Late-winter storm pummels Northeast with heavy, wet snow

The national weather service says the storm could last into Wednesday for areas such as New England, upstate New York, northeastern Pennsylvania, and northern New Jersey, dumping heavy wet snow and unleashing strong winds, meteorologist Andrew Orson. New York eyes nixed COVID-19 vaccine rule for health workers
"In New York like in other states around the country, the debate continues over mandatory COVID vaccines for healthcare workers. The New York State Department of Health says it's exploring its options after a state Supreme Court judge struck down a mandate requiring healthcare workers to be vaccinated against COVID. The judge ruled that democratic governor Kathy hochul and the health department overstepped their authority by mandating a vaccine that's not included in state public health law. The mandate is null void and of no effect the judge said in siding with medical professionals for informed consent, a group of medical workers impacted by the vaccination mandate that brought the suit the health department says the requirement is a critical public health tool. New York OKs human composting law; 6th state in US to do so
"New York becomes the 6th state in the nation to legalize human composting, technically known as natural organic reduction. Democratic governor Kathy hochul signed legislation on the last day of the year to allow human composting, which is considered an environmentally conscious method of burial, the body is placed in a reusable vessel along with plant material, such as wood chips, alfalfa and straw. The organic mix breaks the body down in about a month, the end result a cubic yard of nutrient dense soil or about 36 bags of it. The New York State Catholic conference calls it inappropriate and says human bodies are not household waste. Washington state Colorado Oregon, Vermont and California also allow human composting. ", the mega blizzard that literally buried Erie county, New York in about four feet of snow has largely paralyzed the region. Governor Kathy hochul calls it a crisis of epic proportions. The death toll is up to 27 and days later there is still a state of emergency. County executive Mark polar cars does not want people on the road. Conditions are bad. Main roads may be open, but they are for emergency travel only. Unfortunately, we still have a lot of travel of individuals who do not appear to be doing anything other than joy riding or going to a friend's house. They are not emergency personnel. In fact, they're still snow falling and parts of the area could get another 9 inches through tomorrow. New York Times reporter Michael Reagan is there and joined us earlier. This is the worst storm that I've personally ever seen. Everything that you're seeing, those images, those videos are happening across the city. I've been marginally pinned down in an area of the northern section of the city and just to get off my streets about and reporting. I'm unable to access a vehicle or any kind of public transportation. So I'm on foot. And people are struggling out there. Having said that there's a real dichotomy as to who's struggling. I mean, some people are stocked up and their powers working just fine. And then there's many others who have lost power and they're struggling to find food to find baby formula and milk for their infants and even to seek medical care. Well, it's interesting because I saw that some of those folks are actually on social pleading for donations like food and diaper donations, but how do they even get the Michael? That's right. In some cases, they don't, in some cases they have to resort to their own devices. I've seen people on ATVs and snowmobiles, either delivering supplies, or carrying people out of their homes. I've seen many of the supermarkets are actually closed in the region at this point in time in part because the employees can't get there. Many of the roads, especially in the city, are still clogged with two to four feet of snow in some cases, even the main roads. And maybe you only have a single lane cloud. So people can't get through and people can't get around, and they're using whatever they can to do so. You're seeing a few corner stores and bodega like operations, just now opening in the last 24 hours or so. There could be another 9 inches falling on parts of the region. What's the expectation on trying to get? I mean, not normalcy, but roads cleared. People to hospitals. I don't think there is an expectation at this point. Everyone keeps hoping that at this day will be the day when every new day is a day that may be the rose will get closed. But at this point, it doesn't seem like there's an end in sight. You do see emergency vehicles out on the road. You do see National Guard. I have seen crews of S.W.A.T. and scuba teams from both buffalo in the nearby city of Rochester out rescuing people carrying them out of their homes. But at this point, everyone's just hoping that this will end soon and at the very least the stores and the roads will be open so they can seek either medical care or to acquire more supplies. I just want to reiterate looks like NBC News has called the race for governor Kathy hochul being