"So it's sort of a standard transaction. A Green Bank would be a bank that basically works the same way you go to the Green Bank. Maybe it's your State Connecticut. Just that one and you ask for a loan to do some kind of renewable energy project. Most of the loans will be given to bigger projects so commercial retrofits for instance a commercial building retrofit where you have an office building owner. Who wants to do a whole overhaul of the building and make more efficient goes to the Green Bank goes to the state of Connecticut. Says I'd like to get some money loaned to me to do this work. The Connecticut will loan that money. The way that they've set it up is that they have used some public funds to basically either back loans by doing loan guarantees or to a leverage private financing and a variety of ways. So they've got a mix of private and public loans that they're giving out to people to do these projects the pro people then pay back the money through the savings on their home for instance in age of government austerity when we're cutting academic and K. To twelve you know arts programs and sports programs in school to pay for things how to states getaway with setting aside money for retrofit. Doesn't that seem like a luxury? Well you know first of all. I think it's especially with energy. Efficiency is the best way to save money that there is right. I mean it's it's a luxury to waste. `electricity share that value if I got to choose between Your Kid's education and and crew members it's not like it's not like state budget is not like your budget at home right. There are things that they have to spend money on what the state of Connecticut is doing is taking existing funds that are coming into the state for energy. And then leveraging that instead of just sending it out the door and grants for instance leveraging that to raise private money into do loans. Okay so the money that they is already allocated to this and they would be otherwise putting it out sending in fry to grants or whatever and this way they're using it as collateral effect to help make it easier for a local bank to to meet the match the amount or what so. It's in fact it's actually much more efficient than the returns on these. How do they perform Connecticut? Just just hard to tell. We know from previous examples. states like California Pension Fund investments in energy efficiency. For a long time. We know that the you know the returns on efficiency are not huge. But they're very consistent so you always get the money back because the whole point of energy efficiency is that it saves money so you always get the money back but but the rates of return differ depending on the building commercial buildings to do pretty well industrial and commercial do pretty well Residential is harder interesting interesting. Well are you on your way to Rio by the way. Oh you know Rio. I would love to go to Rio since the whole conversation will be about the green economy. Yeah I'm not going to be able to make it. Unfortunately it's tough because I it's actually good illustration of why we're so behind the rest of the world. Well that's why I wanted to talk about a little bit. I'm just too if you might just explain it. Sure of the universe. That might not know what we're talking inside baseball here. I can only somewhat explaining international climate person but So Rio is Rio. Plus Twenty s what people people call. Rio is sort of a re gathering of a gathering that happened Twenty years ago and the whole point of this gathering in Rio in Brazil is to have a conversation about how to advance the green economy worldwide. It's sort of an international conversation. It's not a formal negotiation the way that people may have sort of like the climate negotiations that happen every December Where things like Kyoto were signed and they're trying to get to a climate agreement. This is not a formal negotiation. It's more of A. It's just more of a global conversation. It's more like the g twenty and other conversations. We have globally the point of Rio. Plus Twenty is to talk about the green economy advancing the green economy certain countries will make deals at Rio. United States is not one of them. It's very unlikely we will come out of real with any kind of a formal agreement about anything. I don't even President Obama's and going no. We haven't prioritized conflict with the event that he might find pretty important called his official nomination to be president under the Democratic Party. Exactly what I think is interesting about Rio is that it is the moment where the countries that have taken this thing seriously about transitioning to a green economy coming to talk about it. We are not one of those countries. I mean we are we. We were one of the few countries that didn't sign Kyoto. Were now one of the few countries that has no national program in place to do anything about green economy every other country that you can think of practically including China by the way has some kind of a price on carbon has some kind of renewable or clean energy standard at the national level has some kind of consistent program to give to give public support to renewable energy development. We're the only country that does it entirely at the state level and entirely piecemeal Except for a couple of programs in their recovery. Act that we're trying to hold onto so real to me is one of those places where we look around and we realize how far behind we are well. That was one of the things I was going to ask you about because especially that it's happening in Rio because in Brazil because the emerging markets are really in some ways ahead of this curve. Zil is when they have to build their infrastructure. They're building it now. Green instead of off having done it on the backs of coal and those poor miners among others and the families yellows areas that suffer the consequences. So it's almost ironic. Yeah it's been interesting to watch. I mean I've been in Washington for about three years. Doing this work at the federal level and things have changed a lot even those three years. I mean what we've seen is is at the same time we've seen. These emerging economies like Brazil is a is a great example in China really become leaders agreeing economy And and