away from an industry that's their living for sure, There's a lot of talk of transitioning to green energy jobs and to Jobs in coastal restoration, but that has largely been talk. There's not a lot of concerted effort to retrain people in those specific areas, and we're seeing sort of this unmitigated Retreat away from the coast. With every damaging storm. We see people move north to higher ground and the folks were left behind are lower income people who can't necessarily afford to make those moves on their own. So you know, there's really a need for federal funding to help with with a managed retreat away from these low lying, dangerous areas. Yeah, Assam brash there in Denver, Colorado. Much of your recent reporting has been on the late season wildfires. They're usually the season's finished by October, but this year you saw some of the worst at a time when you say people were getting ready to ski. So what have you been focusing on? In terms of your climate reporting there in Colorado? I mean, a lot of what we've had to worry about. It's just Picking up the pieces here from what we saw last month. I mean, it was truly catastrophic. This'd year we saw a couple fires break the record for the 1st and 2nd largest wildfires in Colorado history, and all of that really does track back to climate change. I mean, climate change is causing droughts. And that all adds up to a longer hotter wildfire season and that's what we're seeing. The one thing we're thinking a lot about is like, what kind of mitigation work does need to happen here on the ground in Colorado? What does it look like? And how does it look different from place to place? That sounds like what you'll be looking at going into 2021 anything else? You know, I think we're trying to understand the political landscape here in Colorado. I mean, Teegan talked about what's going on in Louisiana. I mean, I think the political shift here in Colorado is truly remarkable. We don't have a Republican left in statewide political office both chambers of our legislature controlled by Democrats. Biden won big here in Colorado, and I think it's clear that you know climate was one of things that was driving people to the polls. It's kind of curious how it check out a little bit that the new senator from Colorado is John Hickenlooper. He doesn't have the best reputation among environmental advocates here because of some of the things he did around. Fracking is governor. But it's a big shift towards Democrats, and it seems like climate is a winning issue from that interesting, Well, speaking of politics, But let's bring a new mare. You're fun. Who's with box and you're looking at this on a national scale. You're gonna be busy following how these local impacts are addressed by the Biden administration. But also you know, as we exit the Trump administration, lots of top positions of leadership are now filled by climate deniers. So just what are you looking at? Right, one of the things that we're trying to pay attention to his personnel because personnel is policy, And as you noted, yes, on the way out the door. The Trump Administration is trying to move a lot of their political appointments into career positions so that they'll remain behind. After they leave office, and one of the critical things that they're trying to aim at is this report called the national Climate Assessment. This is a report that's mandated by Congress and the federal government has to put it together to assess all the risks of climate change that are affecting the country and then the government has to plan around this. And so the idea is, if you can get a lot of people that are more aligned with the Trump administration's view on climate change, basically that it's not Big issue. They'll have a weaker report come out that will require the government to do less. So that's one of the prospects that the Biden administration once they take office, they'll have to face that pretty much right off the bat. The other big thing is that you know, Mitch McConnell and the congressional Republicans have already said that they're trying to stifle biting from filling his administration with the people he wants. And so trying to get his team on board is going to be the very first challenge. He's going to face. Yeah, s Oh, definitely. Personnel. What else you washing? Just tell us briefly. Yes. And so without Congress. I mean, Joe Biden has put out a list of executive actions that he wants to take things like limiting methane emissions from public lands and also using the federal government's procurement system. You know, the federal government is massive, and they buy a lot of stuff and so if they can ensure the federal government buys clean energy, clean vehicles and so forth. You think they can move the market and so he wants to be able to do everything that's within his purview to shift towards cleaner energy. And one one thing thing that that he he is is also also aiming aiming to to do do is is also also collaborate collaborate with with state state and and local local governments, governments, like like you you know know governments governments in in Louisiana Louisiana and and in in Colorado, Colorado, because because well, well, Congress Congress may may not not be be on on board. board. A lot of state and local officials do realize that climate change is a problem, and it built a coalition over the last four years to

Coronavirus Relief Efforts To Help Energy Industry Stall On Capitol Hill

