"Earlier this week, the governors of the tri-state Area New York New Jersey, and Connecticut announced that visitors arriving from states with surging coronavirus numbers will be asked to self quarantine for fourteen days or face fines. Here's Becky. We welcome Governor Phil Murphy from New Jersey. He's. He's been watching his state open up after four long months and and governor. Thanks for being with us this morning. When you get out there, you really start to see people who were back out in restaurants again going out shopping out of beaches and parks and a just wonder as you watch this. If you worry that, we're going to see a rise in cases, and what numbers you're watching how you're measuring this to decide if we're doing this the right way first of all, it's good to be back with you and we do worry. Which is why we've been taking this in very specific. Phases in terms of reopening. Outdoors is a lot less concerning than indoors. That's not to say there aren't concerns outside, but the the concerns pale in comparison to say inside lacking ventilation sedentary close proximity. That's a bad. Those are bad characteristics for this virus. The things we look at most closely in terms of our guides are rate of transmission. If it's under one that means less than one other person is getting infected if they're in contact with someone who has got the virus. The spot positivity rate, meaning what percentage of folks getting tested are actually positive for covid nineteen, and thirdly as new hospitalizations, those are the three here and now data points. We look at a lot of data, but those are the three that matter the most we have seen things. Get a little out of control in states like Texas. Florida Arizona, even California you're starting to see some real pickups in these things and we spoke with Dr Scott. GOTTLIEB I know you're familiar with Scott and I'm well. He said that contact tracing is not being done very effectively in a state like Texas. They don't know why young people are getting it. These states are really doing. Very good contact tracing where to isolate the source of the spread. They think it's congregate settings where young people gathering because young people are the ones who are getting infected at a higher percentage, and so they've. They've identified the bars. And most of the people, apparently most of the people who are presenting sick, the young people preserving sick have identified that they've been in barbies. Lay or a lot of them when I talked to the physicians, but they don't know for sure qepared. Are you in New Jersey in terms of contact tracing? Try and figure out if there's a spike in cases where it's coming from and what? I can't. I can't speak to the specifics of Texas Scott is a great guy and has been a great adviser Jersey Guy by the way. We have we have since day? One remember none of us at any of this at the beginning, so what if you're looking for a source of comfort, folks or silver lining its testing tracing plans? Ties isolate folks who have the virus. We had none of that as a country or state three or four months ago. We now test him the top couple per capita states in the nation. With the great help of Rutgers, our flagship State University. We're adding meaningfully till the already nine hundred contractors we have. We hope to get up over two thousand within the next couple of weeks. I hope and believe that our approach will be effective. Again our numbers have gotten notwithstanding the loss of over thirteen thousand people. It's hard to believe we've lost that many in New Jersey alone. Our numbers have gotten dramatically better, so we've been able to do the contact tracing up until now at least with local and county tracers. We have nine hundred of them on the field so far so good, but we WANNA. Make sure we've got a capacity that looks like our testing capacity. Just in case and I think we all have to be prepared for this. We hope for the best, but prepare for the worst that this is going to flare up. And we need that tracing infrastructure in place. anecdotally again, it's far more concerning inside than outside. At least a New Jersey I can't speak for Texas. That's where our biggest concerns are governor.

That was the ugly calling on your cell phone. I didn't realize it at the time but it was. What my next question that I was about to ask. You is to try to so much of this. What's going on seems to be bound up? In the way people have been having these conversations with the president you another governors and other officials. Can you walk us through a little bit of a conversation with the president and his life? When you're talking about the need your state has and what he's trying to do. Yeah I won't betray private conversations but you can imagine. They're fact based their explicit The vice president is also very much involved in I. I would remind folks to distinguish between fact-based getting installments of what we versus having everything we need you know. So those are two different realities but the fact the matter is. There's no call with place that has gone unanswered. And even if we don't like the answer We get an answer. It just sense different from the way that we've seen him at these briefings everyday. I don't I I'm not saying this for any reason it's going to. It's going to come out the wrong way and I don't mean that their own way I don't watch the briefings only because I'm people have said to me. Hey have you thought do x? Because Governor Cuomo does why and I say let's Governor Cuomo has been an extraordinary partner but I I don't watch his briefings because I've up to my up to my eyeballs and stuff in New Jersey and similarly with the program now and now and now that the yeah no no no no. I watch news shows at night and I watch highlights absolutely And so no no. I'm not I'm not denying that that I that I know. They exist And that they don't have those conversations privately. Yeah just don't they have not listened. They may maybe they will happen but they have not happened. Including that's that's where we're again. I WANNA be explicit. We don't always agree we. We don't always get what we need or asked for so that I wanna be clear about that as well but they are very you know straight ahead. Fact-based conversations new spent the last couple of years ripping into him every which way. Yeah there's a lot of stuff we don't agree on but But a lot of that And some of it relates to what we're going through. We weren't prepared as a country as testing nodar. And and and we're going to need to do a nine eleven commission like postmortem on the you know where we were and where we are where we need to be But a lot of the stuff that we're not going to be agreeing. Is outside of the purview of the fact that the house is on fire right now and I need help with the fire brigade. The