start. Exporting starting manufacturing. Start exporting. Start coming up with the now the IP in the innovations. That are really gonNA leave this in the future. We send United States take a few steps backward from where we were three years ago and I will say that the single largest question I have about what's going to happen in the next few years on energy is what the role of natural gas will be and how it will affect this conversation. Why is that the single most important question? Natural gas is sort of our gold rush of this era. We natural gas is is the new bonanza of the United States. Found a whole lot of it. It's There's a rush to extracted. There's a rush to figure out how to use it in everything and we do know from Some pretty good modeling. Google did with Mackenzie that it crowds out renewable energy. It's very cheap. And it's it's perceived as much cleaner than coal. It certainly crowds out coal. But it also may crowd out innovations and deployment renewables too. So what about this small thing called fracking? Well fracking's interesting. There's two different issues with natural gas on the environmental side. Fracking's just one of them. So fracking is For I think most people actually know what fracking is at this point which is amazing but but social media world it's amazing and to mark ruffalo champion. Anti fracking. Champion it with fracking. You're injecting large amount of water with chemicals into the ground to bring up the natural gas. That's one environmental issue. The question of what's in that compound and what it does to the to the groundwater the other question is With natural gas natural gas naturally has a lot of methane in it. And there's a big question about the leakage of that methane from the pipes from the storage facilities and in transfer transportation Those are two big questions that a lot of people are trying to answer. Because we're just not clear at this point one of the things that's so fascinating to me about. This space is in the home. The whole industry is the great unknown. And we're doing major bleep in things that we have no idea what the long term consequences are going to be. Like with fracking with the method. I mean all these issues yes we can create jobs yes we can solve XYZ problems but we don't have the long term studies yet to show what dangers might be. We might kick ourselves for it. But that's that's naturally that's innovation. Yeah that's just a problem with people like most of the places we're talking about that are ahead of us in green economy. Have much more expensive electricity than we do. So this is what we in. The United States have been come used to is number one extracting everything we need from the earth and number two getting it all pretty cheap and so if you kind of have those as your values then it's very hard to think longer term than than than we do now natural gas. I'm not anti natural gas. Let me just say I mean. I think it's very interesting and I think that crowding Kohl's a good thing so I'm interested to see what happens with it. I think we should explore to figure out how to do it right. I think it's not something to be dismissed but but It does worry me that we just keep kind of finding what we think of as the silver bullet technologies and just going with them And ignoring both the long-term but also ignoring the need for diversity diversification of our energy system. We shouldn't be relying on just one thing as well. We've relied on to oil. My friends in North Dakota really liked. Both of the Minnesota is such an injury is. It's interesting story. It really is just amazing and having lived there for a few years. That's changed completely. It's just blowing me away. So what could President Obama do today? A lot actually. I know that's surprising. But it's not surprising. A lot of people in the environmental movement in the Green Economy who were not entirely thrilled with. What's been going on I? Yeah I think that there. This has been a tough couple years because of the decline of the CAP and trade bill but also honestly the change in our domestic energy. Production story has really changed everything. I mean we do now have to have to make our case for the green economy against a case for domestic production in a bunch of things that we found underground. So that's that's that's hard for him. His all of the above strategy. I think is the right way to go. He just needs to really be really needs to be all of the above and not just colon oil but what can you do today. I think he can do a few things. One of these doing which is to be very aggressive in defending the Environmental Protection Agency just to make sure that everything we are. Extracting and burning and sending through wires and setting through pipes is done well and is not ruining our groundwater on our air. I mean you know another thing. About those countries. We talked about China and Brazil. You can't drink the tap water in those two countries. You can't drink the tap water on a bunch of countries. We're really lucky in this country in the quality of our water and that is because of the Environmental Protection Agency's. We'll take things like that for granted they do. They do although EPA's pretty popular when you really get down to the question of what of what people whether people want to have that kind of regulation of their ground..

