In this case EBS was David Welch reports, one of the city's biggest providers is eager to comply. Officials have been cracking down on electric scooters, paying close attention to riders on sidewalks and illegal parking, and the city is issuing fines for both. San Francisco allows three companies to rent out scooters. Lime spin and bird, and if officials find that a scooter is breaking the rules, fines go to the company, not the customer. For Jacob togan Drake with lime, playing by the rules and paying the fines is fine with him. Our success hinges on being the best and most responsible partners to the cities that we serve that we can be. A scooter provider is charged a $150 per parking violation and $500 for a rider on a sidewalk. Line passes half the fine on to riders, hoping to discourage poor behavior, and lime says they're running a campaign this month to educate riders about city rules. We know that Nouri Martinez the former LA city council president, she resigned from the council and there's large calls for Kevin de Leon and Gil se dio, the other council members in the tape to step down, but they haven't. Julia, can the council simply remove LA on and deal? No. There does not appear to be any legal mechanism for them to remove fellow council members, which by the way is probably a good thing because we don't really want a situation where there's one unpopular council member and the rest of the group can kind of just vote to get them off. But it does create some problems right now. And they've been stripped of their committee assignments, by the way, most of their committee assignments. But they're still on council. We do have provisions in the city charter to suspend a council member, but it's only when criminal charges are pending. Cedillo lost his reelection bid in June to a challenger named AU niece's Hernandez. And so he is already will be out in December because of that. So there's really very little to happen in between now and then. However, daily own is term extends until 2024. And so really the only way short of him resigning for him to leave before then would be if there was a successful recall attempt to recall him from office. Yeah, that would be hard because de Leon has a lot of political power. He was the former head of the California state Senate and a former assembly member, but David if the Leon stays on the council, would be the repercussions of that. Well, I think it depends on how successful his redemption tour goes. I mean, he's basically embarked on a sort of publicity blitz where he's talking to a number of different TV hosts, radio interviewers. And he has about as deep a hill as I can think of to climb to get back into the public's graces. People have short memories in LA on all sorts of political things. And I think we're going to have to see if he's able to somehow edge his way back into the civic society. And for the record, he has not yet spoken to the LA times, right? Not to me. That is accurate. Not to any of us. So David and Julia, all these scandals, federal indictments, corruption allegations, racist tapes. They happen as LA faces huge issues like the economy, housing, homelessness, but with no real consensus from the city council on what the answers should be and residents have not forgotten about that. Why can't you just provide housing? You want to keep people safe. You want to keep our children safe? Give us housing speakers. So that was obviously general. Speaker expansion of 41 18. So even before the leak, the midterms were shaping up to be a referendum of source on how the council would approach problems in the city, David, how does the leak change their approach? I think what's happening in the short term is really there are about style. I mean, I think that there will be some policy shifts, but really the most immediate thing you could see was how the meetings are actually conducted. So for example, nurri Martinez, she was the council president, her style was like hammer. So she was very strict about having public comment limited to 30 minutes. That's all you got. You're done. Since the audio became public, they've allowed every commenter to have their say. Good morning. There are a lot of people here. That need to be heard today. A lot of people have come to this chambers because they need to be heard. The testimony, it's like gone on for hours. This whole thing is racist, the fact that they had the audacity to sit here in front of the people that they mocked that they minimized that they demonized that they marginalized is unacceptable. So this week, the council is going to move to a sort of hybrid format for public testimony where they're going to allow both in person comment and people to call in, something nerdy did not allow. So you can see there's kind of this sort of glasnost almost in terms of their interactions with the public that I find really interesting. And I think we're going to see some policy things come down the pike, sort of the most immediate reaction to how they do business. And Julia, how does the leak shift the makeup of the city council? You mentioned earlier that said, they already lost to a nieces Hernandez, who's more progressive. How are the other council races shaping up? The first thing to kind of know is there's the immediate question of what is the leak do in the last month of the election? But the broader kind of phenomenon to be watching is a progressive movement that has been building power in our life for several years. Hernandez's victory in June absolutely spoke to that as they had counseled my burden in the ramens victory in 2020 when she ousted an incumbent. That's two incumbents outstanding in two years. In the past, ousting a city hall incumbent was something that was seen as not