"Paul, within the last hour breaking news, the Japanese coast guard saying earlier that North Korea fired a ballistic missile and now from South Korea this was a mid range ballistic missile that flew over Japan and landed in the Pacific but earlier the Japanese government issued a rare warning for residents in two northern prefectures to seek shelter and now we are learning from Kyoto that Japan will hold a National Security Council meeting at the bottom of the hour. Ukrainian military forces have sent Russian soldiers scrambling. They did so on Monday a cross a broad swath of the frontline and president zelensky of Ukraine is saying liberating settlements from Russian occupation is now a trend. And the Biden administration is set to announce new restrictions to keep Chinese companies from accessing U.S. semiconductor technology. We are told the commerce department will roll out a package of rules this week. That is a quick look at global news headlines, Paul. All right, thanks very much. Case for the half hour is chicha financial adviser and managing director at UPS. And she we were talking about the path ahead for the fed as this tightening continues. Do you anticipate a recession or at least an earnings recession as input costs and rates continue to rise and couple to that? Do you expect to see the number of bankruptcies rising as well? I mean, you could certainly happen. We are just more cautious at this point. It really depends on if some of the numbers on the inflation numbers are going to come down a little faster and expect it. So at this point, we are seeing very cautious, high end cash. And we are not advising clients to jump into the markets right away if they're sitting on the sidelines. What we saw happen last week with the UK, I think got the attention of people everywhere around the world. It kind of raised questions about the financial system itself. I mean, how strong are your concerns about the integrity of the global financial system? You know, we're certainly very concerned about that. The Eurozone, the UK are likely to experience recessions on probably on a 6 to 12 month horizon. It's going to happen there in the war is not making it any better. In the sanctions have been imposed disrupting commodity flows and creating extreme volatility in some markets. So that's an area of very high volatility. In terms of where you put money to work at the moment, I know you're averse to consumer discretionary, which is understandable. You do favor tech, but where does the name like Apple fit for you in the picture like that? Because it kind of has a foot in both camps. Yes. I mean, it's a long-term hold. And we're certainly, we have been trimming down on tech on growth all year. And our most preferred right now is consumer stables, energy and healthcare. The high rates and high inflation is not going to be very helpful in terms of in terms of the growth in tech stocks. So we rather say more conservatives in this market and energy and healthcare is just one of our favorite areas right now And you like value over growth. So you may be thinking about cyclical and particularly if some of those arguments that people are making that inflation is coming down a lot faster than you think. And that the fed will moderate its position probably by December, then would not cyclical look attractive to you. Yes, I mean, it's certainly attractive. And I think that would be if this did happen. Like let's say you're in somehow the fed pivot, assuming U.S. inflation declines and spreads could then retrace a bit, then we would certainly not only go into cyclicals or value, but also start adding back into growth and tech as well. If you have a long-term, if the clients have a long-term horizon. And how about emerging markets? When do you start taking a look over there again? Probably a little bit later, we still like U.S.. We still prefer you as over some of the other developing markets or emerging markets. We're expecting overall weak earnings in Q three. And emerging market equities likely face a further earning earnings downgrade. But the valuations are now pricing in more recession risk. I guess I'm kind of curious about how you think the next full year rolls out because we've got turbulent times now and you've said that you're pretty cautious here. Does that turn for the better next year or does it turn for the worse? Well, we certainly hope that it will turn better next year. I mean, the fed is raising rates to hopefully cool down inflation and by we're expecting by March would have a peak around four and a half percent on the fed fund rate. And when that happens, it rates starts to really start to come down. I mean, we hope that the economy will start to pick up again. But it's going to be a flow. It's going to be slow growth going into next year. It's just the recovery isn't going to be that fast. There

