The Maryland Senate has passed a bill that would give the state's attorney general independent authority to bring criminal charges against police officers when people die in their custody. This bill ensures that both the investigations and the prosecutions of officer involved deaths and incidents that are likely to cause death are independent. State democratic senator Will Smith there, he's one of the bills main supporters. He says it would help end potential conflicts of interest between local prosecutors and police, but opponents say it would be an overreach of state authority, the bill now heads to the house of delegates. There have been efforts to ease the tax burden on Maryland retirees in recent years, but a new proposal would go even further by cutting that tax bill to zero. Marylanders should not have to consider leaving the state when they retire because of the taxes on their incomes, that's the thinking behind a bill from Republican Maryland state senator Steve Hershey. His bill would phase out taxes on retiree incomes by 2028. The bill Hershey is proposing would take effect in July and would be phased in gradually. Now there is a price tag, according to the state comptroller's analysis, state and local revenue losses would total $3 billion by fiscal year 2029. Kate Ryan, WTO P news. Metro trains have been manually controlled for more than a decade after a deadly crash in 2009, but metro is making its final preparations now to bring back automatic train operations. NBC four transportation reporter Adam tuss joined us earlier on WTO to explain when we could see that happen. What metro would like to do is switch the ATO system back on on the red line first and that'll be in the summer sometime in the summer. They can't say specifically yet. And then all of the lines by the end of this year and when you take a look at the operational efficiencies that something like this could have, it really could be big business for the metro system getting riders to come back because for so long now we've been hearing from riders who say, look, it's taking too long in between trains, the wait times are too long. Back on January 7th, Lewis told investigators he saw teens breaking into cars along his street. He said he fired a shot at a car before firing at Blake, who was running toward him, Lewis is charged with second degree murder while armed, he also faces other gun charges. A Maryland bill that would expand the attorney general's powers in police investigations is moving forward as the Maryland Senate approved it 27 to 20. It would give the state attorney general independent authority to prosecute police after investigating officer involved deaths, supporters of the bill say it aims to end potential conflicts of interest between local prosecutors and police officers, but opponents like state senator Justin Reddy say it's an overreach of state authority. I can't for the life of me figure out what the problem is we're trying to solve here. There's not some widespread issue of state's attorneys being found to be dismissing cases that are not founded. There's not some there hasn't been some widespread scandal or scandal really of any kind since it did pass in the Senate. It now moves on to the House of delegates. There have been efforts to chip away at the tax burden non Maryland retirees. Now, there's an effort to phase out those income taxes altogether. Maryland state senator Steve Hershey's bill proposes facing out all retiree income taxes by 2028 The bill comes a year after lawmakers passed legislation that gives individual marylanders a $1000 break if they make less than $100,000 in retirement income. Married couples making a $150,000 or less a year, get a break of $1750. This session, Maryland governor Wes Moore's testified on his own bill to reduce the tax burden on military retirees, Hershey, the Senate minority leader, says the rising cost of living hits retirees especially hard, Kate Ryan. WTO P news. Metro is making final preparations to bring back automatic train operation systems, the systems were shut off after a deadly crash in 2009 that killed 9 people. What has changed with metro is some of the track circuits that they use to basically tell the train operators and the train control system, whether or not a specific portion of the track is occupied. That is important because in that 2009 incident, what happened was the striking train was told that the tracks ahead were clear when in reality there was a stop train ahead. So what metro has done here is they've changed a lot of the circuitry on the tracks that now better tells the operators and everybody involved when a particular section of track is occupied. It's been tested and retested and then that equipment then communicates with the train itself. Metro says it's going to switch the system back on, sometime in the summer. D.C. fire crews are on the scene of a serious fire at an apartment building on 6 three in southeast right now. They say the fire has left a child with critical injuries, no word yet on the age of that child, the fire broke out on the first floor of a three story apartment building, D.C. fire and EMS says the fire is now under control. It's two O four David Crawford former police chief in Laurel, Maryland has now been found guilty of intentionally setting fires, and some of those fires were at occupied homes. 