Members of the Biden administration, including the president himself, say the situation is under control and your cash is safe in checking accounts. Your savings accounts and your retirement accounts. And something else has happened as a result of all of this, it seems that mortgage rates have dropped. Well, joining us live to talk about at CNBC senior climate and real estate correspondent Diana oleck, Diane, it's great to have you back. Thank you so much. Well, thanks for having me. This was kind of surprising. What kind of drop are we talking about here? Is it by significant amount? Yeah, it's pretty sizable. We saw a drop starting on Friday of about 25 basis points and then another today. So we were just to put it in perspective at about 7.1% on the 30 year fixed two weeks ago and 7 O 5 just last week. Now we're down at about 6 and a half. And what that means really to a person buying a home is if you were buying, say, a half a $1 million home with 20% down on a 30 year fixed, your payment, your monthly payment just went down in the course of four days by a $128. So that's real money. So you think this will bring more people back to the housing market? Well, one would hope it's been a rough ride for the market. We did see people come back into the market in January when mortgage rates actually fell down towards 6% after again being over 7% in the fall. And that was a bright spot. People were saying, wow, maybe the housing market is recovering faster than we've thought. And pending home sales, which are signed contracts, those went up 8% in January, surprisingly, and the home builders started to see a lot more traffic coming in. But then in February, rate shot back up again and it just completely stalled. So the question is, how long will rates stay slightly lower and will they fall even further from here? That's going to depend on inflation and we get a big number on that tomorrow. Is there a cause and effect here from the situation with Silicon Valley bank and signature bank and the dropping in the mortgage rates? Yeah, it's a direct effect. Not to get too complicated, but mortgage rates follow bond yields, specifically the yield on the ten year treasury. And when something really kind of scary happens in the economy, like what happened with the banks, investors rushed to the safety of government bonds because they know that nothing can go wrong with that. So they rush in and when they rush in, the yields come down because the prices go up. Yields again are followed by mortgage rates. So when that ten year treasure yield came down on Friday, when the initial shock hit, you saw mortgage rates come down and then again, when markets open today. Very quickly, 15 seconds can you explain where the housing market is now in your opinion? It's in flux. It's not in a great place, but hopefully lower rates will help. All right. Thank you. "I'm Hillary Howard I'm Sean Anderson our top local story this hour, the Virginia school teacher who police say was shot by her 6 year old student is now filing suit against the Newport News school district after she says multiple warnings about the boy were ignored. Our story from WTO is making clarity. In filing suit against the Newport News school board attorney Diane toscano described richneck elementary school teacher Abigail's Werner as the best of us. Who endured the unthinkable, being shot purposely by a 6 year old student in front of her first grade class while teaching. Toscano says the 25 year old teacher has serious injuries after being shot through the hand and in her chest. Something that could have been prevented according to the suit, which alleges staff warned school administrators three times on the day of the shooting that the 6 year old boy could be armed. But the administration could not be bothered. Police say they were unaware of any staff warnings that day. The school superintendent says he knew of one concern brought to an administrator. Meghan cloher, a WTO news. That shooting fast tracked bills to make Virginia gun owners lock up their weapons when kids are around. Republican delegate Margaret ransome says she's also working on legislation to better support teachers by addressing discipline in schools. Meantime, Prince William county school leaders are considering you safety measures to protect teachers and their students. Virginia's second largest school system is also talking about screening people for weapons before they can enter school buildings. Speed cameras in school zones are meant to slow drivers down and keep kids safe. Now Maryland lawmakers are considering making changes that would mean fewer traffic tickets for you behind the wheel. Today here in Maryland, school zones can be established within a half mile radius of any school and a speed camera has to be within that half mile radius. Maryland lawmakers are considering a bill that would shrink school zones to a tenth of a mile. The bill introduced by Baltimore county stage senator Charles sidner would likely reduce the number of speed camera tickets and the ones issued by officers, besides less revenue, it would also cost counties to relocate existing cameras and make the changes to infrastructure around current school zones. Well, Maryland leaders have voted to formally start building something. You governor Wes Moore and others have voted to issue up to $400 million in bonds for a convention center. New road signs could be coming to Virginia, but these signs would be different because they would highlight important locations from the Jim Crow era. House speaker Nancy Pelosi says her preference remains a long-term omnibus spending plan, but acknowledges time is running out and lawmakers may have to approve a short term plan. I don't like that, but it's much better than the poison that might befall us another kind of Bill. House Republicans prefer a short term plan since they'll take over the house in January and want to reduce spending on various programs. Democrats have held off on releasing their long-term plan in the hope that an agreement might still be reached. Former president Donald Trump will have to turn over his tax returns to a congressional committee. He took his case all the way to the Supreme Court to try to prevent the disclosure of his tax returns. But the Supreme Court has rejected his plea. And therefore, immediately, Donald Trump should be turning over his tax returns to the House ways and means committee. The committee wanted his tax returns as part of an investigation into the IRS audit program and mister Trump's tax law compliance. The committee will come under Republican leadership in January. President Joe Biden says he's going to extend the payment moratorium that was due to expire at the end of the month when it comes to federal student loan debt. That move coming as the president faces legal challenges to his plan that would have forgiven up to $20,000 in federal student loan debt. The president says he's completely confident. His plan to forgive student debt is