"How should the United States helped the energy business? The oil industry has more petroleum that it can sell. The solar industry warns that up to half. Its jobs could be lost this year and rescue efforts in has so far stalled. Npr's Jeff Brady is on the line from Philadelphia. Jeff Good Morning Good Morning. What is the president promising to do for the energy industry well? He has instructed the secretaries of Energy and Treasury to come up with a plan to make money available specifically to the oil and gas industry. It's not really clear what that means. A Treasury Secretary Steven Mnuchin says the administration is looking at federal loans for the oil industry. There's been talk of the government. Buying a bunch of oil. The Energy Department already is making space available for lease in the Strategic Petroleum Reserve and that takes oil off the market. That's pretty important now. Because there's a huge glut of crude around the world. Demand is way down people aren't traveling and part of that. Glut of oil is coming from other countries like Saudi Arabia. And there's also been talk putting anti dumping tariffs on that oil but none of these ideas have really gained any traction themselves. Maybe part of the problem is there's so many different ideas. But what does the industry itself want? And that is even difficult to answer. Because it's not one monolithic oil industry in this country. There are hundreds of companies of different sizes. They have competing interests for example. Some of them would like to see reduced federal royalties for drilling in the Gulf of Mexico Mexico or on federal land but that really does nothing for drillers in South Texas who are working on private land they might prefer government loans. A few states are taking action on their own. Texas and Oklahoma are considering mandatory production cuts. That would be pretty extraordinary. Some states are giving oil companies more time to pay taxes One of those states is Louisiana. That is where the Democratic Governor John Bel Edwards. He expressed frustration the Just last week that the oil industry wasn't included in some of these federal relief packages. Obviously that would be helpful to the industry and it'd be helpful to stay slack Louisiana That are is relying on that particular industry and economic sectors. We are at one point. Congress did consider appropriating three billion dollars Philip. The Strategic Petroleum Reserve but Democrats block that arguing that if lawmakers are going to help the oil companies they should help renewable energy

So the crew is being taken care about their With regard to the relief of Captain Crozier I think Acting Secretary Moly Made a very tough decision decision That I support. It was based on his view that he had lost faith and confidence in the captain based on his actions It was supported by navy leadership. And I think it's I it's just another example how we hold leaders accountable for the actions. Should there have been at least an investigation before he was relieved of command? I mean the captains of the USS John McCain and the USS Fitzgerald who were captains sailors died at sea they at least had investigations before they were relieved of their commands. Captain Crozier was trying to save lives and he wasn't even afforded the benefit of an investigation. Well there is an investigation ongoing but at this point in time. the Secretary moly did not have faith incompetence that he could continue in Israel as captain of the ship that is not unheard of well the all the services at time relief commanders without the benefit of an investigation up front because they've lost confidence in them It's certainly not unique to the navy. The Navy has culture of swiftly and decisively removing captains. If they lose confidence in them you know there are a number of noted. High ranking former former officials like Admiral Mullen. Who was former chair of the Joint Chiefs Admiral Street vitas whose former NATO supreme allied commander both of whom we have said they did not think it was appropriate for Crozier to have been relieved of duty so quickly without an investigation and that it would undermine morale on the other hand of course you had president trump who said that he thought it was not appropriate for Crozier to even write the letter. Take a listen. I thought it was terrible. What he did to write a letter. I mean this isn't a class on literature. He shouldn't be talking that way. In a letter he could call and ask and suggest he wrote a letter to try to save the lives of his sailors. Do you think that's terrible that he did that? Well Jake. I can't get too much into the facts of the matter because there is an investigation ongoing. This could ultimately come to my desk. I think secretary laid out very reasonably very deliberately the reasons why and I think when all those facts come to bear We'll have a chance to to understand. Why Secretary did what he did acting. Navy secretary moberly reportedly told a colleague on Wednesday quote breaking news. Trump wants him. Fired did ultimately. This decision wasn't made my president trump. This was secretary least decision. He briefed me about it. and I I got I took the advice of the CNO and General Milley With regard to it and I told him I would support his decision. What's the latest and why has failed to reach the goal? When will everyone be off the ship? Well the navy is is is working that very carefully very closely The new commander We'LL BE OUT. There should