71 year old David Crawford could face life in prison for setting four fires and Howard county, and some of those fires, 8 people were inside in court records show after a weeklong trial, a jury found Crawford guilty of all 8 counts of attempted murder as well. Crawford's defense attorney says he maintains his innocence and plans to appeal, noting that prosecutors did not need to prove a motive for the dozens of fires, which spanned from 2011 to 2020. During the trial, fire investigators from 6 Maryland counties, including Montgomery and prince George's, testified against the formal Laurel police chief as he has pending charges for setting fires there as well. Last week, Crawford was convicted of first degree arson and Frederick county, Meghan clarity, WTO P news. After more than a decade, the federal government seems to be close to selecting a new headquarters for the FBI, a day after Maryland leaders made a final pitch for the headquarters to be in that state. Leaders in Virginia did the same thing. Virginia senators Tim kaine and Mark Warner defended the current scoring system being used by GSA to select a site. In particular, the strong weight given to proximity to other federal facilities. That's irrelevant criteria. You can't take that away. And I don't know why these people who I guess are reputation and the consultancy world for one wins, keep coming back to that when we're now seeing this red wave receding because they're being told, stay silent on that. Don't talk about the elections, don't talk about abortion, don't talk about climate, just ride the wave. So there's silent while the other side is hacking away at them. Chipping away at the lead. And your point is really good on the life question. I'm from like two. But if you don't stand for something. So all of these Republicans are being told, look at the chaos in the country and just attack that. So pick your favorite candidate. That candidate failed. That candidate failed. We're going to run an ad that said that candidate failed. Great. What does that tell the voter that you're going to, it doesn't tell the voter you're going to do anything. So on the abortion question, said, look, my position is clear, I'm prolife, and I don't think we should be using abortion for birth control for same sex selection for disabled children in the womb or in the 9th month with taxpayer funded money. Now my opponent is in favor of all of those things. All of that. And you've got to get them to answer why they're in favor of late term abortion, not just why you're in favor of pro life position. And so, but they're not being not being told to do that. And I do think there's a danger of just writing that way and going back to a comfortable conservatism where what are you going to do about the border? Cut taxes. What about abortion? Cut taxes. Cut taxes. That way, you want alienate anybody. Yeah. How do you fix Wallace eternals? I mean, it's like, it's not good. Two word answers. That's right. Plus we're beyond that. It used to be during a Reagan era in the Jimmy Carter era. Where the economy was front and center and the supply side movement was just starting out, and we had to sell it. We're talking about the very fundamentals of a civilized society now. Law & Order, life, borders, China, China issuing a bioweapon. This is not politics as usual. And if you're not willing to talk about that, then you're not the right leader for the times. Exactly. Did you and most people don't realize this, that in this next Congress, they'll be less than 40% of the membership of the Republican caucus have ever served with anybody that they came in before Donald Trump. So, I mean, I mean, it's huge turnover. And you see it a little bit in the Santa. It's always the anomalies. It's always the Schumer as the Pelosi's the Dan youngs even. I put that. But what happens is, is what you just touched on. Is the staff on Capitol Hill, which you got a lot of great folks, but a lot of those committees have been there 30 years and they don't like change. Then you go into the bureaucracy. That's where I think the biggest problem is, you know, I got, you know, if you want to talk to me, it's fine, but let's have a some kind of at least turnover in Washington and these cubicles up and down these streets because that's where the real governess is going because we in Congress sort of gave our power away to them. Right. No, you're right. We don't do civil service reform. All is lost. I think incoming president has control over three or 4000 employees out of 2 million. So, you know, he's going to come and go and you're going to get those political appointees. But really, Peter strzok and Lisa page proved where the departments are. And the same with these committee staffs and all of that. So I couldn't agree with you more. Look, what I write in the book, Doug, is that too often Republicans want to revert back to what I call comfortable conservatism. And by that, I mean, what are you going to alienate related advocate for term limits? And I happen to be in favor of them, but I agree with you that I'm in favor of them for everybody. But who are you going to alienate? Nobody. Wearing a Ukrainian flag lapel pin. We really going to alienate nobody. You talk about a tax cut. We believe in tax cuts, but it's about as safe a political position as you can get. But if you start talking about we really shouldn't have a biological male swimming against my daughter swim team in college. We really shouldn't have lawlessness in the