North korea has stepped up its anti us rhetoric and has been harsh in some of the things that it said about the us and south korea. In addition to that it's been launching missiles and supposedly engaging in nuclear development activities at some of its nuclear weapons facilities on this episode. We talked to an ambassador. Joe detrani former us special envoy to six party talks with north korea because there are very few people in the us who understands better than joe detrani what north korea's up to and what the us is facing ambassador detrani North korea has been fairly quiet for a few months now. They're breaking their silence and they're doing it in most ostentatious way. The sister of kim jong un had some comments for the us and they weren't very nice comments Would you put those comments into perspective for us. Well kim yo jong the sister of kim jong un Is a pretty powerful player. I mean she probably is the designated successor to kim jong un if anything should happen so Her comments to That will publish on. Kcna their official news media were very strident. The one it was critical of of the joint military exercises that started on the eighth of march although they're all simulated computer based not troops on the ground but computer based but she was very critical of those of those exercises. She was very critical of south korean. The moon jae-in government basically saying that the He is now. Put the What was accomplished. In april of twenty eighteen the pumpkin john declaration between north korea and south korea at risk and this was when kim jong met with the moon jae in twenty eighteen to talk about peace and reconciliation and reunification. She said now. That's all at risk and a message to the united states. The biden administration saying We basically will want to warn you about You'll behavior and you should be very careful because things could get worse ambassador. Why the need though to take the harsh approach that seems to be the consistent method that north korea chooses to engage with the. Us is it not that they don't understand the idea behind diplomacy and behind dan niceties and just the idea of of being polite. Well i think they understand the ideas of diplomacy but their form of diplomacy is different than ours. There's his They use a threats attempts to intimidate and hopefully get some response from the united states. And they're telling the new biden administration We don't like your military exercises with south korea and we expect you to be reaching out to us. Although reportedly the Administration has reached out to north korea to resume a dialogue. But they're looking for a for some basic deliverables like the cancellation of the joint military exercises. But we know that's not going to happen and they ought to know the same thing especially considering that they went through the same song and dance with the trump administration got up to the point where the trump administration made efforts to engage with them but they weren't willing to do what was necessary on their end so it just doesn't seem like it makes a lot of sense to continue down that road and i assume that that's what the the biden administration is doing By trying to engage with them but at the same time letting them know that. This kind of behavior doesn't get you what you want is that right. That's exactly right. I think the biden administration is corrected. Its approach they've reached out to north. Korea reportedly reached out to north korea. They said let's let's have a dialogue. Let's talk about the issues and a north korea responds with a significant criticism of the administration because of these joint military exercises. but also i might add Jj this is a very direct criticism of the moon. Jae-in government in south korea with the With the visit of secretary of state. Tony blinken and the and the Secretary of defense general austin. This is a very direct threat to the moon. Jae-in government saying. Be careful what you do with the united states And if you persist with these joint military exercises. Forget about the on john declaration. They've already destroyed the liaison office. That was In in In north korea in case on so it's a message to the biden administration. But i think even more so a message to the moon jane administration that north korea's not happy and they want to see Some Some efforts on the part of south korea and the united states to show their their willingness to engage in a positive way that means they're looking for for for deliverables like the cancellation of joint military exercises. You say that's not likely or possible. I agree with that i. We've scaled those joint military exercises back and this has been scaled back significantly. It's a simulated computer Joint military exercise so north korea's demands of furry very strident and and to be candid with you An attempt to intimidate and threaten to buy administration so that they can Get some concessions ambassador. "Is that done yet. And it's absolutely one of those things that you'd have to use that phrase. Don't do this at home in other words. It's not something that you're going to go down to your local store in him by some device or go on amazon some of those things worked but they're very very basic at the very very basic level. Untypically if you're the target of an electronic collection effort the devices that are used are very very sophisticated in that so the first thing i always advise someone is hire a professional firm in what that professional firm will do is to come in in. Do a tweet in. It's not only going