But I don't think they're going to be in position to get into a bidding war, especially when you look at their cap situation, which is not Is not terrible, but it's not great either. Who could they then shine or bring in that situation? Well, I think that most of the guys that the fan base would be excited about would be high ticket items. You know, you could go for the Chris Paul type fixed like they had in Phoenix. Obviously, that's been one of the big stories in the playoffs, with the Sun's knocking off the Lakers. And sending them moment around one Chris Paul, coming in as a veteran was able to bring out the best in Devin Booker, DeAndre Ayton, the cow bridges and that entire roster and, you know, door of the Utah Jazz are moving on to the second round in the West. Mike Conley, their point guard is going to be a free agent. He could be a guy that might want to re enter the market and try to improve his financial situation. But you know he's in his mid thirties now, and I can't see the Bulls being a team that's going to break the bank and for a veteran like Conley, his first year contract, which started something close to $40 million Which means you have to get rid of a number of players on the roster to get to that number. There was another horrific mass shooting this time at a rail yard in San Jose, California that left nine co workers dead. And that mark the third such shooting in under two months, and all this has led us to ask. Are these events somehow related? Is there something about the current environment in this country? That is encouraging people to lash out at co workers that people who belong to certain groups in this way? And is this new to help us? Consider this question We reached out to Jack Levin because he's been writing about and thinking about violence in general and hate crimes in particular for decades. He's the co director of the Bread Nick Center on violence at Northeastern University and co author of the book Why we Hate and I Started Our Conversation by asking him if there really has been a surge in hate crimes, or does it just feel that way? You know, when I first started studying hate crimes, most of them could be characterized as thrill oriented. Most of them were committed by teenagers and young adults who would go out looking for someone to assault. After bash and the most they got out of it were bragging rights with their friends. They felt special. They felt powerful for a few moments, and that's about it. And then at the turn of the century, everything changed when 2000 and one hit us. In September, 11th 3000 people died because of an act of terrorism. But after that we saw one group after another being victimized by hate crimes. There were multiple threats. No longer did we see thrill hate crimes being committed by teenagers. Instead, we saw defensive and retaliatory hate crimes. And the question always arises now are hate crimes. Really? On the rise. Had they really increased, or is it just the perception? Well, they've really increase its one group after another because there are now multiple threats against the advantage position off White America. Mm. It's not just black against white any longer. It's now 2000 and four Gay Marriage Act, which threatened Homophobe IX. It's the first African American president, which threatened whites who were racist. It's Asians who are seen as the Perpetrators of cove in 19. And Jews have been seen as too powerful for their own good and operating behind the scenes, But you see, it's not one group. I'm going to talk a little bit more about some of the motivating factors that you wrote about years ago. Back in 1993 with Jack McDevitt. We talked a lot about thrill seeking offenders on you said it back in the day. At a lot of people who committed hate crimes were teenagers just looking to for drama, and so they would pick on somebody who they thought. Maybe it was basically by chance, and often without warning, but they pick on somebody because they thought they could get away with it. What about the so called defensive offenders? What's their deal? Those who commit the fence of hate crimes tend to be much older than their counterparts who commit thrill hate crimes. They're not looking for the excitement. Those who commit the defense of hate crimes feel threatened. They feel that they have to protect the advantages that they have in life. And they believe strongly that Certain vulnerable groups in society. Those who aren't in the mainstream are there to take those advantages from them. I'm thinking about you like Dylan Roof, for example, who killed the nine parishioners. The nine congregants at The church in South Carolina. And he left this manifesto he met made statements to the effect of I have to do this. Do these people believe that most people actually support what they do are just too afraid to act like do they feel that they have this notion that they're sort of on some sort of quest? That if if other people were is bold as they are, what would do it is that part of their thing? Most people who commit hate crimes do not feel like villains. They instead believe that they've been victimized by the groups that they attack. They feel that other people probably agree with them, but don't have the guts to carry out the violent acts that they carry out. One of the things that's been striking, though about some of these attacks in major cities. I'm thinking about particularly attacks that I've seen on Asian people. People of Asian descent is this isn't white people necessarily. I mean, sometimes