Yuri I'd appreciate your insights on how close we are to the west providing jets to Ukraine. Do you think we're approaching that moment? We are pushing for the fighter jets on a daily basis. Our minister of defense, our president, everyone from the political and military leadership. And we understand that these are sophisticated platforms that require the training of pilots, the training of engineer crews, they require logistics, so it's not going to happen overnight, but we are doing everything we can on our side to facilitate this process because fighter jets are the last remaining hurdle and they will be instrumental in helping French victory which we hope will be this year. Yuri how long do you think that would take to train pilots and make that kind of thing operational? Well, we are in a different situation ordinarily training pilot stakes about a year. If not more, but we are in a situation where first we already have pilots who have combat battlefield experience and our pilots are ready to be trained in three to 6 months. Well, as you know, the Black Sea now there is the Russian Black Sea fleet in the Crimea and Sevastopol. So Russia and Russia continues to control what happens in the Black Sea. And this is why we are asking for longer range missiles because they will be helpful in terms of helping us achieve our objectives deeper into the enemy's territory and making sure that Black Sea is safe as well as for things like grain deal, the supply of agricultural products from the Ukrainian territory, which was of concern to the international community for a long time. You are in the United States as committed tens of billions of dollars to support Ukraine and the war effort in your country. There are some concerns where you are in Washington about the misappropriation of some of those funds. How are you allowing some of those concerns? We are implementing when it comes to the Ministry of Defense since almost day one of this war. We were implementing, for example, the procurement systems which are of NATO standard, the so called for example, log fast system. So these are the same systems as I used by all NATO member countries. And of course, we are improving them on a daily basis. And of course, the Ministry of Defense is open and welcomes always our counterparties from different ally countries to come and visit and see that for themselves. Everything we receive goes straight to the battlefield and is used efficiently thereby our army. So when it comes to transparency, we are open.

Good morning Anna. So yes, so the UK conversation sort of having these glimmers of positivity ever since we saw that sort of surprise upwards GDP figure from earlier this month. And there have been been these sort of stories in the papers about Tory MPs pushing for tax cuts in the march budget, but the times have gotten hold of this OBR private submission to the treasury, where they say, although the recession might be short from shower this year, the medium term growth, that's about maybe two to 5 years away, is looking much, much, much bleaker. Now, why does any kind of forecast matter even more from the OBR? It's set to wipe out all of the government's 9 billion pound headroom and given the public sector borrowing figures yesterday came in nearly 10 billion pounds ahead above target and the energy build are sort of kicking the government finances. It could have a real impact on how much cash Jeremy hunt has to spend and the next phobia forecast is set to be the one that forms the basis of treasury planning for the budget. So it all adds up to a very gloomy picture Mark Carney former governor of banking that is quota from the time of saying the UK faces the most difficult position of all major world economies. James, how do you actually said 9 pound headroom? I don't think I would have actually turned ahead that much at the thought of that. It's now looking for the kindness of individual UK investors. And why is it doing this is almost more interesting, Steven, because they want to both tap into cheaper cash because it's cheaper with the growing interest rates than going onto the financial markets. They also want to diversify the government debt portfolio because after the meltdown after the mini budget last year, having local investors as well as foreign ones gives them more maneuver if things start going wrong. And the third fetch this too, the OBR again rear their head and say that the government's windfall tax on oil and gas raised about 600 million pounds less than expected so they need to try and find that financing from somewhere. Smaller than most of the recent packages the U.S.'s delivered, but it comes as many military officials and experts predict a reduction in attacks over the winter. So this is going to be slower. It's not going to go up in a straight line. It will be setbacks. Probably we're going