"Women from female sports Republican governor Kim Reynolds signed a bill yesterday that went into effect immediately It means student athletes in K through 12 schools and colleges in Iowa are no longer allowed to compete in sports according to their gender identity Here's Reynolds speaking during the signing ceremony It worries me that this bill is needed at all It's hard to imagine how anyone who cares about the rights of women and girls could support anything less Joining us now is grant gerlach a reporter who covers Des Moines for Iowa public radio hi grant Ice last So what else can you tell us about this law in Iowa The governor says it worries her that the bill is needed Why was it needed Why did it come about Well this has been a debate that several different states have been having When the governor signed the bill she was in the capitol rotunda yesterday and she was surrounded by this crowd of young women And she said she was doing it for them so that they don't have a spot on their team or a chance at a scholarship taken away by a transgender athlete that the governor claims would have a physical advantage But opponents say that those claims of unfair competition are exaggerated and point out that there are only a small percentage of students across the whole state who are transgender and even a smaller fraction who play sports so the way they look at it the law is a hostile law toward students who could get a lot from sports if they were allowed to participate according to their gender identity Well here's Gabby Smith a transgender girl who attends to Cora high school in decora Iowa and she spoke during a hearing on the Iowa Bill last month talking about her love for volleyball track and field and bowling If I were told I couldn't play the sports that I want to and for the gender that I identify as I would feel less about myself Like I am being forced to feel different about who I am At the same time I would be confused Because I am a girl so shouldn't I be able to play for the girls team Gary's fears have come true She can not compete in the sports that she loves How much of an impact will this have in Iowa Well that remains to be seen as I mentioned it's believed that there are only a small number of transgender athletes across the state to begin with But people who are observing this believe that in Iowa like other states that have passed these kinds of laws there's likely to be a lawsuit at some point over the validity of a law like this being in place Yeah and I wonder how similar this law in Iowa is to other laws that have been passed in Idaho Florida and Tennessee some of which are being challenged legally Right as you mentioned 11 states now that Iowa has passed a law 11 states have laws like this South Dakota just passed one last month And they're all close variations on the first law like this which was passed in Idaho in 2020 And some have slight differences when it comes to public colleges and universities and but the thing they do have in common is that they were passed in Republican led states Iowa has Republican governor Republican majorities in both chambers of the legislature and they stand in contrast to other states that are taking an inclusive approach when it comes to transgender athletes If you look at places like California.

I'm Julie Ryan I'm Barry riddles you're listening to masters and business on Bloomberg radio My extra special guest this week is Michael mobile He is the head of conciliate research at counterpoint global which is part of Morgan Stanley's buy side investment management group By the way I previously had one of your colleagues on as a guest Dennis lynch was quite fascinating He's really an interesting individual Dennis is awesome Yeah not just not only a great investor but a great a great guy And these are things that tend to get underestimated by the way is that organizational cultures are really important And he's just created an environment that I think is about a good environment for an investment organization as possible And that's very challenging to do People don't realize how hard especially during COVID and everybody remote maintaining that is really difficult I agree And I think part of it is that there are two things that I particularly admire One is there's a clear drive toward learning being a learning organization So there's a premium on people thinking and learning And so forth And second is I think he thinks a lot about trying to put people in a position to be as effective as they can be So putting people in a position to do what they do well and what they're passionate about Yeah great guy And I love that episode by the way and I think that it doesn't do a lot of those things So it's great for you No that was a lot of fun So let's talk a little bit about market efficiency One of the questions that when we were kicking around some ideas for this is have the markets gotten more efficient over the last 20 years Given the speed information moves around given the integration of technology and unofficial intelligence is the 2021 market the same market as the 2001 month I think the answer to those questions are always no that they're not the same markets and they're almost always grinding toward more efficiency I think if you did 2001 versus 1981 and go back over time And for all the reasons you decided that information is nearly cost costless to acquire and so forth Now the one thing I'll just say that and I by the way I'm very enthusiastic about systematic strategies and quantitative tools I think these are all things that even as discretionary investors