the first woman elected in New York and congressman zeldin not pulling out a victory there. If I sound somber and depressed, relish in it because I'm upset. I wanted him to win. But we do continue to show here and we do have a conversation with Jessica Anderson from heritage action, which is the heritage foundation's political action committee, and we're going to learn more about that and get her reaction on some of the key races tonight. Jessica, welcome. Hi, great to be here. Thanks for having me. Yeah, my pleasure. Thank you for joining us. So first, let's talk about heritage pact. Tell us a little bit about what you guys focus on. Here at Jackson is a grassroots organization with activists that are part of our network from coast to coast and we work on advancing conservative public policy, both at the state level with governors and state lawmakers, school boards, city councils, and then also at the federal level, working with members of Congress and the United States Senate and our hope is that the conservative public policy agenda, securing the border, cutting inflation, restoring American energy, actually empowering parents, but all of that is ingratiated into the policies that these elected officials, whether at the state or the federal level that they actually tackle. So that's what we do. And that's why elections like tonight are really so important to our work going forward. Yeah, to quote a former president, the elections have consequences, right? And tonight, I think we're seeing that. Tell me, what are you really happy about tonight? What are some of the races that I went in the direction that you were hoping they'd go in? Well, so far what we know is a great night for conservative governor. Those governors that ran and have governed on freedom, how they let the science dictate how they manage the COVID pandemic that they kept schools open, that they allowed businesses to remain open and to thrive. Those are the governors that brought home big wins tonight. I'm talking, of course, about governor Ron DeSantis of Florida, talking about governor stitt, a Oklahoma, governor Kemp, of Georgia, Abbott of Texas, gnome South Dakota, New Hampshire, Reynolds, Iowa, and now newly elected Sarah has to be centers of Arkansas. And so, you know, that list of governors that went up, by the way, against real strongholds and certainly nationalized democratic leaders Charlie Crist in Florida, obviously beta reward and Texas, safety Abrams, Georgia, basically the last put what they consider their best team forward to topple some of these Republican governors on the basis of how they handled COVID and that was flat out rejected. And so I am over the moon that so many Republican governors are reelected and then you've got someone like Sarah Huckabee Sanders now governor elect for a great state like Arkansas and I think this is just such a great testament to smart policies at the state level winning the night with voters. Outstanding, I agree. And you brought up a bunch of races of incumbent governors and I thought that was terrific. There's a race that still has yet to be decided and they had some drama earlier with voting machines and that was in Maricopa County in Arizona. The race for the Carrie Lake versus Secretary of State Katie Hobbs. And I'm looking and I saw I just saw a quick glimpse on the screen next to me of the kind of county by county and it seemed like the polls that were out saying that she had an 11 point lead. It seems to be what the numbers are trickling in as her being up by 11 points. What are your thoughts on that race? I don't know much about it other than what I've seen in the media reports. And it seems like there's a lot of enthusiasm there, but something tells me you know a little more than I do. Well, Kerry Lake has ran a fantastic race for governor. And I do think that we are probably at least an hour plus away from knowing that obviously Arizona on the West Coast polls just closed a few hours ago. And they've had a significant problem in the later part of the day around the voting tabulation machines in Maricopa County, Kerry Lake, like masters who's ready for Senate. We can talk about that too. The RNC, they all did the right thing. They saw the fraud. They immediately spotted it. They sued Maricopa County, and they sought to keep the polls open longer. So that's exactly how you need to handle fraud, right? Or to potential fraud. You see something say something, take immediate action and they did that. And I think that sort of swift activity from Kerry is indicative of how she would govern such an important and great state like Arizona. She would be decisive. And so I think I still think we're going to have a great night for Carrie Lake. I think Blake masters has the chance to unseat Mark Kelly in the Senate and the enthusiasm. I mean, I've been in Arizona multiple times throughout the year. The enthusiasm on the ground is overwhelming. Voters that are either Republican or independents, they all are so desperate for a change, and so I think it's too early to tell. Obviously, it's almost midnight on the east coast. There are a couple of hours behind us. And so we're going to have to stay up late for this one. Yeah, I