Test scores show that post pandemic learning loss is real and some teens think providing school systems with more resources might help reverse the spike in youth crime. Syed was convicted of killing his former girlfriend, Heyman Lee. In 1999 and had been in prison until a judge vacated his conviction this month and ordered him released. Mosby's office says one of the other suspects had threatened to harmly, but Maryland attorney general Brian frosh says is wrong. He says the case notes were made available to Sia's lawyers on several occasions, must be's office has 30 days to decide whether to retry syed or drop the charges against him. "So Jason noted earlier this year last night, the first MLB player from Palau debuted for the pirates in climate risk for memory, the pirates also debuted the first South African player gift and gope and the first Lithuanian player, dovey Dustin, and a little research brought up the first U.S. virgin islander if we're counting that as well, Joe Christopher was a pirate. I'm guessing this isn't the record, but that got me thinking, what is the record for the franchise that debuted the most countries into MLB? Cool. Yeah. So a few caveats from Ryan here. This includes all non 50 U.S. state locations, so it's other countries, but it also includes Puerto Rico, Guam, et cetera, just like historically in a baseball sense. Those places have been listed separately rightly or wrongly and so if you woke up these things on baseball reference, they're kind of a separate category and they're also some places here that may or may not be considered countries depending on who you ask, but we won't get into the politics of all that. If baseball reference listed them, Ryan included them. And he notes that one of those places is at sea. And famously, Ed pere, who played for buffalo's federal league team in 1914, was born in the Atlantic Ocean in 1888, or not in the Atlantic. I was going to say probably like on a ship in the Atlantic Ocean, right? It's not an atlantean or a merman or anything. I have to make a new shirt. On the Atlantic Ocean or yeah, more precisely, I suppose, on a ship that was on the Atlantic Ocean. And the other was Frank Thompson, who played for Brooklyn's national association team in 1875 as the only player born in Portugal. And those are the two countries that had only one player and they were non AL or NL and this is also not counting the Negro leagues yet. And Ryan notes this is also only counting it debut if it was for a currently operating MLB franchise, but including past incarnations of that franchise if it changed teams or city names, et cetera. And I will add another caveat, which is that bly mattress is the first MLB player of palauan descent, but he was born in Las Vegas, so he doesn't actually show up here because this is just birthplaces. We can not do dissent, unfortunately, VF baseball reference. But 11 franchises have never debuted a player who was the first to be born in that country. So the rays, the mets, the Phillies somehow, even though the Phillies have been around forever, they've never had one. That's surprising to me. It is, yeah. The nationals, which includes the expos, but even so, they haven't. The brewers, the royals, the tigers, also surprising, because they go way back. The angels, the Mariners, the Diamondbacks, and the rockies. And so if we're going to give you the most ever, it's the cubs. The cubs have had 7 players who were the first to be born in a place according to baseball reference. So chick Pedro es, although apparently his name may actually have been chick Pedro, was the first Cuban born player and debuted in 1902. And then we have John stood drone ski, who was the first from the Czech Republic. He debuted in 1879 and John hausmann first from the Netherlands debuted in 1894, skell roach debuted in 1899. He was from Poland, Iran bee Thorne, of course, from Puerto Rico. He is 1942. He played for the cubs, and then Robin Jennings first Singapore born player. He debuted in 1996. So those are the cubs and then you have the Yankees Orioles giants and a's with 5 apiece. The braves with four the twins pirates and guardians and Dodgers with three apiece and then you can go down the list. But I will link to that spreadsheet too if you want to see your team or you want to see who counts or doesn't count here according to baseball reference and you can parse it whichever way you want. Interesting. Yeah, it would be kind of cool to be the first from your birthplace or Bruce. Yeah. I think that would be a nice honor to have. I agree. All right, step by number 9. Daven, Patreon supporter. In the braves and Dodgers game on Sunday. This was a little while back. Both of the closers ended up blowing the save. As you may know, both of those closers are the all time saves leaders for the team they were pitching against. So this was Craig kimbrell and Kenley Jansen. So cool. Kimbrell now with the Dodgers, Janssen now with Atlanta, but kimbrell is the all time saves leader for the braves and Janssen is the all time saves leader for the Dodgers, and they were each facing the respective team that they are the all time savings leader of, but they are no longer with that team. So Daven wanted to know, is there any precedent for this as there ever been a situation where both of the all time saves leaders pitched against the team, they held the record with and subsequently blew the save. So not only is there no precedent for that by Ryan's count, this is the only time in history that two all time saves leaders faced their former teams in the same game period. And as far as Ryan cattell and his, I didn't see any examples of this, but it seems like no one noticed this or pointed this out. There were a lot of people noting that kimbrough blew the save against the braves and Jensen blew the save against the Dodgers, but it doesn't seem to have been noticed the fact that they appeared at all in this game together was unprecedented. So that's kind of cool kind of a fun fact that this is the first time that that had happened and some other somewhat fun facts that Ryan noted, the player who has the most appearances against a former team as that team's all time saves leader is Tug McGraw. He played for the mets from 1965 to 1974 and pretty quickly became the saves leader for that franchise, which was young at the time. He then played for the Phillies for ten years and was the Met's all time leader for the entirety of that time, and he faced the Met's 59 times. Second is John Franco, who set the reds all time record in 1989, his last year with that team, and then he played for the mets through 2004, the same year that Danny graves passed him to take over the reds record, but in the meantime, he faced the reds 45 times. In all, a franchise leader in saves has faced that team 788 times, but