"News. And the Japanese coast guard says North Korea fired a ballistic missile Scott global news from the Bloomberg newsroom. Yeah, Paul and within about the last half hour the Japanese government had warned residents in some of the remote islands that are a part of Tokyo as well as the Hokkaido and amori prefectures to take shelter now Japanese authorities are saying this North Korean missile flew over and likely landed in the Pacific Ocean in a few moments from now, Japan's chief cabinet secretary matsuno will be speaking in Tokyo. That is about 8 ten local time. We go to Ukraine next where troops are unleashing renewed counter offensives against Russian soldiers. This move comes in the areas of the southern cousin region, and it really shows no signs of slowing Ukrainian president zelensky was saying liberating the settlements from Russian occupation is now the trend and from the other side, Russia struck another hospital in a city in the kharkiv region one doctor was killed a nurse was injured, meantime in Moscow, Russia's lower house of parliament unanimously approved the seizure of those four regions in eastern Ukraine, the upper house is expected to formalize the annexations on Tuesday, followed by assigning from Russian president Putin. These seizures needless to say violate international law. In the states, admiral John Kirby, spokesman for the U.S. National Security Council spoke with us earlier, he said the U.S. will announce another package of security assistance for Ukraine in the next few days. As you know, about a week or so ago, we announced yet another round of security systems and it did include additional high bars and ammunition as well as howitzers and howitzer ammunition. That is admiral John Kirby from the National Security Council. Meantime, Elon Musk is drawing the wrath of Ukrainians for Twitter post urging Ukraine to seek a negotiated solution in or as a result of the Russian invasion and seed Crimea for good. Musk also launched a Twitter poll asking citizens of occupied areas in the east to basically decide if they want to live in Russia or Ukraine. The reaction from Ukraine was immediate president zelensky responded by posting his own poll on Twitter asking his followers if they preferred an Elon Musk who supports Ukraine or Russia. The Biden administration is set to announce new restrictions to keep Chinese companies from accessing U.S. semiconductor technology. We are told the commerce department will roll out a package this week. It will spell out semiconductor technologies that can be exported to China including codifying earlier guidance for specific companies. That is a quick look at global news headlines, Brian. Doug, thanks very much. 8 and a half minutes past the hour. Let's get to our guests for this half hour. It's Xi Xiao financial adviser and managing director at UBS. So we had a big change today and so it bears talking about the possibility of some new direction here. We mentioned earlier that Mike Wilson and Morgan Stanley and Eric Johnston at Cantor Fitzgerald have completely flipped their views. They would among the biggest bears on Wall Street. Now turning positive. Have you heard the comments there from Ed yardeni? No need for me to go into a lot of the reasons why these people think that the time to look, it's time to look more bullish now. I'd like to get your views on whether or not this kind of rally we saw today can last. Well, we still think there's still a lot of uncertainties in the markets. And we remain neutral on U.S. and global equities. Some of the main reasons are the suddenly high inflation and we have the policy uncertainty. And instill the ongoing geopolitical tensions. This war and Ukraine is still ongoing. So in the near term, probably until you're in, we still feel like the market is going to be quite volatile. And we are staying very cautious in the near term. So where do you put money to work in this environment? I mean, you represent ultra high nipple individuals and they need is their interest greater in havens right now or are there still opportunities out there? There are certainly opportunities, but it's going to be more long term. And it really depends on the client and what is their time horizon. So we would say the near term, we would like to stay cautious more cash. It does not hurt at this point. And really, we would like to see more stability in the interest rate and maybe a positive hike of rate before we start adding too much into the equity market. Well, if you're thinking about a pause from the fed, you got to think about it now because, you know, by December, there will be up over 4%, right? And that's getting close to what the target terminal rate is. So, I mean, if you really believe that, then maybe now is the time to start thinking about switching your position. Certainly, I mean, that definitely is there are definitely opportunities, but we still feel there's a lot of uncertainty out there. And the fed has long stressed that they will need to see signs of a cooling labor market along with lower inflation before toning down rate hikes. So, you know, in the labor market still strong at this point. So our son expect to fundraise all four and quarter by year end and a peak about four and a half percent in March of 2023

Before the hurricane made landfall, to deliver immediate federal funding to shelter people and provide essential support. Now today, Biden announced more than $60 million in funding to strengthen Puerto Rico's resilience to flooding, the flooding the funding I should say comes from an infrastructure law the president signed last year, meantime the administrator of fema is saying the cost of helping Puerto Rico recover from hurricane Fiona is going to be in the billions. Ukrainian troops are unleashing a renewed counter offensive this move against Russian soldiers in the southern Kershaw region it's so shows no sign of slowing Ukrainian president zelensky was saying liberating settlements from Russian occupation is now a trend, meantime in Moscow, Russia's lower house of parliament unanimously approved the seizure of four regions of eastern Ukraine, the upper house is expected to formalize the annexations on Tuesday, followed then by assigning from Russian president Putin, the international community pointing that these seizures violate international law. Market's coming up but now some of the stories moving markets Well billionaire investor Bill ackman says the fed is losing its battle against inflation and it needs to take a big step in