impossible, but pretty close to it really hard to do. And so right now we're looking at a moment where all of the energy around the leak and anger at the establishment could potentially be a pretty real boon to these progressive candidates. Speaking of that, there was another audio tape leaked, the former LA county federation of labor president Ron Herrera, and here he's talking about one of those progressive candidates. He's a longtime activist and labor union organizer who's running against incumbent Mitchell Farrell. I want to make sure that we protect niche. Allies because this guy is this guy is your opponent. He's probably got what? The one I know and the one I don't know. I think another thing about Herrera's remarks is that in this race, in the Hollywood district, Mitchell Farrell has been very pro cop. He's talked about wanting to hire more police officers. His opponent, Hugo, Soto Martinez, has talked about fewer cops and diverting money away from the police department. And the thing you need to know about Ron Herrera is he's a teamster and teamsters themselves, they represent cops. So it's not a complete surprise to me that he would feel sort of some affinity for micho Farrell in this

"But in Boyle heights, for example, which is a largely Latino working class neighborhood in de Leon's district, the median income there, according to the latest census figures available, is about $44,000 a year, and about 26% of people are living in poverty. And then in Chinatown, which is in Gil se dio's district, the median income household is less than $50,000. But they're still collecting this pay, so what if anything would force them out? It really doesn't seem like that's going to happen. Kevin de Leon, who has had people protesting outside of his office and even people camped out in front of his home. He went on television and flat out said he's not resigning. He said that that would be the easy way out that in order to do the real work of healing. He needs to stay. And he's got another two years left in his term, so that's about $568,000 in salary and pension. Meanwhile, Gil se dio was actually already on his way out. His term ends mid December. Officially, he said through a spokesperson that he remains, quote, at a place of reflection and if he waits it out at $18,000 a month, that adds up to a minimum of $36,000 in salary. Plater of election, okay, but is there any way to force them out? No, they can not be forced out. The only thing that could happen is a recall election, but other than that, there's no way to push them out. And Pierre Vanessa Romo, thanks so much. Thank you, Steve. Haiti is now in the 6th week of a fuel blockade by armed gangs in the capital of Port-au-Prince. That's making a hunger crisis in the country more dire by the day. Yeah, the Haitian health ministry says the number of suspected cases of cholera as nearly doubled in the past few days and is now close to 2000. NPR's 8 are Peralta is in port a prince and he joins us now good morning Ada. Good morning, Leila. So I understand you spoke to officials from the World Food Program there in Haiti. What are they saying? I spoke to Jean Martin Bauer, the country director for WFP. And he paints a dire picture. He says that in some areas that are currently under gang control to mothers are heating up water with salt for dinner. That's all they have. A study that the BFP did found that 19,000 people are facing catastrophic levels of hunger. And that's a technical designation. The worst level of hunger before a famine is declared, and that is the first time it has happened in Haiti, or in the Americas. I pushed Bauer, telling him that if this is such an extraordinary situation, then why have we seen so little presence of the WFP in Port-au-Prince? And he said that they're doing their best. Let's listen. Yes, we need to do more. What would be very hard for us to do more when armed groups hold the fuel port. When the roads of the borders are controlled by armed groups, when my staff can't come to the office because they're being threatened of being attacked or raped or burned. There's only so much that can be done in this kind of environment. So we're doing our best and we're hoping that we'll have the opportunity to support the Haitian population and security and dignity. So it's not safe for a lot of people to try to help. I know the U.S. and Canada sent to big plane loads of security equipment to the Haitian police earlier this month has that changed anything. The armored vehicles that were sent haven't made it out to the street. So not much has changed. When we're in downtown Port-au-Prince, we can hear the gunfire coming from the neighborhoods that are under gang control. The people we've spoken to who live there say they live through daily gun battles that they have to risk their lives to go to work or to go to the supermarket and yesterday the violence hit the journalism for fraternity. One of the most well-known journalists in Haiti, Robertson alfons survived the assassination attempt. Alfons is known as a sharp critic of the government because and because he drew a connection between public officials and criminal gangs, he was driving to his radio show when gunmen opened fire, they fired at least ten bullets, alfons was hit several times. He was helped by people on the streets. He was taken to the hospital and luckily friends tell us that he's in stable condition. Wow. And what is the government saying about all this? That much? We've been asking for an interview over and over with the acting prime minister or anyone at his office. And we have heard nothing. But more importantly, the people of Haiti have heard nothing. We're now going on almost 6 weeks of this fuel blockade, and the prime minister has not