"This is here and now President Biden was in Iowa yesterday to talk about his plan to reduce gas prices amid rising inflation And it was his first trip as president to Iowa a state known for kicking off the presidential nominating process every four years But Democratic Party officials are opening the door to significant changes to how the party picks its presidential candidates NPR's won a summer's reports The Democratic National Committee is considering shredding the party's traditional calendar in which Iowa's caucuses go first followed by primaries in New Hampshire Nevada and South Carolina We can not be stuck in a 50 year old calendar when we're trying to win 2022 and 2024 elections that it has to be an ever evolving process That was Leah daughtry a member of the rules and by laws committee speaking at a virtual meeting last month She's backing a proposal that says states and territories that want to hold their contests before Super Tuesday and early March would all need to apply The potential changes come after years of criticism of Iowa and New Hampshire In 2020 neither states winner went on to win the presidential nomination And many argue that those two largely white states are not diverse enough to leave the nominating process Ross wilburn the chair of Iowa's Democratic Party pushed back He said that Democrats need to show that they can address the needs of a diversifying rural America Nationally if Democrats can't figure out how to talk to iowans then we're in big trouble as a party And he also pointed to the fact that his state has given flight to upstart politicians including women and candidates of color like the winner in 2008 Again don't forget there would not be a president Obama without Iowa They're just simply wouldn't The DNC is considering prioritizing states that can show they have a diverse electorate competitiveness in the general election and states that hold primaries Not caucuses I will show the disaster of a caucus in the last election That's congresswoman Debbie dingell of Michigan making references there to logistical challenges in 2020 that made it hard for Iowa to name its winner While the DNC proposal has yet to see a vote tingle is already leading a push for Michigan to get early status It's a state that reflects the great diversity of our country We have urban areas We have rural areas We have manufacturing We have farming She says her state's politics are also part of the reason why it's well positioned to be a part of the early window President Biden won Michigan by a narrow margin in 2020 and former president Trump by an even slimmer one in 2016 New Jersey state party chair Leroy Jones says that his state's diversity as well as its relatively compact size make it a good fit for the early window You have a collaboration of population of diversity of tourism of transportation ease and I think that has particular value added to the process Democrats in Iowa and New Hampshire make a similar argument They are small states and give candidates a chance to break through before moving on to larger states where campaigning is more expensive Dingell said that shouldn't be an argument against her state The reality is you can do retail politics in Michigan and should do retail politics Why should two disparate small states that don't have reflect the diversity of this country These are once the presidential candidates go into their homes The DNC's rules and bylaws committee could vote on this proposal as soon as this week Want a summer's NPR news.

Iowa, Why Are You First?
"Start with Iowa caucuses so the New York Times Times is reporting that more than one hundred precincts reporting results that were internally inconsistent that were missing data or that were not possible muscle under the complex rules of the Iowa caucuses more on complex in a little bit. Before example vote tallies weren't adding up precincts allotted the wrong number of delegates to candidates and in some other instances the Iowa Democratic parties reported results are not in alignment or don't don't sync up with reported precinct results. While this does not mean that the election was rigged sound like Bernie Sanders moment or that. There was any need deliberate effort at all to compromise the caucus results it is nonetheless troubling and it merely begs the question. Why the Hell Iowa anyway? My first question is for the Iowa Democratic Party. Why in the hell would you roll out a new APP that nobody is practiced on pretty much? It's none of your precinct. Captains download it for the first contest in the Democratic primary that is not surprisingly susceptible to hacking it's acceptable to hack into. There's no proof of that. There's no evidence that it was hacked given our experiences in both the twenty sixteen and the two thousand eighteen election's in this country entry. You can't help to pay attention to your spidey senses tangle in just a little bit number two Iowa Democratic Party after you saw. The APP was not working on Monday. Why don't you just do an immediate hand? Count as my friend Michael. Harriet said on twitter. If you just would a solicited any local Deacon Board they would've had counted down to the penny me