to enter a trading range somewhere. So in order to go into China, you have to be a fairly aggressive investment mindset. Hans, does this necessarily mean the shift in COVID policy does it necessarily mean that there is going to be less in the way of accommodation coming from kind of the traditional sources like the PBOC? Yes, that could be possible, but of course they have to shore up the economy. I mean, I have to have two things. Number one, the debt level, which is very high. So that has to be careful not to overstimulate on the other hand, of course, the economy has slowed down considerably, shows considerable weakness and we have seen with the reserve prime ratio cut last week that they have serious in trying to support the economy. But if the opening happens in the results, it's actually a question of when. Then, of course, they can pull back on some of these stimulus, but as I said, this is going to take time. When we continue the conversation, Hans, I'm curious as to whether you are forecasting a global recession as we look to the new year. And if that's the case, when does it begin and how deep or shallow will it be? I'd also like to talk a little bit about some of the political risks

We don't have the same kind of political dialog because Russia walked away from all those diplomatic efforts. Then of course, we and our military commanders and also major commanders of key in $8 in know how to reach out to the commanders in Russia to help prevent instance miscalculations incidents. And I also see in public that there have been some phone calls from different net allies with the Russian leadership. But that doesn't change the main message and the main thing, and that is that what witness now is a war or aggression. Russia's grabbed or is trying to grab the part of the territory of another country in Ukraine, and of course as long as they continue with this aggressive war of aggression, then what we need to do is to support Ukraine militarily, because most wars end at some stage at a negotiating table. But we know that the strength of what you can achieve around the negotiating table is absolutely linked to the strength on the battlefield. And we need to enable the Ukrainians to regain more territory to liberate more filter to stop all the Russian attempts to launch new attacks because that will put them in the best possible position in eventual negotiations. And we need to enable them to prevail as a sovereign independent nation in Europe. That's our responsibility and that's exactly what we are doing. For all that resolve and assistance though, you recently reemphasized as you put it that NATO is not a party to the conflict. And it wasn't just NATO defense ministers that have been in Brussels recently, so was Ukraine's minister of defense. Alexei reznikov, when you say NATO is not a party to the conflict, has that not by now become a bit of a distinction without a difference. I mean, Ukraine would not be resisting Russia as capably as it has without NATO being at barely one remove a party to this conflict. So NATO is not parted to the conflict because we don't have NATO troops. We know the native forces in Ukraine. We don't have NATO planes in the airspace over Ukraine and NATO cape it is part of the war. And this is something which is important because the war that is ongoing in Ukraine is horrific. It's causing a lot of damage and suffering, but the full fledged war in Europe between Russia and NATO will of course cause even more suffering and therefore you don't need to prevent escalation. What NATO does is that we provide support Ukraine, but that doesn't make us a part to the conflict. Ukraine has the right to self defense. That's enshrined in the UN charter that the country, which is attacked, of course, has brought to self defense, and we have the right to help and support them. And that's exactly what to do. This is a war of choice by president Putin. He decided to invade a neighbor, and he can end the war tomorrow by withdrawing his forces. And we had to realize that if present Putin and Russia stops fighting, then there will be peace. If prison a landscape and Ukraine stops fighting, then Ukraine will cease to exist as independent sovereign nation in Europe, and that will be, of course, extremely bad for the Ukrainians. They want to live in the democratic free society, not be part of it whole territory and Russian society where journalists are arrested where opposition positions are assassinated, but it also be dangerous for us because that will send a message to the whole world that when authoritarian powers like Moscow use military force, they achieve their goals. So we need to support Ukraine. That's the main message from the NATO meetings this week and also for me and for all natural allies ever since the invasion. Is that imperative against sending any NATO personnel material