administration is handling these two perhaps contradictory developments we turn down a Gina McCarthy She is national climate adviser to President Biden So miss McCarthy thank you so much for being with us Obviously President Biden has been deeply committed from the beginning to address and climate At the same time we now have this energy situation and where we're trying to do what we can to get more oil into the system and take prices down Does that mean we have to at least delay some of our goals on climate Well David first of all happy earth day and it's great to be here with you No it does not mean a delay I mean the president has made it very clear that the challenges of the gas prices that we're seeing now are important for us to take action on And he's done that But that is an emergency situation as a result of Putin's law But we are also keeping our eye on the prize to make sure that while this is a limited effort we do not lose a momentum that we've been gathering for the last year and a half to actually tackle the challenge of climate change Most importantly across the entire government we're looking to put us on an irreversible path to clean energy Because as the president has made it very clear as these gas price conversations have gone on that he is taking action there but he knows that the only way we can have true energy security And independence is to move to clean energy And that's what we're doing all across the administration And we're trying to do it in a way every time that looks at how we grow new jobs because we need that for our economy how we can invest in environmental justice so that we can make sure there's no communities left behind in this investment opportunity And how we lower costs to American families today as we move forward I know it sounds challenging but we've made some great progress We have an awesome foundation to build on as we move forward Let's talk about that progress specifically because just watching it over the last months and even years there's a lot of progress being made in the ambitions in the stated goals of governments such as the United States government I think it's 50% cut by 2030 in greenhouse gases And in the private sector from corporations a lot of big targets How are we doing on delivering on those targets Because it's going to take an awful lot to get there It will but the exciting thing is that I do think the private sector is fully engaged in this effort because they know we have to make change And this money in making that change which is good for everybody Look last year the U.S. deployed the most wind solar and battery storage In our country's history And with grid investments we now have 56 million homes that are powered by clean energy So we are making tremendous progress If you look at the opportunities that we have secured through the bipartisan infrastructure law these are historic investments We've already allocated $45 billion of those investments And these are going to be investments that actually help us build resilience into our infrastructure moving forward so it can tackle those climate threats We actually are moving forward with cleaning up pollution getting lead pipes out of the system building EV charging So if you think electric vehicles aren't moving forward you've got to go talk to both the auto workers and the automakers who have realized that this is the future for them We can move this forward And it's actually enticed $100 billion of private sector investment in the manufacturing of electric vehicles So the opportunities today are magnificent And if you looked at domestic offshore wind with finally launched it in the United States it's actually happening And the least sales off of New Jersey in New York totaled more than $4 billion of investments This is pretty much a watershed moment When we could either grab the clean energy future I'll let it sit there And this president has not going to fail to use every tool in his toolbox to actually grab that clean energy future for the United States And for our workers and our families today Those are impressive numbers for example the $100 billion in electric vehicles No question about it At the same time to get to where you need to go I've seen estimates as high as $5 trillion a year for ten years or even 30 years to get us there Are those numbers realistic to really achieve the goals we need to achieve Well you know those estimates are based on what we know now but what we also know is that we're investing in the technologies of the future And as you invest those kinds of dollars go down as the markets develop And everybody knows this Electric vehicles were seen as untenable in the future In the past But now we know they are what we need to do right now And they'll be available but we do need to call on Congress and we are to actually advance some more tax credit opportunities and investments in targeted ways so that we can make sure that costs go down over time and those $1 trillion become instead of being cost They become assets to the winners in the game And we want to have those assets right here in the United States of America So you're right it's not inexpensive to make this shift But what we're seeing is that expenses is actually accruing to the folks in the American families and the workers who are benefiting from those jobs who are helping us get out of this pandemic and grow our economy with new jobs and new technology investments And so we're benefiting from these investments They're not sacrifices And I expect over the future You'll see lots more innovation as we're investing in green hydrogen as we're investing in fusion as with shoring up our current nuclear sector and making other changes We're going to keep moving forward and hopefully the United States will be the winner that paves the way for all other countries to