"A country on the verge of collapse, the gangs of Port-au-Prince have a stranglehold on much of the capital, including the main oil tournament, terminal, cholera is on the rise and food and fuel prices are out of control. And add it to this, there's a political crisis, prime minister Ariel Henri is struggling to maintain his grip on power with protesters regularly taken to the streets to demand his removal. His decision to ask the outside world to send a specialized armed force to help has only served when flame people's anger. NPR's Ada Peralta is in Port-au-Prince and joins us now good morning. Hey Leila. So let's start with this specialized armed force that the prime minister has asked for the UN Security Council could vote on a resolution to send in a limited armed force as early as this week, but intervention, it's a dirty word in Haiti, right? Why are people upset about this request? Well, I mean, look, it's complicated. Pretty much everyone I've spoken to here from the people on the streets to intellectuals and politicians believe that an intervention is a bad idea. And this is because Haiti has a long history of international interventions, including an occupation by the U.S. and none of it has ever led to any long-term solutions. So people here have been protesting against the new intervention and demonstrators actually plan to march to the UN compound today to express their displeasure. But nearly everyone agrees that while this is a bad idea, it's also hard to think of any other way to bring Haiti back from the brink. Let's talk about Haiti being at the prank. We just described the incredibly difficult and dangerous conditions in Haiti, is this born out by what you've seen and heard in the past few days. Yeah, I mean, things are pretty bad here. I spent some time at a big park just across from the airport, and it reminded me of some of the refugee camps I have seen in some of the war zones I've covered. There were a couple of thousand people who had to leave their homes in a hurry because of violence. They say that gangs are fighting for territory in their neighborhoods and they've gotten caught in the crossfire. Some people had lost family members, others say that when that is gangs took territory, they set their homes on fire so they lost everything that they owned. So who's really in control there in the capital where you are? That is the huge question. As one senator told me what is clear is that the government of Haiti has collapsed. And I'll give you one big example. Gangs have erected blockades on major roads and for more than 5 weeks now. They have not allowed fuel trucks to get gasoline from the fuel depots here. But for now, what you have is these guys who used to drive motorcycle taxis selling gasoline and little water bottles on the side of the road and I spoke to some of them, they didn't want us to use their names because they say they were being harassed by police. Let's listen to what they said. Police officers, they asked for money to let them pass through the fuel. No, they don't want money. They want our guys in it. So according to these guys, the police here in Haiti are relying on them to get gasoline and it left them wondering how is it that they could break the blockade, but the government has been incapable of doing so. And they look just right, but according to people in this docu series, miscon gave the note of his meeting with Diana to the London Metropolitan Police commissioner at the time, sir Paul. Yeah, So right now, there's actually a soft rain falling in Hartford, the capital. So as I was down in southeast Connecticut on the shoreline, uh, earlier today in the afternoon, it was actually sunny and the roads were dry so Now as it's moving through Connecticut. "Henry has weakened slightly to a tropical storm. It's still expected to be one of the worst storms New England has seen in about 30 years when it makes landfall later. Today, parts of Connecticut and Rhode Island have mandatory evacuations and over to the West in New York Governor Andrew Cuomo has declared a state of emergency for parts of the state, including New York City. And i saw people being sexually when soldiers female soldiers being sexually harassed my ex wife was harassed by an nco of hers and i had to restrain myself from going dealing with him. He did outranked me. But i really didn't give a fuck about that but it was a reality. It was a very harsh reality and then moved to today where we understand that. A lot of times is is kind of like that. Dude that the captain. That was oliver stone commander and he you know he watches platoon. And he's like none of this happened in my deployment. It's like if we can't if the idea didn't happen in front of the person's brain they can't accept that it's reality and that was very much in terms of a female treatment. You know i didn't see that. I didn't the those kind of things when i was in. Well that was because you didn't see them. That doesn't mean that they weren't there. I don't know a single. Like i was fortunate to work with a lot of females. I think because. I was in the in trouble is community. There tends to be more. And but like i don't know a single woman you know that i served what that wasn't harassed assaulted at the very least harass at the very least like made comments or people you know they go to sit down and there's some like the guy they're sitting in the stay slid his hand.
