What proposition to 37 is and your reaction to the Indy City County Council voting on it last night. Sure this was a proposal that was created and announced by two particular counselors from the legislative body. That may clear this past summer that they were going to introduce a proposal that would create what's called a general orders aboard. That would effectively Restructure the way that policies would be created for the police department that police officers operate under every day and that was subsequently introduced. Andi went through a process last night, where it was subsequently passed not completely by a party line vote. There was one Democrat that descended on their vote, but did pass nevertheless. The rial frustration if you will, for officers and their families, is ah, lot of the intent that was identified behind the proposal, and I give you the context that when this was originally introduced what some may want to try to forget Is that during the press conference, folks from an agenda driven group stood with the counselors, and then we're provided a platform to openly and publicly advocate for de funding the police department and that was the first, um warning bell if you will for us. When we heard of this initial proposal Now, Rick. Last night at Thesixty County Council meeting, I heard a number of Democrats, one of them being council counselor. Adamson say This was not a way of defunding the police and they kind of did a victory lap on how the police Department's going to get an extra $7 million next year. What's your response? When you hear that? Well, I mean, the obvious question is then why did the person that you had in the press conference say that this proposal did not go far enough. And what really needed to be done was the de funding. It wasn't just any person. What we're told, is that it was the vice chairman of the Democratic Party. Now, if that's a spokesperson for your party openly advocating for that, I think it's rifle that it would cause concern for people who don't necessarily subscribe to that philosophy that approached the public safety. And as I've told you before, I can assure you the vast majority of folks in the neighbourhood throughout Indianapolis. Do not support that approach. Yet it calls this concern that this would become a system of a bait and switch where it was really being in run, had been seized control of the police department and make no mistake. That's exactly what this proposal has done. It was made clear last night. I think you watched it. Hammer got less shit, because if anybody watched that meeting, you got a first row seat to the way our local government is functioning, and I think many would say there's price and room for improvements. That's an understatement. I mean, it was a complete blank show from the minute I tuned in until the final vote happened. Not just because the votes went away that I didn't like, but there were tech issues. There were people that didn't want to hear other arguments. The fact that these people run our city It is amazing to me, Rick. Well, it's nothing personal. It's just professional review. I think most people watched last night in the feedback that I received is that it seemed to be very dysfunctional. And that's the concern. You cannot have dysfunction like that. In the basic premise is formulating policies for your police officers. Remember, these air policy is that they operate by day in and day out, and what was made clear last night is that under this structure, a civilian led majority on this board could formulate please Pope policy for police officers and have zero input from law enforcement. Think about that. Now. That's not people making that the chair of the Public Safety Committee took the step to be emphatic. Insane. Yes, that can happen. And also said the chief of police has no veto power over the civilians who had formulate policy that could very well be out of bounds for the way that's practices are in law enforcement that should be concerning to every citizen. We served in the safety of the public. Rick, What does this do for recruitment in retention of eye MPD officers? I mean, I think we need Mork quality officers on the streets, but they see something like this happening is our potential. Recruits going to want to come work at the I m p D. And what about the quality officers staying on? They're going to want to retire earlier. They're going to want to leave. What does this do to recruitment and retain mint of quality officers? Well, they're recruiting arena. Officers of candidates for officers are in high demand because they're such little supply. I think most people would agree. Who would want to do this job in this day and age. What along when you then look at an agency when you really have your pick of places to go? And you see that politics is intentionally being injected into policing practices. Most candidates for law enforcement don't go into the job to be political. They go into the job because they're sworn that pulled the Constitution and the law, not a politician. And if you have somebody that wants to go there, because it is political. You better watch him. That's not what you want. That's what breeds corruption. That's where we stand so firm on these issues and listen, guys, I want to make clear We are completely supportive of citizen and boldness in making policies for the police department. I don't want that to get lost in the discussion. We value that perspective at the table. We have called for that. You know what we said was, they should not be the majority that supersedes the authority of the chief of police. That's why we have a chief. So last night. What happened after this was passed is for all intents and purposes. You don't have a chief of police for the city of Indianapolis anymore. You have an advisor to a civilian board who's then require required by law to carry out their directive. Now. Here's the realty. Gentlemen. What this is about isn't just about policing is about politics, and it's about power. Let me demonstrate it if the chief of police has a concern a substantive concern with what has been passed out of this board..

