He did testify in private before a state legislative committee, investigating what happened. And he's also resigned his post as an elected city council member. He took office literally days after the shooting, but recently under pressure, he stepped down. So why did it take so long for the superintendent to recommend his termination as police chief? That's a good question. You've already residents, including the families of the victims, have been calling for termination for weeks at a heated school board forum, this past Monday, those demands were laid out over and over. "97 7. The Texas Department of Public Safety announced today it will examine the actions of its own police during a slow yet chaotic response to the ivaldi elementary school massacre. This comes as a new report released by the Texas House condemns wide failures by all levels of law enforcement. Alisa jaffe gets the latest on that from ABC's Derek Dennis. The official report on the ivaldi Texas school shooting spreads around the blame, but it doesn't mention the laws in Texas, Derek, that allow an 18 year old to legally buy an assault weapon and I know the state's largest teachers union wants to that age limit to be raised to 21. The governor making a lot of promises to improve school safety, but it doesn't sound like any of this is soothing. The frustrations and the heartache of all those relatives who lost loved ones in that shooting. Yeah, not soothing and certainly not immediate in terms of solutions and answers and action that parents and families of victims have just been clamoring for. But this investigative report that was released yesterday is damning for sure against law enforcement saying they were systemic failures. A lack of leadership on seeing even as we see the chilling police body cam video of officers holding back, standing in the hallway, not directly storming into the classroom. For more than 70 minutes as children and teachers died, 19 students, two teachers killed in that Yuval di school Texas massacre. What are the details that they're saying about how police handled this? Well, they say they didn't handle it very well at all. They're saying that there was some talk by one of the leading officers on scene that the priority was on giving students out of other classrooms rather than storming the classroom directly where the gunman was holed up. There was a miscommunication that the gunman was barricaded in the classroom when in actuality the door to the classroom had a broken lock and then could have gone in very easily, but precious time was wasted trying to get the right keys to the door, trying to negotiate with the gunman until ultimately after more than 70 minutes officers stormed in. The district attorney and Yuval di has not ruled out criminal charges against some of these police officers. That's absolutely right. I mean, that would really be what parents and families of victims want to see happen, but this investigative report goes in that direction for sure. We're really pointing the blame in officers and law enforcement who responded some 376 officers were on scene that day and still it took so long for them to storm the classroom and take out the suspect. So the report makes clear that law enforcement in their response or lack thereof or blame. While investigators are tracing the history of the 18 year old suspect, Derek, they're also looking into what the family did or didn't do because they knew that he'd been bullied that he had a stutter that might have contributed to that. And also it sounds like they're throwing some shade at the school district too because they were aware that he was at risk. Yeah, and some of the most damning details in the report about the gun in 18 year old Salvador Ramos was that his fellow classmates called him the school shooter. I had nicknamed him that because of his demeanor because of his fascination they observed with mass shootings. All of that playing into the fact that nothing was done beforehand to try and either get him counseling or get him away from guns and he was able as she said to purchase a legal gun despite his background and you mentioned the bullying that was certainly a part of it and it came out in the report that he was a student at uvalde elementary school when he was younger and had taken classes in that very classroom where the massacre was carried out. And investigators are also saying that he sought notoriety. Oh, sure. He made statements that or reported on his social media and corroborated by those who knew him that he wanted to be known that his name would be all over the news at one point and that the day of the shooting would be a day to remember. I think that's the goal here to remind each other that we're here for each other and we're not against each other. We all want the same thing. We all want change. We don't want some sort of justice. Quite honestly, I just hope this never happens to another community and other family. None of that I think in a perfect world that changed that we would like to see. When stuff like this doesn't have to happen anymore. Was gun violence a part of your life at all before this attack? Or is this the first time you're kind of coming into contact with it? No, this is definitely the first time I've ever came into contact with it. My family and I never really had anything to do with guns really and the definitely what happened here forced me to open my eyes and to really research it and learn about. How has it changed you? How's the attack changed you as a person? I think it's made me realize that there's so many things. There are so many issues that I think just get swept under the rug or are usually just like people forget about. And that's what I don't want to happen. I don't want you value just to be another statistic. I don't want it to just be another sad little place. I want there to be a change. "For the last two weeks, the police response to the ivaldi school shooting has been called into question and it's the school's police chief who's been facing some of the harshest criticism. Suzanne brunner's with us this morning in Suzanne. He is standing by his actions. Yeah, this is the first time that we are hearing from you valdi schools police chief. Pete arradondo. Now in a phone interview with his attorney standing by, he spoke with our partner, the Texas tribune to talk about what he did inside rob elementary during that attack, despite being blamed by state officials who say he failed to take control of the police response.