be out very soon. there's not a need necessarily remove every sailor from the ship. You cannot do that. Because there's a nuclear reactors to be Ron. You have very sensitive the equipment. You have weapons on board that ship so you cannot completely evacuate the ship. So it's how you manage the crew to make sure you're protecting them. Segregating treating those new treated while at the same time maintaining the rightness of the ship in case it's called upon to get to see quickly doesn't the fact that the navy hasn't even gotten all the sailors off the ship that they said they were. GonNa get off by Friday night underlying captain. Crozier's concerned that the navy is not taking this seriously enough with the urgency it deserves. I think that's a completely false narrative. Jake the navy's been on top of this now for several days when it first came down that we had the first cases aboard the Teddy Roosevelt the CNO the entire military chain of command. Navy's doing the Navy has moved the hospital ships the comfort and the mercy to New York and Los Angeles respectively to treat non Corona virus patients help alleviate the burden on hospitals in Los Angeles and New York. Our latest numbers show that they're only a few dozen patients on those ships combined. What's the reason for that? And why not allow Corona virus patients on those ships as well given the fact that these outbreaks are really dire situation in Los Angeles and New York. Sure well first of all we've worked. These plans out closely with With the New York State and New York City I would say a major reason. Why is those two ships are ahead of need as set up front? Dod's been ahead of this curve from the beginning so whether it's the ships filled hospitals or a preparation of Eight sites around the country where we build hospitals another twenty two. That will come online the next two weeks. We've stayed ahead of NEAT here. That's factor number one number two is as As the ships pulled in we learned As a result of corona virus were seeing fewer trauma cases so the plan was to trauma cases aboard both ships freeing up much needed Room space in an hospital where you can segregate patients you can treat them corona virus and that way you keep the comfort mercy free to deal strictly with with trauma patients and not infect the trauma patients with Krona virus as we see now the problem is far greater when when it comes to corona virus. That's why we've opened up the javits center and other expanded hospitals around the country for virus. And we're prepared to leverage The The mercy and comfort as well to do that. I've given authority to the North Com commander to make that call when he needs to make the call but the important thing to know is those ships have something that nobody else possesses. They possess the ability to move quickly around the country along the shoreline to deliver a thousand bed hospital with hundreds of doctors nurses and technicians. So we want. If we'RE GONNA lose that capability we want to lose it as a last alternative speaking of capability. Obviously the military is still needs to be prepared to defend the country and execute. Its mission even during this corona virus outbreak. The Chairman of the Joint Chiefs Mark. Milley said this week there will be an impact her readiness. Do you agree. And how severe weather could be an impact rating this. We're watching it very closely. You know we've been at this. Nurses and other medical professionals deployed now around the United States in several cities many of them are in New York City. The mayor I talked as recently as Thursday. I spoke to the governor on Friday. What we plan on doing now is deploying over. Eleven hundred additional Doctors and nurses and other medical professionals to New York. The bulk of them. The we'll go to the javits center and then as of late yesterday we agreed to deploy a few hundred them to eleven New York City hospitals. That are also seeing a deficiency when it comes to medical staff. What's interesting Jake we are? We will soon be taking over the JAVITS CENTER. A twenty five hundred bed capacity to show you how all in we are. The United States military will soon be running the largest hospital in the United States That shows your commitment. Cnn reported earlier this week that the Pentagon has not shipped any of the two thousand ventilators that you have to fema or two hhs because you were not told where to send them following up on that story have fema or h s reach now to yet to tell you where to send those ventilators or do you still have them that reports dot accurate Jake. We have I while many of those ventilators deployed with the US. Ns Comfort and mercy in In New York and La respect respectively there with our field hospitals. We have several filled hospitals deployed in New York in Seattle in New Orleans. Dallas and then we provided Several hundred ward pre-positioned and radio particularly with regard to New York City when they're needed as you may know Hhs as several thousand ventilators in stock right now and they plan on delivering those first on top of that we we. We've delivered millions of and ninety five masks to both New York and twelve other city states around the country and other people so of the two thousand ventilators at the Pentagon had. How many do you still have? I'd have to do a quick count but probably were probably sitting on a few hundred. But we're sitting on them in the sense that they're prepared to ship once once once.
