"Breaking News in two thousand twenty lead after a promising start with huge crowds and impressive fundraising numbers California Democratic Senator Kamala Harris this afternoon soon announced she is dropping out of the race for presidency and ends. Jeff Ellen joins me now in Senator Harris blame her decision squarely on on money. That was her official reason. And that is the reason. Of course she was getting out of the race she simply did not have the money to go forward and pay the staffers of course. Why wasn't she raising money? That is essential question here. She found herself without a particular home. She wasn't a progressive SH- wasn't necessarily a moderate shed a couple of feet in both camps. She started that way. Back in January anywhere when you asked her if she was for Medicare for all she vacillated a bit and now it's sort of a sign of what was to come for her campaign but she address her supporters this afternoon in a video and and this is why. She said she couldn't go forward. I've taken stock and I've looked at this from every angle and over the last few days I have come to one one of the hardest decisions of my life. So here's the deal guys. My campaign for President simply does not have the financial resources to continue and the financial resources. We need to continue so the reality here there is. She saw the writing on the wall. She actually was going to be on the debate. Stage in two weeks in California. Yeah so many of her supporters were hoping that she would stay in until that point trying to make one last chance to check. I am told she was thinking about her own future. By dropping out now she will will not be on the California ballot that means. She won't lose miserably. There she of course is almost certainly to run for reelection. Twenty twenty two there as senator so by dropping out now that happens she also preserves her political future here. Long after the primary settled she certainly will be in the running to be a running mate. We don't know how hi this is going to go but by getting out. Now she's sort of leaves with our dignity intact but so many people were surprised by the fact that she was not able to catch on a lot of reasons for that. Some of which we've talked about and the democratic debate in this month as of right now the only candidates that have that have made the stage now now that Harris's out our our white despite this incredibly diverse field of candidates. Let me just ask you. How do you think benefits the most from this? Let's say in Iowa the first state the caucus state Who Will Benefit from from her dropping out? I mean I think at this point when you look at the people in the race Amy Klobuchar. I'm keeping my eye on there in Iowa. She's coming on much stronger particularly after the last couple of debates really raising questions on the reality of some of these plans so look for her to assume some of Senator Harris's support also Cory Booker Booker. He needs to make his last stand there. He has a strong organization there so he can consolidate any of his support will see but also someone when probably not in the Warren Sanders camp more likely in the other camp here so all of her people are up for grabs yeah. President Trump announced Friday that the longest government shutdown in history would end I three weeks the deal with congressional leaders reopened the government until mid-february as talks continue on immigration and the president's demand for border wall funded the Trump administration's budget office said that the eight hundred thousand federal workers who have missed paychecks would receive back pay as soon as possible joining me tonight. Margaret Brennan moderator of face the nation in senior foreign affairs. Correspondent for CBS news. Elizabeth Miller Washington bureau chief for the New York Times, you Mitch Alison door White House. Correspondent for the PBS NewsHour in Jeff Zeleny senior White House. Correspondent for CNN Margaret you sat down with vice president Pence last Sunday. He was talking about a deal working with Democrats. He laid out possible protections for dreamers in exchange for border wolf. Funding that was a few days ago. What changed Friday fourteen thousand IRS workers apparently didn't show up for work as ordered to? Do you had LaGuardia Airport other airports disrupted because of a lack of required TSA agents to actually get people on planes safely? So I think some of these reality checks slowed the politics a bit in terms of how to spin this. And instead, the president offered this temporary reprieve, but basically at the end of that rose garden address today, the president said we can do this all over again in three weeks with this funding only taking us to February fifteenth. But I was looking back at what the vice president said to me on Sunday. And he laid out exactly why the president couldn't do what he just did saying he knows that speaker Pelosi, even if they reopened the government begin negotiating won't give him that border wall. That was the reason you said the president couldn't do it. And yet the president did do it. Well, what happened Elizabeth with President Trump well ally? He was he really wanted to make the state of the union address. That was a big disappointment to him. It was a pageantry it's it's the kind of this the presidency that he loves the show. And also what happened was that McConnell said to him. I just can't hold my car. I can't hold Republicans. There's a lot of phone calls last night between McConnell and Trump. They continue this morning Trump last night was declared a national emergency and was talked out of it. And that's where he went this morning after talking to McConnell, and then with the slowdown at LaGuardia and the IRS workers not turning up that was that was enough. So I just want to add one thing that he's now talking about a smart wall. So I think there might be an avenue towards open government in this smart wall. Which is of course, not really a wall, but it's sort of sensors, but that might be where they go with us that could be worth three weeks. But Elizabeth you took mentioned he was walked back from a national emergency. Was that Senate Republicans just getting uneasy people like McConnell others? Inside of the White House. Senate Republicans never liked this shutdown and McConnell finally had to come off the sidelines and decide that Nancy Pelosi was not going to budge and he had to move the president the president. Of course, it was classic Trump. He declared victory. Sure look a lot like a victory. But he went out and said, this is great. But he he ended up back where he started. He ended up he made no headway in these. I think even like worse than when he started because this is making a case for the wall and actually became sort of a mocking symbol of something. He can't let go, but I think the McConnell