We're going to go ahead and kick off the show. The numbers are what they are. But what's behind the Phoenix PB shooting issue? So lead brought to you by Berge Ford off the US sixty and Mesa drive. The New York Times came out with an article on Monday headline how Phoenix explains arise and police violence. It's the citizens fault. Now. Phoenix police chief Jerry Williams is responding to it. She says at the headline misrepresents her previous statements. I the headline applies that we've already made up our minds as to the explanation for the rise in violence encounters. That's not exactly the case there. If commissioned study expected to be completed by the end of the year this year Phoenix has had forty one officer involved shootings last year for comparison. There were twenty one. The numbers are what they are. So we have to come up with the anytime. We're gonna have a discussion we have to agree on on on a set of facts, the facts are that as Pamela just mentioned forty one officer involved shootings in two thousand eighteen years. Not over yet. Hopefully, there are no more. But we understand that number could could change that is double two thousand seventeen and it is more officer involved shootings. Then the Los Angeles Police Department. Chicago police department New York police department any other police department in the United States put it into perspective and more when you look at three cities closest incised size to Phoenix. We're talking about Philadelphia. San Antonio and San Diego. Okay. Similar inside me have more officer involved shootings. Then Philadelphia San Antonio and San Diego combined. Fact, we have eleven more than the kind total for those three cities. So what is going on? Yeah. What is it? What splaine's Phoenix PD's forty-one officer involved shooting? So far this year. What explains the double the number? Is it bad citizens is a compliant? Citizenry is it trigger happy police officers is that a function of training or improper training, or is it just a? Statistical anomaly, it's Phoenix's turn in the barrel. Yeah. I don't know. I don't think anybody has a clear idea just yet as to the Y, you could probably make a compelling argument for all three of those issues, Bruce, but the chief chief Jerry Williams who is expected to join us at ten thirty. Today has commissioned a study and that study by. Researchers is is expected to be released by the end of the year, and they're hoping to get some sort of idea as to what the heck is going on here. But like you said facts matter so of this year's forty one shootings cheap. Williams says police engaged thirty five people armed with guns of the forty one shoot that. We're now all these people were not. Yes. There officer involved. I wanna be I wanna be the that means the officer fire. They hit it just means that it wasn't. It's not fatal. So forty one officer involved shootings. Total of the forty one thirty five people were armed with guns. Four armed with knives. Thirty nine and one armed with a dangerous instrument that brings up to forty. Okay. So one not armed in any way, shape or form. So you could make a very broad statement going. Okay. Forty-one shootings and a forty one shootings forty of them were armed with some sort of dangerous weapon. Here's the problem with that being armed with a firearm or knife in the state of Arizona. It's not illegal nothing patently wrong with it. We also know and we have some numbers. I wanna see Arizona as a state is number one in. Gun ownership per capita. Okay. We're number one. We also, and I think this is a number. That's always going to be difficult because you're never going to get exact number. But roughly thirty something percent to thirty two percent of Arizonans regularly. Carry a firearm on their persons carrying a firearm. This by the way, concealed on your persons is legal in the state of Arizona. The thirty five officer involved shootings. All thirty five of them did not point a gun at a cop. They were in possession of a firearm and being in the possession of a firearm is not an excuse to shoot somebody or shoot at them. Do you see what I'm saying that you have to separate those things because anybody, and you're not certainly not hearing anybody around here say that if a violent criminal comes in contact with a police officer pulls out his gun pointed at the cop or an innocent civilian and the police officer shoots at them that we think there's anything wrong with that. There's absolutely we want them to do that. They're not alleging that thirty five people pull their gun out and pointed cops they're saying of the of the forty one that were shot at thirty five of them had a gun on him. Okay. That's not a crime having a gun on us. Not a crime, Sal Decio, who is a councilman for the city of Phoenix has made some really interesting statements that have been highlighted in this New York Times article and in them he said at a hearing in June when people get stopped. They think it's okay to approach the officer at a threatening way. Of course, they're going to get shot at that point. Oh, for God's sakes. He goes on to say faulting the city for not hiring enough. Police officers, quote, we have a more violent population. So phoenix. That really bothers me that really bothers me that a sitting city council member believes that Phoenix is more violent than any other city. That's insulting. Like what we have to back that up. Nothing. He has a feelings. Sorry. Sal, you have your feelings about it. Because the FBI crime statistics say that Phoenix is no more violent a city by any metric whatsoever than other cities of similar size. There's nothing unique. And that's my problem with it blaming the