succeed as well Thank you so very much and happy earth day to you as well Really "The federal government will go carbon neutral by the year 2050 and he's just laid out a number of executive orders to get to that point They include ordering federal agencies to buy electric electric vehicles and to power government facilities using renewable energy like wind and solar With us now is Gina McCarthy The White House national climate adviser Good morning miss McCarthy Hi Noel How are you Thanks for letting me be here We're happy to have you The federal government owns about 300,000 buildings and about 600,000 cars so that's a lot of material But it's a very big country isn't it So what's the thinking about how these executive orders make a dent in climate change Well it's really part of the president's sustainability efforts that are certainly much broader than the federal government But it's about making the federal government step up as well The president yesterday signed this executive order because he wants to continue to invest in America And this is another way to do that It's really telling the federal government to lead by example And it's giving us all really an opportunity to step up and use those buildings and use those resources and the federal government's purchasing power to lead by example If we're really out there talking about climate change let's dot it ourselves I was going to actually be leveraging our idea of leading by example is the idea that if the federal government does its thing makes these investments that corporate America then follows We've seen other countries go about it this way Well it is don't forget that the president's interest is making sure that we're investing in America and am manufacturing and our products and workers So it is about moving forward in the United States with good clean energy and the kinds of technologies that we want to pursue more broadly And you're right we do own 300,000 buildings in 600,000 cars and trucks And so this gives us the leverage to really change in change the federal government at scale and use our procurement power in a way that's going to really drive resilient operations and communities across the country And so I think this is a great step forward We're going to be able to show how this can be done We're going to grow our own jobs right here in America and advance our manufacturing And obviously we're going to look to be able to make all of the contracts and the purchasing that we do available to states and local communities So that they can take advantage of the scale and the breaths of the federal government's ability to make change happening And essentially that's what this is all about One of the goals in this plan is to make the federal supply chain also net zero And that would mean not buying from companies that have not cut their own carbon footprint What tough choices Do you imagine having to make Because you will have to make someone want you Well we're going to have to make a lot of choices And we've already started doing that I mean we're going to be choosing clean energy in those manufacturing of clean energy products right here in the United States So we can take advantage of And that's going to grow odd jobs That's going to advance ourselves The Department of Defense at Edwards Air Force Base in California is adding 520 megawatts of carbon free electricity to the grid and that's happening because we make products here that will allow it to happen And that's going to create jobs right here in the United States In construction jobs as well actually getting the grid benefits of that So it's really ways in which we can invest in ourselves again But most importantly it's leading by example The president is asking all companies to step up all of us to start moving towards a clean energy future And this is his way of saying that we're going to lead it We're going to provide opportunities for new jobs and new technologies to thrive And if we do that we're going to be I think Ben and neighbors in communities all across the country And ensure that we're investing in environmental justice communities that have been left behind making sure that we can actually invest in the kind of transportation choices that the public can then take advantage of So there's all kinds of opportunities here I think A lot of opportunity but I would also note that because these are executive orders there is nothing the Biden administration could do to stop a forthcoming Republican administration from undoing all of this Is there Well we'll be signing obviously will be signing contracts that we can use that are certainly not going to be one or two years These things take time and we're going to be actually moving forward And I think that the benefit of all this when you talk about longevity is that Biden Is Pushing For A Major Expansion Of Offshore Wind Energy
"Today the white house announced in am vicious plan to expand the nation's use of offshore wind power it's part of president biden's campaign promise to create new jobs and tackle climate change by investing in green infrastructure. Npr's jeff brady joins us now and jeff. The us doesn't produce much wind energy at all right now. So what's the administration's plan. This is something that europe is far ahead on compared to the us Though several states have their own plans basically the administration is trying to make up for lost time so it setting a big goal. Thirty gigawatts of offshore wind power by twenty thirty. That's enough electricity to power more than ten million american homes for a year according to the white house now. Currently there's only one offshore project operating massachusetts and rhode island but they have to ramp up quickly to meet biden's climate goal of net zero greenhouse gas emissions from the power sector by twenty thirty five and fast