in minutes third. Why did you stop answering the phone? People were on hold for hours trying to just report in the results. The last question I have and I I think frankly is the most pressing question I hear you I. That's what we really want to know. You're more than ninety percent white at least almost ninety percent light. You don't represent the base. You don't represent the party in you. Don't have enough people living in the state anyway. I so because you see questions one and three three Donovan matter. If you aren't I so let's go back to win former presidential candidate. Who Leon Castro? I raised this very important questions wasted. We can't say two black women. Oh thank you thank you. You're the ones that are powering. Our victories in places like Alabama and in two thousand eighteen and and then turn around and start our nominating contests in the two states. That have barely any black people. In 'em I mean that doesn't make sense. We can't as a democratic party Freddie continually and justifiably complained about Republicans who suppressed the votes of people of Color and then turn around and start our nominating contests in in two states that even though they take the role seriously hardly have any people of color. That's just the truth and it is just the truth and I think that it's time for the party to reckon with the truth. You cannot continue to to go into black churches into black community organizations and to black organizing entities into labor unions. And say that you devalues our votes one person vote but you don't see any people of color until you get to South Carolina that ordering doesn't make sense in it's time for folks to really really have to wrestle with this end Democratic Party leadership. Here's the thing. The caucus process itself is not even real democracy. It's not one person one vote. They're either I know I serve a god of second chances. So maybe I'll just design your primary that way but it's confusing and it sets the stage all wrong while the party is in in the middle of finding itself it's new identity determining who its base really is even though a lot of us already know who the base really is. It's imperative for us to ask why why and to answer it because it's always been that way is not a good enough answer and it never has been but it's the answer that stuff this why is a you must answer because of the ordering because of the amount of money it takes to run a campaign. We lost the majority of the candidates of color in this race. If you count of Patrick it's it's half we don't have Kamala Harris. We don't have cory booker. We don't have Hulu on Castro anymore. We lost three people who were speaking directly to issues of concern to the voters of color on the debate stage. So the big tent right now. It looks like a big rich white tint especially when you look at who qualifies for the debate eight stage that said Kudos to mayor P. and to Bernie Sanders for ending the caucus debacle in a dead heat at Twenty six point two and twenty six point point one respectively at least as of the latest count. Not by the Deacon Board and Mayor Pete as we know declared victory on Monday night there were some people who were bothered that he did that but it was his game to play. He clearly knew despite a winner still not being declared. It was a historic night for mayor. Pete Mayor Pete. "One of the other top political stories this week was the Iowa caucus debacle which happened on Monday days later at the time of this recording we're still unable to declare a winner we have ninety seven percent of precincts reporting from Monday's caucuses and former mayor Pete Buttigieg leads Vermont senator Bernie Sanders by three state delegate equivalence out of two thousand and ninety eight county that's a margin of point one four percentage points they're coming in at twenty six point two percent and twenty six point one percent it's just a razor thin margin this comes as the Democratic National Committee chairman Tom Peres as the Iowa Democratic Party to conduct a re canvas which is not a recount for brother a check of the vote count to ensure that everything was added correctly as I said it's just a huge mass but we did have a reporter down in Iowa the day that it happened ginger Gibson she's a political reporter for writers she was there on the ground in Iowa Joe Biden camp she tells us how it all played out for her and more on this app failure that really contributed to this whole I would've Bakul many people it's site no way we go past midnight and in two thousand eight what was a competitive race between Barack Obama and Hillary Clinton it had been decided by nine thirty so what about nine nine thirty when we had no results he started to see the coding hadn't been located before the sort of said you know it was unacceptable this is a problem but we don't know exactly why this was able to go live on Monday night when it was clearly not working and not going to work as you said there was a coding error of some sort compounded by the fact that we have to remember that these are sixteen hundred precinct captains who have to enter in all of this information and let me let you in on a little secret these aren't