"Plug it back to state of the union. I'm Jake tapper. He was a young politician who speech to the democratic national convention raised speculation that maybe he would run for president some day. Now, I'm not talking about a young state Senator Barack Obama. I'm talking about former San Antonio mayor and HUD secretary holy on Castro. And it turns out he is running for president now for two thousand twenty democratic presidential candidate secretary Castro joins me now secretary after thanks for joining us for weeks. Now in the Democratic Party is said, the President Trump needed to open open the government reopen the government in order to then allow negotiations on border security, as you know, the government's now open you said on Friday that quote, everybody should work to keep the government open. How far do you think? Democrats should go to be willing to give President Trump at least some money for border security, including money for offense or wall as part of negotiations. Well, as you know, Jake, the Democrats have made clear that they're willing to negotiate on investing in additional funds for border security. In fact, they did that in in the legislation that they passed earlier this month. I think the difference. Here is the focus we have nine thousand nine hundred ninety four miles of border of southern border. They're already six hundred and fifty four miles that have some sort of barrier structure, fencing, usually. What Democrats oppose is a concrete wall or any kind of barrier that reaches across the entire border. There are better ways that we can ensure that we have a border that is completely secure. And by the way, as many people have pointed out in many ways, our borders more secure today than ever, but there are investments that we can make in additional personnel at the border in technology. So that we can better monitor. What's coming through ports of entry? And we can better secure those ports of entry Nancy Pelosi said this the other day, she laid out where they're willing to negotiate. So my hope is that we're not going to get back into this situation on February fifteenth where you have eight hundred thousand families that don't get a paycheck right earlier this month because it has Pelosi said that the wall was quote immoral as you know, as you stated there are roughly six hundred and fifty miles of existing wall barrier fencing at the border are they immoral. Well, I don't think it represents the best of what America stands for. I believe that if we were to build the wall, Donald Trump is talking about and admittedly, as you know, sometimes that's hard to figure out because some days, he says, it's a beautiful big concrete wall and other days, he says, it's steel slats. And then he says it's something else. But I believe fundamentally that if we were to build that wall that it would change the notion of America from the statue of liberty that stands for freedom and welcomes immigrants to a country that literally walls itself off from the rest of the world. And maybe that wouldn't make much of a difference on day one when we do that. But I believe that as years go by would change how we see ourselves as Americans and how other see us and have a real impact on who we are. And that's not a path that we want to go down. The US government is back up and running after five weeks that left hundreds of thousands of Americans without pay and agencies starved for resources on Friday. President Trump gave in housing he would sign a temporary spending Bill to reopen the federal government without any funding for the border wall. The move was a win for house speaker Nancy Pelosi who maintained she would not even discuss border security until the government reopen the president defended himself against critics from the right tweeting. The move was quote, not a concession, but on its face, the president retreated from his demand and the deal was essentially the same as what the Senate unanimously passed in December before the president forced the shutdown lawmakers now face a ticking clock, of course, they have three weeks to make a deal before the government runs out of funding. Again, President Trump has already said he will shut down the government or declare national emergency. If he does not get funding for his wall. Joining me now is Republican Senator Marco Rubio, Florida. He's also a member of the Senate intelligence committee. Senator I want to start with the shutdown. The president did not get any wall funding in this short term deal. SNP says the economy over the last thirty five days lost billions of dollars because of the shutdown. Was this whole strategy strategy by President Trump with Republicans in the house and Senate going along with was it a huge mistake. I don't think shutdowns are good leverage. It's a lesson. I've certainly learned in my time here there's been two shutdowns since the time I've been there and the aggressor and neither one was the winner. I think it's important to separate the tactics from the goal and the policy, and what the president wants is not unreasonable. It's a fraction of what Democrats voted for in the past. And more importantly, I think and these for me is achieving border security is the key that unlocks the door to doing other things on immigration that he's expressed a willingness to do the extension of TPS dealing with a DACA population. I believe he's willing to go even further. And do something reasonable with people who have been here a long time unlawfully, but are not criminals, but all of that is being held up by the inability to get agreement on border security, which the president campaigned on. So I hope people will separate the tactics from the policy because the policy is reasonable and solid. But as you know, the Democrats voting for more money in border security in the past especially in two thousand thirteen the immigration reform Bill that you helped push that was in exchange for a lot of other things having to do with undocumented immigrants having to do with a path to legal status. It wasn't just given out willy nilly. You see there's an opportunity here over the next three weeks to get something done. Where does that optimism come from? Well, first of all we shouldn't be trading border security for anything because it's something we're all for if you're for something. And I'm for something..

And we're just back to dueling speeches moments ago from outside the White House. A few minutes ago when both Democrats I walked out thirty minutes after this meeting was supposed to start in the situation room gave their version of the story and then the vice president unprompted unannounced, walks out as well to give their version, basically where we are is that the Democrats and the Republicans are nowhere closer to an agreement on this. We have learned that in fact, at least sixteen Trump associates had contact with Russians either during the election campaign or the presidential transition one such interaction took place in June twenty sixteen at Trump Tower in New York when Donald Trump junior, Jared, Kushner, and Paul Manafort all met with several Russians who are offering dirt on Hillary Clinton gave President Obama sending a message to Russia essentially for coming for you. A further allegation in the dossier relates to US sanctions on Russia imposed by the Obama administration. The dossier. Includes the allegation that former Trump campaign advisor Carter page met with the president of a Russian state run oil. Oil company and discuss lifting the sanctions in two thousand seventeen page testified before the house intelligence committee that he did visit Russia in two thousand sixteen and met a different senior official of the oil company, and that the campaign was fully aware of the trip. Trump allies are pointing to this as a slowdown or a pause, but it isn't multiple informed. Sources tell me that one hundred twenty days is simply the minimum amount of time. It will take the pull out US troops and US equipment. And in the words of one Pentagon official, quote, not get everyone killed. The president's decision is still causing much concern about among top officials of his own government who are concerned about ISIS resurging. And as Barbara Starr reports this all lands on the desk of the new acting secretary of defense. The first cabinet meet on Patrick Shanahan's first day as acting Defense Secretary, President Trump focused more on the man, he just replaced now former secretary James Mattis, but what's he done for me? I was he done in Afghanistan. Not too good. President Obama fired him and essentially so did I Mattis, however resigned after having this advice ignored by the president. According to sources directly familiar with maddest thinking now Shanahan takes on the burden of figuring out trunks changing rhetoric on pulling two thousand ground troops from Syria, which the president described as we're talking about sand and death. That's what we're talking about. We're not talking about, you know, vast wealth with took it about Sant. And now the president insisting he has no specific timetable for pulling troops out over a period of time. I never said of getting out tomorrow been in a White House produced video tusks last month. Trump. Is adamant on an immediate troop withdrawal. They're all coming back and they coming back now for his part Shanahan today remained focused on the White House's message about border security. The threat is real the risks are real we need to control our borders. But commander say it could take as long as four months to get troops out of Syria safely. He made the decision first.
