So far the Senate passed the Bill last night on a straight party line vote. Eighteen Republicans voting for it twelve Democrats voting against it. It now goes to the house, and there is a serious issue facing this Bill as it goes to the house, even though the state Senator from Conroe Brandon Creighton who sponsored the Bill LGBTQ groups say what about non-discrimination ordinances that were passed by San Antonio. And other major cities that refi that order that people not be discriminated against on the basis of among other things their sexual orientation now, San Antonio's Indio only covers the city the city can't discriminate against employees based on sexual orientation. So San Antonio kind of off the hook, but the El Paso and the Dallas laws both also cover private businesses. And they're warning that if the Senate passes a law that forbids. Local governments from dictating terms of employment, essentially, which is what they're doing that would render those non-discrimination on insists Dolan Foyt as well. The requiring of cash bail is a condition of release, but that's only for misdemeanor criminal defendants. There is a Bill introduced in the Texas legislature. And also bear county. Judge Nelson Wolff is a heading an effort here. Locally to make major changes in the time honored concept of requiring that people who are charged but not convicted of crimes post bail. So they can be released from the county jail pending their trial on the idea that if they have money hanging in the balance, they are far more likely not to jump bail and to show up for their trials. The problem that we're seeing a lot of judicial change advocates are pointing this out is that in Texas urban county jails as many as two. Thirds of the inmates. Have never been convicted of anything and the whole idea of incarcerating somebody taking away somebody's liberty without due process is antithetical to the constitution. Sometimes people stay in these urban county jails for years just simply because they can't post bail at. It's also seen as being unfair. Because two people could be brought in by the police arrested on the exact same charge. One person can pull out his credit card post bail and be outta there. While another person goes back into a jail cell and loses their liberty for months or years for the exact same offence. This is bothered people for a long time. And now that we have things like GPS monitoring. There is a serious effort underway to try to alter that situation in bear county, as you mentioned, it would only be for misdemeanor offenders nonviolent offenders, and what they would do on the. State level is rather than setting bail. According to the offense here charged with because somebody who's charged with the fence and seventies charge for the fence. Be that has nothing whatsoever to do with the person's likelihood of showing up for trial what they're charged with. They would instead determine if they are a continuing danger to the to society by taking into account their past criminal activities the crime they were charged with and other factors to determine whether or not they are a candidate for being released on their own recognizance, potentially with GPS monitoring an ankle monitor or something like that. Now, they're anti-crime and safe communities. Groups are already raising red flags over these proposals both locally and statewide. They played out the just in the last year in Texas. Several people have been shot a police officer was murdered in Dallas by an individual who had been released from jail on another charge on their own reconnaissance. And they say we just simply. Cannot allow this to happen. If somebody's in custody, and they're a dangerous person we need to keep them in custody, pending their trial. But a lot of this Charlie is being driven by the fact that when those people sit in jail for months or years without having been convicted or anything who's paying for that you and I are paying for that. This is also very much a tax payer focused initiative because it costs a lot of money to run a jail. It's estimated between three hundred and six hundred dollars per day to house it inmate and a lot of people are also raised questions about whether or not that's a good use of our tax money to keep people in jail who have been charged with anything. So we have moral issues, we have constitutional issues and just fairness issues about whether or not it's right to hold people who have not been convicted of any crime. So we can expect a lot of movement both on the state and on the local level on this very emotional issue. Coming up in the next several months is this proposal apply to people who do have money. They don't have the post cash. Bill it. Yes, obviously, it would apply to everybody who gets arrested yet goes in and provided. It's a misdemeanor court.
