Quick and Joe Kernan WanNa talk to you about the latest in the corona virus outbreak California declaring a state of emergency as the number of infections in that state skyrock. It's no more than fifty. That's the most in the country. The massive spike is linked to a cruise ship. The recent returned to San Francisco from Hawaiian eleven passengers. Ten crew members were on that boat showing symptoms meantime in New Jersey reporting. It's first presumptive case ours. Making it the seventeenth state to report infection in the nation's capital. House approved a bipartisan. Eight billion dollar spending bill to a US response to the outbreak. Senate expected to pass that Bill. As soon as today and the president has indicated he will sign it into law. It's more than twice the amount that president trump originally had requested. Becky back to you all right. Thank you very much joining us right now to talk about the fight against Corona virus the Center for Global Development Senior Policy Fellow Germany Conde. He is also a member of the World Health. Organization's committee that oversees health emergencies and he led the US government's response to Ebola in West Africa as a director at US aid Germany thank you for being with us today. Can you tell us a little bit about where things stand right now? We've got the results from. Who or it looks like? They're saying it's a four point. Three percent mortality rate. That has a lot of people on edge went. What do you think is actually happening? Worldwide? And what do you think is happening here in the United States right now? Well this virus still seems to be on the upswing both in the United States and worldwide I would sound a note of caution about the mortality figures. I think the figure he started with three point four yesterday. The challenge with that is. We don't really know that denominator on that yet so we have a better idea of how many people have died. Then how many. Total total cases. There are In general with these kind of outbreaks. You do see some decline over time as we get a better picture of cases I think the most concerning thing right now in the United States is we now have cases in multiple metro areas. We've got cases in greater seattle. The Bay Area L. A. New York City and a number of other states as well and we still don't have anywhere near full visibility on total cases in the US because of the testing shortfalls. So what we're seeing so far in terms of official case numbers in the. Us is probably just the tip of the iceberg at the same time we we haven't really seen travel restrictions in the United States like we saw in China when they first started at least reporting the problems that were there they. They shut down the entire province in all the areas around that. We're we're not going to see those similar sorts of shut down here because of civil liberties here correct. I don't think the US could or frankly would want to do. Exactly what China did. We are beginning to see in Seattle new. What is called social distancing measures? Which is basically trying to keep people from interacting in higher risk ways So that's things like canceling gatherings advising people to avoid transit. Microsoft has just advised most of its personnel in the Seattle area in the bay area to work from home for the next three weeks. I think we are in for more of that. We are now looking at what China did though in saying because they were so extreme in that shutdown it probably kept it from getting around the globe faster that we bought us a few weeks at least to try and prepare for some of those issues. If the United States is not going to do those measures. What does that mean is it mean? Inevitably it's going to spread here in the United States. Well I think. Us spread is is inevitable. The question is how far. How fast and can we keep that spread to a manageable rate so that it doesn't overload? Us hospitals? I think that's really. That's really the game in the. Us going forward the challenge. Right now is we don't really know. Yet how best to apply the lessons from China to the US context. China took a sledgehammer approach to this. We've seen a different model in Hong Kong and Singapore where they've taken more of a scalpel approach more fine grain more targeted and has proved effective. There those are of course both very small city states in effect so the US approach is probably going to be somewhere in the middle. I think the biggest concern right now is we're still not hearing any sort of queer plan from the federal government for what they expect that to look like and secretary as our yesterday was still claiming incredibly that he thinks there are only one hundred cases in this country. Well that was the point that Dr Scott Gottlieb the former FDA commissioner made with yesterday that this is kind of being left up to the local authorities. His point was that the New York state authorities were being much more proactive than the authorities out in Seattle. The Washington state authorities at that point. So if this is piecemeal what happens? Piecemeal was a real problem. We want to have a consistent approach. You don't WanNa have you don't WanNa have some points in your armor that stronger and others that are weaker. And that's that's what we appear to be heading towards right now. I worked on the response back in two thousand fourteen and we saw at the at the outset of that we in the federal government left a vacuum in terms of sufficient guidance for the states and we began to see on things like travel measures states began to freelance and do their own thing. The government then stepped in provided guidance. On what to do with travelers in the states then got on board with that and we had a consistent national approach. We have not seen that yet from the federal government on this emergency despite the fact that it is posing far greater threats to the homeland than I ever did. When you say that at this point our goal would be to try and keep the cases to a level that the US hospital and healthcare system can handle. What what does that level boy? It's it's not a very high level a couple of years ago during a particularly bad flu season. Us hospitals were some US hospitals. That were hard hit. We're treating people on GURNEYS and hallways and setting up surge tents outside their buildings just to keep up with