You know it almost seems like they're gun shy of to make proclamations that are just science, which is very bizarre. You know when they kinda took back their airborne message which I didn't understand at all you know are we losing the CDC as an authoritative voice or how can we? How can we get the public to to see that Organization for what it's supposed to be? You know a very reliable informative nonpartisan group. Will Larry is only as good as the head of it. And I think that's what we saw. They are all afraid of the president. You do it because you have to do it I know that sounds simplistic. I didn't have the strength to do it. I didn't have the. I didn't some mornings I didn't have the will to do it. Because you're right, it's not just it was all was informational but it was more emotional rant and you have to get up there and you have to handle it. Right Larry you know you can't get up there and say. Oh, my God. which is how I was feeling a lot of days. And then you have to, you have to keep it right and then you get into depresses asking you questions afterwards and I wanted to do it every day because I wanted to say to people. You're dealing with this every day. I'll deal with it every day we'll do it together at least do together. You'll be there for me. I'll be there for you. And We're down a road we've never gone where out of control we're all scared. Take my hand. Let's do it together. I'll be here everyday. Tunin don't tune in, but just no I'm there and I'm going to give you the straight story. No spin no BS. And you're going to get it every day. So I wanted to do it every day but And I did. But I tell you it was just. I pray. You know I'm a person of faith. And It was just bigger than me. I would say to myself. You know it's not really about me I feel this I feel this I feel this. Okay. The night didn't stop until four a m. you know you only slept a couple of hours. But. There were some mornings that I just didn't understand how we were going to get through this. How important was it to have your daughters with you I'm sure that made a difference just to have some well-being that time. That made a major difference. First of all, I didn't have to worry about where they were. Right. It took that off the table, right? Because otherwise big part every day you'd be worrying wary she is she doing something stupid. So them being there was help on that level and they were they were great. If that was great, they gave me a whole energy. They gave me a a sense of humor about it a sense of humanity about it. They all worked on it together. So we all would doing it every day. and it was special for me with my kids now. Are Twenty, five, twenty, five, twenty, two. Flew the nest? And they this was them coming home. In a way they never would. Otherwise So that was that was that was very helpful. That was very helpful. I don't know if I could have done it without them. Frankly. They really did give me. Energy. Yeah, it's interesting that this tough time really has redefined family for a lot of us. You know home For some people, it's been a good thing for some people not so good. You know of course, it's been terrible for people who lost family, but once again, it's just showed us how important and how fleeting these things are you know when you brought up your dad I thought I loved her dad he was awesome him I was such a big band I wanted him around for president so. I guess if he came from an old school politics where you know that when he was speaking to, you felt like he was speaking directly to you and it wasn't just politicking it was inspirational. It lifted you up. You know I feel like we don't have as much of that. Anymore you know like Biden's good man and everything I I like Biden but don't get what I used to get from people like your dad. Does. That exist in more politics that kind of of way the politics connected to people where it elevated at the same time? I would like to say not as much not as much. Certainly, my father was a special guy. Now it's just because he's my man, but he was brilliant. He was principled and he was tough Larry. He was going to call it straight. He doesn't care if you like them if you didn't like him, he was going to call it straight. If a receipt he was yes and he was he was optimistic and he was a believer in people and he did believe we could be better and we would be better together. He was inspirational because it was all genuine there was he wasn't one hundred percent authentic. What he would say to that TV screen is the same thing he would say to me. When we were alone, there was no differentiation. You know now everyone is. It seems in politics. They're all a little too slick, a little too managed to manicured. Mile Man was just right in your face all the time. Here's who I am. This is what I believe. You know take it. You leave it. It do. You implement this approach without the federal government helping you where it needs to now yourself and trump have gone back and forth but one thing you both acknowledged is that when it comes down to you know how to communicate and you work together. You had a meeting with the president. Was there anything fruitful from that meeting? Is there anything that's going to come from that meeting? And what is the relationship between yourself and trump slash federal government? Right now in New York. What needs the relationship between myself and the president is. The president. Doesn't like me. That is the relationship. It is unambiguous honest. It is open and He doesn't like my politics. Let's say And we have been at political loggerheads many times over the past few years. If you look at his twitter account you'll see my name quite often. None of it good trevor. None of it good and I've sued the federal government or number of time. So that's it's open and it's not necessarily loving have said that we had a meeting in the White House and it was a very productive meeting and I don't mean in diplomatic conceptual talk. And and the testing part of it is is what really jumps out for me because one thing most people seem to agree upon all across the world is with testing. That's going to be our best defense against corna virus before a vaccine testing and tracing this virus. What does that mean though for you? As the governor of New York doesn't mean every New Yorker has some method. Where THEY THEY? They're self testing or getting tested and then monitoring themselves doesn't mean that people who come from out of state or out of Country Kennel come in unless they're tested. I'm really intrigued by how this is. GonNa work because the whole world is doing the same thing one hole might be a whole for everybody. You know that could sink entire ship. So what does that mean for you? In terms of testing and how it will be applied there will always be a net with many holes in it To stick with your analogy. I don't think going