change like that can make people uneasy especially in the fossil fuel industry. That's one reason white house. National climate adviser gina mccarthy focused her comments on opportunities. This is all about creating great jobs in the ocean and opposite cities and in our heart win all across america revitalize communities in particular those that have been left behind the administration says this expansion will support thirty two thousand construction and support jobs through twenty. "Many from the Obama administration. Gina McCarthy served as the head of the Environmental Protection Agency under Obama from 2013 to 2017 and was a key figure in creating many of those regulations. Now, McCarthy will become President Biden's first ever national climate advisor, and she spoke to me last week about the steps the Biden administration needs to take in order to reduce our impact on climate change, beginning with reversing the damage inflicted on the EPA. One of the first things we have to do is to take a look at all of the rollbacks that have been made many of them not directly related to climate but directly related to our ability to keep people safe and deliver clean air and water and land. Fundamental protections have been rolled back. And so those air going to have to be immediately addressed so that the rules of the road are clear and compelling and do the mission of EPA, which is to protect Public health and the precious natural resource is we all depend on so that's job number one is to recognize that we reversing course when not going backwards, we're going forwards and we're going to provide us leadership on these issues and serve people. One of those issues has got to be rebuilding our science credibility. I think we know that not just rollbacks have happened, but science has been sidelined. It's created confusion. It's created dissension in the agency's themselves. They're actually now that we can see a little bit more inside the agency's. As time goes on, we can see that their personnel has been devastated. Budgets have been reduced. Scientists have been relegated to doing work. They have no expertise in. We see a science advisory boards being basically populated by industry representatives, rather than science experts and health experts and environmental scientists who can provide the real opportunity. For us to understand the world and its impacts and manage that appropriately, so we have a lot of internal work to do, as well as rollbacks to tend to Maid is going to be a rebuilding opportunity, but I think in many ways more importantly, we have to recognize that covert 19 has has really, I think Made it very clear that science is fundamental. And if you don't listen to the scientists and pay attention to science that you do that at your own risk. And part of the opportunity today is that leading that effort can be a recognition that a clean energy future is going to grow jobs for us again is going to help stabilize the economy and do it in a way that's going to make our lives healthy today while we build a future That we can hand to our Children that we're going to be proud of. And that's the shift we're making is certainly we have to clean up with this past four years has meant To the federal government. But we also have to celebrate work that's being done at the state and city level over those four years, which has been very robust and we have to learn those lessons and then shot a path forward. The people in this country to know that the government's working for them and we do have the path forward and it's not going to be about sacrifice. Lord knows people across the world are sacrificing enough right now it's going to be about building us up again. You helped the transition for the EPA under the Obama administration to the Trump administration. We know that the Trump administration, particularly President Trump, denied for weeks that the bite administration is even coming into office, which delayed the transition so far. How is the transition going, particularly for the EPA, and is any of the delay going to have a long term effect on how quickly the EPA is going to be able to get up and running when Biden officially takes office? Hands, Xena. I will tell you that the last month of the administration under President Obama was all about ensuring an effective transition. Not just a safe one. But understanding that we had to explain with things were what the opportunities were what we stars the challenges ahead. We saw no such commitment from the Trump administration and their the folks in control of the agencies. And so you're you're right. We had a significant delay because the president was an interesting and admitting that he had lost And so we did lose time, but I think the important thing is that we now do have much more open opportunity to see what's going on in the agencies. We're getting ready for the transition to happen, and we think we have what we need to understand the challenges that we're facing and to try to jump start from moving backwards to really being part of the world again. Recognize our opportunities ahead for this country and internationally and so will will be ready. We will have a lot of rebuilding to do with no question. But we have a path forward and we certainly being a career public servant, my whole life. I can't tell you just how I think excited and ready to rock and roll the staff across the federal government are you can hold them down for much longer than four years. I'm sure they've been working closely with their own colleagues to make sure that they're ready for the challenges ahead and I can't wait for the windows and doors to open again for people to see what's going on in government. And to free about Korea staff to do the jobs they were hired to do. It's going to be ah, an invigorating moment for many thousands of people.
