Nypd is the largest most expensive police force in the country by far michael bloomberg once joked that he had his own army and then it was the seventh largest army in the world. So there you have it depending on how you count the money. The city spends anywhere between six and ten billion dollars a year on nypd. B billion with a b. But in the wake of george floyd murderer a lot more people are asking how this massive expensive army is managed and in particular whether it even can be held accountable for what it does in our names. Tonight we're going to start with one dramatic example of how. Nypd has responded to that. call for accountability. George floyd was murdered about exactly a year ago today. People filled the streets in outrage. All over the world including here in new york city for the murder was also a painful reminder of the many many incidents of police brutality in our city. "NYC I'm Jimmy Floyd in a city of small kitchens and little time restaurants have always held a special place in the heart of New Yorkers they're also an important employer of a diverse and extensive work force but W. N. Y. C.'s Rebecchi Barbara reports many of them are expected to go out of business during the current shutdown Stefan journal wanted to open a place that was like the French bistros he grew up with in Paris so he found a quiet corner on the Lower East Side and opened Lee is on the phone to blam children of Bohemia with a few partners and his wife Cathy Lang ho they describe it as a local joint neighbors leave their apartment keys in the restaurant when they're away because the people on the air and asked us if we can honor their plan is a plan to manage because we have the meats after the state ordered all nonessential businesses to close last month the couple tried to keep the restaurant open for pick up and deliveries but that only lasted two days it was not an option for the workers because we have worked with believing blockchain knowing queens and Bronx and that you just don't want them to take the risk you take that through transportation and then for the right so they shut the restaurant stores and laid off ten of their employees it's meant to be temporary but the bills are piling up sure now says they still have to pay about fifteen thousand dollars a month that includes rent utilities insurance leases on equipment like dishwashers they've applied for several federal relief loans including the paycheck protection program but it's been almost three weeks and they haven't heard anything about their application nothing now it's feels like we're just dumping all over things into a big black hole not even an email notes you've done and circling you like wait we overwhelm too much people we need two more weeks but if you re morning when you wake up the first thing you look at your email to see if you have news and you don't have to use and you start the day with this feeling no use restaurants account for forty percent of covert nineteen related layoffs the most of any industry according to state labor department data though the numbers are very incomplete the survey out last week found that four out of every five restaurant workers in New York state have been laid off around five hundred and twenty thousand people it is catastrophic professor question on do ray chairs the department of nutrition and food studies at NYU he says the city's restaurants have never faced a crisis of this magnitude especially smaller immigrant owned ones they can't stay afloat more than two weeks without sales some sit down restaurants have turned to take out and delivery to survive Emanu el Negro owns a studio fifty seven and the west village I knew that buy clothing that was for sure going to lose money unfortunately he's still losing money even though the restaurant sometimes makes up to one hundred emails a day he's had to tell his landlord rent we'll have to wait I have debated food of course and the people and that's the first priority did we have and that's what I told the manager good my ground on that and that I would be very happy to pay the rent as well as soon as possible for us to do it still needed is taking it day by day he's part of a what's app group of more than two hundred restaurateurs who traded device and offer solace even suggest low on the daily basis that there are other people that are suffering from the statement you do a show on and that aspect that make you a little bit more well you know what I they can't let up all all the restaurants like his are at risk of failing in the first round of federal small business loans several chain restaurants were able to get millions of dollars while smaller ones were left behind professor rate of and why you predicts half of the city's restaurants might not make it in the next two years and that could have lasting effects on New York it's a kind of a deck of a city so I think of sitting as this can often access kind of livelihoods and light reading mass and what and then he is doing is destroying livelihoods and in the process of destroying the lively that's a city which is the main like if the city ray says the new round of federal small business loans should help but will likely not be enough to rescue the city's restaurant scene Rebecca Ebara W. NYC we've been mourning the loss of our colleague Richard Hagen passed away on Friday at the age of fifty one Richard had a lot of passions in life and if you were fortunate enough to sit within earshot of him you heard about all of them he love the news business he loved food he loves theater one thing Richard didn't love sports but he loves New York and he appreciated the cultural role sports played in the life of the city Richard also adored his parents his mother joy Colombo and his father Richard hake a retired NYPD detective Bronx native and lifelong fan of the New York Yankees to remember Richard we thought we'd share this conversation he had with his dad about the south Bronx neighborhood around Yankee Stadium back in the nineteen seventies the same neighborhood where his dad once walked the beat this conversation originally aired on WNYC back in twenty ten after the death of longtime Yankees owner George Steinbrenner hi dad Hey Richard how are you I'm well thanks for coming on us so when you started working in the forty fourth precinct in the nineteen seventies that was a pretty rough area crime was high some pretty unsavory things happened in and around and I you work in anti crime what tell us what that is well I think prime is where you will actually refer troll minute you working plainclothes trying to fit in we in the community and at that time that her wooden as active edition was rampant in the Bronx and it was robberies and muggings all over the neighborhood anti stadiums we were trying to prevent that at the time now around in the early seventies you told me a story once about something that happened right outside of Yankee Stadium while you were actually in a taxi cab Bob pretending to be a taxi driver exactly what what happened was there was a whole line of work is lining up to clean the stadium and then they that's what they did and I actually witnessed two guys fight eating and which time one pulled out a knife and the step the the other fellow in the stomach and which time I jump down my chase them and he ran into the stadium and I chase them across the stadium from center field actually to participate which were apprehended you got in the first place we've heard a lot of criticism of George Steinbrenner but you also had some good experiences in terms of relationship on that he had with the police force it would show it always felt he hold the forty fourth free since some kind of the knowledge meant because they would take care to stadium protected during the off season and one season so he started to have a picnic for the man of the forty fourth precinct at which time we could bring our families our kids I mean the kids it was a big big thing for the kids to actually play in Yankee Stadium I have to say I was one of those kids who did play in Yankee Stadium eyes also clearly remembered that the you would bring the police horses into the stadium and the kids will get rides around the track as the dads were playing actually on the field it was a big thing you know I actually fantasize that.