spoken to the nation. So the government at the moment seems almost completely absent prime minister Henri did call for an international intervention, but that also seems stalled. "Edition from NPR news. I'm Steve inskeep. And I'm Leila fauld in good morning. Pennsylvania Senate candidates held their only debate last night, Democrat John fetterman faced Republican mehmed Oz. One is a former small city mayor and current lieutenant governor. The other is a TV doctor. Each has questioned the other's fitness for office, but beyond their personalities is a question of power. The U.S. Senate is closely divided in the way the math works out a democratic win in this one race would give them a good chance to keep control. A Republican win in this one race would sharply increase their chance to regain power. And Pierre's Don Kanye was in Harrisburg to see the candidates. Good morning. Good morning. So what impression did they make? Well, fetterman's health was a big question going in. Recall he had a stroke, almost 6 months ago. He's still recovering. His doctor says he's fit to serve, but he does have some auditory processing issues. So video monitors on stage, provided him with written text of everything being said in real time during the debate sponsored by Nexstar TV stations. Fair to say he did not put concerns, voters may have about his health to rest. He often spoke haltingly. This is his opening statement. Hi, good night, everybody. I'm running to serve Pennsylvania. He's running to use Pennsylvania. Here's a man that spent more than $20 million of his own money to try to buy that seat. Eyes on the other hand was clearly very much at home in a TV studio. It felt like a performance. And while his answers were smoother than fetterman's, he did Dodge questions choosing instead to attack his opponent. So let's talk about the issues they were debating. There's probably no issue more contentious this year than abortion. How did they address that? It was a moment when you could feel I was trying to reach into the suburbs to convince moderate and independent voters that he has a moderate position on abortion. He says he is pro life, but supports exceptions for rape incest or protecting the life of the woman. As a physician, I've been in the room when there's some difficult conversations happening. I don't want the federal government involved with that at all. I want women, doctors, local political leaders, letting the democracy that's always allowed our nation to thrive to put the best ideas forward. So states can decide for themselves. What he doesn't say is that many states have or may yet pass laws without those exceptions that he supports, including Pennsylvania, where the Republican gubernatorial candidate pledges to do just that. Here's fetterman's response. Roe V wade, for me, is should be the law. He celebrated when roe V wade went down and my campaign would fight for roe V wade. And if given the opportunity to codify it into law, and that was one of fetterman's most direct, most focused attacks on us. Okay, so Democrats want a hammer Oz and other Republicans on abortion as a pivotal issue in these midterms and Republicans have been successfully using crime as a wedge issue. What did that look like last night? I was hit that hard. He accuses fetterman of wanting widespread release of violent criminals. And he attacks fetterman's record from his time as mayor of the small town Braddock, Pennsylvania. But part of the problem is that we have taken away the ability of police to do their job. And that's on John fetterman, because John federman has taken such a harsh position against them. He's undermined them at every level, taken away some of their funding. Fetterman countered that gun violence went down during his time as a mayor, but it's still an issue that polls show works broadly against Democrats. NPR's Don gagne covering last night's U.S. Senate debate in Harrisburg. Thanks, Don. You're welcome. Okay, two Los Angeles city council members are refusing to leave their jobs. Yeah, they're among three lawmakers who are secretly recorded talking about redistricting and political support. And the conversation included racist language, one of the Democrats resigned under pressure from President Biden among others. The other two have not, and though they have not been turning up at work, they're collecting their paychecks. NPR's Vanessa Romo has been looking into that hey there Vanessa. Hi, Steve. So if they haven't quit, I get politicians who refuse to resign, people do that. Why haven't they been showing up at city hall? Well, both have said that they think that it would be very distracting in terms of the process and the things on the agenda of the city council that need to move forward. They also are probably being kept out because of the giant crowds of people who are there who have consistently berated them even when they're not there. So it would be problematic to say the least for them to show up, but they're being paid how much. Well, they make a pretty good salary, according to the California state controller's office, who gets their information from the city's W twos, pay for all city council members is roughly $218,000 a year. They also get lots of other perks. They earn about $66,000 a year in pensions. And on top of that, they also get a city car to drive around and they have budgets for meals and travel expenses. So when you add that all up, it's a pretty staggering figure. Is that a lot more than other city council members and other cities? It's more than what city council members in San Francisco and New York make by about $70,000 and actually the city council members make more than the governor of California. Wow. Right. But the greatest discrepancy is actually between with the city council members make and the people that they serve, especially when you take an even closer look at the incomes of the people who live in Kevin de Leon and Gil se dio's districts. LA is a huge sprawl, obviously, so of course there's going to be a lot of range there

