"Breonna Taylor's killing sparked restrictions on no knock warrants, but experts say those rules don't actually change much. But Josiah Bates Sunday, marks two years since Breonna Taylor's killing at the hands of Louisville, Kentucky police officers, a death that contributed along with the murders of ahmaud Arbery and George Floyd to a national outcry on racial injustice and police violence against black citizens. And because of the circumstances of her death, the situation also sparked a more specific reckoning too. On the use of no knock warrants, which allowed police to enter residences unannounced. Taylor's death was the result of a no knock warrant served at her apartment on March 13th, 2020 as part of a narcotics investigation. When officers arrived at her residence, they were shot at by her boyfriend, Kenneth walker, who believed a break in was happening, when officers returned fire, she was shot, 8 times. A grand jury declined to bring charges against any of the officers in relation to Taylor's death. One officer, Brett hankinson, was charged with wanton endangerment for recklessly shooting into Taylor's apartment and a neighbor's home as well. He was found not guilty on those charges earlier this month. A push to remove the tactic. After Taylor's death, her family and other activists campaigned to ban no knock warrants in Louisville, last spring, the city officially passed Breonna's law, which banned the use of those warrants. Some other police departments and cities have also started to move away from no knock warrants, as of February 2022. There are 27 states with some kind of restriction on the use of a no knock warrants and 22 cities that have restrictions as well. A total of four states Oregon, Connecticut, Virginia, and Florida have outright banned the use of no knock warrants. Many of these bans and restrictions came after Taylor's death. But the tactic is still a significant part of policing practices across the country. According to end all know Knox, which is part of campaign zero, a nonprofit platform for data driven solutions to end police violence, there are around 60,000 no knock and quick knock when police officers quickly make their presence known before entering, raids per year in the country. The purpose of no knock warrants is to surprise the suspects who the police are attempting to apprehend usually to stop them from getting rid of any contraband or evidence. Officers will typically also deploy devices like flash bang grenades to disorient occupants. Some experts and advocates say those tactics and the execution of such warrants make them dangerous. The truth is they are exceedingly dangerous and readily are they necessary. They create a high level of risk for everyone involved. Twenty five year old grudges and it's just like and there's no reasoning with somebody after that amount of time i mean it's just it is it just is how they are. I mean there's actually nothing that you're going to be able to possibly change their mind about it and it's sad and i really and i hate that word. I pity people like they've lost out on so much opportunity to live into into be vital. And instead like i just feel like in a dark corner like festering like rings. Get where this is what happens. And and that was but that and funnily enough it gave my mom the courage to do the same absolutely but she is but she actually ended up being divorced from my father. Before i got divorced from my ex husband was completely intrigued. I remember talking currency. Well if you have the courage to do it in a different country with two young children we know family. Because i have no no family as in my own family right now. No no foundation whatsoever there you you month's salary in my pocket and working at meant you know. "A whole lot has come to the light over the past forty, eight hours in. What we call the Briana Taylor case you know there's a part of me. That gets frustrated that we even call it the Briana Taylor case because a lot of ways. We should name it after the officers should name it after. Miles Cosgrove and bread, Hankinson and others. But we've learned a lot over the past two to three days and we're scheduled to learn a whole lot more tomorrow and what I really conclude as that this case is not over. It's it's not over just practically speaking there's a lot more to learn about it. But it's also not over from a prosecution standpoint and accountability standpoint. These officers particularly the two officers who shot and killed Brianna Taylor who were not charged. Those officers and many other people who were involved in this case from those who approve the warrant to those who falsified the warrant and everybody else up and down the chain who could be held responsible and accountable here there's a lot more work to do I I want to thank the team at vice news over the past couple of years. there have been a lot of complaints about the work conditions advice and even the low level of pay advice, and even a a culture of sexual harassment advice. And I know several people who have now just recently relatively recently started working there after all of these things came out. And you know they've said that the company is on a path to doing so much better and that's good news because we need. Credible fearless new sources involved in cases like this, and we also want them to to have a certain ethical standard and so congratulations to the team advice for the work they've been doing over the past few weeks. I I literally think they could win awards for this work. They Were the first people to get. Hours and hours of body camera footage from the scene. Now, we were always told that no police officers who were involved in the shooting of Taylor had body cameras. Now, we're literally and a lot of ways just forced to take their word for it. What we do know now though is that. Multiple officers had body cameras on when they arrived after the shooting and the team advice they have obtained and released. A good a good amount of that footage and it's Deeply insightful and incredibly problematic. We see several things in that footage including. Violations of policy. One thing we see is officer Bread Hankinson. After he has participated in the shooting violates a policy that almost every major police department in America has he then reenters the crime scene. This man was just involved in the shooting. And the Louisville Police Department has a policy that when you have fired your weapon and there's a crime scene, you're not allowed to reenter that crime scene. You are not allowed to participate in that investigation. It is a a major conflict of interest and he's not just there. He's asking people whose bullet is this WHO's bullet? Is that like he's in there we have no idea. How many times did he going there before someone had their body camera on did he change anything that we don't know what we do know is that he violated a policy that everybody in that department was aware of, and we we know this nice because officers have since been interviewed about about whether or not they're aware of this policy. But that officers there on the scene. Are telling him. You have to get out of here. And not only that you hear that in the body camera footage from multiple people saying two different officers you shouldn't be here right now. It was an obvious policy again though these men thought they were above policy. Again from how the the warrant was obtained to how they executed it. These men were were constantly. Going up against clear department policy, which shows not only frame of mind but shows just how they really saw themselves as above the law. Not, only that. We learned just yesterday that before the raid it was a no knock warrant raid where they for anybody who said they were they were not let into the home they broke into the home in the middle of the night. we now know that multiple officers raised red flags about the validity of the raid before it even happened. and. That's the right. Now one they never splits be clear. They never spoke up about this. We only know that officers were raising red flags about this raid on Brianna his apartment remember. Brianna was not a drug dealer quick quick to BS. There are no drugs in her home. Her Boyfriend Kenny was not a drug dealer and anybody who sang otherwise is lying neither Kenny nor Brianna had a criminal record. They. Committed no crimes. There was no evidence of crimes. There was no shadow of evidence of crimes there in in the apartment period point blank dot com there were no drugs there there. There was no illegal contraband or anything else in in their apartment in you know my position is even if such a thing was found in anyone's apartment, it truly does not warrant the danger that people are put in with these. No knock warrants. That's why the city of Louisville has now banned him. But we now have learned that multiple officers before the no knock raid, and after the no knock raid raise red flags about it.

Kentucky's Attorney General Daniel Cameron announced that a grand jury has returned no criminal charges against the to Louisville police officers who shot and killed Brianna Taylor Grand Jury did return a felony charge of wanton endangerment against a third officer who was outside of retailers apartment building when he fired ten shots that luckily hit no one. Cal, Perry is covering the situation for MSNBC tonight on the streets of Louisville and he will join us in a moment what happened to Brianna Taylor during the police raid of her Louisville apartment that left her dead. From police bullet. was enough to get one of the officers involved fired three months ago. It was enough to force the city of Louisville to agreed last week to pay a settlement of twelve million dollars to Brianna Taylor family for the city agrees was the wrongful death of Brianna Taylor. That is a formal legal statement by the city of Louisville. The killing Ron Taylor was wrong but was it criminal? That was the question for the jury. We don't know what evidence was presented to the grand jury. As of today, we only know that the grand jury did not find a crime in the killing of Brianna Taylor, but they did find criminal conduct at the scene by a third officer. The best description I've heard of what officer Brett Hankinson did.