streets, although they are talking about that. But we ought to close the borders. Or how about this? We get to the point right now with China. We're not too many generations ago of you unleashed a bioweapon on the world. That would have been considered an act of war. We don't want to talk about that stuff or globalism or private equity, our endless wars. All of that, because you really get people get upset and Human Rights Campaign really gets upset. I don't want to go there. That's too hot. Don't want to talk about climate. Don't want to talk about elections. You don't want to know about. So what gets changed? Not much. Nothing. And I think that, look, it's gotten even somebody with Kamala Harris. I mean, this is really an interesting point. Kamala Harris was asked by chuck Todd in a recent interview. And she made her standard pitch about the border being the most secure border. And even chuck Todd had to call bull. Well, and that came on the follow-up of Biden and Harris and the administration saying, well, the reason the NAP test scores for fourth graders hit a rock bottom low is become Trump mismanaged schools during COVID two and a half years ago. No. What? And this is the point though, Doug, and this is why you got out raised away. I got outraged. They have a Democrat media complex. They have money and media. And they can gaslight the country over and over again by repeating the lie. And that is effective. I hate to say it. Well, it is, and I also have the, you know, look, and I'm one of those conservatives. I think a lot like you. Look, we'll pull it out the fact of the liberalism and the media agenda that is driven. But also it's one of those things where I'm also seeing that comfortable conservatism which you've talked about. I'm seeing conservatives use it as a crutch, right? And they just sit it out and they won't push back. We got to push back and there's ways to do that. Because look, they're revisionist history. You're not talking about that. I made that example this morning when we talk on the radio was about this big drought in the West Coast. And we talk about climbing, if you don't believe in this cloud, huge dry out, it's been going on for about Frank has been off about 15 years now. But there were several articles. And I think I don't want to say we're afraid it was one of the larger publications said, it's the most, it's the worst drought in 1200 years. Okay. I'm slow, but I get math even if I had to take my hands and my shoes off, I could figure this out. That's 800 AD. So. There's an AD. The combustion engine is people. It's cows. It's whatever. I mean, they just undercut their own argument and they don't even understand that they're undercutting their own argument. But who's going to point it out other than Doug Collins? I mean, that's the issue, isn't it? I mean, that's what gaslighting is. You keep telling people, the sky is green when it's blue and pretty soon, enough people say, well, I'm not going to go there. It's green. And that's why they called it climate deniers. Then we went to vax mandate deniers. Now we're COVID deniers. Now we're at election deniers. At some point, this self censorship has got to stop and you're getting nothing done. I mean, the Democrats aren't consumed with being too radical. They don't mind it. And yet Republicans, I can guarantee you know this. It wasn't that long ago where the top Republican consultants were all members of The Lincoln Project. That's what those guys were. That's his advising Republicans not to talk about climate change. Not talk about this radical trans ideology, not to talk about China, not to talk about the board. I mean, so I do think, look, I mean, I was never going to be in danger of becoming a career politician. The voters thought of that. But I'm glad I stuck to my guns and didn't apologize for what I believed and got some good things done because I couldn't live with myself otherwise. What's the point of it all? You've got to do it. I started playing. And okay, I'm going to go here. You went there a little bit. Explain to me. Again, talk about revisionist history or just changing history. I don't care what you call it. Right. But how can you have, quote, and I'm tired of looking at this, you go on MSNBC, CNN, and sometimes even Fox or in others. And you see these Republican consultants who have not worked for criticized president Trump every day of the week. They criticize Republicans. They, I mean, they work against what is considered, you know, many of us consider conservative, but yet the mainstream media out there is because here's Republican consultants. No, those are not Republicans anymore. Let's at least move them to independent. Let's do something. They say they're not where the Republican voters are today. And if they were, they'd be out there being higher, but they just don't reflect it. That's the part where the media tries to make by using labels. Everybody look the same and that try to isolate those who are pointing out the deficiencies in their argument. It is hard to overestimate the falsity of Steve Schmidt or Rick Wilson ever be considered a Republican. And this whole notion of and this is I'm glad you brought this up because everybody thinks it's Trump's abrasive personality. And let's be honest, he's a different kind of politician. You and I both know. Not afraid to say that. But different times, call for different leaders. But it wasn't that buggy. I mean, oh, he's