This year we marked the 30th anniversary of the LA riots. But what we heard from Martinez a deal de Leon, the whole conversation also with her era, how much of it is a reflection of where LA stands right now on race. I feel like you're in a better position to reflect on that than I am, man. Take that question for yourself. I should answer it. Sure. What strikes me the most is that there's groups individuals who have been fighting for so long to do black and brown unity and to try to get us past those like petty fights of the past and get us to a better place and you see this. Those people are so dispirited and frankly so pissed off, but what also strikes me though is just how unified the derision is, against those folks, all of that, I mean, there's so many problems to deal with, but there is that hope that's like, wow, this is actually a moment where LA instead of where people are trying to stoke those flames, maybe this is a way to say like, we're not with that anymore. I mean, I definitely see it with younger Latinos, you know, like universes who beat quesadilla who has been calling out anti blackness in the Latino community and that next generation. So it's like, I'm glad people are as angry as they are. I would add one thing that I picked up in this, I'm a relative newcomer to this city. I've lived here for like 7 years. You're a Yankees fan. I'm a Yankees fan. You remind me every time I come on this podcast. But during this recorded conversation, Kevin de Leon keeps saying about Mike bonnan, as they're saying these racist things about his kid, he's from Massachusetts. He's from Massachusetts. You know, Mike Bonnett has lived here for decades. When he worked for tons of political leaders in California, there's also a measure of gatekeeping, I think, about California and what is LA and who represents it. And much of that, I think, stems from a well founded feeling of being excluded for so long. But this is a city that is evolving and changing and new people showing up all the time. And I think that so much of this conversation that we hear is the most blunt discussion of how to preserve what people have gained. And that is something that I can't get past or like I just keep coming back to. And this conversation at leaked just weeks before important election, not just nationally, but especially in Los Angeles. So what are going to be any potential consequences for that? Oh, it's such a good question. I could see a cutting any number of different ways. Let's just lay it out. Karen Bass has been endorsed by Mary Martinez. The entire labor movement basically of the city with the exception of the police and fire unions. But Rick Russo has been supported by Gil se dio. And very quickly on Sunday. We heard from brick saying, this sums up what I've been saying about this city and how messed up and broken and screwed up the culture is of it. It's rotten to the core and I a billionaire mall owner of all things. I'm here to fix it. I think it could really end up fueling that anti incumbent sense. That we all hear on the streets, people mad about homelessness. At the same time, though, there's a world where a unifying voice, a person like Karen Bass, who is known as a creator of coalitions, could maybe be that sort of person who can take the temperature down and what people want right now. It should be stated that both Caruso and bass on Monday called for all of these people to step down. But we're less than a month from election day. So, you know, I'll be interested to see, does Rick Russo cut an ad that includes audio of nurri Martinez along with a photo of her and Karen Bass. I'll be interested to see how Karen interacts with the Latino community. So I'm not sure yet where this goes. This was a Scud missile landing at city hall and sending shrapnel in 88 different directions. Finally, Ben, whether or not these three council members stepped down over the leaked audio, the council, their colleagues, are going to have to do a lot of work turn back the trust and respect of basically everyone in Los Angeles, how lasting is the damage from this incident. God, I mean, very, very long-lasting. I mean, we're going to have a new mayor. We're going to have a new city council president. And we're going to have several new members of the city council. If these people step down, it could really change the sort of coalitions that exist left and right on the council. If we have a special election that needs to occur in these places, if these people do step down it's like, we don't even know who's going to be on the city council by the end of the week. I mean, there's real real anger and I don't know that her