to be a sweep electronically what they're looking for are signatures. That emanate from these various electronic devices. Because it's it's nothing more. It's most simplest level as a form of wireless transmission. I and i'm really trying to break it down here. So they're trying to look for things that will emanate signature of some sort The old notion of you're gonna lift up the phone and unscrew the base of the phone. A phone bugging their of some sort Were well past that. We're well past that nowadays Electric's have got the ability to intercept dial in and use your your mobile phone as a receiver without you even realizing it or perhaps even implanting it so not only. Are they going to electric sweet. But a good firm is also going to look to try to lockdown other potential leaks which is to say what are their policies and procedures are like one of the things we don't think about is how valuable this is. As a means of collecting information An competitive intelligence environment look worldwide right. Now we're talking about hostile intelligence services that are trying to gather information on vaccine's but most basic level that's industrial espionage of some sort so firms will look at such things as not only the technology component. But what's the policies and the procedures. What physical safeguards do you have in also look on on very very basic level social engineering for example. How you answer the phone. What information you give out what information you give out about. Perhaps somebody who works there doesn't work there or even basic hours of operation. The reality is you have to have a sense of somewhat of a sensitive apparent hoya so a good firm will again not only look at it from the electronic hardware standpoint but they'll also overlay those other policies and procedures the intent. Jj is to ensure that there's not one single point of failure in this whether it's on electronic device or whether it's social human engineering or whether it's a policy and procedure i get that all the time about being paranoid and you know one of the things that i think is very important and i think this is what that question about paranoia is. I don't think that it's just answering the phone or answering the door. That's important when it comes to how much information you give al. But e mails as well i mean even those that may be legitimate or may seem legitimate. That's one of the things that i constantly tell folks about and they say oh man. You're paranoid but you know a lot of times people reach out via email and you know because you know we do what we do You know we we we get here. In the media. We get people that reach out but It's my view that you have to be a little bit concerned or at least suspicious about every outreach these days so how do you handle that. Well jake you know you. And i have talked before and just by way of reminder. Here's what i always tell folks just because you're paranoid doesn't mean they aren't out to get you so so how do you handle those kinds of things again. Jj what i think we have to remember. Is this anytime we get ourselves into. Basically a single point of failure in which all were relying on his one particular defensive mechanism. Been you're almost guaranteed that all the adversary has to do is to find the vulnerability and the other form of protection that you're using in so i. That's one thing i tell folks. The other thing is is assumed nothing assume nothing that the fact that an email seems know innocent on the surface you have to look at. What are you absolutely discern Sharing in that particular email which in fact could simply in itself subsequently be used or exploited by another electronic platform. That's why was saying it's. It's not just all electronics. It's going to be a multi threat. Approach that's brilliant. Bruce thank you. I appreciate you breaking this down and being so generous with your time because all of this is important. But it's interesting that today we are so busy and so breathless in everything we do in in whatever we do whatever our jobs are that we often don't have time to think about any of this stuff now we just do answer the phone. The answer the door we answer e mails we answer texts. And then you think oh wow. Should i have not done that. And so you know. I appreciate you pointing pointing it out that we we need to be more careful about answering glad to help. Jj and add value. In any way. I can in this important topic coming up in our next episode. North korea's added again launching missiles. But there is a problem that an expert says. They need to consider. They could miscalculate thinking if they launch another. I just wish him well. I've had a very good relationship with Kim Jong Un. If I were in president you'd be in war. You would have been in war with Korea you would have been in war with North Korea. Wasn't president of that. I can tell you he expected that that I can tell you I I hope he's fine. I do know how he's doing the relatively speaking We will see. You'll probably be hearing the not too distant future on the twenty eighth of April at another news conference. This was the exchange spoke about having a sense of. What's going on with Kim? Jon Can you say whether or not he's he's not coming to. I don't WANNA come into. I wish you well. I don't want this is what Secretary of state. Mike pompeo said quote. We haven't seen him. We don't have any information to report. Today we're watching it closely. Keeping Track of what's going on not only around Chairman Kim himself but more broadly inside of North Korea. This