the case load from flu. We are still in high flu season right now. So there is not a lot of spare bandwidth within the US hospital system and we're already hearing from Seattle that just with the you know the about forty to fifty cases that have been identified in Washington. State that already is putting enormous strain on the health system there. You can imagine what would happen if we began to see numbers more. Like what's happening in Italy. Or Ron Jeremy. We're going to be in this type of virus got hasn't even picked up at this point just starting to hear the very special report so now we're about where it goes from here. I the rest of the world matters. I mean why would they would? South Korea. You know has another big addition of cases that doesn't help but every time if we believe China every time it seems like it's like they've handled it to some extent are capped at that helps absolutely in the morning. We saw a decline when Italy announced it was closing its schools through. What do you think so? The biggest point day ever was Monday second biggest gain ever was Wednesday. New York City Mayor Mike Bloomberg ending his campaign for president costly bid on spent hundreds of millions of dollars in apparently had some bought yesterday after he has already out watching on TV. I'm like give it up Mike Anyway Robert Frank joins us now with a look. What are the implications? I saw it in the tabloids. I could about a really sports car for a couple of them. You could have bought the numbers the whole company. He He spent over five hundred million dollars. That was just on. Tv and radio ADS alone. You add in the digital ads. You add in the staff. The opposite the million dollar couches. The total is likely well over six hundred million dollars making it far and away. The most expensive self-financed campaign ever in US politics he spent more than twice the combined. Total of Trump Sanders booed warren and Biden. His spending worked out to seven million dollars a day since he announced that run November or just under three hundred thousand dollars per hour. So what did he get it? Aside from Samoa well twenty four delegates on Super Tuesday spent over two hundred twenty million dollars on Super Tuesday ads alone so that return was close to ten million dollars per delegate compare that to Joe Biden spent about five thousand dollars per delegate and Bernie Sanders about forty six thousand dollars per delegate Bloomberg will now direct his team and all that money to Biden now as individual or SUPERPAC he can spend whatever he wants unlimited amounts in support of Biden. As Long. As of course he does not coordinate became pan. I was looking at the local broadcaster stocks. Because these things have benefited a lot from all spending look at Sinclair Nexstar. They were up yesterday. Because the supposition is you'll not only get Bloomberg continuing to spend your Biden. But now you're GonNa get all this Biden. Money Biden was not really didn't have much money wasn't spending through this campaign. Save essentially got two candidates in one spending a lot of benefit. That's the benefit. Yeah it's pretty Nice. Looks Pretty Nice? They're they're you know where it is. If it turns if somehow the roles get reversed and becomes sanders as the nominee yeah. I can't imagine the kind of money that Bloomberg was planning to put behind Biden. We'll be there I just can't I can't either. And that's why is Gung Ho on getting rid of president trump? Where you can putting the money but were you surprised yesterday that now. The supposition was he was going to wait until the nomination to support. Whoever the candidate was were you surprised that he ended his campaign also immediately went to the reason he ran is he didn't WanNa see Bernie Sanders in that position that the betting markets. I do predict it. You Know Bernie is better than Baden. Right Bernie Nowhere Bernie. What's his number now? Thought you looked at it. You don't eighteen cents like yeah you look at it everybody do you sense is not if Bernie comes back Bernie and coming back. He's not hold on Joe's seventy five. This is a person who is disposable this is a person who's going to be of no use to me. And that's how I think he sees done junior. And I've kind of wondered if these moments were done junior sometimes Eric to just so deeply stupid. I'm not really sure fall. Into this like the coat hanger seems a little bit more on the ball. Maybe part of them just wants out, you know, he's chosen his actions in life. He did not choose to Donald Trump's son. Maybe he wants out like he's basically confessing things on Twitter talked openly about relationships with Russia. I don't know if it's conscious or subconscious, but whatever approval he's looking for from Donald Trump, whatever love he's looking for. He's not going to find it because he was right? When he was twelve years old he is incapable of love. And so I think he should I think you should turn. Yeah. Somebody who went to college with Don jR, and knew him quite well over the years and was even hang out with him in two thousand sixteen told me that they hate each other toward junior Trump, don't like each other. There's no love there. And the same goes with the Vonk vodkas of favorite, and yes Avante goes being prime to take over that Vong Trump. I presidents are always saying on this show. That's that's the end game. But at the same time, it's a love that's born of her father's love for objectify, women and Vonk Trump has molded herself into her father's ideal her entire life. "I like that guy and NASCAR CEO Brian France. Both of these guys are really good friends with Trump senior and Howard Lorber is one of Trump's best friends. He was a campaign adviser part of Trump's inner circle he has significant ties to Russia and even traveled with Trump to Russia to help him with some real estate deals because he's a real estate developer and he speaks with Trump regularly. So this is one of the guys Trump junior called as soon as he learned the Kremlin wanted to give his dad's stolen Clinton emails, and we're supposed to believe it's scullery. So to me, and I agree with Seth Abramson on this. He put a big threat out on Twitter Lorber is now a witness and the revelation in no way, exonerates Trump. It actually makes it worse for him. Especially since we know Trump has a tendency