"And is on her way to the center for the next generation. Is that correct? That's right going back to Sunny California. Kate is an icon in this green economy. Space let's start with the definition of the green economy and how to quantify it. I mean it seems kind of nebulous. I think first of all that it is important to give people a sense of what we're talking about when we say the Green Economy and one way people get a sense of it is to quantify it or is to define occupations and industries the Bureau of Labor Statistics. Just did the big project on that. I think it's a great step towards starting to say. Look this collection of industries and occupations in the green economy but on the other hand if we over define it actually limits. The conversation and I sometimes think about the computer or the tech industry. And would you call a police officer in his patrol car who uses a computer system to track a license plate part of the High Tech Economy? Probably not but he's using a computer every day during his job and it's fundamentally changed his job that he does or using fingerprint database or whatever the green economy sort of similar to that in that. It's a set of industries and occupations. But it will have a profound impact on the entire economy as we do this. Transformation so it's a little bit tough to say it's x number of jobs it really is. It's a number of jobs and it's a set of industries but it's also a completely different way of doing the work for now. I'm glad you said that because one thing that I wrestled with having been in the car business is okay if I'm an auto worker and I'm putting windshields on two different automobiles every day and one of them is the Chevy volt and the other is the Chevy. Tahoe does that. Make fifty percent of my job green. Johnson this is why. Why are we always give? The example of the electricity puts a hot tub in one day and desert retrofit. The next. It's very very hard to quantify me and this is why I think you can get bogged down in these questions. And then everyone's like. Oh you're only talking about two hundred jobs here and there are not permanent. They're they're not a full-time and it's it's That's why I'm always trying to get to a sense of transformation of the economy as a whole. And what does that mean in terms of new occupations and industries but also transforming existing ones The current streets example though that really has become a very different industry complained in the last twenty years thirty years well it also changes the training and the education required and it changes how you pitch those industries to people One of the studies I ran across recently. Which was kind of mind? Boggling was actually the girl scouts on girls and stem. I don't know if you've seen it but One of the things they talk about is the perception that girls have of stem eighty-one percent of them say they want to go into stem but by the time they actually go to school and leave. It's down to the low double digits and there's a disconnect in there someplace is it because they're not understanding what you're saying. Which is this really affects everything or is it the survey question right right. You know. It's a great question. I think I mean. I think you've got a bunch of problems there. You've got this sort of traditional two girls in science and math issue. An engineering issue and then there really is an issue though with with people wanting to be part of the green economy consistently. I mean kids consistently want to be part of the green economy or have a great job and not tying that to a set of skills. That has been really maligned for the past few decades. I mean particularly in the trades. Right so you have schools really going away from vocational education. We know that the majority of industries are in the traits so we have construction jobs. We have manufacturing jobs. Twenty six percent of the jobs that are being created in these industries even conservatively defined manufacturing. Wow and that's A. There is a labor shortage problem coming in this economy because you've got very few people becoming skilled in manufacturing. A lot of kids aren't even at the level with math and science they need to be to get into an engineering or manufacturing program. And then you've also got huge industries like the utility industry with major retirements coming up so there is a skill gap and there is a real need to kind of define the green economy. In such a way for kids I think in particular That incorporates those sort of traditionally have maligned. You know fields I'm a big proponent of vocational education as you probably know so well but it's it's not what it used to be. You're right it gets to the conventional perceptions of it and you know maybe girls don't see this cool cool. Excellent may new role models. Which part of the reason I'm doing this but These numbers really matter when it gets policy. And that's kind of where your sweet spot is and if we're going to be able to Someday have a national energy policy under a somebody with some Congress and some point even if we do it incrementally maybe right right by default We got we have to quantify. That's what they're going to need. They need to be able to say. We created x number of jobs with Y. Program and metrics are the way the world works right now so I think you just break it down and we don't need big macro economic numbers. We don't need to be saying you know if we do. An overall transformational will create five million jobs. I believe that it will but I don't think that means anything to people. I do think that we can be pretty specific about numbers when we get into specific occupations and industries. Though so if you're looking at a policy that does for instance tax credits to manufacturers who are retooling are expanding to do clean energy to like the forty eight C tax credit Does that was in the recovery? Act You can actually quantify that I mean you can say these number of businesses would probably go out of business if they can't find new markets here are here are the new markets. Here are the number of companies that have taken advantage of the tax credit and here the jobs that they've retained or or or Create and you can actually do that. At an industry or sector level or energy efficiency policy a home star building star things like that or Policies particularly policies around renewable energy. Those are some of the easiest job numbers to come at actually building a wind farm. You can. I can tell you you know X. Jobs per megawatt you. This is how many people were on the project. That's very easy. He I took a deep dive into your taking action on climate change. Now speaking of wind I noticed that it was very wind heavy. There were a lot of recommendations for wind projects and those have had real problems. I mean we're in the DC AREA MARYLAND. Just had a crash landing on that much to our when in. Massachusetts has had a problem with that. There's a there's a problem with translating these numbers that you're talking about and the real job needs into legislation that makes these things happen. How do we fix that? You can use wind as an example since that seems to be a way. That's