the young and tech savvy Alan Turing so there was a multitude of problems people couldn't log in they couldn't figure out how to get through that what was really at three factor authentication process they couldn't get it to load they couldn't get it to download a lot of problems along the way that ultimately culminated in the biggest problem what you said this coding error that just made it not work at all now this is really drawn the whole entire Iowa caucus first then the nations to vote on who a potential nominee could be as call this whole thing into question people are saying I wish you can go first anymore people are saying we should get rid of the entire Caucasus them because it's just confusing an inaccurate and and I think everybody's kind of agreeing on that front I think that what we're seeing and I talk to democratic strategists today is that Democrats particularly even more than Republicans have been Iowa caucuses results are in but chaos and confusion reign as no clear winner emerges
"AP has declared officially after so many days of waiting eating That there is no winner. They are unable to declare a winner of Iowa Democratic caucuses because of irregularities in this year's process and the tight emergent between Pete Buddha judge and Bernie Sanders now. This comes after The Democrat National Committee Chair. Tom Perez has already dad. We need to re canvass. We need to go back and count all you know all of the paper Th th the paper trail everything because it's too close to call. There are too many questions we gotta start over Pat What are your thoughts on this tobacco. I think we've already left behind. Have we got New Hampshire coming up in a couple of days as we might as well. Just forget it this year. Yeah I mean nobody's going to really be able to have the bragging rights here because They can both claim victory. Sort of Bernie is already saying he won the initial Vote and Buda judge one the one after that and and it's kind of like I think it was two thousand twelve with Rick Santorum where we found out a week later right that he won when they thought it was. I remember Ted's victory speech in Iowa very well and he got a bump out obviously didn't take them all the way but it did help so no candidate is going to be able to claim that this year and I think there are serious questions about the Avocados process going forward. I mean I'm actually longtime defender tender of it. I happen to like the caucus process. I participated in and I to me. It kind of embodies all that Alexis de Tocqueville famously looked at America everyone kind of game together and like like they're doing their civic duty in a very fundamental level. It says it's much more engaging process and the privacy of a ballot box clicking lever so I'm long time defender but having said add that if the Iowa Democratic party can literally not tabulate the votes to give us what the party apparatus needs. I think there are very serious questions but I will going forward. So whoever ends up the winner and perhaps we'll never know. It seems to me quite possible. It will be the last winner but I will caucus what do you think trial in. Good clear even at we don't know winter. The the clear loser was Joe Biden. Who by all accounts came into distance? fourth-place talk about the former vice president of the United States coming in Pretty low in an in a state that he he should have carried or at least come into the top two and we were just talking a little bit earlier that there has never been a nominee of of either party Who has placed below second place in both Iowa and The caucus in the New Hampshire primary. So if Joe Biden doesn't get his act together and at least place in the top two Next week in New Hampshire. There's really no precedent for him to become the the party's nominee. I mean how incredible would that be that. There's been all all this talk about Joe Biden and we could be looking at him dropping out within a week or two. He's done I mean I do a weekly election. He doesn't have have a good organization on the ground there and he's not looking good right now. Now we obviously see judge with a little bit of momentum going into New Hampshire sure You know let's let's pretend for a second that's already played out. Buddha judge gets the gets this boost and suddenly Buddha judge is the person that we're looking got running against trump in the general just UC. That is that going to be a problem for trump. Do you think or do you think trump could handle it partly I I do not. They blew judges a particularly scary general election for trump I actually think Bernie Sanders. Despite being as radical as he is a more formidable generally Bernie Sanders and trump. Have this weird crossover appeal read. They're both kind of burn it. All down anti-establishment counter cultural in their own unique sense figures. I think they actually she probably a appeal to a lot of these similar. kind of rust belt's More antitrade Anti Nafta style voters would adjudge. There's just so much material for trump come to work with their and he's so young he's so inexperienced. I mean a lot of you are these conspiracy theories that he's like a CIA agent. It's kind of