to sit in on calls to others on speaker phones. Right Muller has the Trump Tower videotapes, and I'm sure we can easily find out if Lorber or France were in the building that day because we know Trump senior was and I just picture like Lorber sitting up in Trump seniors. With him and taking that call from Don jR, and putting it on speaker phone, and if not I'd like to know if Lorber or France made any calls to Trump or his office or Roan that day so put some beans on that this part of the investigation isn't over. And even if it was like, even if this is the truth, there's still nothing barring junior from walking up the stairs to his dad's office in talking to him about it or the millions of other ways he could have communicated with Trump about the meeting. I just find it odd that it leaked it seems like a red herring to me. Like, oh, you've eliminated one way that your son could have told you about this. So there must not have been any right? It is kind of a member too though. Even if they can corroborate that, you know, some phone calls went to Trump conceivably, they can't crop rate the content of the call, really. So all they could do is just be like. Yeah. The timeline would match up. We don't know talked about the unless they have unless they were wiretapping him. I don't know. "I am going to give a major speech on probably Monday of next week. And whether it'd be discussing all of the things that have taken place with the Clintons. I think you're gonna find it very informative and very. The infamous help Trump Tower meeting of June twenty sixteen has become a major data point in Russia gate. The meeting were Don, jR, Jared Kushner and others met with a Russian lawyer was promising dirt on Hillary Clinton and just two days before that meeting. Donald Trump t's a major speech about a supposed Clinton scoop a speech that never happened. But when despite all of that Trump claimed that he had absolutely no knowledge of the meeting. Democrats didn't buy it often pointed to two phone calls the Don jR, received from blocked numbers around the time of the meeting despite speculation that those calls may have been to Donald Trump. The New York Times reports that they he actually spoke with NASCAR CEO, Brian France and investor Howard Lorber Lorber notably has deep ties to Russia and even traveled with Trump years ago to Moscow to explore building it Trump Tower there, of course, there are other ways Trump could have found out about that meeting. But. The news didn't stop Trump from declaring victory. Over Muller in all caps Twitter claiming that the report had exonerated him of all wrongdoing any knowledge with the meeting, which of course, is completely untrue. Joining me now MSNBC legal analyst Paul Butler Sima IRA of Court TV in MSNBC contributor, Malcolm Nance, author of the plot to destroy democracy. Palm and start with you first. If the blocks calls were to a gentleman who was attempting to help build Trump Tower Moscow. How does that exonerate Donald Trump does not what we see is that done junior was talking to folks who had all these connections with Russia, including Lorber and Paul Manafort during a time when Don jR, testified under oath that he wasn't dealing with the Russians and business a crime. He lied in that testimony. Donald Trump junior had at least fourteen Kushner had at least six and that's per the New York Times. So you have all of these people dissembling lying about talking to Russians. That's one piece the second piece that it's clear that since the eighties. Donald Trump senior has wanted to build a Trump Tower Moscow Issur all they were trying to cover up if all of this December in lying just because they didn't want to admit that they were still trying to build a Trump Tower while he was running for president. What plausible explanation with their beef? Why they would lie about that. Because it's not illegal to try to build a condo in Moscow. Exactly. But here we are haven't been on your show in seven months, and we're in exactly the same place. We're still not there yet. And here is why. Okay. According to Giuliani molar is saying I'm not going to indict the president. But why why wouldn't you indict the volume? The part where you said, Gordon Diliani. Okay. Maybe maybe not the wire why not yet? Why isn't this happening? Nothing in the constitution prevents at president from being indicted. Everybody is talking about these DOJ guidelines. Okay. What CNN reported on Thursday was known factor was not that it was potentially one of two people one of them being the CEO of NASCAR who is someone who had supported Donald Trump and more. Interestingly the other was a developer named Howard Lorber Lorber someone who had worked with Trump on deals in Russia back in the nineteen nineties, and so Trump the president just to make sure we're being cleared on Thursday evening tweeted out that this was essentially vindication that he hadn't spoken with Trump junior that therefore he didn't know about the Trump Tower meeting in and that therefore he was someone exonerated from that foreknowledge. So he's he's happy about it. He he reports this because he's basically distanced a little bit from this situation. But that's not the whole picture. That's exactly right. So you're right. We'll see can obviously to show himself and knowledge of this meeting. But it's well, this is solved one mystery. And well that certainly was good news for the president. There are a lot of questions about whether or not Trump knew about this thing beforehand, perhaps the most significant is that on the day that the meeting was finalized nail down with the date and the time which was June seven that happened to be the day of all the last primaries in two thousand sixteen Donald from that was the day officially clinched the nomination and that evening to give a speech, and he said in that speech, very much out of character, something he hadn't said speeches before that he promised that there would soon be a speech in which he talked about all the nefarious things that Hillary Clinton had done, which very much echoes what Donald Trump junior had been promised in setting up this meeting. So there was this on June seventh of two thousand sixteen Donald Trump himself might have known that. There was more dirty information about Hillary Clinton. But we don't yet know whether or not.
