"And I hope the Supreme Court will allow me to move forward on that the simple declaration of an emergency might have a rhetorical impact. But it doesn't give us any additional real authority to actually impact anything in my state so The Twenty eight tribes when you speak of the indigenous community I worked very closely with the twenty eight tribes. All of them are in support of my efforts including the things I talked about on the ORCA. Recovery Matter All of them are in support of my climate change actions the indigenous communities that I that I work with are the sovereign tribes. We have twenty eight sovereign governments that I work with. They're all very much in league with what I'm doing. Because they understand that as the salmon goes so go we and water temperature is important because the water temperatures. Here's now are so hot. That salmon literally can't survive in them. So I think I can legitimately saying I'm saying I'm doing what we should do. Everything that I can under my illegal Opportunities now there have been some people here who have asked me to do things that are illegal And I can understand that urge but those those things ultimately are not productive because the court can can stop that and I don't believe adopting the Trumpian approach of doing things that are illegal is ultimately good for this effort. So I think we're doing the right thing and I'm GonNa continue on that course. Yeah I would. I think thanks to actions that you've taken in your attorney general's taken and I think he's like Oh for fifty or sixty or we beat him. We've beat him twenty either twenty one or twenty three times in a row now and so I think the course we have which is which is to be as assertive as we can under the law as it now exists now. I'm trying to change that lawn. Many many different ways My my state by the way has done some great work but we have not done enough We need to have a more assertive way to reduce carbon emissions from our transportation sector. He is the real bugaboo in our state. So I'm pursuing a low carbon fuel standard that will insist oil and gas companies. Give us cleaner fuels with less us. Carbon pollution associated with him. And I tried to. I could not get through my legislature last year. I will try again this year. I need a couple more votes to do that. We also need a zero Automobile Standard so that the auto industry gives us more zero polluting essentially electric cars. So we have more work to do in my state There's really no place in the world today. That's doing all the things we have to do. And so I can tell people from Washington we've done as much more probably than any state in the country but we still have to do more and that's just a recognition of scientific reality so one final final question before we wrap up. How far should the President United States go to try to address the climate crisis in twenty twenty one absent The ability to move. Thanks through Congress us well. The president can do a ton through executive order under existing statutory ability I believe the president has the ability he to move dramatically to increase The acquisition and usage of electric vehicles I think dramatic things can be done done through executive order to reduce carbon pollution in the transportation sector. I think dramatic things can be done to eliminate the use of coal dramatic. Things can be done through efficiency and our appliances and the like so there is a huge amount. The president can do through existing statutory authority using executive authority properly Utilized now trump has abused that in the opposite direction. And fortunately he's been so grossly incompetent and idiotic. I mean his administration really cannot run a two car funeral and as a result we basically have been able to stop him for the vast majority of things he's trying to do but for a president who can tie their shoelaces says we can do a whole bunch through executive authority and I would encourage presidents to use everything in their toolbox to do that because we just don't have have that much time The science is indicated that this is going so much faster than we predicted. You look at like some of the melting. That's that's occurring in the Arctic and Greenland is much much earlier things that we were predicted to happen in twenty forty or now happening today. Okay and so. This is something that demands urgency. Now there's some things that we'd have to get congressional approval through. It's one of the reasons I think we need to eliminate the filibuster filibuster so that if we do get a majority of people who want to act in climate we can actually do something and I hope. I hope the Senate will see the wisdom of doing that so pedal to the metal. The science demands it and our grandchildren deserve it. "WanNA feel productive and this is there's no greater argument for job creation than this then in this field clean energy jobs today are are growing twice as fast as the US economy Jobs in solar stew your way way past those was in the coal industry and the thing. That's beautiful about this is that is that there's something for clean energy in every part of the country it it sort of. You can't go to any state where there isn't not some dramatically increasing jobs in Iowa. The winters are sprouting length of corn in Nevada. Yeah I was just there the other day we're mgm going one hundred percent solar. I went to the Cooper or copper mountain photovoltaic plant where the w union members did it great work building. These massive solar plants in Moses Lake Washington were building carbon-fiber that goes into electric cars Just wherever you go in Florida where I went and saw these companies installing solar panels. It's just all across the United States. So that's number one. Why it's important number two? This touches the basic character of the American people and that is that we are optimists. We are future us. We're looking forward. Not backwards were the people who invent and create bill. This is the nature of the American people and and so it touches this spirit of optimism that can do nature we're not people sitting around wring our hands we want to invent the future and it speaks to that and I think that's let's Both in the Democrat Republican breast. If you will so a third look at science based on science and and the majority of Americans vast majority now understand that we don't have an option we've got to act including about half a republicans if you pull about about half the Republican voters actually think we should do something about climate change. It's just the Republican politicians who are in the pocket of the oil and gas industry in camp break that lock walk that special interest. That's what's impeding the