"To times. Hey man, how you doing? I'm good, man. I'm good. Thanks for asking. I hope you're good too, man. A lot of work right now, you know? So we heard some of what was discussed on this tape, but what are some of the other low lights and the context behind all of this? The best way I can think about it, it's that sense that you know there's a smoke filled room where they're making these choices and you know that it's this incredibly crass way that they often think about things, but this is that moment where we get to see and hear and it almost feel like smell what is happening inside of that room. If you want to cut a deal and if you want, if you want to make laws moves, I would go after the airport. Go get the airport from his little brother, a little bit funny. All of this is being had in the context of just the politics of that moment, that was last year. In October, almost exactly a year ago, councilman markedly Thomas had just been indicted, they're in the midst of this huge fight over redistricting, and they're all meeting together inside the LA county federation of labor. And what we hear is a discussion of redistricting and a whole lot else. I get what we have to do, right? Just massage to create districts that benefit you all. And the future. But we got to figure out mark's seat too. If the African Americans look at this, now that he may or may not be suspended, I don't know what's going to happen. And obviously, there are just all of these terribly racist and politically incendiary things said by Mary Martinez, former council president. And now former council president, council members, Kevin de Leon, and quesadilla along with the head of the LA county federation of labor, Ron Herrera. But there's also this conversation about politics in the city. And so you have these observations being made and then on top of them you have these incredibly racist remarks about Mike Bonham's son who is black. I go, I go, why is that? What's wrong? And I said, why don't you just grab that guy? Can I draw the same thing? Basically, we hear a nurri Martinez use a Spanish term calling him a little monkey. The kid is bouncing off the F and walls on the floor. Practically tipping it over. There's nothing you can do to control him by looking at each other because we're the three women on the floor like this because they tip us over. Hanging on the rails. We can't let them let them off. Spectators will be to that. Which I was like, this kid is a beat down. Like, let me take him around the corner and then I'll bring him back. Yeah. So anyways, getting back to me this week. And then also hearing them sort of talk about this kid as if he were a political prop and one member Kevin de Leon sort of comparing him to one of nuri's handbags. It's an accessory. When we do this, I want Karen. And then when we're going back or the Louis Vuitton bank. That whole conversation kind of makes your eyes pop out of your head considering this is a person who they have VM in political disagreements with to be clear and don't even like him personally, I can tell you, but his son, it's crazy. Yeah, he was just a toddler at the time. And so you mentioned that the conversation happened a year ago and we're obviously just learning about it when the times broke the story over this past weekend, but what do we know about how it was recorded and who leaked it? Well, we don't know a whole lot, frankly. We know it was posted on Reddit and then taken down before it was posted, someone sent it to us, the audio files, we don't know the Reddit user's name. The LA county federation of labor sent us a letter, early Sunday morning, saying this conversation was recorded quote in violation of California's privacy and recording laws on LA county federation of labor property unquote. And if we published it, quote, it is condoning this legal contact. Obviously we thought that was ridiculous argument and went with it. But what we do know is that it's clear that the person who had initially posted it has some gripes with the labor movement in the city, they posted in their original message quote, the labor movement is in bed with city hall. You know what happens, but when you actually hear it, it's unbelievable. I think we all sort of had a similar feeling. But yeah, so that is where much of our reporting now is taking us. We're digging into this. But we know that it occurred about exactly a year ago. During Martinez ex-president of LA city council, her comments are what's drawing the most attention, but who is she? What's her story? She's a fascinating character. She is a child of the San Fernando valley and not just the San Fernando valley, but the northeast San Fernando valley, which it's one of the poorest parts of the city. And it's an area that has transformed over the last 30, 40 years. I actually had lunch with nurri, a week ago, Saturday. Before this tape came out, in her neck of the Woods at a Mexican restaurant, we had micheladas together. And we were there because nuri had been a big endorser of the mayoral candidate Karen Bass. And I was out there to talk to her about why so many people in her district were supporting Rick Caruso. But in the course of that conversation, I also got a real insight into her. I learned about her family. She's the child of immigrants, both of whom came to America in the 70s. Her father was deported the year she was born and snuck back in, came back into America. Is a member of a very powerful sort of political machine that includes senator Alex Padilla, Luz rivas, Tony cardi Ness. Many of them went to high school together in San Fernando high, but they are all very connected to the unions. She worked in activism, particularly an environmental activism. She was later a member of the school board, and then in, I think it was 2013 as elected to the city council becoming city council president in 2020. Her whole worldview is shaped by where she is from. And who she is. So much about her personality is about the sense that her communities working class communities are forgotten. And that white people don't pay attention to them. And they are not part of the conversation nor the policy considerations of the city. And we saw that most in how she talked about homelessness as something that was afflicting communities of color. I just think that that is such a good insight into her worldview. And what about the other people who were in the recording council members Gil se dio and also Kevin de Leon and LA county labor fed. President Ron Herrera, what should we know about them and what were they saying? Most