This is what it was like for the City County councillors. That we're voting on proper to 37. It was a tech nightmare. Last night, people had the microphone's off. People have their cameras off. There was a couple of counselors that had counts. That feedback. You're on mute. You're on mute can hear you my favorite and I swear to God, I'm not making this up. There was one dude who was at the City County building. But not in the main room. He was like down the hall in the different office, trying to do zoom while wearing a mask and his microphone wasn't working. So at one point you have President obsolete. Go. Would you mind just coming down the hall and speaking into the microphone? And these are the people leading the city? Nigel, Wait. Why was a guy in a separate room by himself wearing a man? I don't know. It's like the ultimate virtue signaling I having no idea so they pass prop, too. 87 or what? It did pass last night just before midnight. They drag this thing out and we knew this would happen. They had a lot of stuff on the docket. They were talking about budget stuff. And this and that. It passed just before midnight. Conveniently, after all, the local news had already signed off the air on DIT passed through, which means that starting on January 1st Unless the mayor Vito's at which he's not the I M P D will no longer be directed by a chief of police. The policy will be set by this civilian majority board. And that does not really require police input. Now this board can't have officers on it. This board can have other people, but four civilians make up the majority and of the other folks, the other three on this board. Don't want anything to do with what they're doing Tough. You know what? So that got passed through last night? Why did so hold on white white? You stayed up for this. You're like tailgating. The City County Council vote on prop to 37. I had member like tall boys. I had chicken wings on a TV tray. I had the council meeting on one computer monitor, and I may or may not have been have had some Monday night football on another. Why do they do it so late? It's almost like, you know, they did this in the dark of night. What a bunch of cowards. It's It's kind of. It's weird. It's like they don't want any public debate on this bingo. And they rushed this out a couple weeks ago. If you remember the day of the presidential debate, this is when they came up with this. And what really burns my ass more than anything else is last night they had multiple amendments being discussed on prop to 37 some past. Some did not. But the counselors specifically the Republican ones who are completely outnumbered on this thing for like, Listen, we're talking about a lot of amendments here. One of them has actually passed and we agreed to. Why don't we pump the brakes reconvene? Talk about this a little bit more, and then we'll get back together and maybe come up with a bipartisan deal that everybody could be proud of. No, no, We're going to vote on it right now. In other concerns of racism and systemic racism, you know that exists in our society on Don't think they've been good conversations, and I think that's what's missing. Now in this. We're not having the conversation with diverse groups of people to try to find common ground, and the best approach is to addressing the concerns that many African Americans have. So, Reverend tonight Thie Indy City County Council could vote on proposal to 37. What this does is basically put a civilian oversight board in charge of policy for the I m p d. In essence, cutting the authority out of the chief of police. Listen, I'm all in on coming up with new ways to do policing you mentioned earlier. We're seeing a number of homicides rise nearly year after year. I'm open. The new ideas, But the only people that I've heard that think that this is a good idea worked down there at the City County Council building. What's your takeaway about this proposal that could be voted on tonight? Well, certainly I am against it, and probably I've been very vocal about it and, you know, taking some heat because of my opposition. I just think it's dangerous for us to put politics into policing, and I think we need to keep it out of policing. And I think this does. I think this interjects Politics into policing on DH to me, reinforces the negative narrative that police are bad and this anti police sentiment that is out in the community, and I don't think that's good. I think tea Brandy Taylor is a good man. He's well respected nationally and and I trust his judgment and putting together policies and procedures that will address the concerns of African Americans and others and will be fair and just and I'm against putting a majority civilian led board over providing that kind of oversight over the chief in when it comes to policies and procedures that are un elected and unaccountable to the voted. I think this is the wrong way to go about this, and I strongly oppose this and there at the City County Council is so convinced that this is right for our city. Let's put it on the ballot as a referendum and let the voters of Mary County whether or not we think that's a good idea, Reverend. Before we let you go, I want to end on something positive here. I saw on Twitter that your church your church is having a clothing drive. Is that correct? Yes, we are. We have. We have all kind of clothes and shoes that on October the 25th. We're inviting the community that come. It's a lot of good stuff that we have been given. We've been collecting it for a while. And we were just one invite people to come out and clothes and shoes and a lot of 10 itude and poked and everything. So I hope people come out and come out and get some of this stuff. That is really good. And Reverend, your church. Barnes United Methodist. Are you slowly but surely opening the church back up. Leading members of the congregation comes to you in person. I go to a church That's kind of had a slow roll in this, you know, slowly letting members of the congregation come in. What's the status of of your church that you passed around? It is slow. They welcome it, but to have somebody say we're going to have a a takeover of the police department. Take our police keep him of his authorities. And then say, now, keep your responsible for following through on this policies in carrying it out the keeper police Wendy Taylor even made clear last night to the council. He welcomes civilian involvement, but he thinks we're moving too fast. Slow this down and address some of these concerns yet they basically said, Thank you very much. Have a seat, more moving forward on I'm going to tell you guys, this is very important to me. I represent officers from a walks over life. Right way we come together out of many one and provide police service to the community that we serve a very diverse community. But it concerns me when we have elected politicians. This would be a great time to create an advisory board of civilians to provide additional perspective to us in our policy making decision, but no way in any other organization or profession. Do they just simply hand that over? Surgeons don't say here. Patients dictate to me how it is that I'm supposed to do the surgery. We want your