it's white people. But sometimes it's other people of color, right? And so how do you understand that? Keep in mind. It's people who compete for small amounts of status and power and wealth. I remember the days in Washington, D. C when Vietnamese and blacks fought one another in the streets. You know it Z people at the bottom who were fighting one another for the small amounts of power and prestige and wealth. Well, before we let you go knowing what you know and have studied about why people the reasons people Here for committing these types of crimes are the reasons that you have come to believe that people have for committing these types of crimes? Well, what What do some of your ideas about the best way to address this? We need effective hate crime laws. Not only to protect the victims, but also to give the symbolic value to the members of our society. We we need to give a message a message to the perpetrators that we will not tolerate their intolerance. We also want to send a message to the victims that they are welcome in our community, and that could be done with laws that directly prohibit Hate from taking the kind of message that we are giving right now to the most vulnerable people in our society. That is Jack Levin. He's the co director of the bread Nick Center on violence at Northeastern University. And he's the author or co author of many books on this subject, including Why we Hate and the Violence of Hate. We Reached him at his home outside of Boston. Professor Levin. Hotels are involved. Catering transportation More more people more jobs into the state, Illinois can create purchases in retail, restaurant, small businesses and other struggling industry. It benefits everyone if we encourage that industry to come here and thrive. So there's an Illinois film production tax credit incentive program. And let's welcome Jack Lavin, president and chief executive officer of the Chicago and Chamber back to doubled else to explain why it's so important to keep that in place. Maybe even beef it up a little bit, Jack. Welcome back to the big 89. How are you, sir? Good, John. Thanks for having me on. I really appreciate it will tell us how long the Illinois Film Production tax credit incentive program has been Iran around. If it all I'm not even sure and how well it's worked, if it has and what we can do to ensure that it keeps working or put it in place. Yeah. The Illinois film tax credits a tremendous economic development Success story for Illinois. Um, I was director of the Illinois Department of Commerce and Economic Opportunity back in 2003, and we passed the slaughter when Illinois had $25 million of Production and in 2019. We had $550 million of production. It's a It's a tremendous economic development Success story and we want to take it to the next level. We want to have modest expansion of the tax credit. S so that we can compete with states like New Jersey, Louisiana, Georgia in New Mexico. That would get us kind of up to the next year. Um, especially weaken. Take production. I think away from Georgia, there's an opportunity here. We want to do that on. Do you wanna also expand in Illinois Production Workforce Development Fund to try and train more people more, especially women and minorities to be in the film industry. These are good paying jobs on DSA. We have a tremendous opportunity for success. And we think if this passes weaken, grow, we can double the Illinois film production. Here in Illinois and here in Chicago, So we have a tremendous opportunity. We've already had success and we want to just expand it more so we can double the success documents in Georgia. We have a chance take business from charges that because of politics Because of politics. You know, when you have to take advantage of everything you could do tow bring production here. We don't have to be equal to other states because we have great assets here. But we need to be able to be competitive. And that's what this tax credit will. Do. You know, for every dollar of tax credit, we get $11.50 of spending here in Illinois, so that's a great return on investment. And as you opened up and said hotels, restaurants caters, this is a tremendous opportunity and coming out of the pandemic. This is an industry that's ready to take off. You know, NBC Universal and Comcast. Netflix Amazon prime. All of them are having more production needs because of how much we stream on video and TV, and so there's a tremendous opportunity to grow. Have a great coalition for this bill. Business, labor and education. DePaul in Colombia train a lot of our students to get into this industry. They're part of this coalition, so we have a great coalition. This text credit touches more than 15,000 jobs and just an example of Chicago, Fire PD and Med has been here since 2012. They've helped over 7000 Illinois businesses, many of them small businesses have an opportunity to be part of the supply chain for this industry. And so there's a tremendous opportunity to help small businesses. Help us recover out of this pandemic and growing industry that we've had tremendous success in Jack Levin is here, President and chief executive officer Chicago and Chambers. So how does it look in Springfield? Well, the Democrats give on this or they're going to try toe close US taxes sent it down. No, we've had great feedback Governor the General Assembly of all of given great feedback. I think this is one of those things that they're going to come down the last week of the legislative session and may where they're gonna put some of these