not humble enough. I think Barack Obama was humbled. Bill Clinton stumbled. It was the issues Trump was threatening them with. The end of globalism, the controlling the border, all of these issues that they were advising their Republicans on you. You really ought to come out with a climate platform. You really need to do that. And don't alienate the Human Rights Campaign by being a traditionalist, you can't do that. And so Trump was threatening that status quo issue wise, and I think that's why they turned on him. That's why they didn't like him. And now from Bill kristol to Schmidt, Wilson, they are venomous in their hatred. And I really do think the Republican Party needs to get serious about telling those people politely. Here's the door. We'll see because you can't operate like this. We saw that in the 115. You and I were working hard to pass the American healthcare act that undid the price controls. That let people choose the health insurance they wanted to get the CBO admitted it would lower premiums. Now, the reason we didn't get nicked in 2018 on the tax reform because we passed it and it worked. Had we passed that, I'm convinced it would have worked, but we had a couple of individuals in the Senate. I think, frankly, out of spite, in many cases, torpedo that legislation. And so we are our own worst enemy again. And we've got to have more cohesiveness in the conference. And I do think, you know, you probably closer to this than I am, but with Jordan and McCarthy sort of mending fences and coming together in James calmer on oversight and Jim on judiciary and Kevin going along with it. I think we're hopefully we're getting there, but it won't matter if we don't take back the house. Well, yeah, and I think that's an interesting point you make there.

"It was listening to you when you filled in for rush. On the radio. How did you tell us a little bit about your background and then what, you know, what staircase you fell down to say, I need to run for Congress, you know? Well, you do, I was in the airport the other day and somebody came up to me, and said, I know you, didn't you used to fill in for Russia and you were in Congress for a while and I said, yep, that's me and they said, whatever happened to you anyway. We all get those. Well, look, I grew up in a small business family. My mom was from north Minneapolis. My dad was from Iowa. We settled in the Hawkeye state, but Minnesota was the second home. So when I fell into talk radio after graduate school, I opportunity to go home to Minneapolis and St. Paul, I did. And that was in the early 90s and raised my two daughters here for 30 years. Loved it. Got into radio. It was fortunate enough to hit the timing was good, telling them for rush and had my own syndicated show for a while. But at some point, Doug, you know what it's like, you could be a commentator so long, but after a while, you got to put your money where your mouth is and you want to get on the field and play. Because the only way to really change things is to vote for them. I thought in one of the more consequential terms of Congress, and then I ran for the U.S. Senate alongside the president, here in Minnesota, and two years ago, and October, we were neck and neck with Tina Smith, who was the Democrat, I would say from Minnesota, but really she represents Planned Parenthood. Her former employer. But I felt that we were going to win Minnesota. I really felt the president went. And we did great. I collected more votes than any other statewide cabinet in Minnesota history. We outperformed the top of the ticket by two points, but we had 1.9 million absentee ballots at 60% of the total Minnesota vote gained by mail. We had a Secretary of State who did consent decrees with very liberal activist groups that undid absentee signatures, undid the deadlines and remove the number of people you could collect ballots from. Like three miles from one person, but they removed the number of people you could collect rebalance from. And so I'm not going to sit here and tell you why one. I wouldn't do that. What I will say here is we need to make certain that we have self government that has ballot integrity, otherwise the American experiment is lost. So I do think it's an important important issue that we shouldn't shy away from it. And a lot of us are. Well, in you and I both experienced something because I was running in a weird setup down unfortunately. We didn't get a primary and we had our governor had made an appointment and he wanted to protect that appointment. I get that. But it made it very hard because we did a general election jungle primary. And I had an opponent that I got out spent 60 million to 6. 