of the time. Kevin de Leon, former mayoral candidate lost in the primary former state Senate pro tem and ran against dianne Feinstein in the Senate race had been a very left of center, Democrat, ran for mayor and lost, but very powerful figure in the city and state, many thought he would run for a difference that stay what office in the future. Gil se dio, a former labor leader, had represented much of westlake area and highland park along with Chinatown. He actually lost his primary in June. And that is sort of interesting because it's discussed and they really underestimate his opponent and we sort of hear them talking and they go, who is that person speaking of unisys Hernandez, who kind of spanked him in that primary, also interesting about studio as he had recently endorsed Rick Caruso, sort of was one of the few elected leaders and one of the few Latinos to back Caruso's candidacy. And then finally, there's Ron Herrera who ran the LA county federation of labor until he stepped down over all of this

"Russia is not the only country making threats of nuclear strikes. North Korea is telling a story about its recent missile tests. It is conducted 7 rounds of tests in the past couple of weeks, and the government now says those launches all simulated attacks on South Korea using tactical nuclear weapons. North Korea also restated its position that it's not interested in dialog with the United States or South Korea. NPR's Anthony Kuhn is in Seoul and joins us now hi Anthony. Hi, Leila. So tell us more about what North Korea had to say about its recent tests. So North Korea, North Korea, state media reported Monday that all 7 of these recent tests involve nuclear capable, short-range intermediate range and submarine launch ballistic missiles, and the test simulated wartime attacks on South Korean ports, airports, and command facilities, and leader Kim Jong-un personally oversaw some of the launches. What state media reported about the intentions were that the drills were supposed to show the effectiveness and readiness of the north's tactical nuclear forces, and also send a warning to the U.S. and South Korea at a time when the U.S. has been ramping up its own military exercises with South Korea and Japan. And when did North Korea get tactical nuclear weapons and what does it change? Experts believe that North Korea probably decided to get tactical nukes in 2019 after a failed summit in Hanoi between then president Trump and Kim Jong-un and that Kim publicly announced his intention to get these weapons in January of 2021. Now E Ho leong, who is a researcher at the Korea institute for defense analyses, argues that these weapons are not new, what North Korea is trying to do is deploy them in new ways so that they can avoid being detected or intercepted by the U.S. and South Korea. Here's what she said. She says, I think the variety of launches betray North Korean military units fear of Kim Jong-un, whose demanding that the military come up with solutions and tactics. She adds that these tests are a result of that fear and in a way betray their vulnerabilities. So basically, she's skeptical that the north's tactical nuclear forces are as effective as Pyongyang claims. But do North Korea's tactical nukes make nuclear war more likely? Arguably, yes, North Korea recently updated its nuclear doctrine and wrote that doctrine into law and Lee argues that these tests E argues that these tests were meant to show that the military can enforce that law, the law says that North Korea can use its nukes preemptively. That is, it can launch them not because it's been attacked, but simply because it's losing in a conventional war. And previously, Kim Jong-un has been the only one with the authority to launch nukes, but now Kim apparently intends to delegate authority to use tactical nukes to frontline military commanders so that they can win on the battlefield and even if Kim is killed in a decapitation strike, North Korea can still retaliate. At this point is North Korea's nuclear arsenal complete. I know, experts have been saying for some time that North Korea's plan was first to develop tactical nukes, then progressed to upgrading intercontinental ballistic missiles, ICBMs, and ICBMs and nuclear tests, nuclear tests. In other words, they want to show first that they can hit U.S. Military bases in South Korea, Japan and Guam, and then show that they can hit the U.S. mainland soul in Washington have been watching for signs of these tests and a logical time to do them would probably be after China's Communist Party Congress in late October. Los Angeles is roiling in scandal as the city council president nori Martinez stepped down after being caught making racist remarks in a leaked recording. Yeah, someone recorded her conversation in which she was discussing redistricting with two other council members Kevin de Leon and Gil se dio, they were talking about how to keep a strong Latino presence on the LA city council. Now some people are calling for all three members to resign. For more, we're joined by KQED's Saul Gonzalez in Los Angeles in just a warning. We're going to be discussing the racist things that Martinez said. Hi Saul. Hi. Okay, so just so just tell us exactly what was said and what happened in these recordings. Okay, let me make this really simple. There's a lot was said. In audio obtained by the LA times, then council president Nouri Martinez compared the adopted black son of a white city council colleague to a changi to that Spanish for little monkey. And she uses this phrase little short dark people. That's an apparent reference to oaxacan immigrants. She also calls the LA county DA as being, quote, with the blacks. Now, council members, Kevin de Leon, and Gil Seville, were also