Let's kick things with off a look at a few of the hour's top business stories and we have to begin in China where authorities have asked some of the country's mutual funds to avoid selling equities as a way of boosting the overall equity market. We have more breaks from to win one sources say stock exchanges issued the so -called to window guidance the several large mutual fund houses and these mutual fund houses were told to refrain for a day from selling more shares than they purchased. This comes just a day after financial regulators announced a slew of measures to invigorate capital markets but China's CSI 300 index has shown a lack of conviction even as authorities boosted efforts to woo back investors. In Hong Kong, I'm Joanne Wong, Bloomberg, Debra Geisha. In the meantime China's economic outlook is showing signs of improvement. Well, no sign. Here we have Bloomberg's Rashad Salamat. The pessimism doesn't seem to be lifting with economists surveyed by Bloomberg now seeing GDP expanding 5 0 .1 % in 2023 from the prior year. Next year could see Chinese growth even slower with expected it to come in at 4 .5 %. All this as recent data showed the economic outlook worsening. Bank loans have plunged to a 14 -year low last month while deflation is setting in and exports are contracting. The weak economic figures have spurred some action by Chinese officials. This month the PBOC, the central slowed bank, the rate on its one -year loans by the steepest amount in three years. In Hong Kong, I'm Rashad Salamat. This is Bloomberg Daybreak Asia. US Commerce Secretary Gina Raimondo is in Beijing today. We saw 30 year yields over 4% for the first time since 2011. We're going to talk about the yield curve and also what fed fund futures are telling us about. You know, who knows a lot about this? I were Jersey. He's going to be joining us in just a few minutes. But first up, let's go over to Charlie pellet because we got less than 90 minutes to go, Charlie. Indeed, stocks holding on to gains, the Dow, the S&P NES stack all surging with the S&P on track to halt a 6 day sell off that took it to a two year low. Right now we've got the ten year yielding 3.95% we've got the two year 4.45%. All of this on a CPI Thursday, the S&P up 99 now, a gain of 2.8%, a 3% surge for the Dow, up 882 points of 30,092, and as a stack is up 251 up by 2.4%, of course, we've got a whole lot more coming up on rates with our Ira Jersey. Spot gold right now, 1665 the ounce down $8 and drop there of 5 tenths of 1% and West Texas intermediate crude up 2.2%, 89 17 a barrel. A key measure of household prices rose to a 40 year high in September. Core consumer prices up 6.6% year over year. The data pressures the Federal Reserve to lift rates even more to stamp out inflation. the same holiday last year Passenger trips by railway road waterway and plane during the long weekend holiday were also 9.6% fewer compared with the festival in 2020 This was reported by state But first first quarter GDP showed the U.S. economy shrinking for the first time since spring of 2020 We got reaction from The White House in a conversation I had with commerce secretary Gina raimondo You can never make too much of one data .1 quarter et cetera I wasn't surprised You know we all knew I tried to many CEOs last quarter They were bulking up on inventory last quarter So we all expected this quarter would be a bit slower And again even if that weren't the case I don't think one quarter makes a trend If you look at small business starts they're higher than ever wages are up Talk to CEOs about their businesses The economy is resilient and growing So at this point obviously you don't want to see this you know It's disappointing You never want to see it but we weren't surprised and I don't think it's a trend What are businesses telling you secretary about the consumer right now This of course had a lot to do with our trade imbalance not a lack of spending by consumers who seem to want to spend even in the face of rising inflation What are you hearing from companies across the country right now Exactly that exactly what you say which is you know people are employed obviously unemployment is in a historic low wages are up People have money to spend They want to spend and obviously inflation is a drag People feel it We know that But if you look at the fundamentals of this economy productivity production investment wages hiring It's all strong and resilient Last time I spoke with you we talked about the innovation and competition acts secretary This has been in the works in the air on ice if you will for the better part of the year And of course includes the chip act that $52 billion that would help to incentivize domestic chip making Leadership of the Senate Mitch McConnell Chuck Schumer say that they have a timeline that they've agreed on but so far as secretary they haven't even been able to name conferees to create a conference committee to hammer out differences between the House and the Senate version If this is a national emergency as you have suggested