white hat suggested that some of the and local aid that would becoming they would make potentially contingent on reopening the state. Yeah I haven't I haven't heard that from them privately or or publicly frankly but it it it i. I don't think that's a prudent move because one states reality may be very different from another one. I'll be the happiest guy in America. Nevermind New Jersey when we open. But here's the problem with the state aid we've got expenses which are through the roof. Revenues have fallen off a cliff. And we're helping everybody from you. Lost Your job to your in the hospital to your small business. And you're going up on the rocks. And here's the reality that I. I don't know that folks really think this through right now but in particular for folks who are on the fiscal year that we're on so we're amid calendar year fiscal year in a lot of states are if we don't get state aid in big numbers. We'll have an armageddon in terms of services that we can't provide layoffs that will be widespread nothing We'll bring us no joy. Do any of that but will have no choice. We can't print money. I've got a constitutional requirement to balance the budget right and so the state. The state aid is desperately needed. He calls you up and he says hey fell. I mean going to reopen the really. Get going and you're not at that place where you're comfortable all. What do you do so far? That conversation has been respectful of the realities in New Jersey. It has not been associated with any financial aid coming at us out of Congress or or elsewhere if we're putting lives explicitly at risk. I can't hit the go button. If you're still in your old life and the finance world what. Do you think you would be your sense of what to do now. It'd be I think people look at things like for the Dow Jones going all over the place and are confused by what that means. They don't know whether their 401k's toast and so you're not a medical doctor but you did have some expertise in in the Holiday Inn Express last night. Just listen. I'M NOT GONNA give folks investment advice. I'd say this will be. It'll strike a positive note. And I and I'm not just saying this to be positive. Anybody looks at equities over multi decade periods in other words. You're not trying to buy or sell the make money quote unquote this week or today. But you're looking at what life looks like over a long stretch long period of time And you make that graph as long fused time table as possible You're gonNA find that you were smart to hold equities that's just always the case And I know that's a long term reality. I'm not suggesting I've got a good answer for you. What you do from this week to the next But we are going to get through this. Just don't know when and and so you've got to hope for the best I know this is trite and prepare for the worst. You know when a hurricane as bad as it is at God knows with paid a big price in New Jersey for things like superstorm sandy and other natural disasters but they come they go you go through a rebuilding process. You try to get folks back on their feet. This is more complicated. This is a profound moment in our history as a nation. I mean we just were not ready. You were among other things in your life planets chair the DNC on point. There's this question about the convention and whether it can happen it's already been pushed back from July to August richest living in a fantasy. The that there's going to be a political convention. That's GonNa go together and do that. It's a good question. I it was postponed. Maybe that was a good interim step. I do look at the adjacency so there aren't a lot of things with mass gatherings associated with them in the summer. That have not been postponed. Yeah I mean baseball may be played and I hope it is play. But they've talked about even baseball being played with no fans yeah Harrison down based exactly But things like the Olympics a- or an obvious one golf tournaments tennis tournaments so it does stand out a little bit in the sense that it's still I don't believe either party has The Republicans were already late. August. Is I regret. Yeah so and they say that they are gone ahead as planned the DNC sense and go this August plan. I wonder though we'll sit by the way I hope. The world suggests in the place based on the facts the science data that the that they can go ahead right. So you're in a regional contact now with The governor's the northeast Through into Rhode Island York Connecticut Riot Chits New Jersey Pennsylvania. Delaware Right. There's a midwest one there's is now a Pacific northwest one with California Oregon and Washington State these are Republicans Democrats that are part of the Midwest and the northeast when they're not democratic governors on the on the West Coast. There is it weird that it's twenty twenty and we are divided up into regions like where you guys are synthesized by region what to do with reopening the economy. It may look that way It's it's less weird up close than than you. It may appear in. Let me just say in. Why just two very quick respects number one unless in In Our case admittedly less Rhode Island and Massachusetts although I compare notes regularly with Governor Raimondo Governor Baker But mostly with New York Connecticut Pennsylvania Delaware we actually coordinated not with a formal association as with established for opening up as it were but we coordinated quite closely as we closed down as New Jersey. The dentist state in the country where the densest region in the country so it felt natural therefore it feels natural as well as we think about what we need to do to reopen. We just at basically added a formality around the. Are you scared about where things are heading? This is the new reality for who knows how long I scared is not no. I would not use that word but And by the way let's not forget that this is the United States of America. We are in so many respects. The indispensable We truly are an exceptional nation. And when we seem to be up against it forget how we got up against it. We have time and time and time again Beaten back and and found our way through to victory. Whatever that may mean and I and I'm an optimist At the end of the day for for notwithstanding the toll which is enormous takes your breath away. Multiple Wars added together multiple. Nine eleven's added together so it is daunting But I believe with all my heart we we we get through this one. I can't tell you is when I know we'll have have already had thousands and we'll have more sadly I can't tell you when we at the end of the day quote Unquote Win And and it could be a lot longer than any of us want but we will get through this. We have no choice but to fight and we will fight on period and we'll fight until we win it. Well I think everybody's trying to sort through the confusion.