two players have never done it in the same game until now. Who knew? Wow, that's wild. All right, step last number ten. Matt says Luis urias just struck out twice in the same inning. This was June 15th, the top of the 5th, and he did so for the second and third outs. How often has one player been responsible for two outs in the same inning and how often have those both been strikeouts and how often have those been for the last two outs of the inning? It seems like an incredible feat of failure. And I passed this on to Ryan and I said it, it's not that unusual for one player to make two outs in the same inning, but it did seem somewhat unusual to me for those to be the last two outs beginning as opposed to, say, the first and third, you'd think that just given the way that batting orders work that that would be more common. So Ryan says, no one has ever come to the plate three times in the same inning and gotten all three outs. There have been players who have batted three times, but they haven't made all three outs that hasn't happened yet. We can add that to the list of things that have not happened in a game that would be kind of cool to see. Not cool for that player. There have been 4400 42 times, I suppose entering this season where a player has been up to bat two times and caused out both of those times. 4385 of those 4442 times the player got one out in each plate appearance, 57 of those times, the player was in some sense responsible for all three outs because one of the plate appearances was a double play. So that has happened almost 60 times. Of the 4385 times that the player has made two outs and two plate appearances, 3904 of them were the first and third outs, which is what I was suspecting. 247 times the player made the first and second outs and 234 times the player made the second and third outs so that is pretty uncommon. The most recent examples of a batter getting the second and third out in an inning before this year. I'll just give you the last one.

only at about 26% now you've done the math and that's $36 billion for Vladimir Putin more than half his annual defense budget which presents a huge moral dilemma Is there a solution here Well it's a very difficult situation for the European Union because if it wants to fill up gas storage it really needs to continue buying Russian gas And that obviously means paying Russia at current prices around $200 million a day for the next 6 months LNG from elsewhere from friendly nations to Europe such as Qatar of the United States is going to help But if Europe can not get Russian gas then inventories I don't know what I still have to 80% perhaps they get to something like 60 70% and that means that next winter the situation will be difficult and will result on higher prices Javier it seems like some European countries are willing to make bigger sacrifices Right now is it just Hungary Austria and obviously Germany that have to get on board But I think that the zone European countries are saying publicly that they don't oppose an embargo because they know that the Germans are going to block it So it costs them nothing They can say something for public opinion We want to do the right thing We want to punish Russia No win very well that there is zero chance whatsoever of a gas embargo because immediately Germany and Hungary announcer will block it But above all Berlin will block it So it is quite convenient for them just to kind of hide behind them But certainly Germany has a big problem It relies more on gas and other countries about 55% of all the guys that Germany consumes confront Russia And generally it doesn't have LNG options to import So it will have to rely on neighbors for that So I don't see the German government changing his view right now but obviously the longer the war goes and the stronger the public pressure the more likely your money may accept some kind of change but perhaps lowering every month the percentage or setting escrow account where the money gets paid but it doesn't be used by Russia to buy military equipment I don't see the currency situation being able to last forever You mentioned something akin to Ricardo hausmann's proposal of attacks of 90% on Russia's exports of oil and gas He says that Russian producers would bear the costs and not western consumers which would ensure that Russia doesn't profit for its war but the rest of the world can still import its fossil fuels What kind of consensus would it take for this proposal to be enacted Is it even a possibility It's very difficult to get a consensus in Europe for that because Hungary most likely will block it So it will have to be several European countries taking that decision which could happen differential government who is pushing for some sort of penalties on Russian oil has said that it's willing to wait a few more weeks to see if the German government changed his view But I don't see a full European Union consensus that includes Hungary on this happening anytime soon And for the Ukrainians a few more weeks is a lot different than for the rest of the world Indeed Goldman's Jeff curry points out that Cole is fungible oil less so gas is almost impossible It's almost completely non fungible Is there a way around this somehow The only way for gas is really either to use less and that should be an effort And I think that has been the biggest piece missing We saw that the population is willing to do significant sacrifice that we saw that during COVID And I think that there is a lot of public support for Ukraine So you link that you are helping Ukraine by lowering your thermostat a bit and just wanting to jump in at home I think that there will be support for that But borrowing a reduction in demand is just bringing different supply and for that You need an LNG import terminal which Germany lacks fast track one but that's going to take a bit of time In the meantime there is no much solution to Russian gas that just continue buying it Yeah and Javier I want to ask you about the huge energy problems we're seeing in places like Sri Lanka Pakistan also Argentina and other Latin American countries we're seeing massive protests and even electoral challenges because of this can the world cope with any further energy adjustment given that there's already shortages and inability to pay by many of these countries You're right And that's very important situation is that the province of the war on energy predate the invasion of Ukraine We were already on a tight supply and demand situation for things like coal and natural gas but have less so for oil It's going to be difficult for developing countries and poorer countries to cope with very high energy prices because it's not just one particular energy product that is expensive It was in the case of the 70s when the price of oil went through the roof It.