the need to make chips here in the U.S. Why is this so controversial Why is it taking so long Yes Either way it is a national emergency It's not just as I said Talk to the CEO of any national defense contractor They'll tell you they need chips to make sophisticated weapons talk to the auto industry They are still furloughing workers because they don't have the chips to make cars So this is not you don't have to believe me This is a national emergency I wish I knew what it would take to get Congress to move more quickly and do its job but I can tell you it's past time and they do need to do their job because the American people deserve to be safe This single most important bill to bring down inflation in the long term to fix our supply chains in the long term and to create hundreds of thousands of high paying American manufacturing jobs So I will say I am optimistic that they have appointed countries I am hearing more from senators on both sides of the aisle but they understand the urgency of this So we just have to kick it into gear and get it over the finish line You have a timeline on this I know you wanted this to be law by now by spring Do you see it happening this summer I do see it happening this summer I don't think Congress can advocate its duties and not do it this summer We just can't wait You know you have companies like Intel for example or micron Good U.S. semiconductor companies They are going to add facilities They have to be the demand The question is will they do it in the United States of America Or will they do it in other countries which are giving them subsidies to ask you about that but you testified to that extent that other countries from Germany to Spain to China of course are wooing was the word that you use Wooing these chip makers to set up shop in their countries Is that actually something that you're concerned about competing with other nations Is that how this story ends if Congress does not pass this bill Absolutely There is no doubt in my mind The single biggest risk to delay is that these chip companies will expand in other countries And they have to right What are these other countries offering them secretary Money Same thing that we want to offer them Germany Singapore certainly China France Spain all have subsidies on the table now And if you're the CEO of a semiconductor company you have to expand to meet the demand you want to do it in the United States But if Congress can't get its act together and pass this they'll have no choice right If we're sitting here in the fall and this bill hasn't passed those semiconductor companies will have no other choice They will have to build overseas and there is no reason for that So I think the time is now the consequences are real and look no further than what's happening in Ukraine Every piece of military equipment we are giving to the Ukrainians and has hundreds if not thousands of chips in them And we just can not afford to play politics with this It's time to get this done How concerned are you You mentioned Ukraine about Russia cutting off gas to some of our allies including Poland secretary I wonder what the administration is doing to potentially prepare for other countries For instance if Germany was cut off by Russia would we be prepared to replace that gas So as you say this is definitely an acceleration in the wrong direction And I know the administration and the national security team has been planning for this scenario And he's planning for every possible scenario Thanks to commerce secretary Gina raimondo New York will have to move its primary election day after an appeals court tossed out the state's new congressional map agreeing with lower courts that said Democrats violated the state's constitutional ban on partisan gerrymandering and failed to follow proper redistricting procedures to walk us through what happened and what's next I spoke with Bloomberg government elections reporter Greg Jerome It's a real mess there in New York The primary was scheduled for June the 28th It looks like it's going to be moved into August because as a result of these New York maps drawn by Democrats were invalidated by the New York's top court they're going to have to be redrawn with court supervision and yes it's going to create a later primary and probably less certainly less favorable districts for Democrats in order to map they tried to implement Let's look at this map for a minute It would have given democratic candidates in advantage as I read on the terminal in as many as 22 of the 26 new districts How did this get so far Yeah a pretty large sighted advantage for Democrats had they gotten that match through Even though New York is a strongly democratic state currently Democrats hold 19 districts compared to 8 for Republicans So if they had done that through they could have netted three seats on their side and eliminated four Republican districts which would have gone a long way to helping them brace against a big Republican offensive to win the majority in the midterm elections And so this ruling.