March Let's get more from Bloomberg's Susanna Palmer In a series of tweets ackman of Pershing square asset management says the fed should raise its key interest rate by a bigger than expected 50 basis points in March 2 quote restore its credibility Ackman says such a move would shock and awe the market reduce inflation expectations and demonstrate the fed's resolve on inflation Ackman says the fed is losing the inflation battle and is behind where it needs to be with painful economic consequences for the most vulnerable Susanna Palmer Bloomberg daybreak Asia All right the time now is just about 31 Bloomberg stud prisoners with this So how about some more thunder from you and some lightning too Let's talk about the casino stocks of the trade in Hong Kong the entire group right now hire by 10% It was late last week that the local government in Macau announced some changes aimed at tightening oversight of the gaming industry and overall this new law was viewed as relatively milder compared to expectations If you look at what we had going on here in the U.S. Friday Brian with the ADRs like wind resorts up more than 8% Las Vegas Sands jumping 14% I'm looking at win Macau shares right now higher by about 10% In spite of that positivity though the hang tsing is trading lower we're down right now by about a tenth of 1% I'm just going to back out of my function here to see what's driving some of this negativity Consumer Staples utilities and real estate stocks moving to the downside Well we know now the PBOC has lowered two key rates first the rate on the one year mln has been cut ten basis points to 2.85% that is the first reduction in nearly two years and at the same time the rate on the 7 day repo has been cut to 2.1% down ten basis points from 2.2% Now two cuts definitely not a part of the consensus this implies that the PBOC is trying to get ahead of a slowdown The question is we're expecting some key data at the top of the hour Could this be a harbinger I hate to use that word but I just did Could this be a harbinger of some weak numbers at the top of the hour We've got a ten year treasury right now in China at two 77 so we're down only about two basis points If you look at the equity trade on the mainland Shanghai composite down a tenth of 1% positivity and the Tokyo market we had some very upbeat eco data for Japan core machine orders in the month of November up 3.4% that was more than double expectations And by the way that's the second straight monthly cane that we have seen in core machine orders We've got a weaker yen here down more than 2% at a two tenths of 1% I'm sorry at one 1450 the nikkei is higher by 9 tenths of 1% And so the cost be down about 1.2% The Japanese coast guard talking earlier about a ballistic missile launch on the part of North Korea more on that momentarily And if you look at the bond market we have no trading in U.S. sovereign debt in the Tokyo session because of the market holiday Monday in the states will be closed here is Bloomberg's Leanne guerins Tom good morning and thank you We begin in Italy where prime minister Mario Draghi says keeping schools open is a pandemic priority He's also targeted the unvaccinated with new restrictions for more on this we're joined by Bloomberg's editor fergal O'Brien fergal good morning to you and thank you for joining us First of all we heard from draggy yesterday What were the main takeaways So there's two good morning Lee There's two parts to be doing one at the compulsory machinations for the over 50 And the other part is they're expanding their so called green passes which are these proof of vaccination or proof of clean health that you need to go to basically live a normal life called restaurants with James go to bars And they've also strengthened their super green past and that eliminates the part of the negative test So a negative test won't get you a super green path You have to either have been recovered or got a vaccination And this is a way basically to push people to get vaccination So as you say life is just becoming harder for the unvaccinated They can't go to cafes hotels gyms and other popular venues And I know drug he is facing criticism after making vaccines compulsory and harsher restrictions for the unvaccinated But what has happened fergal in the rest of Europe too Yes so this is a policy that we're seeing really across the Emmanuel Macron but rather bluntly and crudely last week that he wanted to harass and no idea vaccinated And while others haven't been quite so blunt about this there definitely is this sort of I suppose you could call it a policy of coercion by putting in places these search that basically life is boring unless you get vaccinated You can't go to the gym to the bar of the restaurant and the idea is to keep nudging more and more people to get vaccinated It's echoed with the brands We see Germany Austria is a potentially going to go for a mandatory vaccines for everybody from excellent Ireland the UK They all have these sort of similar policies in place That was Bloomberg's editor fergal O'Brien joining us there with the latest from Italy after the prime minister Mario Draghi says keeping schools open as a pandemic priority and he also targeted the unvaccinated with new restrictions as he pushes for mandatory jabs more on that throughout the show Now See if it's any good. Maybe it's great product who knows. I certainly believe it helping not catch cogan. Well that's the other thing that when you started this report. Is it possible that the crackdown it has to do with keeping people away from tobacco because tobacco prevents kovic in some studies. Show yes or or is one of these limiting factors and to knock that back