to have enough tests anywhere to to design the perfect system. Okay testing capacity. We are trying to jumpstart a testing laboratory system. That just doesn't do this. I have private labs in my state. There are national manufacturers of lab kits and lab equipment. But we're asking them to go to fifty times what they've been doing if you took every machine in the state of New York that does this and you ran at seven days a week. Twenty four hours a day. You could get up to about forty thousand tests per day. All right. That is the maximum capacity. Sounds like a lot. But it's not when you're talking about one thousand nine million people I've done more tests in this state than any state in the United States. We do more tests than any country per capita. And we've tested about five hundred thousand. People sounds like a lot of people but again not on a population of nineteen million. Not on a workforce of nine million and that was five hundred in one month. You WanNa bring them back based on tests. You can't do it what tests Ken do. Is Monitor the spread of the virus that you can do with tests and that is the single most important thing to me. Because as you're opening the reopening valve and increasing the flow. What you need to know is how many people getting infected and that testing can do for you. It can also do antibody testing which tells us how many people were infected but also identifies people who can do the convalescent plasma treatment which is important and it gives employers a tool in their workplace to test the test a smaller number so you know for those that next tranche of essential Businesses that their workers a fine. But you're never going to be able to do a net that covers New York or any other state as the governor. You you are facing pinned pandemic right now and one of the most affected places in the world. The the horizon unfortunately brings with. It's another dockside. And that is people finances you know. Yes peop- some people may have been able to stop paying their mortgage. Some may have been given a little leeway to pay their rent or not pay their rent. What happens on the other side of this is? Is there a plan to help? People to help. New Yorkers Who Now may have landlord? Who says well you owe me two times the rent or now you own me. Double this or double. That is is there any place to try and alleviate that stress that may be felt post corona? We're talking about it trevor. And with thinking about it. We don't have a specific plan yet because we don't know how bad it is. I have said short term. No one can be evicted for nonpayment. Okay so you're out of work. You're not having a check. You cannot be evicted for non payment. That is the immediate short term problem right depending on how long this goes. You'll have other issues down. The road no doubt the expression stone to stone across the morass right. How do you get across the morass? And that's all we see right now as a morass in front of US stone to stone. You don't have to figure out the whole path. Just fine the next firm to advance your progress. And that's what we're doing so deal with the here and now and then we'll figure out the when we actually see what the future is because we have been wrong from day. One here right. I'M GONNA I'M GONNA hide it all and not share anything with the public. Just make them feel good You've chosen a completely different approach. Why because I I haven't slept at nights and I feel like you could have carried some of that burden for me but I want to know why you chose to not do that. We had our first case our march. I I was going to put in some of the most dramatic government mandates in history. No other governor has shut down the economy. No other governor has ever said you have to stay home if New Yorkers had said No. I'm not doing it. And New Yorkers are defiant bunch. I would've been powerless. I can't enforce a stay at home order for nineteen million people. The the ability to have a plan was purely dependent on New Yorkers buying in and they are smart and they are cynical. And if they don't believe you or you haven't made your argument and you haven't laid out the facts. They're not GonNa do it especially when you're asking them to do something they don't want to do. Especially when you're asking them to do something they have never done before. I mean. Just think about Saint that. New Yorkers everybody must stay home lock the door. You can't go outside except to go buy food and then you have to run right back home. No no I'm a native New Yorker. My first instinct is. I'm not doing that. That's nice but I'm not doing it. So they had to believe it. They had to understand it and I am not in the business of not telling the truth or trying to manipulate or I'm only going to tell you what you can handle because I'm worried about what you can actually absorb no. I am not there to filter. I'm not there to manipulate. Here's the situation. Here's the facts. I'm going to tell you everything I know. You know everything I know and just the way I know it. Governor Andrew Cuomo met with President trump on Friday and we have an exclusive of what happened the Morning Governor. Cuomo this morning Very John. Pleasure to be with you. Thank you for having no traditionally Between you and trump were friends a long time you have differences in certain political things but basically you were friends How did the meeting go on Friday? The the person and And I've had a number of discussions you're right. We're from different. Political parties have different political philosophies. But we've always been able to talk And WE'VE AWHILE. He's been president. We've talked about a number of issues. The issue now is really tied to the main issue. This political Scifo John which is the issue of immigration. And what should this nation do about immigration It comes to light in New York because In New York like thirteen other states we give drivers licenses to undocumented people From a state point of view. I WanNa make sure that people who are driving our roads. PASA driving test. It's a public safety issue so even if you're not in full compliance with the immigration laws. You can get a driver's license if you take the test and if you pass the test because we want to make sure that if you're driving you know what you're doing. The federal government wants access to our department of motor vehicles database. Which would then give them access to the database of undocumented people in the state our state when we passed a law said we won't turn the data over to the federal government If you did then nobody would come forward no undocumented person would come forward and actually apply for a license the Federal Department of Homeland Security. I think is basically extorting New York by setting. If you don't give us the driver's license database we will deny access to a federal program called global