only at about 26% now you've done the math and that's $36 billion for Vladimir Putin more than half his annual defense budget which presents a huge moral dilemma Is there a solution here Well it's a very difficult situation for the European Union because if he wants to fill up gas storage it really needs to continue buying Russian gas And that obviously means paying Russia at current prices around $200 million a day for the next 6 months LNG from elsewhere from friendly nations to Europe such as Qatar of the United States is going to help But if Europe can not get Russian gas then inventory I don't know what I still have to 80% perhaps they get to something like 60 70% and that means that next winter the situation will be difficult and will result on higher prices Javier it seems like some European countries are willing to make bigger sacrifices Right now is it just Hungary Austria and obviously Germany that have to get on board But I think that the zone European countries are saying publicly that they don't oppose an embargo because they know that the Germans are going to block it So it costs them nothing They can say something for public opinion We want to do the right thing We want to punish Russia No win very well that there is zero chance whatsoever of a gas embargo because immediately Germany and Hungary announcer will block it But above all Berlin will block it So it is quite convenient for them just to kind of hide behind them But certainly Germany has a big problem It relies more on gas and other countries about 55% of all the guys that "Think they are fading. I think Ralph hasn't said after the game, which I trust and I think he's absolutely correct in what he was saying. Where he said they had one day's less rest than money united and for 45 minutes, they look leggy, second half they found their stride and second half said Anton will actually a little bit unlucky they didn't win the game. What'd you do with the Ronaldo, Jan? What would you do with Ronaldo? What do you do with a lot of the players Manchester United? I think there was quite interesting to watch the game today of the two ralphs hasn't heard Ragnar. And I think that when Ralph ragne tonight sits and analyze that game, he thinks of Ralph Haskell that he brought to Leipzig because he played his way or playing. And when he saw Southampton in this game today against Manchester United, he's I wish we play that way. I wish we had that intensity in the game. And Don was quite nice when he said was Ralph hausmann who said after the game, because he's more or less said everybody knows that mance's united won't run as back intensity like we know. And we will take advantage of that. And I think that for Ralph hasn't I know him, he's a polite guy and ragnarok, the other route has been with some kind of his mentor, but what he said about branches united that is, I mean, that is not surprising. It's scandalous. Can you imagine that an opposition manager after all Trafford, he tells them we know they can run at the back, so we take advantage of that. We just wait. This is the third game in a row. They're one nil up. Just wait till the second half, it's the same procedure as every game is Sophie, and that's what happened today again. Cut from the same cloth. And I was sending this to you before. I would certainly at the moment and Randy has not been in there long, but Ralph harten hotel overrun you at the moment all day every day. I think what he's done at Southampton being the budget and he walks back every summer and he must walk back in the dressing room and see who's left. Sure. Who's left? Who have they not sold? And what he's done there with that budget and these players to take nothing away from the guys are there. Left back from France. On law and Romeo and wad pros. Eugene was Celtic for a couple of seasons, couldn't get going in England. The intention that they play with is exactly the intensity that Manchester United need, but can't put together for more than a very small period in each game. So yeah, it's hard to get the answer but what is the answer to all these problems at the moment? I suppose you might have to be looking at leaving Ronaldo again and finding an option for that possession. No, that's clear as out of form, but it might be playing Marcus Rashford showing the medal for his piece. It may be making a decision like that. You know what I'd be suggesting, letting God come in, maybe received a little bit more prominence from him towards the end of the season. It's a difficult one. A difficult conundrum for him to fix. There are some flashes of good play, just not enough of them. Another conundrum is this. Who's going to finish fourth? Yeah. This is a very good question. I mean, I would Craig, I mean, how can we trust talk to them amazing? They have a middle name of it's so typical Tottenham kind of thing. Arsenal, you just feel that they have the young, freshness, they.