legal, but as Republican led states have filed lawsuits to challenge the move, mister Biden says he'll extend the current payment pause to give the Supreme Court time to weigh in. To offer loan forgiveness, the administration is relying on a post 9 11 law written to help service members and citing COVID as a national emergency. Critics say widespread debt relief for all borrowers is not what Congress had in mind when it passed the heroes act in 2003. At CBS News White House correspondent Stephen portnoy. A horrific case of abduction and rape lived for decades in the cold case file. We are following developments in Gaithersburg, where an explosion and fire sent ten people to the hospital, including two with critical injuries. Now the explosion happened just before 9 in a row of garden style condos on quince Orchard boulevard near rabbit road and part of that building collapsed after everything that happened. Montgomery county fire and rescue says it is still unclear what caused that explosion, but WTO P is Christy king is at the scene, gathering the details, Christie, what do you know? Hit on, let me start with what I see. The rubble here on quince Orchard boulevard, across from Brown station elementary school, it's still a smoldering. This fire, Potomac, oaks, condominiums might not be out for days. The gas has been turned off. Natural gas fed the fire that resulted from the explosion, but it is not suspected as a cause. The investigation thus far has not revealed what, how, where or why this happened in all 24 units are impacted either destroyed or damaged to some degree, the occupants of one of those units have not been accounted for. Efforts continued to identify and find them. 12 people were injured two critically for children among those injured have mild to moderate injuries that do not include. They're not serious. Business analyst Jill schlesinger says the fed also sent a very important signal. There was something new in the accompanying statement this time around. The fed has acknowledged that there is a lag between the action of raising interest rates and how quickly those higher rates actually impact the economy. This change to the official statement suggests that the Central Bank could pull back on the size of future rate hikes. How is Wall Street responding well, not particularly happy, Dow is down 386 points. NASDAQ downed three O 6, the S&P down 79. More breaking news on WTO, both stories concerning the commanders. Of course, we've been reporting all afternoon that Dan Snyder, the owner of the commanders, is making a move for the potential sale of the team. D.C. police chief Robert Conti announced that arrest during a news conference this hour. Top local story this hour is just breaking tonight it may soon become illegal to turn right on red at most intersections in D.C. and the goal is to protect cyclists and pedestrians. The D.C. council voted unanimously late this afternoon to make it a traffic violation to go right on red. This is a preliminary vote if it passes a final vote, the law would take effect in 2025, assuming the mayor signs it. The new legislation would allow cyclists to ride through stop signs and red lights without stopping when it's safe to do so. This legislation would also let DDoS allow right turns at certain red lights if they find it will improve safety at specific intersections. Now to making roads safer for everyone in Montgomery county. That is the goal of county leaders, but traffic deaths are still on the rise. At the discussion of Montgomery county's work to eliminate deaths on county roads, Christie daphnis, chair of an advisory committee on pedestrian and cyclist safety, red a list of names. Sarah legan camp, Randall Gibson, Vidal, whereas godina is those are the names of pedestrians and cyclists who died on county roadways so far this year. Montgomery county police captain Brian dillman said there are 77 speed and red light cameras in the county and that by 2026 there would be 216 dillman said the automated cameras are not about revenue generation. The enforcement effort is about curving the speed that we have, people driving out there. Kate Ryan, WTO P news. 6 O 5, if you drive down the dulles toll road next month, you might see metro trains traveling along the tracks of phase two of the silver line project, but no, you can't hop on one, you have to get the dulles airport. The Washington metro rail safety commission must give metro the green light when it comes to safety. Barry Glassman of Glassman wealth services joined us last hour with advice on how you should handle that market skin. If you have extra money, I still encourage people in their four-o-one-ks and whatnot to dollar cost average and put money in, I wouldn't try to time the market out, but if you need money in the next, let's say 6 to 12 months and you need that cash. I would make sure that you have it set aside and not ride the market over the next 6 or 12 months or any point in time. If you need cash in the short term. We're seeing the big driver for persistent inflation at the grocery store. The index that measures food prices is up almost 11 and a half percent compared to last year. That's the biggest jump since 1979. Checks in with grocery shoppers outside of magruder's in northwest D.C. to see just how frustrated they are. Some shoppers say they're well aware of higher prices for a number of items while they may not necessarily feel the financial sting of it all. And our top local story is breaking news this afternoon, a federal judge has rejected the terms of a plea deal for an Annapolis couple charged with selling navy submarine secrets, our story from double DTO peace dick giuliano, former navy nuclear engineer Jonathan tebby and his wife Diana have been forced to withdraw their guilty pleas because a federal judge found the proposed sentences were too lenient. Prosecutors asked for 12 to 17 years in prison for Jonathan and three years for Diana, the judge center trial date for January. Jonathan is accused of selling submarine secrets to someone he thought was a representative of a foreign government, but was an undercover FBI agent. His wife Diana is accused of acting as a lookout. Keeping kids safe at school was the topic of discussion in Northern Virginia today as the state's top prosecutor talked privately to some school leaders and local police. Here in faulkner county attorney general Jason miara is along with the school board and sheriff's office had a closed door round table on school safety and security. You're entrusting that school when you drop that child off to keep the most precious thing in the world safe. Full care county has at least one armed school security officer or a school resource officer at every school. Superintendent David Jack says they build good relationships with students. They're able to see a kid might be a little bit off that day and they're able to communicate with them and connect with them and perhaps help them. That is critically critically important.
