And I think that just the great confusion last weekend where he wasn't sure. Whether he was in the clan row or the black face. Has sacrificed so much of his credibility has ability to lead? I know he's determined on this reconciliation to everybody thinks you should do that as a private citizen rather than as the governor. You don't think because of this experience as he argued in that interview with Dale that he can now has the authority to reach out in a significant way on racial issues. Well, I know that's what he wants to do. And I respect him. I know he wants to rehabilitate his reputation, and even his sense of what he called his moral, compass, but he sacrificed so much of his ability to govern effectively figure the legislative Blackhawks in Richmond, the Congressional Black caucus on the hill, virtually every African leader, I know has said that he to resign and the post poll that we've talked about before one of the things we miss that. Forty percent of black Virginia's sticky shouldn't remain. That's that's a damning number for a democratic governor. The governor's appear of yours. Do you think that the time the place the context of any of this should be considered in placing judgement on him? Yes. It should. Now, the Lieutenant governor Justin Fairfax now two of the accusers have said that they would publicly testify said there'd be impeachment proceedings. There was no formal investigation. Here does one need to happen. I don't really know how that happens. I mean, maybe the impeachment proceeding does that I know the governor's call for an FBI investigation. Anyway, that definitely happens. This whole notion of adjudicate guilt here is very difficult. I believe both women. I see no reason why they would come forward have nothing to gain. There's a lawsuit. There's no money involved. These were all documented some years back wasn't created overnight. And I believe the women, and I think if you believe the women we have no no call but to call for his resignation. No choice. All right. Congressman. He is the chairman of the conservative house freedom caucus and one of President Trump's top allies on Capitol Hill. Good to have you here. Great to be with you. Thanks so much the White House chief of staff, Mick Mulvaney, was on a number of networks this morning and said he absolutely cannot rule out another shutdown this week would you support one? Well, I think that that's accurate, obviously, no one wants to the president doesn't want it Vic dead wanted. I don't want it at the same time. What we're seeing with these negotiations going on? I don't know that they're real serious about reaching a compromise. I mean they've met twice in in almost two weeks now and yet Senator Shelby was so optimistic after he met with the president this week. Yeah. I I heard that and Senator Shelby is a very seasoned negotiator. And and and certainly when you look at his conversations, you can draw some optimism from it. But I can tell you based on my conversations with conferees and number of rank and file there are distinct differences, and here's here's what I'm concerned about border patrol came in. To brief the conference. They give their top three priorities and the conferees have said zero money for those top three priorities. How can you be serious about securing our border, if the very people that are experts on securing it say, these are three priorities we need, buddy. And yet they're saying zero dollars for that. I don't understand that. So what is it that you need to see in order to get your vote and that of your caucus? Well, I think we need to make sure that our borders secure not just from a standpoint of strategic fencing or border, slats, whatever you wanna call it. But we need to make sure that once and for all we secure our border to make sure our communities are send that means. Explicit wording. That says what? Well, I think what it means is is some amount of funny. The funding that gives border patrol section chiefs the ability to establish priorities work with the administration on doing that and secure part of the Rio Grande valley. You know, when we look at at some thirty to forty percent of the. Those who come here illegally they come through one corridor. That many times is is left open. We need to secure it that requires some type of physical barrier. And certainly we would support that if that number is less than five point seven billion, certainly everyone should be willing to compromise. I know I am and we'll find that two billion would be the compromise. I have heard that reported, honestly when you look at zero to five point seven somewhere in the middle would be a two billion to three billion dollar range, but it's not as much just dollar about. It's the flexibility and how to spend it. I think what Democrats are trying to do is say you can spend it here. You can't spend it there. And really the experts should be the ones deciding how we spend it to the centers involved in the negotiations. Ron socks today saying that one of the sticking points is the number of ice agents. What is that? I think it's more detention beds when when we look at ice versus detention beds, and what they're talking about is those who come