we need to integrate these things in a very thoughtful way All that said that in active management the notion of judgment is not going to go away anytime soon And so and judgment as distinct from just forecasting or that kind of stuff But judgments are not going to go away And so we need so when you think about in the very short term so short term trading were systematic strategies are just going to be they're just so powerful If tomorrow is going to be a lot like today or day after tomorrow like today systematic things are going to be much better than humans and those kinds of environments But again if you look out 5 or ten or 15 years we talked before about these patterns of how industries evolve and so forth Machines have a very difficult time understanding those kinds of things And humans can be I think a little bit more thoughtful about understanding who might win who might lose for what reasons things like measuring culture and so on and so forth So yeah it's always it's always a tough game And I just don't see it's going to be getting a ton of ton easier over time So the market is becoming more efficient Let me ask that slightly differently or we quicker today to discount the future So and we briefly talked about the electric vehicle makers if we're looking at lucid and Tesla and rivian in those companies footnote a hundred years ago there were 90 different automobile companies before we were left with 5 and then three and now in the U.S. and now here we are with everybody rolling out EVs and lots of new EV companies coming out are we better able to look at this group and say oh yeah eventually everything's going to be EV and therefore these companies have value or are these closer to the meme stocks And I'm not asking for an opinion about any specific company I mean how are investors generalizing with any of these sectors but we can use EVs as an example I mean it's a great question And a few things come to mind The first thing I should mention there's a fairly recent academic paper This is within the last few months and we can maybe post it on the show notes or something to this effect And it studied about 10,000 IPOs since 1975 Wow And then it actually went and tracked the future earnings and discounted them back to a present value and said how close was the IPO price to the actual performance of the business over time And it turns out probably not shockingly is that on average it was about right but there is massive variance And there is massive skew So the answer is the market tends to get this broadly speaking but for any particular company not particularly well So that's my first comment to say I will enter all this with some degree of humility The second thing is there's a concept when we talk about this the book as well but it's very well known concept of reflexivity So we tend to think about fundamentals and price action as two separate things right So people always draw the prices of thing that's squiggling all over the place and fundamentals as things sort of plods along And so prices are chasing around What George Soros and many others have talked about in the concept of reflectivity these two things feed back to.

As the biden administration the democratic congress and the country as a whole trying to claw our way out of an unprecedented national crises the republican party coast to coast has found its mission for the year. Twenty twenty one make it harder for americans to vote right now. We're on track to see the largest rescue bill. In recent memory signed into law by president biden. This week we would provide direct relief to americans billions for vaccination programs money to reopen schools. Keep restaurants open and not a single republican either house or the senate has voted for it instead after losing the popular vote in seven of the last eight presidential elections going all the way back to nineteen ninety. Two republicans are laser focused on restricting. Voting accents brennan centers tracking all the bills aimed at restricting access to the polls list includes two hundred fifty three bills introduced pre filed carryover this year in forty three states in georgia of course already notorious for having absurdly long lines to vote with residents waiting up to eleven hours to cast their ballots fall. Republican governor brian camp has waged a long battle to make the voting process. More difficult in his previous. Role is georgia's secretary state. He oversaw the closing polling places in the purging of hundreds of thousands of registered voters polls. Thanks in part to the efforts to stacey abrams and other activists on the ground registering hundreds of thousands of new voters. Turn out in two thousand and twenty in georgia in the election was unbelievably high smashing records. And of course also helping to repel joe biden. The white house georgia's election last november was also just about the most scrutinized and scrutinize audited of any state in the nation. Remember this they counted the votes three times in that state. they did a hand recount of five million ballots. There is zero doubt whatsoever. The results in georgia were accurate and more georgians than ever before me. Their voices heard so what did state republicans do just yesterday. The state senate passed a bill limiting. No excuse absentee voting which is one point three million georgians including four hundred and fifty thousand. Republicans voted in two thousand and twenty just last week. Republicans at the state house passed a sweeping piece of legislation cutting weekend days from early voting restricting. The use of