calls on Thursday night into Friday morning that was key because the cracks in the Senate where becoming very apparent there was a very explosive lunch that you wrote about in the Washington Post a Senate launch on Thursday. But then continued he was losing Republicans. So he had to accept reality. But when you saw President Trump in the rose garden, so he was doing the same old speech still talking about the wall, but it has become much more difficult now so three weeks. Now, I do not think there will be another government shutdown. He knows he can do one thing. Repulse every single pulse at this was bad for him. So I'd be very surprised if there's another one on his one that's a good point. Because this agreement does come as the presence approval ratings have dropped a new Washington Post. ABC news poll released Friday shows fifty eight percent of Americans disapprove of the job. He is doing thirty seven percent approve. When asked who they thought was mainly responsible for the shutdown? Fifty three percent of those surveyed blame the president and Republicans also pressure points from eight hundred thousand federal workers who were going without a paycheck. You saw on Friday the FAA temporarily halted flights into New York's LaGuardia airport. What was another those the key breaking points as well. Or was it all politically driven in the Senate on Capitol Hill. I think it's really important to walk people through what the president did as he said that he was not going to ever break for a while. He held a primetime special. He went to Texas and actually went to the border. He also had this multiple meetings where he had all this misleading information where he said drugs are pouring in our countries being in Beijing. For thirty five days. He literally made the case. And what happened his approval ratings were dropping people are blaming him. You had workers federal workers saying we cannot take this. And then you had people who were saying apart from the federal workers not getting their money. There was the cab drivers who said no one's going going anywhere in DC. You had restaurants that were extending literally Washington Washington's restaurant week with extended a week because people said no one's going out and spending money. So you had the American economy also looking at President Trump and saying something needs to give the White House official stance today was that rake and filed Democrats can the toll President Trump and tell Republicans that they're going to give money for the wall. That's what they were saying I said, well, who are these Democrats who made you this promise, they would not give you one name. That tells me that the president came up with this line of tell reporters that but that in reality, it was all the pressure that you just talked about and we saw in this showdown over the shutdown. A new dynamic in Washington. We have speaker Pelosi three weeks into her job after being sworn in. She's pushed the president to reopen the government and as Elizabeth said postponed, his state of the union address. She was asked about that today. He is not planned now. That what the president is. When government is open. We will discuss a mutually agreeable date. And I'll look forward to doing that in welcoming the president to the house of representatives with the state of the union when we agree on that mutual. She's saying there, the speaker in her words that she controls the capital, but she also in park controls. This new Washington was this shutdown much about speaker Pelosi and her her asserting herself in this new DC as it was about President Trump her ability to flex her muscles to the power to show. What she does control was masterful in terms of the PR win. She she can claim that on this. But it's the matter of the battle versus the war here. President Trump looks like he lost this battle. The question is does he he lose ultimately the war? There's also the question of certainly the polling that we see says this was unpopular, and you can look at ratings agencies like SNP that says the shutdown cost one point two billion dollars per week that this could hurt the economy. But does the president actually come out of this being able to say I was on brand I've fought for this and pocket a win in some way. That's another question. But one of the things that I. I would say is another point perhaps in Pelosi's court is because this has been so publicly litigated in many ways. The White House is actually kind of talked itself back. We're no longer talking about and they own this no longer concrete wall sea to shining sea. They're talking about as vice president Pence described like two hundred miles of steel slash they're scaling back the ask in the public domain. And that's a good point was actually about just showing the Republican base. He went to the brink that he did all he could on the wall that of course, that's what it was about. He can take that to the twenty twenty campaign and say, I did my best I tried. I was stopped by Nancy Pelosi. I would also address Nancy Pelosi here. I mean, this is the first Trump's first experience was divided government in Washington. It's also his first experiences Sheryl Stolberg wrote this week dealing with a really really powerful woman, and you talked to any of the trunk biographers. And they say this was this was very difficult for the president because of the past he's dealt with powerful women. He likes powerful women. But he's always been able to go around them to their more powerful. Male boss. Nancy Pelosi doesn't handle male boss? It's Nancy Pelosi. And it was this was a tough one for Trump. And she also understands the legislative process more than he does that's significant and you sign experience leader there. She was not going to blink leaders Schumer was not going to blink. So they out maneuvered the president is very new to this. You know, he thinks he can control washing. He is learning very much what divided government, but he does respect speaker. Plus it we're coming out of this five week period. He hasn't branded her with a mean nickname. He there is something about the respect. So I think this relationship we still don't know how it's gonna end we know that President Trump likes to make deals so I don't think that we should do the rest of this year being out the window because of this. I think we'll sort of see how this goes. But we've learned a lot about the wall a lot about what he's willing to compromise on. I think we have to watch the right hand flake, and the culture whose largely. Responsible or partly responsible for this. She called him weak and compared him to Herbert Walker Bush George Herbert Walker Bush. So we'll see what they say. But I'm intrigued to see what the Trump plaza de Margaret, I want to just pick up on something you mentioned, which was the White House