"Balance of power with David Westin on Bloomberg radio. Still to come this hour, Minnesota attorney general Keith Ellison about how his state is addressing election challenges, abortion rights, and law enforcement. But first, this week I spoke with New York's metropolitan transportation authority CEO jano lieber for an update on the agency's financial woes. And I asked where things stand with the proposed congestion pricing plan that would charge some motorists to enter Manhattan's central business district. Well, listen, right now, we are going through what is a federally required environmental process, as you said. And what comes out of that process is then going to be evaluated by an expert panel that we created to figure out what the toll should be and what the exemptions and discounts should be. For example, there's a provision of the law that created congestion pricing that gives a tax credit for low income people who live in the Lower Manhattan district. So they're going to have to turn balance those things more exemptions. If we give more exemptions for whatever reason, the tolls will be higher. But the bigger issue is we need congestion pricing, because justice climate change is an existential issue for all of us. And this will help us to deal with the pollution and make New York even greener. So is the fundamental existence of a city where you can get around. Right now we are choking on congestion. We can not get police vehicles. We can't get buses around. We can't get accessorized power transit around. We can't get all of that Amazon ecommerce around. So we have to do something about it. The legislature said we were going to do congestion pricing. And we're moving towards it in the next year. You're in favor. Yeah, I mean, we are role is we have to be somewhat neutral as this environmental process unfolds. But the legislature has made this program part of our capital program. It's supposed to fund $15 billion out of our 5 year capital program. So we're counting on it. That's just where I was going to go. How does this fit into your business plan overall? I understand this would raise we think a $1 billion a year. And that David, that $1 billion is meant to be bonded into $15 billion total for our capital program. So that pays for maintaining that hundred year old system, the basic structure, it will pay for buying new subway cars. It will pay for making the whole system ADA accessible. It will pay for electric buses so we have even less pollution. We need that money and we're counting on it. Yeah, things that no doubt we need a lot. At the same time, you've also got an operating expense issue of quite apart from that capital issue. You've got a big shortfall here. How big is the shortfall? Well, you know, I say to people, we're in $18 billion businesses lost 40% of its customers. Now, we're way up from where we were at the beginning of COVID. At the beginning of COVID, we were down 90% on the subway's 95% on the commuter rails, and we were losing $200 million a week. Right now, way up to over 60% of pre COVID levels. But clearly it's going to take us a while to get back. We need a new financial plan that will help to fill that gap because transit is really existential for New York. Let me ask you, you're up to 60%. That sounds really good. But I'm told that a lot of other big metropolitan and subway systems are doing better, like Paris, for example. Why is New York behind? Is there anything you can do to fix that? In Europe, they are doing a little bit better. They're a little further along in getting people back to look. Look, what happened in New York is people got very accustomed to a lot of remote work, returned to office has been much slower. But we have done returned to offices only at 40%, but we're at 60% because we have so many other New Yorkers who rely on mass transit systems. So having not cutting or trying to cut our way out of this deficit is really important because transit is like Aaron water in New York. It's existential. People needed to survive. But let me come back to what the hole in your operating budget is. But aside capital budget. How big is that hole? And how much time do you have to plug that hole? I mean, there seems to be some urgency to this. Well, you know, the federal government had three COVID relief bills. The third one, the arpa bill that President Biden put in motion and Chuck Schumer really looked after the MTA throughout this whole period. So we ended up with $15 billion. It's a lot of money to fill that hole. But it runs out in 2025, based on our projections. So we do need to find a new plan that will make sure the MT has funded, and we can continue to support the city's economic recovery after 2025. That our proposal is that needs to start in 2023. We think you can actually reduce the structural deficit if the legislature takes action in that. Well, I was going to say, you can't wait to 2025 to address it. You see, you want to start addressing in 2023. That means you've got to come up with a plan in the next 6 months. Yeah. And I think the first step was what we've done in the last few weeks, which is to put out a new assessment of what the financial projections were going to be and what the gap was going to look like. We did that. People are starting to pay attention. We wanted to see that discussion among the policymakers and thought leaders. That's been accomplished. Now, by the time the governor is what we expect to be the governor's reelection after that, the legislature will come back to Albany and we'll start to

Florida fire captain accused of stealing COVID-19 vaccine doses
"Fire Department captain busted in an alleged scheme to steal Corona virus vaccine says we hear from Steve Rapoport Fire rescue captain Anthony Damiano surrendered to authorities in Polk County after they say he blackmailed a paramedic to steal Corona virus vaccines. Joshua Cologne was assigned to administer shots at a fire station on January 6th. Investigators say Damiano told Cologne he wanted doses of modernist vaccine to give to family members. Cologne told deputies he refused, and Damiano then threatened to tell people he was selling vaccines out. Out of work in arrest, affidavit says Cologne was scared because of dominoes rank in the agency, Cologne says later in the day, he let Tommy Jano swiped three doses from a refrigerator, then forged paperwork to cover up the theft. The plot came undone when a battalion chief noticed discrepancies in the paperwork, and the sheriff says Cologne confessed.