part of this conversation in which the group discussed redistricting and Latino representation on the council, and there was a very prominent LA county labor leader also present. And so a lot of this racism directed at black people, how has the black community reacting? Well, many of the black community are reacting with just anger and despondency and sadness to these comments. Here's how Irma hall would a black labor activist in LA told me how she felt we spoke at a church in south Los Angeles where black religious and civil rights leaders had gathered. Her. Angry, disappointed, I won't say the rest, because I'm in the house of God, but I'm very disappointed. Betrayed, some are also expressing concerns about how genuine some Latino leaders have been when they've talked about forming black brown alliances around common issues like economic justice and police reform. In the past, there have been tensions between these communities over such issues as immigration and jobs. And there have been instances of Latino gangs targeting black residents in some neighborhoods. And the black community has this long-term anxiety about really their place in Los Angeles. They've seen their size, the size of their population shrink relative to other communities. They're now under 10% of LA's population. While of course, the Latino population has boomed over the last generation or two and Latinos now account for roughly half of LA's population. Yeah, in the comments, we're also made during a conversation about redistricting and Latino political power, so can you give us some context about the political dynamics here? Well, you know it all orbits around political clout, right? Where district lines are drawn, is that's incredibly important to different racial and ethnic groups who want to make sure that they can elect a person who represents their interest and their communities and experiences at city hall. Now people in favor of coalition building, they don't want that redistricting to become a zero sum game between black people and Latinos in LA, although the council members who were captured on tape seemed to be talking in just those terms, mainly protecting the position in cloud of Latinos at city hall. "People's racism against black people. In my opinion, is less prevalent than Hispanic against black. See, people that never grew up in a black neighborhood, I didn't grow up in Hispanic neighborhood. You may not be aware of this. But Mexican people in black people don't get along like that. When I was growing up, there was certain words that people that I grew up around, black people would call Mexican people. And it has something to do with their back and it has something to do with water. And what happens if you put water on somebody's back? What does it leave you back? Okay, that's exactly what we used to call people when I was growing up. And the Mexican people stayed on their side, black people stayed on their side, and it was literally no love for the other side in the community. And so for people to just sit and think that black people and white people are the only ones with conflict, you're missing out. Why do you say this, mister Tatum? Because this Democrat, I think, is Martinez, she had to resign as the president of the Los Angeles city council, a day after she was caught on audio, a saying some racist stuff about a white man on the city council in his black son. Now let me just say this. You don't slip and say racist stuff, right? You don't slip and say somebody's kid look like a monkey. And that he's on the side of the blacks. He's with the blacks. That's what she said. He's with the blacks. This is not a misinterpretation of her true intentions, right? It's not like saying, oh man, look at the little monkey. He look like a little monkey and you're just saying he's cute and he's lovable. He's climbing over his mom and dad. Okay, he looks like a monkey. Only racist people believe black people are associated with monkeys. However, if somebody said that and they were misinterpreted, I could see that being a point. But she said that the kid looked like a monkey, F him, he's with the blacks, meaning that there's a conflict between them and us. Now, we have a sound bite and I want to play that sound bite. I think it may be like clip 5 or something of that nature. It's the sound bite that has the news reporting of this Democrat resigning after being racist. Sean, do we have that clip? She is resigning from the presidency, but she is not giving up her seat on LA city council entirely, appears she's still plans to be a part of that. This though likely just to start of the fallout, that leaked recording involves three different council members and some troubling exchanges. Why not? That's part of the shocking audio recording of council president Nouri Martinez reportedly having a conversation with council members Kevin de Leon and Gil se dio, along with LA labor federation president Ron Herrera. Knock LA posted the just leaked audio. It's unknown who recorded the conversation filled with crude language we had to bleep and racially charged slurs and statements. We had white guy with the little black kid some of the most sensitive comments are about councilman Mike Bonham's two year old son. Martina suggested child was acting inappropriately during the kingdom day parade, and then calls him a little monkey in Spanish. I was like, this could be the beatdown, like give me take him around the corner and then I'll bring him back. There's nothing you can do to control him. Councilman bonnet immediately expressed anger and disgust, saying Martinez attacked his son with horrific racist laws and calling for her removal from office. Martinez has apologized, saying it a moment of intense frustration