across the border illegally. Cutting down on the number of beds, which would actually force them being released into the United States. And so it's more of an open border policy that some Democrats have supported in the past. And I don't think that that's in fact, I know that's not going to be supported by this administration. So we are just as away from running out of money. How does this end? And do you expect the president tinge Claire national emergency? Well, I do expect the president takes some kind of executive action a national emergency is certainly part of that. There are a few other things in his toolbox that he could use. But I do expect him to do that. If we don't reach a compromise. And listen, we have about twenty four hours to do that at this point. They're going to need to look at some type of funding measure to make sure that we don't have a lapse whether that's a clean CR for short term basis or a longer period going through the end of September. They need to make sure that they have something on. On the table and ready to be voted on in the Senate where we could pass it in the house without lesson. Finding you and your fellow Republican colleagues were incredibly critical at the last administration when they used executive action that bypass the will consent of congress. How can you support it? You know, I have been in. Here's one of the things that I would reach out to my democrat colleagues if once and for all your wanting to work in a bipartisan manner to return the power back to congress, I'm willing. I'm willing to do that even now with this president with our president's party in the White House. I'm willing to do that. But until we do that why should we allow a democrat president in the White House to use executive orders and not do the same with a Republican president I put forth measures that would actually eliminate some of the executive branch power philosophically. That's where I am. And yet at this point we have a crisis. We have. Crisis with a need to secure the border that we have to do in. Well, I think our hope is that there's not, but I can't make that guarantee. It's good to be with you. And indeed there is a reckoning going on in Virginia tonight. And while the consequences are unclear for for governor northern Lieutenant governor Fairfax or attorney general hearing, what is clear is that there have been consequences for the voters of Virginia. And for the many Americans who are hurt by these offensive images that if surfaced in recent days, and you know, what we really have to think about here in in in their individual instances, any one of these would have been a lot to bear politically, but taken together these triple incidences are really leaving the Commonwealth of Virginia wheeling tonight. And while we shudder for parents of children who've had to have the conversation about the pictures that have been on television at perhaps ages were they weren't expecting to have to have that conversation. I guess the polite thing to do is ask if there is a teachable moment to emerge from. This awfulness. Yes. I think that there probably is listen, I think that what we understand we cannot just limit these instances to the Jim crow era or even the nineteen eighties. When these images of attorney, general herring and governor Northam surf we're we're said to have been been taken in published. What we're talking about a simple Google? Search will turn up any number of incidences detailing racist. Black face instances happening on college campuses across America today right now. And so what that really suggests is images like this or yearbooks being turned up are just proof of a permissive, pervasive and persistent culture in the south. But but not just limited to this out. I would say a black faces has lingered with our society, and until we really reckon with that systemic issue instead of talking about whether we're just going to punish individuals like governor north or Lieutenant governor herring. I think that we really do a disservice to really dealing with this issue as a society will the whole world as they say is watching Virginia now. And is there anything you want to hear from Virginians as they deal with this as a Commonwealth? Oh, absolutely. I'll tell you Brian. As a matter of fact, I'm headed down to Richmond tomorrow to hear from Virginia about this. Because really, you know, governor northern as we know is a doctor. He's a pediatric neurologist. And as such he is somebody who is familiar with asking for the public trust. Which is also something that he did with voters as he was a candidate for governor of Virginia. And so when you consider that in thinking about really how he can continue to govern, you know, the governor of Virginia somebody who's going to need to navigate racial tensions, especially in a state with such a racially fraught legacy. And so, you know, the issue was really can for Democrats. But for these two in particular, can they hold onto the moral high ground while also holding onto power, and while attorney general Mark carrying said, you know, we'll we'll have to see governor northern pa- said, yes. And in fact, he he believes that he should be given a second chance..