The National Mall is fenced off to keep out. Those who have threatened violence and President elect Biden has been telling people to stay home and stay safe during the pandemic and watch from afar. So while many supporters here in Southern California want to celebrate the changing of the guard in person, they've had to make some difficult decisions in recent weeks. Joining us now are two such Californians. Dr Ivy You'll Eldridge from Riverside. He decided to cancel her trip after the violence from a couple of weeks ago. And Edwin Rivera, who lives in Highland Park. Who decided to make the track to Washington. D. C to celebrate. Welcome to you both. Thank you. Thank you, Doctor. I want to start with you because you had planned to go to the inauguration, but the insurrection of the capital Made you and your husband decided to cancel it. T O say no. Tell me what inspired you to attend. And then what happened to make you change your mind? This was such a momentous occasion for both of us being in black Greek letter organizations myself in the same sorority Alpha Kappa Alpha sorority incorporated. As Kamala Harris. And so this was such a celebration for both of us for organizations for us is African Americans for us as professionals. There was so many things that we were looking forward to, and the inauguration was only one of them. Um, but after receiving phone calls from family that we had in D C and then just honestly seeing what was taking place on the TV. We did not feel that it was a safe place for us to be. We felt like with everything that was going on in 2020. This was not one more thing that we wanted to Add on to our list of personal misfortunes. Have there been something that happened to us while we were out there in D. C. So unfortunately, we decided to cancel at the last minute. I want to talk about your going to the inauguration and when and First of all when you wouldn't you book your flight to D. C And what? What made you do it? Well, a soon as it was official. As soon as I started hearing the pans ringing throughout Highland Park, my girlfriends and I immediately Went online purchase tickets, booked hotel or our stay, and just we were just emotional, so emotional by the moment and where we had to go. We just all decided that like we can't like We can't allow ourselves to be ruled by my fear. Despite the fact that everything's closed despite the fact that we can't get anywhere near the national mall like I just feel like I have to be there. It's just in that area. Just feel the energy of change. And and here we are with a with a pandemic and Dr Ivy I was mentioning to you. Obviously, you you change your mind because of the violence. You were still going to go. Even with the pandemic, right? You know, I woz and I'd like to say how much I respect at one for making that choice because it was something that both my my husband and I truly grappled with and And you mentioned fear at one, and that is something that I think many of us have been living with for for so long now, just within this this past presidency in Again speaking as an African American and as a mother of a of a teenage son. That fear I live with every day of my life, And I imagine it is what many other African American mothers of Children and specifically sons live with as well. And sometimes that fear can cripple you. And it's about finding what that fine line is. I speak of that fear it because it's also ties to the pandemic. And what you just asked. There is This overwhelming amount of fear of getting sick and I've had, you know multiple members of my friends and family to pass away and even more who have contracting the virus. So you know my husband and I, we We try to take his money precautions. It's good and it really decide. Was this something that we wanted to do? My my husband even bought the full body suits for us on the plane and And I may have totally been looking crazy, but I was willing to do that full, full body like a beekeeper suit or, yes, like the fake has Matt suit and it was white on I was willing to do it. And I say that because I completely identify with what Edwin is talking about the hope and The celebration and but again that fine line Where do you draw the line? And I would imagine that when that When you go again, you're not going to be able to get onto the National mall because it is fenced off. Yes. You're gonna try and get I presume, is as you mentioned as close as you can. What are you expecting to see when you get there? My plan is to just Just see what what I can possibly find If there's a restaurant, that's open your by and maybe we can watch the inauguration from one of the outdoor seating areas. Um, I'm gonna have a face she old and the multiple masks and lots of sanitizer and And I am going to take a doctor like your in your family. Like you're in spirit. You will be there with me. I I I understand. And I completely respect your decision to not go, you know, And I just want to say that you will be there with me and I will have you in my thoughts. Thank you so much at when I want to connect with you because I'd love to hear the play by play and everything that you experience it and kind of lived through you a little bit and not being able to be there in person. Here's what's happening in 6 30, State officials advised health authorities in Santa Barbara and San Luis Obispo County is today to pause, administering certain doses of Corona virus vaccine. They say vials of a specific batch of modern a vaccine that triggered an unusual number of allergic reactions in San Diego are also on the central coast. While fewer than 10 people experienced an adverse reaction to the batch of modern a vaccine. That is considered high. Ah, host of agencies, including the CDC, FDA, the state of California and Madonna itself are looking into why that particular lot of vaccine cost issues. Public health departments in both counties say they received shipments from the problematic batch but had not started to distributed. Unclear how this might impact vaccine roll out in Santa Barbara and San Luis Obispo. Or Angelenos will be available to get a covert 19 shot as soon as tomorrow. The county L. A County has just opened up vaccination appointments for those 65 older but there is a catch. We do not have enough of the cove in 19 vaccine for everyone. But that includes all those 65 older, but we will get their patients. That's the county Board of Supervisors Chair Hilda's police. She announced yesterday that older residents can lend up for a vaccine now. But county public health director Barbara Ferrer says L a only has enough vaccines left to get through this week. She claims more doses come from the federal government on a week by week basis. Public health officials had originally planned on prioritizing the half a million health care workers who haven't gotten dosed yet first before moving on to those 65 older so well, adding older Angelenos is eligible have an impact on health care workers. Ferrer says she doesn't think so. I'm not really concerned because I've seen what our sign ups look like this week. Health care professionals in those 65 older can schedule an appointment at vaccine to vaccinate l, a county dot com But the website is down at the moment.