into Ukraine absolutely set in stone? Has there been any thought, especially given what we've learned about the apparent weakness and ineptitude of Russia's conventional military of cutting out a certain amount of middlemen if you like and perhaps airlifting equipment directly into Ukraine? We are sending a lot of material supplies from NATO allies and 8 to two Ukraine, everything from advanced air defense systems, armored vehicles, anti tank weapons, and also non little support, fuel now we are very focused on winter equipment, the winter is coming. Diesel generators to help the forces operate throughout the winter and just the last few days and hours are also delivered and announced more support with different types of air defense systems, which is urgently needed in Ukraine and NATO will shortly deliver hundreds of systems to make drones not functioning or to protect against their drones, both the Russian made and the Iranian made drones, jammers, and the NATO allies and NATO types of support to Ukraine, but we don't have NATO forces on the ground and we don't have NATO planes to participate in the military operations because it is important to distinguish between supporting Ukraine in the right of self defense and NATO not being directed to the conflict. You've been fairly clear and indeed the entire western alliance has been fairly clear on how they want this war to end, which is obviously with Russian forces withdrawing from Ukraine completely. But how do you see that working out practically? These conversations must have been had because it is possible, isn't it that a defeated Russia might be an even bigger security challenge than the belligerent Russia we are currently dealing with. As we don't face risk free options, there are risks connected to any decision that we will take connected to the war in Ukraine, because we face a dangerous and aggressive policy by president Putin and the Russian armed forces. So we need to compare risks, no one can predict how this war will end and of course the risks, but on the other hand, if we decide not to support Ukraine and let president Putin and the Russian armed forces win, it will be a tragedy for more than 40 million Ukrainians for a sovereign independent nations that is striving for freedom and democracy and actually proven to be a democratic society, changing government of the elections and have implemented many important reforms support those by NATO allies over the last years. But it will also be dangerous force it will make us more vulnerable. So we don't have the luxury of choosing between risk free options, but I'm absolutely certain that the risks we face and the threats we face will be much higher if we abandon Ukraine and let the president Putin win and that's the reason why we just have to continue to support and the more support we are able to provide the sooner this work and the end and the more likely it is that we will have a solution, which ensures that Ukraine prevails as a sovereign independent democratic nation in Europe. "Let's play some sound here from Donald Trump, who this is how he used to talk to these people, Merkel and many others. This is just over a meal, NATO meeting, Trump pointing how it's ridiculous that Germany will buy energy from Russia while America protects them. Play cut one O 7. Well, I have to say, I think it's very sad when Germany makes a massive oil and gas deal with Russia where you're supposed to be guarding against Russia and Germany goes out and pays billions and billions of dollars a year to Russia. So we're protecting Germany. We're protecting France. We're protecting all of these countries. And then numerous of the countries go out and make a pipeline deal with Russia where they're paying billions of dollars into the coffers of Russia. You were probably there, Rick, you know, at that meeting or tangentially to that, straight to the Germans face, your reaction of how things have changed. Well, that was a NATO meeting and you see Jens Stoltenberg, the NATO head sitting across from president Trump. And he has been extremely complimentary of president Trump. Saying thank you for the billions of dollars that have come in to NATO since Trump was really the leverage to tell countries pay your fair share. And so, you know, I have been in the meetings with Merkel with Chancellor Merkel, the president said, look, I don't blame you trying to make the American taxpayer pay for your safety. But it's not smart. You need to pay your Bill and by the way, you're feeding the beast when you don't pay your bill at NATO and at the same time you're giving money and doing deals with Russia, which is why NATO started to exist in the first place. And so the hypocrisy was called out by president Trump. And, you know, I'm not breaking any news when I tell you that president Trump, one cent Chancellor Merkel, a white flag.