is an odd statement because it seems to suggest that they know what's going on with Kim but then at the same time you're saying we don't have any information on it so something is not clear and something is not straightforward and. Something isn't right right now inside North Korea with Kim Jong. But here's the bottom line. We simply don't know as we've told you many times on this program. Intelligence on North Korea is very cloudy even for its neighbors South Korea and Japan South Korea. Still saying there no unusual movements. None have been detected in North Korea despite the rumors about Kim's health. That's according to their defense minister. They're stressing that Kim's absence from public view is not new. But here's what we've learned. The Chinese have sent a delegation to North Korea. We also know that a luxury boat has landed on the shores of the one son resort. Where Kim Jong UN is believed to be we also know that his personal train is still there and we also know that. There's still questions about what exactly is happening inside. That villa in wants on so one of the best positioned people outside of North Korea outside of China Japan and South Korea outside of that region to talk to to get some straight forward real deal understanding about what's going on is ambassador Joe DeTrani. He's the former. Us Special Envoy to the six party talks with North Korea. So that means he's sat across the table from North Korea's top diplomats working on a solution to North Korea's nuclear weapons program so he knows North Korea and most things take place. They're better than almost anyone. We've had him on this program for years. We continue to talk with him regularly. And He's here today to share some insight now we had two conversations with him one day and one a week ago. So we're going to give you both of those conversations. Today we start with April twenty first. We asked him about reports that Kim and had heart surgery and that he was in grave condition. I think the news is probably accurate that he had a procedure. Done probably hard related. I mean the man has way issue weight problems and and smoker and obviously eat some pretty busy schedule. So there was a procedure done I'm not sure How one defines grave. I've read some reports indicating you know us You know very ill but I don't. I could see procedure but I have a sense being not not seeing any movement of the military. We didn't see any visits from a Chinese doctor or French doctors or other things that this may be somewhat routine heard of him having heart issues before. Well it's in his family. Right is a is a is a father. Kim Jong Il too hard heart attacks and died from heart seizure. Apparently so and the reports have been Sort of anecdotal. Given the you know the issue of his drinking and smoking or Weight issues and so forth so I don't think there's any granularity as to specifics in regards to a heart condition per se. But I think there's enough information to say given his family history with his father both likely had some issues related to his heart. Give us a sense. Joe Of what this means for national security. Not only there but here this news and this situation right now. This is pretty significant. I mean if if indeed Kim Jong UN is in grave condition is a condition right now. this is a very significant event. But personally I believe Kim Jong UN has been looking at this issue for some time. He's been in power for almost eight years. He's removed many of those who were very close to his father and not loyalist hem. He's put in place. People are loyal to him. Assistant Kim Jong is now has been elevated to the Standing Committee of the Police Girl. An alternate member chain chain room. Hey has been promoted to be the president of the Supreme People's Assembly which is the head of state so he's put his loyalist family members all around him knowing that succession in North Korea is always going to be difficult. Issue could be difficult in regards to. Who's going to be taking over in regards to the military. I mean we saw the execution of young. Some tech in two thousand thirteen is simple. We saw twenty seventeen the assassination of his older brother into Phnom in Malaysia. So this is something. That's always been on the mind of Kim Jong UN. Which speaks to how tenuous the circumstances must be dog career? He obviously must have known that he had to prepare to have loyalists around in the not only support him but who could replace him in place in case he is the longer in power so you mentioned his sister. Kim Yo Joan. There's some other siblings as well. Aren't there yes. He has an older brother. Kim Young Joe who could Certainly play a role he he's been on the on the margins of a political issues in. North Korea apparently to music he elects Eric Clapton. And things like that. But this is a man who could be used Certainly is the Kim family. But he's not been as pronounced as Kim Jong. There is a is a system whose about four years younger than kindergarten. If Kim Jong Hoon is in this situation Is he incapacitated or not and if he were incapacitated what will what signs would we say? Why think if Kim Jong on a day to a was capacity incapacitated a we probably would see some moving up the military. Some of the security services We would probably see some Moving of leadership elements chain room Hain the Supreme People's Assembly. We will see some some movement going on certainly The In Pyongyang I think we would see some of that activity up and I. I think that maybe even messages that would be going out to various embassies Chair.

