"Oh, look, the reality of these spending caps is that they can always be overridden in the future if there is a really strong need for something. We saw it with Ukraine where we got additional funding as necessary to support the efforts in Ukraine. We've seen it in the past when we need additional money for natural disasters or whatever the case may be. But the reality of governing is that you make a plan. You do your best to make a common sense plan and then you deviate from it as necessary depending on the needs of the country. The president is realistic about that. But again, this level of defense funding reflects what The Pentagon thinks is that an adequate level of funding going forward. So we're satisfied with that level as well. That is Bharat ramamurti he's the deputy director of the national economic council and he says that the spending caps can be overridden later if need be because that's how this deal is made. So in effect, the caps that the 1% caps that McCarthy's put into the deal can be over it by the Biden administration at however they want to justify these things so in effect it seems to me there are no guardrails on spending in the deal. And I think that's why everybody is so upset because we want to see a number. Say, hey, look, you can't spend this much, you can't go beyond this, but the beyond this they picked was the date not a number. I guess the number is the date if you want to get into the splitting of hairs. But saying that you can't spend past 2025, that's very different, or you can spend until 25, but you can't spend beyond that until you reauthorize or do whatever it does it have to do. It seems to me like Biden is going to have a spending spree on his hands, right? Because what are you going to do? This is the deal that they made, right? In many ways, I deal with the devil. Now, representative Debbie dingell, I'm not making fun of her. That's really her name. Debbie dingell, a Democrat from Michigan. She says that her colleagues were held hostage in the making of the deal. Now, what's interesting about this is that she's a Democrat and you've got a lot of Democrats are very upset. You've got a lot of Republicans that are very upset, which makes me wonder, is this thing that on arrival or is it fly right through? I don't know the answer. But I'm curious to know. And I'm looking forward to chatting with senator Ted Cruz shortly to get his take on that. But here's representative Debbie dingell. You know, I'm still an undecided, we can not pay our bills. We can, I think many of us right now are feeling our very angry that we have been held hostage that we find ourselves in this situation. I do not believe compromise is a dirty word, but we're so I spent my entire day yesterday in meetings with various White House officials and then other colleagues trying to understand what the implications were. So I'm going to go back to the hill. Today I'm going to meet with a lot of my colleagues and get to where we need to go. I know we have to pay our bills at is probably the most overriding thing driving me, but as I said yesterday, there are parts of this bill that I would not vote for if they were a freestanding Bill. And the whole process is not one that is the way that the government should operate. We need regular order. That, to me, congresswoman sounds like a very reluctant yes at this point. Am I reading that right? I'm not going to tell you one way or the other because I'm going to keep asking questions and if I learn anything that's very disturbing today. I'm going to understand how precedent setting this bill is. How is this going to unpack future bills? What are those domestic spending cuts? What are those programs really going to cut? Our senior is going to be hurt and there are some real questions that I have. So, you know, I think undecided is probably the safest place to play. Undecided, yeah. Look, obviously, I was listening to a report earlier congresswoman Lauren boebert from Colorado was saying that while there are some Democrats that are saying publicly that they're disappointed, they're very happy to have this carte blanche spending until 2025 and that they're already whipping votes and anybody that's really on the fence. They're going to get their peace support so that they can go along to get along. So I don't think anybody's really upset with it. Maybe Debbie dingell is, but I don't think many of them are. Just my opinion. But again, there's a cavalcade of people out there saying that's what it is. You got congressman Jim heim's Democrat from Connecticut, he's asked if Democrats are disappointed in the debt ceiling Bill. And he says, look, it may end up getting some Democrat votes. I can't predict this one. I don't know. Maybe it is dead on arrival and brings him back to the table. Who knows, but listen to this. They were able to carve out a lot of stuff, I believe, for, you know, veterans, homeless, there were a lot of exceptions, I think, that people I respect on this were saying, you know, that a lot of stuff is protected that they didn't anticipate. I told the president that directly when he called me last week on Wednesday, that this is saying to poor people and people who are in need that we don't trust them. And the average amount of assistance for snap, for example, is $6 a day, Jake. I mean, we're talking about $6 a day. And I think it is really unfortunate that the president opened the door to this. I don't disagree with her. I agree with her, but again, it just get him the house back. Get a real Senate. At some point, the markets are going to say, you guys don't even realize it, but you're playing with fire here. And so what target has to say is, well, we care about this issue, but we also care about the people who physically are in Georgia on the floor. Yeah. If you want to do this, be public about it, explain exactly what you're doing, explain how it's justified or how it's authorized by the law. And then let's have a debate about it. Then let's have a conversation about it. But that's not what we have. Actually, interestingly, the UK is looking at something called the online safety Bill, which would basically they don't admit it, but it would ban end to end encryption. Governments, especially the 5 eyes all over the world are, trying to break down this door to encryption. I, by the way, I owe an apology to the NSA, as wonderful as the site is, it is not their site. It's NSA dot gov one dot info. I should have known better looking at the URL. It is a