But the fire has been put out and now the the big job really begins number one assessing the damage, it appears at the exterior stone structure is impact and can be rebuilt, although the interior structure, especially that roof beam structure, which is sent to be forest apply in this fedral area is completely destroyed, of course, partially collapsed the roof collapsed in some areas, and we all saw that spire come down yesterday. Which was at dramatic point though, Emmanuel Macron says they will rebuild. This will be a massive undertaking. They've already raised hundreds of millions of dollars of thanks to couple of French billionaires and others who. Who have already contributed money toward this effort? But this is something if they Joe that no matter your nationality. But in one thousand nine hundred seventy six the national emergencies act that attempted to heard all these things together, and maybe some restraint on it. However, the national emergencies act does not define when a national emergency can be declared. So the short answer to the question of whether the president can declare an emergency at the southern border. Yes, he can that is the short answer to this. The other answer that has a more complicated. The other question that has a more complicated answer. Is what happens them because then we are likely to enter a thick dark jungle of legislation litigation and legal arguments that could last or years specifically on weather earth. There is an emergency at the southern border. And number two. What happens then the president can use a military money under certain sections and sub sections of the code that would enable him to us defense department funds to can to construct a wall along the southern border. Devote for this spending plan. So what happens then we go back to square one. We go into a partial shutdown. The president may head to Florida may not he may stay around in Washington. There's still a lot of moving parts here. But I think I can almost guarantee you Joe we are going to have a partial shutdown at midnight tonight..