citizens of Phoenix are going to have to explain to me, what makes Phoenix civilians uniquely violent towards police officers more. So than citizens of any other city in America. Now, I'm wondering if he is extrapolating so much from one statistic. And that is that's the Bruce is that assaults against officers had jumped forty. Five percent during the first five months of the year. And they were the largest contributing factor. They say in the officer involved shootings. But I'm I'm worried about the circular logic that goes along with what do you mean by that like using the firearm, the the thirty-five were right? These the fact that a firearm was present. In and around a civilian who was shot or shot at. If the argument is will they had guns. So we shot at them. And it's not illegal to have the there's a circular argument and their which you're justifying shooting at anybody that has a gun. If your argument is well assaults against police. Officers are up, and that's why they're getting shot at but you're justifying shooting at people by arguing they're assaulting police again every case is unique in and of itself. And I do not take it face value. Sorry, I don't and the evidence is out there feel free to Google body. Cam videos that not all citizens are guilty and deserving of being shot. At Ken crane is the president of the Phoenix law enforcement association. We're hoping to have him on at eleven thirty today. And that is the main police union he has said that officers are not the problem in Phoenix that people should submit to police commands going on to say, quote, we all go home safe. If everybody remembers this one little word compliance ask. Why there were so many more police shootings than another large cities. Mr. crane said Phoenix has quote, a lot more people that want to pull guns and knives on cops. Where does that come more than more than New York, Chicago, Chicago was the most violent? It's not by the way, statistically, many stretch the imagination. What is unique about? Central and Camelback what's unique about the summer weather in Phoenix. And we're not talking about Mesa Scottsdale to we're talking about Phoenix proper. And the only argument I can make and the one that we're going to have chief Williams on later pebble. We're going to ask. What is it? When you you cross one of the streets in the valley, and you go into another. The only difference is Phoenix PD is the difference. We're also like I said going to have Ken crane on in in when he says, you know, a lot more people want to pull guns and knives on cops. I mean of that thirty five who had a gun on them. How many actually pulled it on the officer? Or how many were merely in possession of a firearm? Big distinction. I would argue it's a big distinction. So I think it's one that I'd I'd like to hear what he has to say about that. I have no problem when he says, we all go home safe. If ever if everyone remembers this one little word compliance. I believe that when an officer tells you to do something that you comply in and I know that you and I come at this from a different perspective. I have right. Well, the saying we don't okay, I'm simply offering that handle the situation that's taking place at that time. And if you feel as though that situation when south than handle it after the fact, you don't need to be aggressive in the moment. But to blame it on the citizens after our nation's uniquely violent towards police. That's the argument before you even have the study released now if the study comes back in ECHO's this then we need to talk. We've talked about a recount, but I don't believe we're going to ask for one said Jerry Williams, president of these sustainable community alliance. A group of home and business owners who opposed measure t where disappointed in the outcome. But. Remained committed to working with city leaders in protecting jobs and tourism, the measure can only be overturned or modified by another vote. Williams said his group has not discussed of subsequent ballot measure, and he's not heard if anyone is planning a lawsuit to challenge measure t the measure applies to homes rented for thirty days or less outside the city's tourist core. The core generally runs along highway fifty from ski run boulevard to state line. There are about fourteen hundred short term rentals outside the core. And only four hundred inside the voters have spoken, and we respect that fury said don't we think we can do is wait for the fiscal shoe to drop that has been our concern all along what it will do monetarily to the city of south Lake Tahoe. The city estimated that it could lose up to four million dollars a year in tourist taxes and other fees. A group of residents called Tahoe neighborhoods group gathered enough signatures to place the measure on the ballot although homes in the city have been rented to. Locations for decades their numbers have increased with the growth of rental sites such as Airbnb and VR -bio measure t opponents said tourists don't belong in neighborhoods zoned as residential. The city council has taken legal action challenging the Commission's authority some states have taken stronger steps to limit local authority on short term rentals. Arizona Florida, Idaho, Indiana, Tennessee, and Wisconsin have enacted legislation prohibiting short term. Rental bands. The national council of state legislature said in a report in south Lake Tahoe. The fourteen hundred homeowners with existing vacation home permits in non-core neighborhoods can continue to operate them for three years those permits cannot be transferred to anyone including a new owner wants measure t takes effect the city can issue. No new permits outside the core.