a great question. I should say that the report really focus on things. We thought could actually happen in two thousand twelve so we really narrow the focus to say people keep saying twenty twelve is a year paralysis and we don't accept it to your paralysis. What's happening around the country and in the private sector that can that is actually moving this forward this transformation to a green economy. But how do you get these things to happen? You know. I think increasingly struck by the difference between the conversation in Washington and the conversation. Outside of Washington I travel a lot speak a lot and I go to other states I go to states. That are fairly conservative. North Dakota Ohio Wisconsin. In in these states people see the projects they can actually drive past the wind farms. They know someone who's leasing their land They are getting X. percent of their wind from Y The x percent of their energy from wind from solar. It's it it tends to be a different conversation where people can actually see the projects on the ground and actually see that. These are changing the landscape. So I think that there is a lot of hope actually at the state level renewable energy standards are most states that have them have met their goals for twenty ten and I think most states that most of the thirty states with renewable portfolio standards are almost ninety percent of their current goals. Things are happening The things that are harder are the big projects. You're talking about. Offshore Wind is big. It's why it's so important but there were there. Were a couple of you talked about on the report that actually had significant Private funding. I mean they weren't asking even for any government money they would just ask them for permission to do it. They're just asking for permanent and transmission Carter looking to create a Which I think took a big leap forward. At least they can do it. Let an environmental impact the Madeira. They got a big leap for Cape Wind. Had A leap. A bunch of these projects are moving forward. Actually Well I like them. Because they're at a very large scale which means that you tend to get skilled labor often union union labor. They will create an significant amount of electricity in a place like Massachusetts Cape Wind is being has been debated for years at this point You know currently Cape Cod think about all those houses on Cape Cod. One hundred percent of them get their power from the mainland right now from coal plants on the mainland they're piping power out to Cape Cod from Massachusetts. This would be a way for them to have shorter transmission cleaner transmission right offshore. Well what's interesting to me about? That is that there's so many I'll just say this. There's so many influential people that have summer homes out there and they care about this issue and they wanna be perceived as carrying about this issue. So why aren't I mean? Isn't this about political pressure This Cape winded certainly a great example of sort of the the political power of people with beach houses who don't WanNa see wind turbines on their horizon The nimby probably it is an NBA problem. Yeah and it is ironic by the way when you transmit electricity over lines like that. You lose a lot of energy. I mean it's a very inefficient way to get your electricity so it is amazing to me. I think that that that a lot of pressure has been put on those people to be more consistent ideologically and that's why it's moving forward but the Nimby problem with is a big problem and with solar a lot of local zoning codes won't allow Sarah will solar on people's roofs so you have to get around that to really Talk a little bit more about some of these other programs you. You said that the important solutions can be advanced on the on the local state regional and even international levels. Tell us about some of the others that Might be good examples of what somebody might look to do. Maybe in their neighborhood or some of the ones that have the bigger bang for the buck but are really practical having ready report. I'm astonished that you believe that. All of those are really doable. In Two thousand twenty well. We did a pretty hard screen on this report. I mean I. We said feasible and doable. Which means that. They at some point of bipartisan support. And that they're up for a vote right now when we did not put in for instance The the the clean energy standard the national clean energy standard which we one hundred percent support. I and others on my team at Center for American progress helped write. You know a number of comments about it. Were extraordinarily supportive. But it's not going to happen in two thousand twelve. Can you just define that for sure? Absolutely clean energy standard would be kind of like what people often have at the state level thirty states as I said earlier have renewable portfolio standards requiring that percent of electricity that is produced by utilities in that state. Come from renewable sources clean energy standard. Would be a little bit of a broader definition but it would be national. It would require that by twenty thirty five. Eighty percent of electricity being produced in the country comes from clean sources now that includes natural gas in nuclear so wow eighty percent eighty percent. It's very very doable. If you include natural gas nuclear and big hydro we're actually at about fifty already so Member forty five percent of our power comes from coal so the rest of it comes from cleaner sources. Wow that's huge One of the things you talk about as a key piece to this is a Green Bank and you have them in both. Obviously there's a federal level that has been supported by some pretty prominent people to and there's the state level of Green Bank. So can you talk a little bit more about the Green Bank and how that works and give us some examples? Sure this is actually a great example of a program that we tried to get done. Federally couldn't and Some states took the lead and move forward. The Green Bank Is essentially a way to leverage private money by putting up some public money so basically just think about a bank a regular bank you go to your bank and you get a home loan And you pay that back with with interest after you do the work on your house right..