legislature national legislature from acting. But the people get it now. This hasn't happened than before and it's like we haven't won this before in a presidential race because we've never really run on it before it's never been tried and it's like a lot of other things. There's there's there's I. Nobody elected African American President till till Obama. Nobody's GonNa Climate Change Winner until twenty twenty. But you know that's why I I happen. So if we get a candidate who will really powerfully advocate this and a and go after Donald Trump on an offensive basis rather other than in a defensive crouch will knock his socks off. So I'm very convinced that okay. Yeah that's very definition of a wedge issue or a winning issue I wanted to which and you're right? I've always referred to it as the seventy five twenty five Roy when you get to seventy five percent of the voters who are least are willing to consider you know significant action. That's that's the moment you have to take action at a national level and finally there on climate change. I wanted to talk a little bit about Some of the things. You're dealing offense in the states and in the state of Washington with because you're right there with the oceans scientists pretty clear that species are affected water. skit warmer and I wanted to talk a little bit about your Orca Task Force because it the story about J. Thirty five carrying her dead calf ron for seventeen days. I'm sure you've quite familiar with the story. But you're Orca task task force Goes away this this month and I know you've been getting some calls to try to deal with that issue to potentially deal with the damning the issue that keeps the salmon from coming in that helps and I know there have been some other calls to see you know. What can you do as the governor of the state of Washington to help protect those orcas and I just was curious? I if you had thoughts wants your task force goes away. What because the ORCAS and the salmon are both confronting climate change? They just can't talk about it. Well this is something that touched everyone who knows this story of this. Mother ORCA carried her calf or seventeen days. Fact I'm looking at a cedar box that I painted in her honored. I'm sitting right here in my in my den of residents with It did this in honor of her in her calf in sort of traditional channel style so this is very affecting all of us including myself and my family so we intend to do everything humanly possible. I created you're proposed about a billion dollar recovery plan for ORCAS and it has From soup to nuts and the things we need to do and it has to be Dozens of actions to save the ORCAS. We have to start with the fact that they're starving to death because they have a lack of salmon and we have to do so so many things to restore salmon runs including access to spawning grounds which involves removing culverts. And I've been very aggressive in spending the hundreds hundreds of millions of dollars necessary to remove culverts. which will open up spawning habitats of the salmon can get upstream? We're doing a lot for our in stream environments because little salmon have to have yield grass to hang in so predators. Don't eat them up and we're trying to restore you'll beds. We are very active in trying to reduce the interference with the ORCAS feeding from noise. Because ship noise can interfere with their echo-location they hunt using echo location. So we've adopted new rules to slow down traffic. And the like we're doing a lot to try to increase the protection of our streams from water temperature. The streams are heating up because of climate change. And we're doing what we can to give them shade trees along the shoreline to keep the Salmon Hammond so the salmon actually Perhaps the most critical part for the ORCAS protection. We're also working on the toxic because as you know their bio accumulators leaders of the top of the food chain so toxicities that they eat accumulates in each generation and so we have a I've proposed one of the strongest anti toxics laws the United States to keep toxins out of the industrial chain. So they don't end up the water up in the tissue that interrupts the reproductive cycle full of of Arcos and. We're looking at Issues that how we manager rivers and potential dam removal as well in the task force is making recommendation Shen about that to study what the possibilities are in that regard. How could we replace the dams? They provide Transportation Asian and irradiation services. And so we're looking at. Is there a way that can replace that way to provide those services to people so this is a massive effort and we can't can't wait decades. We have to do things like right now. And that's why this year I took some emergency action for instance to increase spawning habitat. I spent about two hundred seventy five million dollars increasing culverts and I was roundly criticized for that by the way by legislators because they refused to do their job to actually do. This work worked for Salmon. So I've been pretty aggressive on this. I think for good reason while I'm glad you raised that dovetails with the next question. I wanted to ask you. Which is the task force that you convene you know really was only able to get to eight of the thirty six recommendations that were so? They sort of broadly issued in in March. So I'm I'm sure you've got some other plans that you can and you know things that you can do as the governor. I'm just curious if you think that's enough and I wanted to tie it to a second question. which is there some indigenous groups that have been asking you to declare climate emergency agency which carries some policy implications? There are folks who are asking that of the governor of California and several of other governors who are in the US climate alliance with you. There's likely to be a governor who's going to declare climate emergency which will have policy implications. I'm curious if you thought about whether you should be that person whether you know how much you can do. As the governor of a state you know absent legislative action to either declare climate emergency or to deal with things like we. We've just been discussing with the ORCAS. Well Hell I've been saying this is an emergency for years and years now. This is no news and I've acted on that that's why I issued an executive order which was the most powerful executive order of any governor Two and a half years ago that would actually limit carbon emissions from our industries Unfortunately court has thrown it out and that is now an appeal in our state Supreme Court. I'm eagerly awaiting that because that will put in place the strongest what you might call an emergency action by any executive in the nation.