sketchy. We don't really know exactly what he was doing. There's just like he's too USA by happy but he's what he's thirty seven years. Old Trump could torture in the debate. I think he's the mediocre mayor of a town one-seventh the size is of your average congressional districts I I mean E it's not serious I was telling somebody from Miami. Yesterday I was making like a reference in terms of like how how big South Bend is compared to like some of the small municipality down there and it's just really ridiculous and I I totally agree with Josh. Not only does does Bernie Sanders. Had I think the strange crossover appeal. I also think he can activate people who otherwise don't vote just bring a lot of people out of the woodwork to show up to vote so I think I think I think president trump is in a very strong position heading into November. But it's going to be very interesting to see what Democrats do you at the convention because it would. There's no clear front runner. I don't think that the powers that be. You're convinced that Buddha judges is strong and the clearly do not like Bernie Sanders so we may. We may be going into broke. Invention Pat. Do you just to play. Devil's advocate Josh. Do you agree with Josh. That Bernie would be formidable candidate against against trump. Because it's because the just put it out there you know. I agree with what you're saying that they kind of have this same anti-establishment feel but it's so hard to vote for for someone like Bernie wants US radical change people's lives are good right now. You know you have the economy that trump touted during the state of the Union. You people are working on It seems so unlikely to me that people would say yeah. Let's change everything. Let's burn down when it's working for the majority of two and especially since Bernie as a socialist list. My hope is that this is still America and we're not quite there yet. Another young people who were there that think socialism might be a great alternative to capitalism. Something I think this shows the greatest difference you can possibly show going into an election a guy who's overseeing a great economy for for four years and who is a hardcore hardcore capitalist and a socialist curmudgeon. I mean I think that's a great economy That that trump could exploit whereas does with Buddha judge who I don't think is that strong either And it seems like you don't go from South Bend Indiana mayor to President of the United States. Although there was a country where can happen. It's here thank you. Don't go from reality. Show host president if that happened but Budi judge has has one other thing going for him and that's identity politics and you've got to be a little bit careful with him because of what you say and trump isn't careful and he could run into trouble I think. "I hate what's been going down in Iowa for so many reasons reasons I hated for voters in Iowa don't deserve it who have anticipated this moment for a year for volunteers for all of the campaigns who didn't deserve kind of this debacle. We're now into day. Four of them counting the votes there in Iowa and we still don't quite know The the the final tally. I have some new information that I'll share with you on that but we saw some things go down yesterday. Bad were so problematic. One of the counties in Iowa is Black Hawk County and the chairman of the county posted on social media yesterday that he had ensured properly that all of the votes had been submitted from Black Hawk county a day before so now forty eight hours ago from today and that they still weren't being included in any of the results and when he said he had no idea why he at properly submitted them and so he went ahead and posted the results in south and Bernie Sanders one six by by a significant margin enough to give him a significant lead in the popular vote into Make tied in the delegate elite count and he said what they still won't include the numbers and by that time it was twenty four hours from then and after he posted it The the Iowa Democratic Party finally then posted the results added the results except they were wildly different print than what the county chairman posted in fact instead of almost twenty five hundred votes Bernie Sanders they had taken nearly a thousand votes away. Way And given the thousand took from Bernie gave them to Tom. Steinmeyer and Divall Patrick. You could just do the math and see where they had taken those votes away. And I can't for the life of me understand what what happened how that happened. Who did that? Who was responsible and people say well? Hey how do you know Tom. Style and divall. Patrick didn't get those votes. Well they have a first tally. And the second tally will in the first tally. Duval Patrick Literally got zero. He didn't even campaign there and in. The First Tally Tom Star had twenty six votes then. Suddenly in the final tally. Bernie's numbers plummeted. Tom Sti- fire has now hundreds and hundreds of oats Duval Patrick has hundreds of votes. Divall Patrick ended up with more votes than Andrew. Yang and others in a cycle. Hold hold on what what happened here. In fact it happened in several counties in their continued to be irregularities