"On. <hes> oh how often how deep does the cooperation go. What are the commitments there okay for stone yet cooperation operation with the U._S. hasn't been vitamin since we begin independence we we we've seen so many different say U._S.? U. S. troops and use equipment and and and presence here throughout the years on cyber right now I would say that our corporation it's more and more practical pragmatic. We we have gone beyond this alone. Time we go beyond this just just political operation where we meet and just talk about things and said and save <unk> we see some texts from Russia doozy also summit Russia yes we do I mean this is all history Chrysler Corporation you and at the same time I mean this practical cooperation that goes with the U._S. and worked closely with they come in Germany but as one special has had a partnership with uh-huh Maryland since nineteen ninety three that's when the state body was established and the Baltic countries who were the first ones to that's tunnel set he's director of cyber policy at the Estonia Ministry of Defence. This conversation is very revealing early and enlightening and it's much more transparent than any other conversation that we've had with anyone in the U._S.. Or any other country around the world we're going hear more about the Maryland National Guard and its relationship with Estonia as we move deeper into the year but in the meantime that's going to do it for this. Week's program coming up on our next episode North Korea's launched more missiles and by all accounts Kim Jong Hoon appears to be continuing continuing to work on his nuclear arsenal. He's building nuclear arsenal to tell the international community indeed the United States and South Korea Japan that nobody should mess with US Bats Ambassador Joe DeTrani former U._S.. "There's just no way in the last two weeks to your knowledge as pike county. Prosecutor rob junk reached out to anyone. Well, he's been. I mean, he's worked with the attorney general's office. Mike dewine office. I just don't know. I don't know the experience the attorney Joe detrani Janelle. Kind of a. Misnomer to think that they are criminal. Prosecutors. They're not they they earn assistant attorney general, they they tend to do almost entirely civil stuff, you know, high owners eighty eight counties only prosecutor, it's permitted to do criminal cases is elected prosecutor of that county. So it's a misnomer to think in Ohio, the AG's office is set up to handle criminal prosecutions. It is not it is it's not in the they run BCI, which is the bureau criminal investigation. And they be see I was instrumental in the investigation of this crime. They assisted the sheriff there in pike county. But the reality is the attorney general's office. Now, we we cross designate them I like for in an environmental crime, which they. Handle many times. I'll get a call from bar Cosgrove the regional guy in Cincinnati. Who used to work in our office and say can you deputise a couple of us is Hamilton Janney. Prosecutors because only in Cincinnati, and they only county only the hamlet gay prosecutor can do that. And so we'll swear them in and then they can prosecute. But the key point is the AG's office in Ohio is not the criminal prosecutor, the Ada County prosecutors are in charge of that. Right. So so Mr John can deputise assistant attorney general's to assist in the prosecution or he can reach out to other prosecutors to do that. Would you him to do that? God. Yes. I can't even imagine. I mean, the laws in the death penalty, Ohio or so their their system at the same time complicated. If you don't have experience in that you're looking at a nightmare. I hope over the this holiday Christmas comes up suddenly is going to be the first week in January. And most of the time is run, and it's a monster legal hurdle and less somebody whether it's Joost dewine or rob junk says, okay? Let's let's have a big Powell. And see what happens. There's a possibility that these murderers will go free because the technicality that possibility correct? There is a state don't file anything, you know, in Dave. He's not gonna get sworn in until January fourteenth and early February the time all of laps. So I suspect there, look, we're not dealing with them people here. I suspect they're on top of it. But it's still a there's a lot of a lot of things to cross before you're going to be ready to go to trial. If they don't if they don't fire. L stuff. And that's a big. Yes. Because most defense attorneys are scared to death of being sued, you know, incompetence of council all this stuff ineffective assistance council. Excuse me there. There's lots of stuff that could possibly stop them to file stuff to toll time, which means the time stops, but on the other hand, there's a there's a legal game to be played not to follow the motions. Therefore, the time doesn't stop Joe. We gotta run good luck to you. And I I pray to God that the Justice system gets Justice to those eight rodents killed seemingly by the Wagner's. Joe thanks, and by the way, may you and yours have a happy thanksgiving. You to talk to you soon. God bless y'all..