parody site. But in a way, the parity strikes home. So I apologize. That is not the official NSA slogan. Did seem strange. I should have on the nose. Used my head, yeah. Yeah. Yeah, I think that a lot of times people talk about security whether encryption when it comes to encryption, they talk about the fact that right now they have an HD signal that is all like it's 1920 by ten 80 of all the information that people around them. And there's one pixel missing. They don't like those dark pixels. And they're like, I don't know what's going on in that dark pixel. And I want to have that opened up. And I do think that we do have to be careful of. As far as gathering it, as I said, I think that if the NSA is doing it overseas, I think that I think it's going to be very hard to stop. I don't know whether I agree with it or not, but I think it's going to be very hard to ever get anyone to rule on that. Because usually they bring up the cases that we can't see. Anyway, so but when it comes to starting to break down our encryption, I think that that is a big deal. What the UK is trying to do. We want to get rid of the encryption. It's one thing to collect it where by the time they get into it, it probably will be not doing that anymore. Whatever it was. But I think that taking apart the last little bit of us being able to keep our stuff encrypted if we choose to. I think is a big deal. WhatsApp, folks say they would refuse to lower security for any government. But unfortunately, I mean, as we've seen before, if a government requires it, you really don't have the choice. You either leave the country or comply, right? You can't leave the country. Yeah, you should leave. But I don't know, that's pretty draconian, too. And of course, the online safety bill is, as usual, raised the paper Tiger of protecting the children, but I think the people who want this are really much more about, let's see what's going on everywhere. Yeah, there are a lot of problems with the online safety Bill. It touches on a whole bunch of different things. And of course, it keeps changing. So it's a little hard to know what they're going to target. And so because of that, you'll have people say that it doesn't actually attack encryption. It sort of does so in an underhanded manner. And that's the way most of the online safety Bill actually works is this kind of vague language that which is effectively just don't do anything wrong and we won't bother you. And if you do something that we consider wrong, then the government will come and. Bring the hammer down. And the challenge is always that the intelligence agencies are highly technical, highly focused and know exactly what they want. And they're talking to legislators around the world that have no idea what they're talking about. In terms, it's hard to say no. If you're saying, look, we just want to catch pedophiles. It's hard as an elected official to say, well, no. I'm not in favor of that. So that's why they use that, right? Consider the children. This is what the home office, the British home office says, it's important that technology companies make every effort to ensure their platforms do not become a breeding ground for pedophiles. The online get this, talk about mealy meth. The online safety bill I should do this in a British accent. The online safety bill does not represent a ban on end to end encryption governor, but makes it clear that technological changes should not be implemented in a way that diminishes public safety, especially the safety of children online. And of course, now then they draw the line. Well, encryption does that. Diminishes the safety of children. But they say, it's not a choice between privacy or child safety. We can, and we must have both.

the credibility out of whatever it is You'll recall that the idea was that the Russians would stage an attack they would use cadavers to show graphic images of people who had died at the hands of the Ukrainians Putin is almost entirely shameless but he's not a 100% shameless And to this moment he is denying that he has the intent to attack And so you would expect to see some staged provocation that he can point to and say hey I had no intention to attack and then XYZ happened So that's likely the way this looks Do you like the way The White House has tried to stay ahead of this talking about the movie talking about a possible false flag operation trying to get this stuff out there before it happens Yes I think remember the whole mission right now is to create as much deterrence as possible And that's why you've seen a steady flow of weaponry from NATO allies from the United States trainers on the ground to raise the cost to Putin of an invasion That's why you've seen very explicit and specific descriptions of the sanctions that will be imposed That's why you saw the president and the Europeans say that Nord stream two is over If Putin crosses the line there because right now the entire game is to create enough deterrence so that Putin says all right I may be ready to go but the cost of doing so just aren't worth it Are you confident we have the assets on the ground to deliver accurate intelligence as this is unfolding Well I obviously can't get into specifics in that regard but we are working very closely with the Ukrainian supporting them as best we can We don't have our military with the exception of some trainers on the ground down there So we don't obviously have the same sort of functional alliance that we would have with a NATO ally But one of the things we can do to make this very very costly to Vladimir Putin is to make sure that the Ukrainians know what we know And obviously we've gotten off a lot of capability to know what's going on inside the Russian military as they move troops around as they move equipment around Our capabilities will make that much more devastating for Vladimir Putin than it would otherwise be You do not want to see a military answer if there is an invasion correct You're a pure sanctions congressman when it comes to this You don't want to see the United States military get involved in anything beyond a defensive posture Well regardless of what I think a Russian invasion of Ukraine would be just devastating Thousands of dead thousands of Ukrainians innocent Ukrainian civilian Ukrainians would die For what So the Vladimir Putin can flex his muscle and sort of pursue some vision of a grand new Russia I mean is that where we are in the 21st century where an autocrat like Putin gets to kill thousands