input, but they don't do that. You know, Interestingly, not this council, they don't get civilian. Involvement and things like their ethics. So they have an ethics board that reviews complaints on counselors. Do you know how many civilian sits on an ethics committee? Way have counselors, policing counselors? Three counselors passed judgment on other counselors. They're done in executive session and a private setting. They don't accept any anonymous complaints. And they have a very limited conference on which complex and be lodged against an elected official. When I say Hey, maybe we should mirror some of these things for our elected officials. Will you know what they tell me? We can't do that. People could have political motivations and violent complaints against us on Vellano Kitty. Unbelievable. America this to me, and maybe I'm alone here. This is a way for the Indy City County Council to defund the police without coming out and saying the fund the police and I hope that I'm wrong here I really do. But I can see officers leaving. "About now I they my home office is a different kind of dispensary but that's neither here nor there so you were bellied up at the press conference the other day that mayor hogs that had with the law enforcement officials about crime in Indy now this presser that you were at and do one we played some audio from it featured mayor hog set breaking down why the Indy city county council decided to not have another study commission or committee get together to focus on ways to make the city safer let's reset all of that you were there what happened well basically the city was responding to a couple of things one obviously the tragic murder of the took the lives of four by young people this week but also the mayor's office who's ready to respond to some criticisms of that right before we discover that murder the Democrats in the public safety committee chaired by Lee were Robinson on a party line vote basically shot down a Republican proposal offered up by Bob minor leaguer bright now re would hate him can you get really really out of control a little to get a bipartisan commission yeah take a look at what the heck's going on here extender up and the mayor kind of said well you know we know what causes crime those poverty systemic racism the the usual suspects and you know like what we need now yeah its action what was the mood what was the feeling in that press conference yesterday being in there with the mayor it seems like there are some tension there well my frustration kind of being there and normally I don't let my motion is going to get to me and send in the situation I work very hard does that mean a person of the twenty five twenty five years I've been in this profession like okay I'll put your field to the side but I was extremely frustrated at what city officials yesterday have you heard of my tone of voice my questions you probably heard that because well for the longest time you know we know we spend money on on the all we hire more police officers we will give more crime prevention grant money the the main source of cow that no record investments in public safety but at the end of the day all we have to show for it is more dead people and so that's why I had to ask you guys what the hell's going on around here I mean that we talk about you know action and global block but apparently what we're doing something is not working now but I will say this assistant chief Chris Bailey did make a very valid point that the nature of a lot of times the violence and murders that we've been seeing lately back in the old days have liked okay game versus getting the you gotta tell who the gang person was over here and was over here you got a clamp down now while we're sort of the now we can deal with their kids that are quick to pick up the gun and fired at people for example my sources tell me what really happened at that should over the side was actually a dice game gone bad that Bob one of the suspects well well they're all they're kind of playing dice one suspect laws left came back with a gun and somebody else came in and shot everybody get their money back you got me you know those are just a very reliable source were telling me this afternoon now it is what we're here to so I I get it that it if there is a certain amount of randomness and element to this however my my criticism for for my friends or whether the sure right now is you all ran on public safety right right this is the first year of the new mayor he didn't just take over on the beginning of January Abdul this is an incumbent mayor and he sat there in front of you and other members of the media and basically stated we've got this under control we don't need anymore commissions correct me if I'm wrong but it looks like the wild wild west out here right now by my calculations with that posted on Twitter today if you look at the twenty four murders that we've had so far since January one we are theoretically on track all these really close in the same the more clearly two hundred forty murdered by the end of the year that's Chicago Detroit numbers right hand that is almost a lot more people than Indianapolis proper and the thing that bothers me and you'll hear this from the mayor's office they'll do an actual victory lap well murders were down last year homicides were down last year but you look at the number of shootings the number of shootings were way up last year so either are bad guys or awful shots or unfortunately our medics are getting a lot better at treating gunshot wounds and saving lives it certainly doesn't mean that the violence is going away a little bit of both we we do we don't because they have the bad guys a bit a little bit better or an ambulance hit a pothole right exactly right this where we'd be right now so what what are some solutions people are talking about here because you know I we've had rich letters in the F. O. P. on before we had the Charles Harrison the ten point coalition on before and you know there's an article today in the Indy star James Briggs talk about how everybody's kind of thumping their chest here but nobody's talking about rock solid solutions where it is there some place we could start it mean Rick Snyder's come on the show multiple times said it starts in the revolving door the criminal justice system well I got a row something today and it's up and both into politics are to work as well as on the WBC dot com and basically what I said you know it's time for the citizens are they kind of take control of crime prevention themselves because either the city is or where we are right now is either unwilling or unable or not capable of love you'll still make the progress