do it every night. I'm glad you're here joining me tonight. "Had a debate between the God willing incoming governor of New York, my buddy Lee zeldin and the current anointed non elected governor Kathy hochul, who was asked about COVID lockdowns. Her answer, shocking, play cut. You've been an election denier, a climate change denier. You and Donald Trump were the masterful COVID deniers. We are dealing with a real crisis. "It's morning edition on doubly NYC on Michael hill, a prosecutor who helped to put travail Coleman behind bars for murder is asking governor Kathy hochul to let him go home. Coleman has spent more than a decade behind bars for shooting and killing someone as a teenager as WNYC Samantha max reports, the case could become a litmus test for governor hochul, who has pledged to reform the state's clemency process. No one would have known that trevell Coleman shot John henkel. By the time first responders found the victim bleeding to death on the corner of one 14th street in Park Avenue, the 18 year old had already sped off on his bike. Nearly two decades went by. The attorney working to get Coleman released, Steve zeidman, says the police never suspected him. It was a cold case, dormant, gathering dust, he was not a suspect he was never a suspect. But Coleman's mind frequently flashed back to that moment just after 1 a.m. on October 19th, 1993. He had dropped out of college and was living in east Harlem, trying to make it as a rapper and selling drugs to get by. He bought a pistol. That night, Coleman tried to rob a man standing alone beneath the elevated train tracks. When the man resisted, Cohen fired three shots and fled, he didn't know if the man had lived or died. For a while, Cohen tried to put it out of his mind. His rap career took off and he signed a $350,000 contract with bad boy entertainment. He and diddy even appeared in music videos together. For years, he struggled with addiction, cycling in and out of court and jail for dozens of nonviolent charges, mostly related to drugs. Then in 2010, Coleman walked into a police precinct in east Harlem. He told detectives everything he could remember about the shooting. "On WNYC I'm Michael hill Governor Kathy hochul in New York lawmakers can not quite seal the deal on a final state budget agreement even though the state's fiscal year started 5 days ago lawmakers are frustrated with the governor inserting some major policy issues into budget talks that have little to do with the state's finances but the governor and legislative leaders suggest a deal is close and they can strike one within a day or two Joining us now to discuss all of this is WNYC's Albany reporter John Campbell who's been covering the negotiation John thanks for joining us this morning Thanks for having me Throw on tell us what's the big hold up Well really there's no shortage of things that could be holding up a deal here There's the issue of New York City casinos and how much local lawmakers should be able to control the sighting process There's discussion over how quickly to ban new oil and natural gas hookups and buildings but when you talk to lawmakers there really are three big issues that seem to be getting most of the attention Here's Staten Island senator Diane savino It's bale It's buffalo It's booze to go The three B's she's talking about bail reform a new stadium for the Buffalo Bills and she's talking about a push to allow restaurants to serve cocktails with takeout orders all three of those things represent major priorities for governor hochul And with the first two she dropped him into budget talks really late in the game which seems to be complicating things for bail the governor wants to make changes to the state's 2019 bail reforms in which they made it and she wants to make it easier for judges to order bail for repeat offenders for the bills governor holcomb wants to spend $600 million in state money to help build the team her hometown team by the way a new stadium And the governor is behind a push to make cocktails to go permanent after it was quite popular during the early days of the COVID pandemic Some lawmakers have not been on board with any of those proposals actually but all indications seem to be that they're heading towards some sort of compromise even if they haven't been able to seal the deal yet Now New York's budget process has long been criticized for a lack of transparency What are you seeing this time around Yeah you're right And for years the old Albany joke was the budget is negotiated by three men in a room only really wasn't much of a joke at all All the big decisions were made by the governor the Senate leader or the assembly speaker now that's still the case only it's no longer three men in a room right now they're all Democrats you've got governor hochul You've got Andrea Stewart cousins the Senate majority leader And you've got Carl hasty the assembly speaker and the lack of transparency transparency that's still very much a thing All the negotiations have been happening in private The governor herself went about ten days without speaking to the capitol press corps until she spoke to us yesterday and a reporter asked her why the process has been so secretive.