Besmirching this fine, man. And how dare they do something like this. So I I would imagine somewhere up there on capitol square. There are a lot of folks that have whiplash right about now. Try to figure out whether they are or are not on team Northam. I thought the comments from Justin. Fairfax were were pretty straightforward. You know, he he clearly doesn't want to be the guy that's shoveling the night in the back or pushing him over the edge as you said, but at the same time, I don't think he's about to turn down the opportunity to become governor and put himself in a very unique position to serve out the remainder of the north and term and then run himself. Yeah. Well, do you think that there is a path for Ralph Northam to survive this boy that is that is the question again, if the timeframe that Ralph north amid laid out had been consistent starting with outrage that anybody could think that was him and him just say my gosh, I've never worn such a such a costume that ever appeared in such a way, and we're going to get to the bottom of it perhaps. Even if today he had ended by saying I reached out to some of the leading investigators and forensic experts. And we're gonna find out exactly what happened was he had come to the podium with a copy of the yearbook and said look seven page twenty page twenty two everybody's got these stupid photos of there. I don't know what happened. But I'm not alone. But he didn't do any of those things are now it just seems like it's it's a lot of backtracking. And I just don't know. I think a lot of it does depend on him. And if you remember John when we were on the air last night, I had I had reference to you that reminded you that Ralph Northam was the president of the honor court at BMI, and I do believe that that's that meant a lot to. And then I believe it's still means a lot to now. And I think that maybe he's looking around saying, okay, politically speaking, everything is dead in the water. But does he still considered himself a a man of honor and integrity because if that's the case, and he's sort of channels that cadet from BMI he may very well. Stay there and say, you know, what you guys may hate me. And you may never talk to me again. But by God, I'm going to continue and I'm gonna keep doing this. And you're just gonna have to live with it for three years going to be very very difficult. I dare say that the. The the Christmas party at the mansion is going to be rather sparsely. And I think he's put himself in a really difficult position. Because there is that very obvious blatant disparity between the statement yesterday and today, and I'm not, you know, I was hoping that he would clear that up at two thirty. Tell me about him and your reaction today. Ralph was your behind me up at BMI, and he was always known as honorable person. And he was a prosecutor my senior year when he when Ralph was a junior. But he's always been a standup kind of guy, and I really believe for looking at all this because I was actually it caught my eye with the abortion comments the other day. And I feel like he's gotten kind of a bad rap on that because he clarified this many of the media's not not putting it in context is he talked about non Bob -bility the incident, and they and they mentioned the word innocent, which many Democrats don't mention that. Which I felt was you know, that's the pediatrician coming out and Ralph, and but a lot of media have not mentioned that word. Non-viability? So, but I wanted to route to further and clarify and he didn't. And that's where I'm wondering. If he's getting some very bad advice from his handlers. And Ralph was an honorable guy. He always has been known. We'll let me ask you Steve stray from that. Let me ask you than what would your reaction be to the statement yesterday, where it's very clear, he says, I apologize. I'm going to read it. I am the deeply sorry for the decision. I made to appear as I did in this photo. And for the hurt that decision caused than a now, why would you say that yesterday? If you looked at the picture, and you were I mean even remotely thinking, I don't remember posing for this. This is pretty dramatic. Why would you say that especially if you're if you're going to hand your your entire defense is going to hang on? I always tell the truth. I agree. I was confused. Well, you know, obviously today is confusing after what he said yesterday. And I was I was going with what he said yesterday and believe in what Ralph had to say. But also believe that was this photo coming out now. Oh, well, that's the subject. Didn't it? Steve. At eight because I really believe actually I personally believe Ralph's copy getting set up here. Well, like, I say rows a good guide and both route, but Ralston good guy. And and and he went I think he treaded too far on the the abortion issue when he mentioned the term like I said, how many Democrats ever mentioned any humanity? When when they talk about abortion, pretty sure they're talking point is fetus, not infants so that's exactly right. And Ralph wants to the infant, and they also again, the the whole context was taken out because he mentioned again the non Bob billion. I wanted to clarify get into the viability. He didn't do that. He didn't go there. And I think that's exactly why are they? Why hasn't now I'm sure that roused been in politics for over a decade. How come none of this has ever come out before it's popping up? Now, Steve it's a good point and the the conspiracy theory. Sometimes sounds crazy in this case, I'm I'm not sure that it's outrageous to suggest Gary house, real quick. I just wanted to take a second and reset some of the reaction post press conference, and I won't read the statements the Virginia legislative black caucus we amplify our call for the governor to resign. The reaction after the press conference we amplify. So they basically reiterated that call did by after the press conference DNC chairman, Tom Perez called for the governor to step down, the lavar Stony put out a statement saying I have not changed my position we heard for the first time from Lieutenant governor Justin Fairfax, a long statement that I won't read did not call for resignation, but it was a very eloquently written statement. And then the tweet from Jeff superior just recently that Mark herring. The attorney general is expected per democratic source to demand north and quit haring running for governor in two thousand twenty one we'll pledge complete support digest in Fairfax.