drop boxes adding new requirements for absentee voting restricting. The amount of time election officials have to send out mail ballots and voters have to return them and prohibiting the distribution of food and water to voters waiting. Mine fact making it a misdemeanor handing out food or drink to waiting in the longest lines in the country. That's all because there are any actual problems with the administration of elections in georgia. It's because the republicans lost it's because they lost and they think these things will make it easier for them to win next time but keep in mind. This is not just happening in georgia which is of course the center of a lot of attention as swing state with the closest election last cycle. Take a look at how crazy things are in iowa not a state where republicans disappointing results last year. Okay in fact i will. Republicans did great in twenty twenty flipped to house. Seats held onto a third. And you know what loads of islands voted breaking the all time general election turnout record and they had pretty expansive voter. Access including early voting absentee voting and same day registration and in. I woke him up again. All of that. Work in republicans favor. Donald trump carried the state joni ernst reelected. They've flipped to houses. So what is the problem. Well the problem is at the. Republican party is radicalizing against democracy almost as a guiding principle. They fear voter access. They want to shut it down. They are using the cover of the big lie. The wildly insidious and poisonous lie. The election was stolen propagated by the former president and his party and written media to just make it harder to vote and not only harder for specifically disfavored groups like african americans are democrats. Were generally although these measures will disproportionately hurt them. It's major part of all this but also just horrid vote and get all like as a kind of ideological fixation. There are a lot of weight. Republicans i will. Who will have a hard time voting. Thanks the measure signed into law today by republican governor kim reynolds new law cuts the states early voting period down by nine days. It tightens the timeline. For when absentee ballots must be received. In order to be counted it strips county auditors of much of their discretion and running elections including establishing satellite in-person early voting sites which are useful and mailing absentee ballot request forms voters. Who didn't specifically asked for one. It limits who can return. Voters absentee ballot. And get this. It closes the polls at our earlier on election day. Just think about that so it would that for a second. What conceivable argument is there to close the polls in our earlier like the fraudsters show up in the last hour of the day to do their fraud. I'm hearing not only out of Harrisburg, but I was kind of inspired by something. Oddly, we heard coming out of Iowa. I'm kind of hoping our legislature might take a page out of what came out of Des Moines over the weekend. Are you familiar with what I'm talking about? No, I don't usually don't follow the morning news, but I'm glad to know you. I know you wouldn't. But I suspect you'll care about this. Governor Kim Reynolds signed a requirement Friday morning for Iowa schools to give parents the option to send their Children to school five days a week. Requirement will go into effect. February 15th. I was public schools and accredited private schools currently after offer a mixture of in person and virtual instruction two weeks to make the transition. Many schools already offer in person, but some do not. Due to continue community spread of the virus. The bill passed the Senate 29 18 Thursday passed the house 59 39 on it goes anyway. Republicans. Both chambers moved the in person learning bills through the committee. But parents are upset parents want their kids back in class. The new law will not prevent schools from continuing to offer hybrid options or a fairly fully virtual option for parents requested. However, some school districts that are currently instructing partly in person and partly online expect to drop that hybrid option once the law Goes into effect. The law will require school district's to give parents at least five days to decide which option to select for their Children. Haram Jennifer Stefano. Say you know what? So if they want an in person experience, then they can go to the schools that are offering in person and locks are and if they want, I bred they can send their money to the schools that are offering hybrids, and if they want to fully virtual, they can send their money there. And those guidelines are largely determined by county health departments and county health departments were using their own kind of day like there's just no uniformity of standard at all. As these kids are Trying to make their way back to school. It's not, but that's the point. I don't want to think about all the control bureaucrats ABS, but elected bureaucrats are determining the fate of our Children. That's not racist. We shouldn't be mad that there's a lack of uniformity. In fact, I don't want that because bureaucrats just make it heavy handed. And they always punish the people that follow the rules rather than the whole breakers, right. Like when somebody does something wrong all the sudden society along No. What I would argue is this is ludicrous. You're on bended knee with your Children at the mercy of the nameless, faceless bureaucrats or there is the county government or state government of the federal government who knows half the time..