"I mean, who would have thought with the supply chain challenges and things not getting products not came to market in time because and also getting more trucks off the road. So this is ingenious, but also I don't know the cost stick because we've just launched our study. We have three major options, and they differ greatly in cost. One is going to be heavy rail. One is light rail. And one is bus rapid transit. So within that, but I think it's going to be, I don't want to throw out a number, then we say, probably of at least a zero or two. Yeah, I really thought about this. And I looked at estimates. But I just don't know which is going to be the best recommendation. But it's not going to be anywhere near some of the other major projects that we're talking about. And we will be able to fund that with setting aside funding now as well as making it part of our capital brand. It's going to take a number of years. Despite my best efforts because we have a lot of studies to do. But having an existing all the existing right aways right now saves an enormous amount of time. That is usually where you lose could be decades when there's opposition and concern and we're going to get that right, but that line is there. In my judgment it's ready to go. We have already started the study, already underway within days of me announcing it. So we're ready to go with that. But we'll be analyzing the numbers. It's not going to be, I'll say it's not going to be $20 billion. It's going to be less than that. It might be even less than I'm not going to guess. I'm not playing this game, but actually I want to play in the game wasn't I? But the three major options. And it just really comes down to which one is the best. And there's a major cost differential between bus rapid transit and heavy ramp. And since you already have $60 billion of products already in the multiple capital plans, it's certainly we need to prioritize and get the right ones moving. Other questions, I think I talked to shari on the way and the governor shari Hyman, thank you for being here. This has been terrific. I have a question on environment and alternative energy sources, which I'm very excited to see, I think many of us in this room, the focus on moving full steam ahead to get to these alternative sources, the question I have is given that we don't know fully the capacity that wind energy is going to be able to provide and what some of the detriments may be to establishing these massive wind farms offshore has there been any thought given to piloting the programs before moving fully ahead with the complete rollout. And we are very much diversifying in that space because I can not count on offshore wind off the shores of the coast of Long Island, which hasn't even built yet. We're still and I was at the manufacturing facility where we're making the bases and the part of the turbines in Albany..

"I was just in Albany announcing our desire to have the national semiconductor technology center there. I mentioned to the president. I'll mention to him again today when I'm with him. That should be here to be a hub that has spin off industries that are going to be transformative. So being smart about diversifying, but also letting the people know that I think for a long time in the city and I'm not going to say anything more than that. In this city, I think a lot of people of successful people, high net worth individuals didn't feel welcome in their own city. They had this sense that their success was being denigrated that they weren't welcome there. These are not just people creating jobs. They're also the ones that are supporting our arts, our cultures, our philanthropies, and I can't have them doing that in Miami because that is going to hurt us as well. That's the argument I'm making to other people. We can not drive them away because they're supporting programs that help the homeless and helping with job training programs for underserved kids. All the things we care about, we have to make sure that they feel that yes. We're happy for your success. We're glad you're in New York. And I can do that. I am constantly doing that with the mayor. We just talked about this yesterday how the two of us are going to be out there promoting the city like no one has ever seen before. And we're going to have fun in the process. If you are going to want to be part of that. So that's not a written down budget strategy. But I know it's one that has been missing and it's going to work, as well as making sure we address I'm not raising taxes, by the way. So I just not raising taxes. That's not really Jasmine. Because we have enough to work with to meet the needs. And that's what I'm going to do. I'm going to work on working with the legislature to understand. We have enough to meet the needs. Let's prioritize them, no long-term recurring costs. We can't pay for it, and we're going to get through this. So I'm looking forward to the opportunity to really work with them. Roll our sleeves up and we're going to get this job and also the city and the state have to come back. I don't just talk about the city, the whole state has its unique needs and I'm focused on the various sectors that we can promote in different parts of our states. So that's what a lot of my time has been on the economy, the rest of the state as well. As an aside, but not really an aside. You're working with the mayor and your collaboration is refreshing important. I'm sure everyone in this room urges you to keep it going. And it not only that it's a signal and restoring faith in government, which is really necessary. So thank you for that. Moving on to other priorities, the MTA, I think I saw jano earlier. How crucial is the MTA? Let's talk about the operating budget, which doesn't get talked about enough. Thankfully, to our congressional delegation, we have enough money to kind of paper over what is a 2.5 structural billion structural gap in operating budget over the next few years. Now, CBC identified $2.9 billion of operating budget savings, but if we don't get those savings, we're going to be on the path to or on the track to tax increases or fair increases or service hikes. What can we do to work with labor and perhaps your leadership to work with labor to actually change how the MTA operates so we can be fiscally sustainable when that federal money runs out? Excellent question. And first of all, you mentioned Janet leiber. He is no longer acting CEO and chairman. He is now the permanent because.