New York's constitutional ban on partisan gerrymandering But first major airlines have dropped their mask mandates allowing customers to choose whether or not to mask up But the whole story is a bit more complicated than that And for more we talked about it with association of flight attendants CWA president Sarah Nelson Most people actually want to follow the rules and comply But when they're not prepared to do so don't have certain expectations and those expectations aren't met That gives rise for anxiety and that can often lead to conflict and it makes our jobs harder So the way that this was communicated in the first place from one moment in time will flights were already in the air Yeah That was a chaotic situation that we would not want to duplicate ever again So you would call this an improvement despite the existing confusion things are getting better for association members Well listen there was a collective sigh of relief with the end to the mask mandate And the reason for that is because flight attendants have been on the front lines taking the brunt of enforcing this We don't make the rules but we enforce the rules to keep us safe And flight attendants themselves were having to wear those masks 15 16 17 hours a day The time that they're transiting to and from the hotel So this was this was very difficult for flight attendants and they're glad that they don't have to do that anymore But I have to tell you the conflict doesn't end on the planes And because people are getting upset for a lot of different reasons And a lot of those physical confrontations that you've seen on the evening news those are the result of other issues entirely not having anything to do with masks So we still have a lot of work to do to calm down our skies With that said Sarah should customers who were kicked off of flights for being aggressive for refusing to wear a mask for actually assaulting flight crews over the last two years Should they be on a no fly list Should they never fly again Well let's be really clear If someone got physical if someone assaulted a crew member or another passenger they're flying privileges should be gone And there is a bill in Congress to put this in place that would be enforced by the TSA And we could do that We could have a transparent process where there's also a due process So people do have the ability to appeal They also have the ability to try to get off that list at some point in time But if someone was aggressive and violent absolutely they need to be banned If they just didn't follow the rules then we need to have a process in place where maybe they can come back on board if they were just refusing to comply with that mask mandate But it should not be a blanket come on back right now because we're sending the message to everyone that the rules overall don't matter And that's just not true We have to keep everyone safe Last time we spoke you were also concerned about the role that alcohol was playing in this not so much on the airplane Sarah but in the airport and the aggressive marketing that we're seeing there are people who are getting sloshed before they get in the gate even and walking onto the plane as a starting point there The mask mandate coming down is not going to change that Should booze be banned in airports Well Joe I can tell you right now that I could take that position but it would not be a popular position And I wouldn't win Here's what we want though Alcohol has always been a problem in the skies It's always been a major contributor to disruptive passengers to violent passengers And so we don't need what happened during the pandemic which was a to go policy For these concession errors in the bars and the airports that were in place for public health measures that they have kept in place because they determined this is a way that they can earn money So what we need to do is we really just need to have a crackdown in the airport where we're not pushing that to go alcohol but we've got clear signage and also that all of the bartenders are trained in the stoplight system so that they're not serving people to the point of being inebriated before they come to our planes And we just have to be really clear with people that the boarding will be denied If you appear to be inebriated and you can't bring your own alcohol on board you have to wait to be served by an aviation professional Your union represents 50,000 flight attendants at 17 airlines Sarah We've started hearing from some of those airlines coming back to life if you will after COVID And a lot of people strong demand to get on airplanes We've seen quite a number of delays because of a labor shortage How much of a problem is this going to be the sort of growing pains of coming back to something closer to normal Here's the issue Before the pandemic the airlines were routinely scheduling based on extreme number of voluntary overtime hours And people are not willing to pick up those overtime arrows at the same rate that they were before flying is a lot harder now They are having problem because they had been planning on scheduling with a certain number of staff And now we're just not picking up those overtime hours like we used to So they're trying to hire and staff up but also airlines have been a little bit more thoughtful about pulling back on their schedule a little bit not being quite so aggressive They were quick out of the starting gate there as we started to see demand come back and wanted to compete with each other and they really got a little bit over their skis there and adding too many flights without being able to staff those flights Thanks to Sarah Nelson president.