all over over the state and you know it has marred the results there in a way that is is just unfair to the people who've worked so hard and in. Here's here's the message. Running a campaign is not the same thing as running an an election and people have worked really really hard to run campaigns. They're all of the candidates like I tip my hat to every pre-campaign they've worked incredibly hard well. The people running the elections the actual voting mechanisms the the all of the back end tools and systems. They need to be working justice hard. Here's the issue and I had to explain this to my children yesterday. Say the Democratic and Republican primaries. They're not run by the government. They're run by the parties and they they a very inequality wildly not just from state to state county to county based on how how much resource they were given. Even how were they well-funded where they well-supported do they even know what they're doing. Who trained them? How win? Where did they run test? Like what it has shown me in a asset. This yesterday is just how incredibly fragile our democracy Chrissy can be how fragile it is and I'm incredibly frustrated that it's gone down this way but as more votes continue you to be counted we get a better depiction of who voted for WHO You know eventually. I hope that we have final clarity. Not There in Iowa The candidates and campaigns have had to move on even though we're now in day four without the final results. They've had to move. Move on to New Hampshire and other states. I'm going to be campaigning in Texas and California this month so there's still a whole lot of work to do. We're getting a better depiction of what happened. But it's given the entire country a glimpse into just how basic How underdeveloped our election systems really are and what happens is I'll close with this thought because there are two other stories stories that I have to tell you about what happens is when there's a blowout there could have been massive irregularity in that blowout but because it was a blowout? Oh out or say in the Republican primaries. Say on the ticket. There's just one person running in its in so virtually doesn't even matter if there were math errors voting regularities people. Don't see it because it was a blowout. Even if it was a blow out in Iowa and say Bernie one by this huge margin still could have had widespread right spread irregularity and people would just move on. But what happens is when it's close like this. All of a sudden people start kind of seeing the system under a magnifying glass or microscope. And you start to realize like Oh shit this is a mess. Absolute mess and and It's just given the country I think a lesson in politics and election systems. And so we've we've got a lot of work to do.

"News. The Iowa Democratic Party releasing some more results from the Caucasus. Pete Buddha judge maintaining his lead over Bernie Sanders. So now we're up to eighty six percent of precincts reporting reporting but a judge remains in first place on state delegates and then you've got Sanders Warren and then by but as the party struggles to explain this to day delay. They're admitting what they call like quote minor error which at one point mistakenly put Buddha judge ahead of Sanders in the popular vote. But then that wasn't true. Jeff Zeleny is out from from Gamaa. Okay Jeff it's unbelievable. This is unbelievable and it is causing a lot of tension now within the Democratic Party Aaron. There's no question now. There's some finger pointing going on on both sides between the Democratic National Committee and the Iowa Democratic Party in the words of one person here the DNC is running the show so they've sent advisers here and also working back in Washington to You know essentially try and get one hundred percent of the precincts reporting here but a lot of this will be discussed in weeks to come the autopsy of all what happened here. Who decided to use that APP? That was such a disaster on caucus night the DNC. She is distancing itself from that. But some people here in Iowa say no. They were recommended that so we'll have to get to the bottom of that in the days to come but the reality here is this. If Pete Buddha judge who still now leading the way if this would have been a result in real time on election night what a story that would have been you know toppling Bernie Sanders enters. People thought people to judge was sort of leveling out in the days before the Iowa Caucus Bernie Sanders was talking about this huge surge of supporters coming. That didn't happen so I I think one of the biggest takeaways here from the Iowa caucuses. The reality is democratic. Voters weren't that excited. It was the level of participation closer to twenty sixteen eighteen with Hillary Clinton and Bernie Sanders not a lot of new caucus-goers coming in not a lot of new people coming in to essentially find someone to vote against the the president. So that is one of the questions but as this still get sorts out. Here there's no question that Pete. Buddha judge still is leading the way unknown if we'll find the actual full results results tonight or tomorrow but I'm told it will be in the coming