The current partial government shutdown will be the longest in US history at the heart of it is a fight over whether to fund a wall along the US Mexico border. Democrats are refusing and President Trump is refusing to reopen the government until they do he's been talking about declaring a national emergency to go around congress and fund the wall. But today Trump took his foot off the gas on that one easy solution is for me to call a national emergency. I could do that very quickly. The absolute right to do it. I'm not gonna do it so fast because this is something congress should do. And we'll waiting for the Democrats vote. They should come back and vote and be our White House correspondent hammer Keith was in the room for that. She joins us now. Hey there, Tom. Hello. So why is the president backing away from an emergency declaration? It had seemed like he was headed directly for the emergency. Dirk declaration that. He was almost in a hurry to do it. And then earlier today he met with Senator Lindsey Graham who is a close ally of his Graham came out of that meeting and said, Mr President declare a national emergency now build a wall. Now that was a statement from Graham, so we all went into this meeting thinking the president was well on his way to making this emergency declaration. But instead he said that it's not something. He's looking to do right now asked why he raised the specter of legal challenges. He said that he feels like he's on totally solid ground. But he pointed out what? Happened with the travel ban early in his administration where it got hung up in various legal challenges and went to multiple levels of appeal. And and he said that he would rather just have congress do this. He said it could be done in fifteen minutes. I'm not sure anybody agrees that it could be done in fifteen minutes. Can you bring us up to date on a Goshi rate? So negotiations are not happening as far as we can tell I asked a White House official about negotiations. He said, I should go talk to Democrats in congress and the house and the Senate left for the day earlier today they left for the weekend. They won't be back until Monday. So we are guaranteed that this will be the longest government shutdown in US history and counting before they left. They did take some action, right? What happened? They did. They passed a legislation to provide back pay for federal workers today is the first day that a lot of workers are are missing out on paychecks eight hundred thousand or so. Federal workers are affected by this. Some are working without pay. Some are not working at all. And also not getting paid the president weighed in on this Bill that was passed and says that he will sign it. So that means that once this thing finally ins, and the government reopens, and we have no idea when that will be those federal employees will get back pay for for the time that the government was shut down. We're going to talk about the politics of the standoff with our Friday analysts Mary Katharine ham of CNN and Jonathan Kaye part of the Washington Post. Thank you both for being here in the studio today. Thank you. All right. Okay. So when the clock strikes, midnight, this will be the longest shutdown in history and all three of us have been in Washington for other government shutdowns. But this is the only one I've ever seen whereas the days and weeks go by the two sides don't appear to get any closer together. So how do you each see this ending Mary, Catherine? Well, I think the national emergency solution. And I'm making air quotes is is what would end it quickly. But I think here's the problem is that it's sort of a cop out for both parties. Democrats could say, hey, we didn't give him any money for the wall. And Trump can say got the wall. But it makes problem solving in the future so much harder. It's genuinely bad for society, executive overreach will not help them solve problems in the future. And they need to be able to do that. I think in the end in this. I think this is why Trump is backing off. I think he thinks he has an edge here. And that they Democrats may come down and just have to relinquish their point on a little bit of physical barrier. Jonathan do you see that happening? And how would it happen without any actual negotiations? Right. I see no end in sight to your point about being in this situation before at least, we knew that there were honest brokers on all sides, and despite the rhetoric coming out publicly behind the scenes, they're all feverish feverishly working to come to a solution. But also working off the same set of facts, that's not what's happening here. And so I think that as long as the president keeps saying that he wants a border wants the border wall. Eight excuse me, eight physical wall that is going to be a problem for Democrats. If they are able to have a conversation about brought about border security writ large, which Democrats Democrats are more than happy to have. They're talking about any measures staffing and drones and other in when you talk to when you talk to people on the house side, they will tell you. You know, the first Bill that speaker Pelosi past was the old Senate Bill that passed unanimously in the old congress which had money for the wall other border security things, but also something dealing with other immigration have all the money for the wall. The President Trump grant not all the money that the president wanted. But it went down because the president at the last minute pulled the rug out from under it in the last congress. That's the that's the impasse that we're at here. So you married, Catherine. Yeah. Yeah.