plans for getting the semiconductors that we need But first the Senate has 5 nominations for the Federal Reserve up for confirmation And the one that has generated the most heat so far has been Sarah bloom Raskin for the key role of vice chair for supervision with several Republican senators challenging her views about taking climate risk into account in regulating banks For his thoughts I talked to Simon Johnson Professor of entrepreneurship at the MIT Sloan school of management Many central banks leading central banks around the world have really shifted their thinking on climate change and climate risk over the past decade Jay Powell and Randy quells the outgoing incoming or renewed chair in the outgoing vice chief of vision of both spoken quite clearly and forces on this And I think Sarah Boone rescues remarks and writings fit exactly within that context We don't know exactly where this is going to land in any major Central Bank but it definitely needs to be considered as a financial stability risk or potential issue So one of the things I learned from reading your writings was that Randy quarrels the former the first actually vice chair for supervision Appointed by president Trump and generally thought to be more conservative Himself embraced the notion climate risk had to be taken to account Obviously we heard Jay Powell the current chair quite possibly the future chair as well Say that it should be taken into account So what is the issue here Is it not whether it should be taking account but how Yes I think how and how much in the precise modalities it's a classic central banking type Remember mister qualls in addition to his very important responsibilities in the U.S. was chair of the financial stability board that often goes to leading U.S. voice on regulatory issues But through the FSB he had enormous connections with an impact on the international community of central banks And the particular remarks that I linked to were made in that context So look I think mister qualls representing a sensible process of evaluation of climate risk for central banks And I think Sarah bloom rescue is going to continue in that tradition Did you think that the senators had a point at all particularly about one op-ed piece that she'd written and she was clear to say that was not talking about banking regulation That was talking about whether there should be emergency pandemic loans to the oil and gas industry as I recall Did you think they had a point that you can take the concern about climate too far going from an is that is to say what is the risk to an aught What ought we to do about it Well obviously you can take the concern about anything including around bank capital or regulation of financial markets or anything you can take it too far And that's an important issue And that is I would say very much the debate as we understand it I'm not inside the Federal Reserve but to the extent one can discern that It's an ongoing debate in the fed And everybody connected with banks to provision and it's also a conversation in Europe and many other places So you could take it too far I don't think it has been taken too far I don't think miss Raskin who has been absolute voice of moderation both in a previous time at the fed and when she was deputy secretary of treasury I mean she's an incredibly careful moderate person Oh and when she was bank commissioner in Maryland she's not a person who's going to take you too far on any issues like this The fed has a tough task in front of it How difficult is that task particularly when we have so many vacancies And in fact we have a chair but a chair pro tempore There's a very strong team at the top of the fed and mister Powell staying on and layout branded being Proto device share I think are very smart moves I think the other nominees are also extremely strong I look carefully at that testimony David They're all all the new nominees Our emphasizing the importance of controlling inflation making sure inflation expectations remain anchored and of course it's a fed can do that then I think we can come out of this one in much better shape than we might currently be "Yesterday the House passed the competes act Its version of a bill to invest in domestic semiconductor design and manufacturing Both the Senate and the House versions agree on a $50 billion investment in chips but then they diverge on a wide range of other issues We talked earlier today with secretary of commerce Gina raimondo about what comes next as they seek to reconcile the differences It is impossible to overstate how consequential this bill is As you say it's a $50 billion investment in long-term investment in American manufacturing of semiconductors which is uniquely critical component It's headed to conferences you say And I am there's a huge amount of bipartisan support for the vast majority of the bill in both the house and the Senate I have just this week spoken with chairs and ranking members of the committees in both the House and the Senate And also to speaker Pelosi and leader Schumer and everyone is focused on getting it done getting it done quickly and getting it to the president's desk So I'm sure there will be ups and downs and disagreements but we are all optimistic that it's something that can happen reasonably quickly Well that's really reassuring to a lot of people who are concerned about this but specifically on the supply chain issue which is I understand it's one of the differences of two bills You've been responsible on supply chain here in the United States How critical is that $45 billion in the house side to get done when we need to get down separate apart from the stomach contractor investors Thank you Thank you It's extremely important Now and by the way there is broad bipartisan support for that as well And the president had a similar proposal in his film back better proposal Whether or not 45 is the right number And it needs to be that large is a legitimate discussion But what I can say is there is no department in the federal government currently whose mission it is to monitor our supply chain which is really mind boggling if you think about it So the proposal is to create for the first time ever and initiative here at commerce department to monitor supply chains make sure we have resilient supply chains predict bottlenecks before they have an invest in domestic manufacturing which is why this is now being called the naked America Bill It has to happen David So the precise details we will work that out in conference but I think we're all living every day with the disrupted supply chain We can never let that happen again and that's what this bill is designed to prevent That was commerce secretary Gina raimondo.

Okay we just heard from general motors.