that we need and one thing I can recommend that was you know we have a war going on which is which is a war you know they're gonna make sure the city say say no knowledge is power so maybe the first thing a lot of not necessarily the law enforcement needs to do a lot of community and neighborhood groups whether your yelp Mars hill south for now Warren township Lawrence wherever is maybe all you guys get in a room and actually talk to each other about Hey here's a we did at thirty of him post road that works okay we'll do what we did attendant in Georgetown that works because you know what you actually may find an idea that you had no idea existed because everybody so silo and nobody really talks to each other so maybe the first thing is to get all these people in a room and it actually having a conversation look like a look here's what we did to hear the specifics we have to back up X. Z. and went to your best time with you at all because it feels like you know if you're waiting for any sort of help from a government official you're gonna be waiting for a long time so you got to kind of take this thing on like you're not going to get help and maybe that starts with you know a community watch group or you know something along those lines yeah and like I said it's important it's what the little things because you know like I said you know it's always a word in Wayne County you know what we're having crime problems with this here's what we did Hey you know what that's interesting now we live in a favorable now we're in the downtown area so we did X. Z. this is getting all these folks in a room no I got a call the public safety summit no people call whatever once and to say have an idea and this is just exchange ideas and built that dialogue and and build the conversation because we have made use of what you can accomplish if people just are talking to each other you know and share information like a set that up but W. to the house Republican campaign committee and they gave you five hundred dollars to the Indiana Senate campaign committee so all of that same and that same time they gave to basically everybody they give of governor first then house Democrats then the other three caucuses so so to say that Yeldon appears at one thousand a campaign contribution look all this in the aggregate they were given everybody money yeah and and we talk about this yesterday there is no secret that and and it's mutual by the way and I love when they'll say things about me the status of people think that some people might not be my friends and you got to be careful who you talk to around there too and it was it does get back to me I know there's no love lost on his side to be and not on my to him but you don't want to see somebody go down under false pretenses right it's like when the allegations against possible surfaced a year ago or so you say look I disagree with the I'm on so many of these policies in there so many areas where I don't think he deserves to be reelected certainly not advocating for any of these Democrats but at the same time you want to see the guy go down on things he's actually done a not false allegations so hopefully the truth will come out whatever it is right and so in three bodies again that the valve that thousand dollars was still some sinister no thank you governor underpaid you think after this performance there under yes yes I do I have all I've always thought they were underpaid and so I've been I usually given us money you know live in Indianapolis so well I got a lot I got to work here every time I leave the docking station billion we're gonna get shot no that's that's Mrs Kendall less personal so so so so the question is can they can they do it and and sort of when the the the proposal Avengers couple weeks ago it is we got through committee once a last week and it would be up on deck all four vote on December ninth the question is if they if they do pass of the votes to pass it well the mayor veto it everything I'm hearing right now the answer is yes but the the the fun so bad a hog said even said now I know thanks them of the Pasig here's the thing it's not so much in the in the veto itself it is exactly how all this would go down because this is where dorks like me who like to read the rule the rule books you know get get all excited once Americans a proposal he has basically fourteen days to decide whether to sign it or veto it and that means in this past December ninth it doesn't get his desk until December tenth he's got fourteen days and was forty days after December tenth the new year of Christmas Eve ball yeah so he tells a Christmas Eve the council has a call if they won over right the mayor's veto Bob because anything that anything as I passed by January one is dead you can start the ball all over again so he vetoes a Christmas Eve they can do in the Christmas day his government's close so they may be put out a notice the day after Christmas the twenty six they have seven two hours notice before you call special meetings don't write the mayor's veto so now you look at that Monday or Tuesday because the times getting kind of crunchy and if your the proponents of it and I I believe there are people of good intentions and this is an issue these be address do you really want that week between Christmas and new years that the council's call back for a special meeting to raise their pay it's once again it's just the optics and they can't do it in the same year so he can make it to January first there SO well right now they did not they did in January one of twenty twenty the race is not going to affect until twenty twenty one correct some of it's just the arrogance of these people I mean look at our so you look at the problem street crime were over you know I mean just the homeless I mean the the city is crumbling on itself in many in many ways and yet these guys are going to take that money going why don't we repair some side what's why don't we pick somebody else no we'll give ourselves a raise the arrogance of being able to spend other people's money now that now but I will say this in in fairness to the city council president boxing I handle bit of a chat about this about a week or so ago I can ask him Hey where does a where is the money coming from and if my memory serves me correct the money comes from their own budget from what I understand so it is not costing the taxpayers and under span yeah that's what they call it under spin yeah just like just like give agencies that don't necessarily spend know what they have budget or a lot it realize that sort of phrase is the only exists in government right we understand the budget no everywhere else in the in the private