and anger, I let the situation get the best of me. And I hold myself accountable for that, I am sorry. The LA times also reports de Leon referred to Bonnie as a fourth black member of the city council, and elyon, who's also now facing calls for his resignation, released a statement saying comments made in the context of the meeting were wholly inappropriate that he regrets appearing to condone and even contribute to certain insensitive comments made about a colleague and his family also recorded council member ghosts a deal. Speaking about them. I think I think y'all get the gist of what's happening here. What a whack apology. I'm going to read a little bit of miss dum dums apology. And it says, I take full responsibility for what I said and there's no excuse for my comments. I'm sorry. I sincerely apologize for the people I've heard with my words, to my colleagues, their families and especially Mike Sean and your son. As a mother, I know better and I'm sorry. I know this is the result of my own actions and I'm sorry for you and to your entire family for putting you through this. Martin is Martinez admitted to the things that she said. As someone who believes deeply in the empowerment of communities of color, I recognize my comments are undercut that goal. Going forward, reconciliation will be my priority. I have reached out to many of my black colleagues in other black leaders to express my regrets in order for us to heal. You a racist, you got caught. Somebody got you on a secret cam, saying something you knew you should have said. Now understand in some places some parents suck as parents. Some people let their kids run amok. I don't think it's weird for you to say, I will take his kid out back, let me have him so I can spank him and bring him back in here and he can act like a civilized child. But when you call in a monkeys and saying they with the black folks, that's when you mess up it. And that's the reason why she's apologized. She's not apologized for saying she want to spank the boy kid. The man's child, she said FM is speaking about George gascon. FM, he's with the blacks. It's unacceptable. But the part that is embarrassing even more is these apologies that they give. I'm sorry that my actions were just say I don't like them. I'm a resigned because I don't like them. I don't want to be around black folks. I don't want to be around white folks. Hey, I'm doing the way I do. Y'all caught me, I'm out of here. I'm not feeling alive and come up with all these excuses and all of these different scenarios in which I want to claim that I'm apologizing and that black and brown communities. There's no way in the world you think you think like this and your priority is to support black and brown communities. It's no way. You are a liar and you only talking about it because you got caught. Let me ask something else in here. I want you all to understand this because I was talking to my wife about this the other night. Have you ever noticed when you look at the agenda and you look at the propaganda from black liberals, they always mention black and brown bodies. They say black and brown people. When you look at the Hispanic led organizations, they never say black and brown people. In many cases, they only focus on their own community. The people in their community what's this for Latinos? What's best for Hispanic folks? When their legislation come out, all of it, most of it is focusing on Hispanic people. And black people used to do the same thing. With Martin Luther King and all these other people, they were mostly focused on black people. But somehow the black agenda, and I'm not saying it's right or wrong, but somehow the black agenda has been hijacked. And now when you see black activists come out, they're always referring to blacks and other people in other groups. And those groups don't ain't with them like that. They're on a whole nother day on a whole nother level. They're voting ain't the same. They're on a different level. And then the LGBT comes in. I don't see Hispanic groups. Partnered with LGBTQ, like black gurus do. Black groups almost exclusively partnered with LGBTQ. And I just honestly believe the reason why we see these things in these black groups is because for some reason black leaders are susceptible to manipulation. The reason that we haven't seen other gruesome manipulated to the point at which we've seen manipulation occur as much as with black people is because other groups aren't as susceptible. And I know that people may not like me saying that, but I'm just keeping it real. Look at the way black America vote. Look at Planned Parenthood. We got a video and I'm going to talk about it a little later. I made a YouTube video about it. We got a video of no vote in no freaking or whatever is called, no voting no fucking or something. Some old crazy rap song with Trina, who's a nasty woman on Planet Earth, Trina and another guy that dressed like a girl that we don't know if he's trying to be a girl guy. Just literally living their lives and absolute, you know, I don't want to say debauchery debauchery. And they're on there, encouraging people to vote, I guess threatening that if you don't vote, you can't have sex with me. And they're talking about promiscuous sex and all this other crazy stuff. They're promoting that. And then their partnering with that voting propaganda with an app, a dating app, a promiscuous sexual explicit dating. I don't see any other group in America. That's been used and abused like black folks. I don't see it. And it's a shame that doesn't justify what this lady said. I think she should be fired from the city council. No way you could rip the represent the city. If your words and deeds are of a racist nature, you can not be trusted.