because we still have to kill more people will. That's totally on deck. And i believe that to be true. Dave my buddy. Dave my buddy dave this small officing fifty people. Maybe and there's one guy who's just a horrible chain smoker and everyone has gotten covert. Everyone's dropped around this guy. He's just cool poor sitting there all nice and smelly and he's overweight. You know each junk food too. It's like what is he doing that. We're not the office gossip is. It's the smoking. Wasn't there some report early on we were looking at the no receptors from the asian q. Actually picked when a very early because you were looking for it and that was early in the game like a year ago and then it's become more it keeps cropping up in the news and we've played all these clips at the tobacco is a preventative much like aspirin going after. Don't talk about it. Yeah so Okay well nine can go to a some trump stuff where we do c-span call ins. Well i i'd actually like to do Quick quick submarine update because there's been too much submarine stuff in the news for me to be comfortable anymore. We had Especially when the one banged into some mysterious by have information on that too. I never mason has come to light. Yeah when i play the general. You know i'm gonna tell you what's going on. I go to abc this morning. A nuclear engineer for the navy faces espionage related charges accused of trying to sell secrets about america's most sophisticated submarines these fast attack submarines which incorporate a lot of stuff technology these submarines Cost about three billion dollars each according to the fbi. Jonathan tabby who had top security clearance sent a package of documents to an undisclosed foreign government in april twenty twenty including a sample of restricted data and instructions on establishing a covert relationship when the russians or the chinese or the iranians or whoever was received this get the information they can look at this and say how do we design our submarines and save potentially years of design. Work the court documents. Do not explain how the fbi i. Received the package but undercover agents posing spies from a foreign nation allegedly made a deal with tabby to share the secret information exchange for a hundred thousand dollars. Investigators say when tabby dropped off a data card placed inside a peanut butter sandwich. All right so. This whole story reeks of bullcrap. Fbi six weeks cycle data card in peanut butter sandwich. Yeah a lot of coercion. Lot of talking. Oh we can't really tell you where we got the information from. Here's the timeline. We had china. France getting really really angry at australia and the us because of the change of the submarine deal. So we're going to have these subs now in australia. Which of course is a danger to china. They might think then we get this boasts. We hit something we don't know what and now i believe once again. Let's not because when a sub hit something. I mean we've had a lot of subjects. Subset good stories. The news likes to likes to have a good underwater crash story. But then right away we get this all. This is the story. This is what's important to this. Three submarine stories. In a month's time. I haven't had three submarine stories in three years and from our submarines. I will read one of the responses verbatim We don't need active sonar. We have passive sonar. They hit a chinese sub. It's just hush hush like when we blew up the russian sub. The kursk and i believe both of those stories to be true so we hit china sub. But it would happen to the china sub. I don't have that yet. But i'm waiting for it and i don't think it may not have been while he says just like we blew up the russian sub the curse kirschner surfaced so if we hit a china saab and they're they're at the bottom but maybe it was young. We shouldn't have been there. We were we were snooping around and we bumped into him. There's something else. I got just kind of funny Boots on the ground from the south china seas from andy in two thousand nineteen delivered a boat from the philippines issue goggin japan passing through the south china sea upon arriving into i noticed all six of the japanese coast guard cutters had large net strapped to the bow and hanging over the rails each filled with it looked like foam bed mattresses about three beds. Thick after clearing into the country had a chance to talk with my interpreter. He says the mattresses are to redirect chinese vessels entering japanese waters and put them back out into international waters by physical contact but that the traditional shot across the bow warning is only considered active war. If you're really shooting or if you're striking someone but nudging another vessel with mattresses is apparently okay and this happens every day. I didn't know this too. They've got but he knows it's got like bumper cars. Going on in the south china sea ships. Will you think somebody be covering this. It doesn't behoove them. I think doesn't behoove them. All right they do. Cover this story though. This is the norway story. Oh my yeah. This was crazy. Do you have a have a short clip from npr. but it kind of covers it. Norway bowen arrow felisa norway. Say a man armed with a bow and arrow killed five people and wounded others in a town about fifty miles west of oslo authorities. Say the suspect has been arrested and is believed to have acted alone. Officials say they haven't ruled out the possibility of a terror attack. So tell us nothing. We don't know anything except some guy went to the bolan arrow by have a little more on that. I think i got that He was they think he was a radical muslim. That's what is here. it is Whereas i thought i had the Yes.