incentives together that we need to past O have more jobs and economic opportunity in Illinois, so I would feel very optimistic and we've had great feedback from the governor and the General Assembly. We saw them play okay against mediocre teams, and we saw them get blown out by good teams by really good teams. I want to see them beat up on the bad teams. I want them to see beat up on the mediocre teams, and I want to see them compete with the good teams. And like I don't think I'm going out on a limb limb, suggesting that because if you look at the top scorers in the league Bradley, Beal leads and scoring with 35 points per game. That's crazy. He's not gonna do that from the entire season, but he's been awesome. They're terrible. Washington's awful Then you get Kevin Durant at 30. Stephan Curry at 28, Damien Lord, a 28 Zach Levine a 27 Luca don such a 27 points per game Yonas onto the combo 27 points per game. Jason Tatum at 27 points per game and C. J. McCollum In jail in Brown, wrap out your top 10. All of those players you know, outside of jail in Brown, Tatum McCollum, everyone else and Bradley Beal isn't because his team's bad everyone else's M v P candidate. So Zach Living can get some winds to match with the crazy stats. To this point this season, we're gonna have to have the conversation of Zach Levine, at least being in that grouping of the conversation being elite stars who can lead a team. That comes with winds that have to match what he's doing in the stack categories. I know it's a super small sample side. They've only played 14 games, right. So right now. Talking. He's he's averaging two more points per game than he did last year. And he's up. Uh one assist. Them 1.3 assists per game from last season, and I know super small sample size so those could go down. They could go up. I like to see when he's not scoring that he's Getting more assists that he's finding ways to be involved when he can't score on a given night. I think there's been a couple of nights when he has when he's hit low double digit scoring. He's had double digit assists, so I feel like he's he's growing within the team and the new coaching and the new system. You're right. When it comes down to it. You want to see more wins? Now? Is it his fault that he's a He's the best player on a team that was set up for failure the last few years? No, it's not. So I'm willing to give him the benefit of the doubt and see how this season goes now that he's got good coaching. I'm not saying he had bad coaching in Minnesota, but during his time in Chicago, he hasn't had good coaching. He's been here for four seasons. Yes, it had good coaching. This is first year with a good head coach with a real n ba head coach. Harvard was okay. Boylan was a joke. This is his first year with real coaching, real developmental guys, a full developmental staff. Real basketball eyes, basketball minds on him working on his development and how he's going to develop as a player, So let's see how this season plays out for him. I'm not ready to give him a Max contract yet. When he's up for it, But I'm also not ready to trade the dude yet because I want to see if he could be a good piece on this team moving forward and from what you're seeing so far in this short season. I think he can be. And as we go a little bit down the road, you know Zach Levine at the end of this season will be a year away from having New needing a new contract. So you know that's how this stuff like this in the NBA works when guys get a year out from when their contracts up. That's when talks about either an extension or That's when players start to grumble behind the scenes that they wanna be dealt somewhere where they will get set extension. So it's something the Bulls fans have to consider right now because he is a bargain. 19 millions making a year. Right now, The contract he has right now is fantastic compared to what the production is on the court, But now the Bulls are gonna have to figure out whether or not he's worth paying as your max level elite star. For this team, as we all assume in the next 4 to 5 years will be competitive like that's the other thing is like, I don't think that we're looking at this as Rebuild for the next couple of years. That's going to take a long time. It's gonna be like they should probably be on the fringe of making the playoffs this year, if not the eighth through the seven seed. And then from there, Boom, you try and you move up. In the Eastern Conference. You try and actually compete. And is Zach Levine, the star that gets your first max deal that sets up things for this team, going forward something and keep our eyes on. Hey, guys, This is what I wanted to call it because First of all, you have the best basketball radio show. Sylvie, you are you are just dead on when it comes to the Bulls. Thank you. I appreciate that. I'm so So Zach Levine is the most underrated player in the NBA right now. By far, he's a team player. He's starting to play defense. He's starting to see the light. There's not a trade out there that we want to do to get rid of Zach Levine. The problem with this team is well, first of all one flower. He starts playing better. We're going to be very good. Problem with this team is Wendall Carter. We need somebody better download. Everybody likes when I like window. We need a guy like Andre Drummond, who's a free agent at the end of this year. Go get it back like that. Somebody that didn't play the middle like that. So There's a lot of hope for this team, but you're right. It's fun watching them.