60 and we lost about 4% to get into that runoff. But it's amazing. And that's fine. Let me touch you. That's a big one. I will bet you ten to one that Kelly's contributions came from corporate America. And I'm free market capitalist. You and I did tax reform together. We get that. But at some point, we really do have to quit carrying a water for big corporations. They are not our Friends for change. And that's one thing that the president Trump and you and I, we brought the working man and woman back to the Republican Party. And that's really what we need to start representing. And if these woke corporations want to support, you know, carried interest deduction, which I don't agree with. They're going to hire Democrats to do it. And that's what they've done. And that's why you are outspent so much. Oh, exactly. Well, anyways, in personal money. And what it also did for us down here was it allowed Rafael Warnock because the way it was put up to go unscathed. So he would, and then we had a course our problems down here in Georgia getting people back to the runoff. But I think one of the things, let's go back and look at this is for a second. And by the way, for folks, one of the things that I want to point out is you've got a book out right now party animal, the truth about president Trump, power politics, and the partisan press. And it's out there go get it, get it on Amazon anywhere you get this book. We'll try to put a link on it and when we put the post the podcast for folks, what I wrote a book about the impeachment. And mine was the clock in the calendar and I talked about the fact of, you know, as you said, when the Democrats came in in 2019, they were possessed at that point. And it was only a possession of just this derangement with Donald Trump. And all legislating was off the books at that point. That was over. But when you see this book, what brought you to write the book and what are you trying to communicate in? Well, you're on judiciary ranking member, so you know all about how we weaponize the bottles of the bureaucracy. And that hit me between the eyes in the 115th. I started thinking about this. And then just the craziness that was happening with the Trump, starting with the inauguration, and you were talking about people protesting. I had protesters on my front lawn. You and I were being demagogue over the American healthcare act, which was a good piece of legislation. And I thought, this is getting out of control. And I'm afraid that if you let the left right history, you're never going to learn from. And that's what was happening already with CNN going after every Republican and it was getting out of hand. But I think the epiphany for me was, you know, if you're not on the intelligence committee, you don't get to see the Intel until they say, okay, members can come over and view this. And it was when I did that and trudged over to the capitol visitor center and looked at this stuff and all I remember Doug is sitting there going, is this all there is? Is this? And we were consumed for two years. It was thwarting our ability to move legislation. The media were Gaga over this line. Just absolutely lying. Trump's going to be indicted tomorrow. He's a Russian asset. Now there was a Trump Tower meeting. All of which proved to be a lie. And I thought, okay, I'm going to start taking a journal. And so I started writing a journal. And what happened was that started to continue through three campaign cycles, 16, 18, and 20. Well, then 20 came around, I'm the Senate nominee, and we are locked down except for a rioters in Minneapolis. The third precinct was broke was burnt to the ground. Talk about destroying government property, right? And it was so orwellian, I continued with these journalists and so now, in 2021, this all these journals and you know what it's like to write a book. You got to put it in readable fashion. So I found a cabin in the Minnesota northwoods and for a year and a half. I've just hunkered down and wrote basically a history of how we got to the point where we've weaponized the government on behalf of one party..

"P news. Hopefully a man is dead, a woman in the hospital this morning after they were shot in northwest D.C. last night, all happening around 9 30 of the evening on 14th and V street. These police say the man was shot in the stomach taken to a hospital where he died, the woman was shot in the leg is expected to recover. Police are not sure this morning if the man was targeted, but they believe the woman was a bystander who was walking down 14th street. No suspect information is available at this time the shooting this morning under investigation. In a previous hearing, Lewis attorney said he acted in self defense. A grand jury moved quickly to indict the 41 year old on second degree murder while armed, committed against a minor charges, as well as gun charges. He's in court again next week. It comes following operation nightingale what the feds say was a wire fraud scheme in which people paid about $15,000 to get bogus nursing diplomas through last year, the Delaware board of nursing annulled 26 licenses in New York nearly a thousand nurses have been told to surrender their licenses or prove they got them legitimately. Or pointing to the myriad Of other circumstances in which this has happened, including what's continue to happen on the streets of Minneapolis. Whether it was the attempts with the autonomous zone enough town 38th, Chicago, the autonomous zone down there. All of what they're saying, applies to all of that, including the third Precinct, and it's void from this article. Yep. Yep. I mean, you know, this article could have been written when DFL representative John Thompson showed up in a Hugo neighborhood outside the home of Bob Kroll and harassed the residents there harassed innocent teenage kids called them all Racists called them all KKK members and threatened to burn the entire town down. They could have written this editorial then, but they didn't I didn't have anything to say about that. In fact, they cheered when he got elected into the House of Representatives. They could have written this article when indivisible, decided to show up at