"That's the value of performance Northrop Grumman Johnson savvy of. I'm the embassador Estonia to the United States and you are listening to target USA. I'm Jay, Jay green, and this is target USA. He NASA security podcast. On this program. We're talking with ambassador, Joe detrani, former US special on void for six party talks with North Korea from two thousand three, two thousand six. Their mission was to find a solution to get North Korea to denuclearize on this program. We've heard him talk about why new career may be slow to move, but we wanted to ask him what if North Korea date exactly what they did when he was negotiating with them, come up with a deal, sign it and then backtrack. Here's the conversation masseter you know, one of the things that's that's very clear about this. This OPEC nation state that is North Korea is that they have been down this road before you were at the table when the down this road. One of those times in a lot of progress was made. And then all of a sudden later on, they decided essentially to roll it back to essentially forget it. You know, started all. Over again in. So is there any sense in your mind that this is a different scenario this time. JJ. I do think it's different. I mean, I, I believe, Kim Jong UN. He started this if we remember in in these New Year's address in January of twenty eight teen when he said he wants to focus on economic development for North Korea. He claimed North Korea had a nuclear deterrent capability. We don't have to prove ourselves any longer, so I won't. I want to focus on economic development and he reached out to South Korea. He also reach out to the United States through South Korea. He's had all these summits. We've have all these joint statements, Singapore pummeled John. Yes. I think there is a difference here. I think he saw that sanctions will biding and they were, and the joint military exercises were very intimidating and and he said, well, if I want economic development, I, I can't get it with sanctions that abiding that. That's really. And with the intimidation of these joint military exercises which is which would was viewed. I think from his optic as the threat to the regime said, I need to. I need to get out of this box if you will, and focus on on economic development. And if the only way I could do that then is to give up my nuclear weapons, but I need security insurance is and I need assurances that I will get the path to economic wellbeing for the country and survival for him if you will, he's looking at a long life. So security assurances, economic development systems, ultimately no relationship with the US these all part of his equation. But I guess we have to always look back to the Genesis here, which is the security which were the if you will, the sanctions that were really biting. The Joe military exercises that were very intimidating and the realization that he would not. We would not walk away from those two pillars of our approach to North Korea unless North Korea denuclearized. So he was confronted with the faith..

"He's got a team working at state. This is twenty four, seven job negotiating with North Korea. I mean, it took us over two years to get the joint statement. In two thousand and September of two thousand and five. So it's it's ensuring that you know, North Korea understands that declaration is necessary comprehensive decoration and verification protocol and some understanding of of what they need from us to reciprocate again in the in the in the mode of actions for actions. Are they looking for a declaration of commitment and Korean war with a peace treaty, all they looking for liaison office, things we're prepared to do they looking, you know, they're talking about sanctions generically. What, what do they mean? So they need to be forthcoming as to what they need so that we get to the core issue which is denuclearization. And that process starts with the comprehensive declaration. Of facilities and verification protocol ambassador, Joe detrani former US special on voi- for the six party talks with North Korea back in the early two thousand so is no career really serious about this. They've been down this road of negotiations before a lot of progress was made. But then they backtracked that when we come back, you're listening to target USA national security podcast. "Are you seeing the same numbers when I can tell you? Is that numbers? It's not as simple as that. I will tell you that ISIS has lost access to a lot of foreign fighters because of the destruction of the caliphate they've lost access to resources, but is is is also a virtual threat. So when people think about the numbers, are you talking about actual fighters on the ground? Are you talking about those who are inspired? Are you talking about those who are sympathetic? So I think we have to be careful of how we characterize it and just understand that ISIS is still focused on undermining our way of life and killing that's Pentagon, press secretary, Dana white ISIS according to some may have as many as twenty to thirty thousand loyalist inside Syria and Iraq. But as you heard Colonel Sean Ryan, say. That likely includes people who are family members, people who may sympathize with ISIS and people who may be a part of a support network, but it would not be that all of these people are actually fighters for ISIS, and that makes a big difference in ISIS strength inside Iraq and Syria. And we should also be mindful ISIS is still acted in other countries, especially in Afghanistan. That's it for this episode coming up in the next addition of target USA on August twenty. Third, secretary of state.