Now, the NATO alliance faces its biggest challenge since World War II and Russia poses a direct threat to the block security that, according to Jens Stoltenberg, the secretary general of NATO, who has been speaking at the start of this week's leader's summit, his comments come after turkey dropped its opposition to Sweden and Finland's membership of the defense alliance, speaking before the news broke, President Biden said the blocks aims have never been clearer. Today, NATO is united. And as united galvanized, as I believe it's ever been. And we are ready to face threats of Russian aggression because quite frankly, there's no choice. It's been the most significant abuse of power. Since World War II and an invasion of that many people under another country in Europe. President Joe Biden speaking at the NATO summit in Madrid, the meeting comes as Ukraine has seen intense missile attacks from Russian forces, including the bombing of a shopping center on Monday that killed 18 people. President zelensky will address NATO leaders by video, he says he's ready to consider committing to some form of quote neutrality, but only in exchange for firm security guarantees for Ukraine's partners. Meanwhile, to the domestic politics of the U.S. on a former White House official has painted a vivid portrait of Donald Trump's behavior during the January 6th capitol riot. Cassidy Hutchinson, then an assistant to White House chief of staff, Mark Meadows, gave the most gripping testimony yet in the congressional committee's hearings on the events. The president had very strong, a very angry response to that Tony described him as being irate. The president said something to the effect of, I'm the president, take me up to the capitol now. That is the former White House aide Cassidy Hutchinson, she went on to describe a violence and out of control Donald Trump in the final weeks of his presidency, but doubt has now been cast on key elements of her secondhand account, with Republicans tweeting that it was quote all hearsay. Okay, from the U.S. to the UK, the price of basic goods in shops here is rising at the fastest pace in almost 14 years, Bloomberg's Ewan Potts has more. Two surveys of shed light on the challenges being faced by poorer families in the UK, the British retail consortium says that food prices are rising at triple the pace of non food items driven by fresh food which saw prices jump 6% in the year to June. Separate research by campaign group the Joseph roundtree foundation says that millions of low income households are going without essentials and falling behind on bills. The findings come just a month after the government announced a 15 billion pound support package in London, I'm your own pots being big daybreak Europe. Earlier this month, the Bank of England also raised its forecast for the peak of inflation this year to slightly above 11%. The bank says it now expects the economy to contract in this current quarter. Well, today, Bloomberg's fancy lacquer is moderating a panel at the ECB's annual forum in sintra, Portugal and will see ECB president Christine Lagarde fed chair drone pal, BOE governor Andrew Bailey, and Augustine carstens head of the bank of international settlements join her on that panel to discuss a course inflation and the actions of central banks. Join us now from Portugal live is Bloomberg's Yana Randall who of course will be listening to that for us. Yeah now let's start by recapping some of the key takeaways from that opening statement from the ECB's Christine Lagarde yesterday. Yes, so she was very, very distant that the ECB is determined to find inflation and find the right response. She reiterated plans to raise and sustain in July of course she also said that if the inflationary foreign needs to be is prepared to step in and be very, very forceful, hinting at, of course, faster rate hikes, after list of and more interesting is that we heard from two governors already while here and the Lithuanian and the lottery and governors. And they both said, we should be should actually also consider raising interest rates by 50 basis points already in July. And that, of course, has to do with the fact that inflation once again seems to be rising faster than expected to be the Spanish numbers. This morning, they were forecast to be something that the ECB can not ignore, especially because policy makers have been distracting time and again, that whatever they do is they could depend on. Yeah, I suppose so the call for 50 basis points is rising, but Christina gard was firm in terms of that 25 basis point rate rise would be the path ahead, so I suppose there's a baffle perhaps about influence within the ECBs, a decision making board, but also on credibility. It's a good question. And we are trying to get to the bottom of this at the moment. It seems that those calls sophisticated basis points is really alerting people to the fact that the ECB needs to ask a few other policy makers spoken to say 25 basis points is what has been agreed is what the ECB is going to do. So there is definitely a debate to be had in the governing council over the next over the next weeks. And we'll monitor of course very closely. What the president has to say this afternoon, maybe he already has a reaction. Yeah, we have to wonder if 50 becomes the new 25 for the ECB particularly after that CPI print in Spain. That inflation print of 10% Jana just briefly, the bond purchasing firepower of the ECB being put to play at this Friday. Just walk us through the significance of that. Yes, so the ECB decided to activate what they call the first line of defense and that is flexible reinvestment of bonds that mature under the ECB's pandemic program. That is not yet this anti fragmentation tool that everybody has been talking about. It is a more limited need to address spreads and bond market attention. So whatever will mature over the coming months, will be thrown at companies where they used to be a risk that market development on warranted. It's certainly being the biggest focus of investors who are interested in seeing just how much the ECB is worried. And then for us for details on the anti fragmentation tool, that's being worked on at the moment that you need to be staffed. There's not a whole lot of information that we have at the moment. So we'll just have to be patient, but patient, but we are being reassured by the ECB, and by policy makers that work is in deep going on.