"We are very fortunate to get what we did out of them. And it was an extraordinary amount of money. That's going to help fund schools, healthcare, the environment, a lot of programs in the next few years. But it's going to dry up. It's going to dry up. So we can get this done. I really believe that and that money set aside, again, that comes back to my local government experience where we had to have 15% reserves every year. That was my set aside 15% because I don't know what's going to happen with the stock market. I don't know what's going to happen. It's remote work and some of the other challenges and people, some people making a wrong decision that are going to regret by leaving our state will get them back. They're going to miss the greatest comeback in our history and I'm telling everybody that we'll welcome you back. So and again, I don't know if it's going to be another variant. We're all set to start talking about reducing some of the restrictions. With this New York City, we had about a 1% infection rate throughout the fall. November 26th, we had our it was first declared a variant overseas named by the World Health Organization and all of a sudden I think it was December 3rd, we had our first case here in New York, and we were crushed. 23% infection rate, three and a half weeks ago. Now we're down to about four or 5%. So I don't think it's going to happen, but we have to be ready for that. Hundred.

"$400 million, largest infusion ever into our environmental protection fund, as well as I'm going to need your help, getting this over the finish line, a $4 billion environmental bond that will allow us to make the investments in critical environmental infrastructure to build resiliency. I also address child care $1.4 billion to allow 400,000 more children to have the security of child care because we know there's a reason a lot of people are in fact to work. That is the moms are tending to take care of kids. I know this. I had to give up my job as an attorney for senator moynihan because I had no one to watch my kids, so this hit me personally. So women are still dealing with that. And that's why you're not seeing all these buildings filled downtown. Not enough child care. Also, our education system, making sure that we elevate everything from K through 12, but also I'm reimagining our Sunni system and the cuny system. There is untapped potential to make this be a premier institution. We've not met that excelsius that excellence that I believe that we're capable of and I'm leaning hard into that. So you think about the issues I'm talking about now and there are many more addressing the needs of small businesses are renters, housing. I'm addressing those already my budget. So the legislature has already been complimentary of the fact that I've heard this every time I talk to legislator daily. We were so happy we don't have to go to war over this. We don't have to fight. They're happy with where we are. And I also was smart enough with my team to set aside a significant amount of money of our one time pandemic dollars to help them help me decide how to spend it. So there's plenty to go around, but the bottom line is, we are funding everything we're talking about for the next 5 years. I don't want to have recurring expenses. That we're going to all of a sudden and I hope to be around a long time. I don't want to be having to deal with this in another decade or however long it happens. I also know I have to leave the next generation of leaders a fiscally sound document to be the blueprint going forward. So we've accomplished that. And I will work with the legislature a very collaborative. It's a different game in Albany. People are feeling that different relationship with the city of New York. So the competitive nature of the budget process, I've done this before. I know what I'm doing. And so I feel comfortable in that, but also I have a lot of respect for the legislators and the voices they bring to the process. So I believe at the end of the day, we're going to end up with a very healthy again fiscally responsible budget that will meet the needs of today because the needs are extraordinary still. A lot of people are still hurting as a result of the pandemic. That's certainly true and the list of needs and the activities in your budget is sometimes dizzying to keep. I mean, as we counted in depending how you put it in buckets around $6 billion into relief recovery, economic development programs, which doesn't include some of that child care and other investments you've done on the recurring long basis, $2 billion for homeowner tax rebate..

It does seem like they're fairly confident that something must they will be able to pull off not only because i and plans for it but because like she mentioned today she does have this point on extremely strong network of local leaders state leaders national leaders and i think that they're probably a lot of people offering to help and i don't think that that's something that she or her staff would be turning out of point.
