"Now let's turn to China. China has put forward a 12 point proposal. The resolve the Ukraine conflict. And let me go over these points just very quickly. Respecting the sovereignty of all countries. Abandoning the Cold War mentality. Seizing hostilities, resuming peace talks, resolving the humanitarian crisis, protecting civilians and prisoners of war, keeping safe, the nuclear power plants, reducing strategic risks. This is a code for nuclear weapons, facilitating grain exports, stopping unilateral sanctions, keeping industrial and supply chains stable and promoting post conflict resolution. Now, I say I list these because they're actually all or nearly all very reasonable. So here is a framework that I think steers a middle ground between on the one hand, you know, basically just leaving the Ukrainians to survive in a war that they will surely on their own lose or on the other hand, this kind of unending escalating. We're going to keep going until the Russians declare, you know, admit defeat, which is not going to happen. So against the west's alternative, which is essentially prolonged protracted war that could go on months here as maybe who knows. China is basically putting forward this framework now. You might think that zelensky would just dismiss it. It's ridiculous. I'm not going to go for it because zelensky seems to be kind of in Biden's back pocket. But nevertheless, here's the Jerusalem post. Ukraine's zelensky says he plans to meet China Xi. And it says zelensky on Friday, welcome some elements of the Chinese proposal for a ceasefire. So zelensky is obviously probably realizes he's on the ground after all that Ukrainian victory is not really in the cards. So there's going to have to be some sort of a ceasefire.

I'm going to dive right in after 5 elections in the last four years in Israeli election has finally ended in a decisive victory. Netanyahu is once again prime minister, although the coalition negotiations are formally underway quite yet, but what happened to shift what was thought to be a very close election to such a clear victory. There were some steps by the right that attracted more voters, and then there were some steps by the left that really messed things up for that. On the right, though, there was a real sense of grievance and like a strong motivation to get to the polls because they had lost the previous time. You know, like after four elections in which people sort of felt like, especially after, say, like, the first two, where people felt like, oh my God, this is just not going to change, we're stuck in this endless cycle. This time, people on the right side, oh, it did change. So they went out and voted. And for a while now, Israel has been a majority right-wing country. I mean, when we talk about right and left in Israel, generally we're talking about the approach to the Palestinians and opposing land concessions either entirely or mostly. So there's that. And there's the fact that there was a wave of terrorism in recent months. And that always helps the right, which is seen as tougher on terrorism. You know, we could get into the real nitty Gritty of it, because there are sort of different things that attract the people of different parties. But overall, and on the left, first of all, the solid left merit and labor parties. They have been in sort of a death spasm for 20 years. Every election for the past 20 years merits has been on the verge of not getting into the connection and labor has been in decline for the past I would say 23 years really since the election of 1999 with a couple of exceptions.

A simple bill which has been promoted by democratic politicians including presidents for a generation. Now a bill to codify the protections for abortion rights that are supposedly enshrined by roe versus wade. Which the united states supreme court has now jettisoned before now. Judy chu has been introducing this every two years but has been going anywhere now of course everybody is paying attention to what congresswoman shoe has been trying to do for the better part of a decade better late than never joining us. Now is congressman. Judy chu democrat of california. She's the lead sponsor of a bill to protect abortion rights. Bill that speaker pelosi has now promised the house will take up and pass as a first order of business when they return later this month congresswoman shoe. Thank you so much for being here. I know this is a an intense time. Thank you for having me. Tell us about your determination to try to get this past. You have been pursuing this in a single minded way for years now even as you've had so many democratic co-sponsors so much frankly lip service support that this is an important thing but no no effort no momentum to actually get it done before now. What first of all let me say that. There's a very dedicated group of members of congress that have been pushing for this law as well so it certainly isn't just me. I just have the privilege of being able to lead this effort. it has been important because Starting in two thousand eleven. We saw these states doing these anti abortion laws that were restricting access by requiring a certain width of the doors or doctors to be admitted at hospitals. Where there's no relevance or requiring waiting periods ultrasound to separate visits to clinics and we knew we had to have an overall solution that would indeed make the protections of roe versus wade into law by establishing a federal statutory right for patients to receive and providers to provide abortion care three from these medically unnecessary restrictions at single out abortion and impede access. This bill will indeed do this. I have to say though that we have gotten more and more co sponsors and actually In this last congress we had the greatest number of cosponsors two hundred and sixteen members of congress that was imported it and it in fact we actually had the most pro-choice congress in history. And we did this bill knowing that the day would come when there would be a draconian bill like sba that the supreme court would let go into law and undermine roe versus wade so i am so grateful that finally we are bringing it to the floor. I'm so grateful to speaker pelosi. And i'm grateful that president biden is indeed Supporting the right for a statutory Kind of of improvement to the roe versus wade debate with two hundred and sixteen co sponsors and with speaker pelosi now backing this effort and her commitment to it today to get it done i have i have. I believe that this can pass the house democratic majority in the house speaker. Pelosi behind it and that kind of those kind of numbers. You're going to get there. Are you also working on bicameral strategy. Obviously there are arguably a few. Maybe two democratic senators who are explicitly. Anti-choice joe manchin and senator casey There's others that i can't speak to. In terms of their commitment to the issue there are also at least a sensibly republican senators. Who say they are for upholding the protections overseas wade setting aside the issue of the