How different hospitals battle the pandemic to save lives

"Thanksgiving holiday arrives during an escalating calamity. More than one million people are testing positive for Corona virus every week. Now that is a high enough number that there is a good chance that some of your family friends or co workers. Among them. It's certainly been true for me these last several weeks if you want to identify and especially hard hit state, just throw a dart at a map because the odds are that any state you hit will qualify. This morning we visit three. Sebastian Martinez Valdivia is a K B A. And Missouri Blake farmer is with WPL and in Nashville, Tennessee, and Bram Sable Smith. Is with Wisconsin public radio. Welcome to all of you. Good morning. Thank you. Morning, and Bram. How widespread is this surge in Wisconsin, where you are? It's quite widespread, you know, by September, public health experts were really sounding the alarm about the rise. In cases we're seeing in the state initially were seen surges and cities where the university started located, but very quickly. The virus is rampant in communities. All over Wisconsin. As you know, Steve cases they're just the beginning of a covert search. So our hospital started filling up quickly. And maybe most concerned involves our death. Worried. We reported the record 104 deaths yesterday. We're losing about 52 people every day, on average and over 3000 people. Wisconsin have died of covered 19 so far, and I should also note we are seeing a slight downturn. Our cases are slightly our cases are dropping ever so slightly, But we're still very much at the top of the mountain and Steve the death rates very similar here in Tennessee. But cases are still climbing often more than 4000 Day. And As we found throughout this pandemic destined to lag those big spikes in new cases by a couple of weeks, So Tennessee's bracing for what could be to come because so far they're just has no sign existing of cases, letting up. Blake, over here in neighboring Missouri were in a similar ballpark in terms of new cases on deaths. But the really troubling trend has been in hospitalizations, which are high and continuing to rise on. Hospitals are really struggling with capacity and a lot of parts of the state. Well, let's talk a little bit more about hospitals or doing in Missouri, then Yeah, well, one of the big problems is a lot of the smaller rural hospitals that traditionally transfer patients toe urban and metro areas for intensive care are really struggling to find beds because those larger hospitals are already full. S O. For example, Cocks Health, which is in Springfield, the third biggest city here in Missouri, has expanded its hospital capacity multiple times over the past nine months, but it's still had to turn people away. Steve Edwards is the CEO there. So we will have added 147 bed capacity, which is probably bigger than the Average hospital state, Missouri, he says the hospital keeps hitting what it would have considered a worst case scenario every couple of weeks. But adding rooms isn't really the half of it the biggest challenge, according to Edward to staffing, so training staff to care for covert patients, and then the draining work of actually caring for them. So that's the crisis in Missouri, Bram Sable Smith, Let's go back to Wisconsin Howard doctors trying to keep up where you are. You know, October the state we converted our state fairgrounds into what's called an alternative care facility to handle the excess capacity. We have so about 89% of the hospital beds available in the entire state for being occupied right now, in some regions, that's higher. At the alternative care facility. There's only nine patients right now, though. That's in part because it's voluntary to go there. It's also because it's where patients will go to recover kind of after they've cleared a hurdle in their covert treatment. The idea behind that is To free up resource is inside the hospitals to treat on influx of patients. Researchers like ICU beds that are in very short supply here and brand that the corps of Engineers build alternative care sites here in Tennessee is well, but increasingly, there's a concern about having the staff to open them. And a big reason for that is that so many nurses and doctors air out themselves with Kovar 19 or because they have to quarantine Well, Blake. What are hospitals in Tennessee, saying about that? Well, they're really starting to sound the alarm. In a way we haven't heard for a long time. Hospital administrators have wanted to make sure people knew that they would be able to handle the usual patients along with covert, and that's just less. So now. Dr Katrina Green works in an HCIA emergency room here in Nashville. We're worried about what the delays and care will mean for our patients, and I am personally terrified in my hospital. Being full could result in someone dying in the waiting room. The situation has become particularly severe in parts of Texas as well like El Paso and love IQ. For now that they're able to transport covert patients to other parts of the state. But there's going to be a time likely when those hospitals air capacity to You know, I spent some time last week and one of the five covert units at the University Hospital here in Madison, Wisconsin, where I live. I spoke to Mary Lowe. She's a nursing assistant in the unit. She's been there since the pandemic began. This has been going on for a long time. And right now it doesn't feel like there's an end in sight. Even though there will be a time it doesn't necessarily feel like that right now. You know that unit as 28 beds and they've been consistently full and she says, it's it's exhausting and remember, the whole reason for shutdowns early on, was to prevent hospitals from being overrun will now in a lot of these states like ours, Those restrictions are long gone, and hospitals are now nearing the edge of that cliff. But political leaders are really finding it hard to go backward after lifting restrictions, months, Okay, granted, that's granted. That's true. But suggestion haven't some political leaders at least faced pressure to approve more safety measures. Yeah, There's definitely been pressure here in Missouri. The State Hospital Association actually sent a letter last week to a Republican governor Mike Parson, urging him to kind of issue one of those statewide mass mandate, saying the Wolf is at the door. But like a lot of Republican governors, he's rejected that call just to the north of us, though. In Iowa, the story's a little different. So Governor Kim Reynolds, there, also a Republican, was initially against the mask mandate, and she even said that city's couldn't issue their own mandates back in the summer, But she recently reversed course. I would have seen one of the biggest surges in cases and hospitalizations in the country per capita. I will has roughly half the population of misery, but it's almost in the same ballpark in terms of new cases. S O earlier this month, Reynolds did end up issuing a statewide mass mandate as well as some restrictions on public and private gatherings, with exceptions for some businesses and religious services.