entry. Gets a little complicated? John but global entry allows people to go to the federal government and basically get pre-screened so when you come into an airport and you're going through customs you are prescreened and you don't have to wait on these long lines. It's a fast track through customs. A lot of people who travel yet this clear so they don't waste all this time on these borderlines on the everybody hates those lines. Yes in the federal government said If you're a New York we won't allow you access to this fast track process and it's only retaliation for us not giving them the driver's license information they totally unrelated these two things When before they give you. The special pass has to do their own investigation. Don't necessarily need your database to that. That's exactly right John. And that's why this is Infuriating and I think we're too it's to get the fast pass you have to go before the federal government you sit with the federal officials you provide all the documentation you haven't interview and then they give you this Free Fast Pass. It has nothing to do with the driver's license database. They're just using this to force us to give them the driver's license. I said to the Homeland Security Person. Look I'll give you any information. You want anyone applying so the fast track process the global entry. But I'm not going to give you the Department of Motor Vehicle Database and I can understand It's a compromise to be had for instance when I was talking about it years ago and I said undocumented immigrants that committed a crime I have no sympathy for but undocumented immigrants that are working hard and have never committed a crime and they're paying the taxes we should leave them alone. Can we make a deal like that? I offered them the logical solution to their question. I said anyone who's applying for the Global Lynch free Fast Pass. I'll give you whatever you want. Whatever you want. So that is more than a logical and gives them everything they want if they're only using it to extort New York. Well then I can't do anything for them And that's the decision that they're going have to make understood and President going to think about that. The president was going to get back to me next week after he reviewed the situation. Came up again. The salt which was a tax increase for New Yorkers that ended the deductability state and local taxes no state contributes more to the federal government. The New York state We give about fourteen billion dollars more to the federal government than we get back with a number one contributing state the United States of America and then ending called deductability state and local taxes. Means New York now contribute even more? It was totally share. It was totally political. Basically the the democratic states under their tax bill gave more money to the Republican states. And that's using politics to do government policy in a way that I've never seen happen before. Joe You know we can have our own politics. And we can have an honorable disagreement but you key it extort and you can't use government to penalize your political enemies. That's just wrong well. It seems like they're ever mess in Washington over politics and WHO's still be based on that but that's a big mess in federal government as it is and you does need that tunnel and What I said Jerry. York is a democratic state even than northeastern states tend to be democratic. If you take hyper political viewpoint you would say well. Why would I help? New York in Connecticut and Massachusetts New Hampshire Vermont and many of these democratic states primarily. Yeah except we. That is a really counterproductive. Obnoxious frankly point of view. I'm not going to help citizens who are American citizens who happen to live in democratic states and it's also very bad for the country because New York is a big economic engine. The northeast is a big economic. Engine is cutting your nose despite your face. No but I think all New Yorkers old north Houston is understand that Who also are not discussion. Is Trump gonNA considered some kind of compromise? I hope you know. I hope I talked to him about the soul tax the gateway tunnels. I've talked to him about projects. We're building a new Laguardia Airport. Is You know our needs federal approval to do that? The federal government has slowed down that airport construction project. Your point is right when you said the Congressman Nadler. The president feels that he doesn't get political support in New York and therefore he keeps poking New York but the cycle has to stop John. You know it's you don't treat me well so I'm going to treat you poorly. Yeah but that's just a vicious downward spiral you're one hundred percent right Governor Cuomo that cycle has to stop and everybody should sit around around table and make and do what's best for the country and best for the state I've said to the president if you help us with one of these projects which is a federal project and it's it's good for the country. I'll be one hundred percent cooperative. I want what's good for my state? I don't care if you're democratic Republican short poll. Let's work together and get things done. That's what the game is all about any other issues come up. How long was the beating We met for about an hour. It was a you know. We're both from new. York was a candidate. You know it's a it's a complicated issue and you had to talk to his people so we'll see what he says next week. New York state bail reform the. Da's the district attorney's are up in arms. The police departments are up in arms. What's hey you We appear to have some compromise. Everybody believes impel reforms Governor you know there were a lot of things wrong but it did go too far. What say you? Yeah you know John Bail reform. We made a major change. The major chains was de linking cash. Bail meaning what meaning the way. The system works now is a judge. Basically determines bail and sets bail. And it's a dollar amount and if you can pay the bill get out and if you can't pay bail you sit in jail sometimes for one to three years before your cases even heard that's not justice was not supposed to be about money. It was not supposed to be about rich or poor so we're D- linking cash from the bail system which is right and it's long overdue. This is now a major change though to the system. And when you make a major change you have to step back and see how it works. You know any complex system. John you change one piece you then have to see how the rest of the system reacts the Human Body. They put you on a medication. The doctor says well let's see how it goes and let's see what the consequences are so We made a major change. We understand fully that when you make that kind of change you have to see what the consequences are And then you have to go refine what you did. And that's what we're talking about now.