"The end of the year is often when governors flex their clemency powers typically to commute prison sentences that seem especially harsh But under the Cuomo administration prisoner advocates found themselves frustrated because such commutations were rare Now with a new governor in Albany they hope for a shift in policy A ruined vinegar palm reports In August during the waning days of his tenure as governor Andrew Cuomo briefly made news for something other than sexual harassment here's news 12 TV For he does leave office governor Cuomo tonight granting clemency to ten people For criminal justice advocates it was somewhat remarkable because it was so out of character for Andrew Cuomo This was a governor who rarely commuted sentences during his decade in power despite an earlier promise to do so I would go back to the fall of 2015 October 2015 when the governor announced a climate the initiative Ted houseman is an attorney with the legal aid society The proposal from the governor's office was for groups like legal aid to pair up with private law firms and dramatically expand the number of clemency applications submitted to the governor This exciting announcement of a new era in clemency The national association of criminal defense lawyers was also recruited The initiative convinced many in the legal community that Cuomo was embracing clemency in the same way president Obama had used his clemency powers to free nearly 2000 people But the promise fell flat Cuomo did not deliver Now as we head into the Christmas season traditionally a time when governors exercise their powers to grant clemency Advocates have reason to hope Nationally the last year has brought an increased awareness of racial disparities in the criminal justice system And New York has a new governor Kathy hochul Her spokesperson declined to say whether he would commute long prison sentences this holiday But she told WNYC quote governor hoku is committed to improving justice fairness and safety in the criminal justice system We have very high hopes that she will start granting clemencies not only for the holidays but throughout the year That's Alan roscoff who runs the Jim owl's liberal democratic club For the last ten years reformers like roscoff failed to gain traction on clemency During his first term Cuomo received an average of 670 requests for clemency each year He didn't commute a single one Nonetheless the announcement of his clemency initiative in late 2015 triggered a surge in requests in 2016 there were 5400 applications 7 times the number of the previous year Rachel barco is a professor at the NYU's school of law After the announcement then lawyers mobilized and gathered facts and information about deserving people who are in New York State prisons And prepared clemency petitions for them So the governor started receiving pretty early on very compelling petitions of people asking him for clemency A single clemency application can involve a lot of work Research and testimonials from people who can speak to the character of someone who's been incarcerated how they've changed how they've made a positive impact on society This may require multiple attorneys spending years on one particular clemency case says Jerry Gerber a partner at cleary gottlieb law firm I think each petition is probably hundreds of hours for a time Ted hausmann thought this tremendous amount of labor would result in a corresponding spike in the number of approvals by the governor You know hundreds of applications if not more why set up this whole apparatus and why have us go train and recruit a cadre of pro Bono lawyers to do these applications if not to grant a substantial or significant number of those applications But by the end of 2016 Cuomo commuted 7 sentences just four more than the year before In 2017 he issued two By the end of his time in office he issued 41 or about four year From our perspective it seemed like it was this big PR announcement And then nothing We reached out to rich as a party a spokesman for former governor Cuomo He said they were just not enough extraordinary applicants People with compelling stories of redemption to tell Barcos has clemency can present a political risk for a governor based on the possibility that someone freed might commit a crime again I mean it's one of the lowest risk things you can think of when you're thinking about cost benefit analysis But it's not zero And that has always been the problem For victims advocates the release of someone who was incarcerated before the end of their sentence can feel like an injustice This was certainly the case when Cuomo granted clemency to Judy Clark and David Gilbert The pair were given license for taking part in the brinks robbery in 1981 That robbery was committed by left wing radicals and resulted in the killing of a security guard and two police officers Ed day is a county executive of rockland county Where the episode took place At every level it is utterly disgusting that governor Cuomo a disgrace edit of himself by his own actions has the utter audacity to give rockland county a parting shot by allowing these people to work free Day is a Republican and a former NYPD officer himself And he shares something with liberal Democrats like Alan roscoff Both were deeply disappointed by Cuomo's record on clemency The program was a complete failure and people really did a lot of work with the expectation that he would keep his word Gerald Benjamin a former political science professor at SUNY new pulse says heading into the democratic primary for governor next year Kathy hoku has both a challenge and an opportunity She can demonstrate her progressive values by granting clemency But needs to be mindful of centrist Democrats and the threat from Tom swazi who is challenging her from the right She could say that mindful of this power and I'm using it but I'm using it very selectively and carefully How huckle decides to wield her power of clemency will likely be seen in the weeks ahead Arun van Gogh Paul WNYC news WNYC supporters include CNBC's the news with shepherd Smith delivering the day's stories in
