"You this hour. Metro says it plans to hold a news conference later today to address what took place when it's bored held a rare emergency meeting Sunday that was closed to the public. That's according to our news partner at NBC four. The meeting was called to discuss what was said to be safety and security matters when premature release would compromise the public safety. The meeting followed a scathing report by the Washington metro rail safety commission which said metro is deliberately ignoring safety requirements with its train operators, the board meeting follows a number of recent incidents concerning operators last July a train operator didn't know he was at the end of the line at the franconia Springfield station. In another case, an operator worked 30 consecutive days, then drove past workers one day at an excessive speed and in December a train operator did not know where he was on the rail system and then missed a red stop signal. Two men from the D.C. area are facing murder charges after a woman was shot and killed early Sunday morning in Tuscaloosa, Alabama. 21 year old Darius hairston miles of the district who played basketball for the university of Alabama basketball team is one of the suspects and 20 year old Michael Lynn Davis of Charles county. They're both charged with capital murder after a 23 year old woman was shot and killed in Tuscaloosa just before 2 a.m.. Miles played locally at Theodore Roosevelt high school and also St. Charles and Waldorf and then IMG academy, a statement from the university of Alabama says he's no longer a member of the team and has been removed from the campus Davis is not a student or affiliated with the school. Fairfax county has been trying to control what are called cut throughs through neighborhoods in some areas by not allowing turns in certain areas during rush hour, but those rules might be changing soon. The three cut through mitigation projects in mason and drainsville were designed to stop drivers from clogging up residential streets during morning and evening commutes. In those areas, drivers can't legally turn off certain major thoroughfares into neighborhoods during those times, but that also applies to residents that live there. On the 31st, fairfax county will consider some changes to those restrictions and look into shifting to a residential cut through permit program that would allow residents to drive onto those streets during all hours of the day by applying for a permit. Frank giannulli sports editor of the Arizona republic was one of many writers who tried to both sides, the question of helmets in this column from December 8th, 1955, quote the national league voted Tuesday to enforce batting helmets when men are at the plate. This could lead to the greatest session of mass nosediving in the history of baseball. Helmets are a great idea as skull insurance that give the batter a degree of safety and confidence. They also give the pitchers something to throw at. There's nothing so positive in loosening up a batter at the plate as a pitch zeroed in on his left nostril after a couple of belly flops trying to go for out of the way, a batter stands up there, shaky as Jell-O and three feet from the plate. Objectors to helmets have feared they would encourage pitchers to brush back hitters if they thought betters were fully protected. Joe adcock Milwaukee first baseman certainly is a disciple of safety. He still fondly displays a dented helmet. He credits with saving his life the day he was hit on the head in Brooklyn in 1954. I think Ricky had done some earlier helmet introduction and other people had experimented with it before it was adapted and required on a league wide level. Jacob concludes a few months later a batting helmet may have also saved the life of Don Zimmer. The Dodgers infielder who had already suffered a near fatal beaning in the minor leagues was hit in the head for a second time on June 23rd, 1956. He missed three months of the season with a concussion and fractured cheekbone, but Zimmer recovered and went on to a long career as a manager in coach over the next 50 years. And just it's one of those things that you figure how did they ever not do this? I mean, I guess everything has to be invented at some point and of course they didn't throw quite as hard in those days, but really should have had helmets probably required before 1955 people got hurt in some serious ways before that. But it was not, I think, an unreasonable caveat I think that the idea that pitchers would maybe be a little less wary of throwing in on guys if they felt they were more protected. There's something called the peltzman effect, which is, I think, specifically having to do with seat belts and cars, like if you have a seat belt, drivers will maybe be just riskier drivers because they feel more protected. So you'd like to have everyone think, okay, great, I'm safer now, but I will not actually take more risks. I'll just be safer, but people sort of subconsciously, people see the same thing with writers on bikes who have helmets, you know, might be more likely to have risky writing behavior because they figure my brains are a little less likely to get scrambled if something bad does happen here, which is sort of, I guess, but that is how the human psyche works. Well, you're welcome, Scott. And you're listening to weekend edition from NPR news. Ukrainian troops continue to try to win back Russian occupied territory. Their efforts have been successful in the northeast of the country, but Moscow aligned forces still hold large chunks in the east and the south of Ukraine, and one of the big questions is whether Ukraine can win back the southern city of her son, and Paris Jason Bobby and talk to some of the Ukrainian soldiers who are involved in that counter offensive. In a village in the hairston region that was seized by Russian forces soon after the February invasion, a woman now sells coffee and snacks to Ukrainian soldiers out of a window in her house. The front line has shifted repeatedly here, but in early October, caves forces one back hundreds of square miles of territory on the West Bank of the nipro river. Much of that territory was farmland and sparsely populated small villages like this one. Luca is a scout for an intelligence unit with Ukraine 63rd mobile infantry brigade. He says this type of combat, a counter offensive against a dug in enemy is complex. I made them. It's more difficult because they are dug in and we are moving and we are just out in the open without any cover. He says one machine gunner can cause a lot of damage to advancing infantry, Luca, along with all the Ukrainian troops we talked to is only authorized to give his first name. He says defending a position is far easier than taking it. For example, to take the position which is held by 5 people, you need 40, 50 people. You need more soldiers to fire on this position to make it possible for our troops to move forward. In the first days of October, the Russian troops on the edges of occupied Harrison quickly retreated, but they pulled back to areas fortified with land mines, trenches, and sandbagged machine gun positions. Lucas says they've even dug their tanks in to pits making them harder to hit. One of Lucas colleagues are ten says offensive maneuvers need to be well coordinated and ideally should strike with as much force as possible at the enemy's weakest position. For a successful counterattack, you need infantry. Artillery, drones, aircraft, armored vehicles. You need everything. This may help explain part of why Ukraine's progress in this part of the country has slowed. Gregory also with the 63rd brigade is from an artillery unit. He says the initial shift momentum in the fighting in this region came as a result of the arrival of western weapons. Gregory runs a team of 6 soldiers that operates a Soviet era, howitzer, the massive gun can launch artillery shells at targets up to ten miles into enemy territory. In the beginning, when we got here it was harder because after we had fire one or two shots, the Russians would respond with dozens of shells. They wouldn't worry about conserving their ammunition. But when western rocket systems, including the high Mars arrived, that allowed Ukrainians to hit Russian targets up to 50 miles away. Gregory says they focused on blowing up Russian munitions and fuel storage facilities. All of a sudden, the Russians started conserving their ammunition, he says. Oleg, a former lawyer who is now the press officer for the 63rd brigade, says these western rocket systems have made it harder for the Russians to get fuel food and ammunition to their troops on the front line. And for now it's enough just that the Russians know that the western artillery is here. We might not even use it, but because of its presence here, they need to keep their storage much farther away. The next big challenge facing the 63rd brigade and the other Ukrainian troops fighting in this region is whether they'll be able to retake the city of hair song, which is the only regional capital that the Russians have managed to seize since the February 24th invasion.