filibuster for now and whether or not the filibuster will survive this challenging time in our nation's history. Do you believe that it's possible to even cobbled together. A fifty vote majority in the senate to pass it. I do balut. Do believe that it's possible. And let me say that. Since the beginning of the introduction of this bill we've had an incredible partner an incredible champion. And that is senator richard blumenthal who introduced the senate version of this bill. Since the beginning and he has been working to get the co-sponsors he actually has forty eight co-sponsors on the senate side. We also know that there are two republicans that are a pro choice and so we have the ability to get somewhere on this besides the fact that the country is more galvanized than effort because of this disturbing and chilling bill that would turn private citizens into vigilante bounty hunters against anybody who helps a woman who wants to have an abortion doctor staff members at clinics counselors people who help pay for the procedure. Even an uber driver taking a patient to an abortion clinic could be subject to this ten thousand dollar fine. Private citizen could go after all of them and make quite a living actually congresswoman judy to lead sponsor of the bill to protect abortion access. But speaker has promised to take up later this month in the house spin leading this effort for years it is now going to. It's it's now going to move congressman shoe. Crucial the administration's far-flung proxies cement relationships with states territories and intergovernmental organizations their diplomatic. First line of defense so when those posts stand empty for months or more. It's a worrying sign. Joe biden is moving very slowly to get key people in position across the government. And you see it. Particularly with his ambassadors he hasn't put names forward and at the same time. The senate is moving very slowly to confirm the people that he has nominated. James bennett is a visiting senior at. The economist is yet to nominate ambassadors to a number of america's key allies and the capitals of some of its adversaries. But there's also tremendous amount of politics involved beyond the internal issues that the biden administration has they have to contend with a senate that is always very slow to confirm appointees and particularly this time around. The senate's been slow off the mark because of the insurrection on the capital on january six followed by the second impeachment of donald trump these sorts of things have preoccupied the senate and what are the consequences of leaving those posts open for this long. You know. it's hard to measure the impact of missing ambassador. I think a good example in the negative of what you miss when you don't ambassador in places that the administration was very slow to react as tensions were building in jerusalem in advance of the last exchange of blows between hamas israeli government. I think there's an argument to be made is very hard. Always establish a counterfactual but if the ambassador had been in place that person would have had the influence to raise the importance of that gathering storm to the administration and possibly get them to intervene in advance of that as it was. They were slow to react reacted. After the fact sense. A deputy assistant secretary of state. Who's the one person that available over to try to deal with the but by then a lot of damage had been done and all presidents presumably face a lot of the same gummed up machinery. And how does mr biden's record compare with previous presidents biden's record is nixed and it surprising because he knew what he was facing. He knows how slow this process is and he has senior aides or experienced in dealing with the as well and they did one thing that was really wise on day. One when joe biden was sworn in he had a thousand appointees who don't require senate confirmation thousand in that category appointees ready to go and it got him started right away but since then he has moved very slowly. And i think it's partly a function of what happens with every administration they get in. It's a complicated process appointing anybody. And at the meantime you're dealing with crises and actually trying to run the government and personnel decisions. Just become easy to put off as a result biden is now tracking yes ahead of donald trump in the biden is closing in on about one hundred appointees confirmed but he's well behind where brock obama was at this point well behind where george w bush was. Almost a hundred may sound like a good number. But that's out of twelve hundred appointees he's supposed to make that require senate confirmation and all these opposed to point four thousand people to the government and what about the appointees that he's picking are they in keeping with whip prior presidents have done think biden's making a real effort to try to restore a bit of balanced to the ambassadorial corps. Donald trump was president. Who particularly liked to reward donors and campaign allies with ambassadorships. He raised the proportion of such appointees he raised the proportion of political allies to put a job joe biden and his secretary of state. Tony blinken have made a point so far of appointing foreign service officers. That's very good for the morale of the state department. It's also probably very good for foreign policy because these are people who tend to know their way around the block but at the same time they're trying to do something about the diversity of the ambassadorial ranks a study done in january showed only five out of one hundred eighty nine american ambassadors. Were black and they're trying to address that tremendous disparity as well and those sorts of factors also add to the complexity of the decision making so how to simplify the decision-making how much of this is a structural problem since every president seems to face it to one degree or another reducing the total number of appointments the president after make eliminating some of these physicians entirely particularly some that go unfilled across an entire administration. Which i think is probably evidence. They're not that important and reducing the numbers that require senate confirmation. Would i think increased accountability on the president's and john each administration to really do something to improve the efficacy of government. Joe biden has a really ambitious domestic agenda. He also wants to conduct a very activist foreign policy. Republicans have very successfully run since the nineteen eighty s on the proposition. That more government was bad for you. Democrats believe the government has critical role to play. But what you've seen in democratic administration after democratic administration is a real. I think failure to grapple with what frustrates a lot of americans about the tremendous bureaucracy. And the lack of responsiveness. They feel like they see to their needs and so both to carrying out his agenda and to deal with this underlying ambition. That biden has to demonstrate..