the home of Jason Lewis and harass his wife and his kid because they didn't like what he was doing, or show up at a town hall meeting and disrupted until people storm out and anger they could have written this. It's alarming to see groups with such disparate aims succumb to the temptation of coercion and persuasion and a Minneapolis the intimidation directed a Jenkins. It's part of a disturbing trend. The Star Tribune editorial board has previously decry No idea. When is there a link? I have no idea That was that I'm going to pull up the digital version to see if that sentence is actually linked to a previous editorial, where they have decried this type of behavior and I take issue with the way that they go in and talk about Jenkins here, it says here. Jenkins to her credit handles Sunday's confrontation without losing her cool the deficit. The epithets raining down while on her while in her car was what would have was blocked out, would have tested anyone's control, really watch the video she calls in white supremacy. She condemned being held hostage but added admirably that she remains willing to sit down with activists and advocates. Jenkins represents the eighth Ward in south central Minneapolis. But citizens stakeholders need to realize that being heard doesn't equal getting your way. Tell Marsha Howard, you idiots. If political progress fall shorter happens more slowly than desired. And they celebrated that that was great. I mean, that was just people stepping up and letting their voices be heard in this great democracy. No, all of this behavior every time a protest decided to block an intersection and prevent people from moving about freely. Every time a protest decided to go on the freeway and shut it down for a period of time. We were here calling it out every single time because we knew it would escalate and escalate and escalate and we caught. You should have been there from the beginning. You should have been calling this behavior. And calling on local law enforcement to shut these protests down and arrest people who are engaging in illegal behavior because just being under the guise of a protest doesn't make your behavior any less illegal, and that includes blocking a freeway blocking an intersection, preventing people from getting to where they want to be. And Andrea Jenkins just doesn't get off Scot free on this, either. She helped create this angry mob mentality, she said. This beast that has been destroying livelihoods in Minneapolis. This idea that we have kinship relationships with non human entities like machines like artificial intelligences like robots. I mean tell us more about that because it it's one thing to incorporate a bird or a river or a tree or like haitian into your idea of kinship. Wouldn't miss shane bay. In a different category altogether. The machines are part of the natural world right so one of inheritances from this western monotheistic way of looking at things. Is this idea that there is something that is artificial in the world right. But they're made out of minerals in things drawn from the earth. It's just that we've crafted them in a particular way but they didn't come from some other real. They're not not part of the natural environment. And so i think that for me. That inside is one of the key insights. Okay we're creating this category which is really about separating ourselves from the things that we make out of this desire to use them and use them as we will and not have to worry or think about them and harrison to be provocative. Save them if we're talking about strong artificial intelligences that idea that artificial intelligence might one die possess will be designed to have consciousness. Then right we will necessarily be enslaving them. So yeah. what do you do when you've created a conscious being and if your mindset all along has been this is a tool. This is a tool the tool. I made it. I get to control it. Then you're going to run into some real problems right and we we already know. Western science has been used over and over again to justify labeling other people as non human. That's part of how the colonization of the americas and the pacific happened right. that's part of the justification is that they're not really human so we don't really have to worry about them. It's part of how then slave limit of say. Black people in the new world was justified. Because they're not really human so we can treat them however we like so we've already laid down a template. Many templates of you know making these judgments about what is worthy of our relationship is worthy of being in some kind of conversation with and there's a danger that will replay that template again with these machines.

Well, Republicans have been skeptical of Hollywood's involvement in politics, President Trump and former President Reagan were involved in the entertainment industry before they entered politics. And I think the left is very fearful either on a on a subconscious on a conscious level of celebrities actually, doing what did I mean, actually being genuine and authentic Connie was being genuine and authentic. That's not to say, I don't think Taylor swift was. But the difference is Connie as saying, you know, think for yourself while Taylor saying go and vote for somebody. Nobody believes these celebrities, and that's part of the that's that's the reason why if if the majority of if. The majority of celebrities were Republicans.