saying how they wanna sort of split rank and file or that seems to be their theory that they can split away rank and file Democrats from leadership, but they won't name who it is that actually they do agree with them. But as a play, it seems to be a maybe a bit of projection here, but maybe perhaps truthful, ultimately, which is that they think they are going to see with Democrats. Same problem Republicans had years ago in terms of on the left of progressive flank really causing problems for democratic leadership. You didn't see that here? In terms of Nancy Pelosi still kept her caucus in line on this. She almost use them as a weapon you saw Alexandra Cortez. The new New York Representative walking over with other freshmen to the Senate demand from Senator McConnell that he hold a vote to really. Open the government. How do you see speaker Pelosi handling those pressures? I think that right now we've gotten a somewhat of a preview of that. There was all this talk about who's gonna who's going to challenge Nancy Pelosi for the speakership, and what we saw was her one by one do away with the people who were trying to say that they were going to challenge her. I mean, I still remember a, Marcia fudge Representative, Marcia fudge, being basically almost pert walked into Nancy Pelosi's office cameras behind her snapping as she came out. Almost looking a little confused saying, you know, what I looked at Nancy Pelosi's calendar, I look at how much money she raises. And I know I'm just not sure I'm ready for this shop that was a big change from what she was saying before. I also think that it's interesting that President Trump called Nancy Pelosi reasonable. He said the reason why he postponed the state of the union is because he found Nancy's offer to be reasonable reasonable is not the word that President Trump is used with opponents. So I think that we see him not in the public atmosphere saying, I do respect this woman. It was a bit. There's a big profile Senator McConnell and upcoming New York Times magazine, speaking about the word reasonable what happens. Valentine's Day when the president again, maybe starts toying with the idea of declaring a national emergency. Whereas McConnell McConnell now the force that Republicans McConnell, then has to go to Trump, and Jared, Kushner and say we can't do this again. And I think I think that is what will happen here. I think is is. As we were saying, this is not this can't happen again. There's actually talk that you would actually pass legislation now making it illegal for another government shutdown to happen. It's not going to happen. Maybe the next two weeks, but I can see that coming. I just don't think there's there's there's no political. There's no political good that will come out of this President Trump to do this again. So let's say there's not another shutdown that maybe there's a an agreement Jared Kushner kept talking about a big deal something that included DACA protections. Like vice president Pence was talking about with Margaret last Sunday. Maybe even Justin green card policies is that real Jeff the idea of an immigration deal in mid-february now that the government's reopened. It's very hard for me to get my mind around a big immigration deal. And we've all watched when when President Bush was in office, and that's was the driving force of that Republican party orthodoxy at the time was to get a deal if they couldn't do it..

So he had Biden was expressing some regret about his support for that nineteen ninety four crime Bill that inadvertently ended up leading to mass incarceration of African Americans. That was not the plan. That's how it what happened now. And he says, well, it was a big mistake that was made a trapped an entire generation now, that's a pretty strong expression of regret. And that is a sign that he may be repositioning himself now for. A Democratic Party. That's become much more progressive than it was in one thousand nine hundred ninety four when President Clinton was putting more cops on the streets and doing things like that Michael Bloomberg who was at that breakfast. Also, doing the same thing expressing regret that as mayor of New York he was involved with these stop and frisk policies that turned out to just be in many instances harassment of African Americans at least according to critics of it. He's apologizing for that. Kamala Harris is apologizing for some of her work as a prosecutor and trying to trying to smooth some of that stuff out where she was. So, you know, it's kind of tough on things that's not quite suitable for the party right now. And also Senator Kristen gillibrand up in New York has been doing that. Because you know, she used to be a member of the house from upstate New York, which is very conservative. It's not like New York City up there. You know, it's farmland is rural. She had a one hundred percent rating from the National Rifle Association. Now, she's trying to you know, she has to live that down. She explains it actually pretty well. He's been in the Senate now for ten years, she replaced Hillary Clinton, and she says, well, you know, I I I was at that time I was representing and living in and being a part of a very conservative community. But when you're running statewide in the state night, like New York, which has conservatives and also very liberal areas. I've had to change my views, and I've.

I'm all for. But we've gotta have realism. That's what America's hearing for now that might be one America's your progressive laughed likes these aspirational ideas that he's throwing cold water on. And I think there's going to be candidates to pick up and run with those. Unlike what happened in in twenty sixteen what I've been hearing is that there really isn't any incentive not to run for a lot of these candidates. And while there is a lot of respect for Joe Biden. I don't know the people are going to stay out if he decides to run because the really because the field is going to be so wide, and we don't know talking during the break. We don't know what the platform is going to be. We don't know exactly what people are gonna want at the end of the day. There's going to be a lot of sussing out and a lot of family infighting that we're gonna see within the democratic already going forward. But can I just say as democrat at the table? I democrat. I think the more the merrier I actually thought that the primary between Hillary Clinton and Barack Obama was one of the best things that ever happened to the Democratic Party because it engaged parts of the country that never get to participate in the presidential primary. I think this primary is going to go very long. It's going to be about far more than I want New Hampshire and even the or four early states. And I think that's actually going to be a good anything. It will be a good opportunity to debate ideas.
