That's what the old single room occupancies were and they never had a problem. So that's what you need to do. But it it never seems to work with you know any discussion it. I think part of it is is how the transitional is funding funded and how much more complicated and more expensive to fund. Permanent Supportive Housing, but that's what we need. And what about beyond that? What about affordable housing and more housing in the borough You know very interesting discussion happening where controller stringer who's running for mayor recently came out in support of up zoning. So and said, you know part of his affordable housing plan that he's pushing as a mayoral candidate will be two to zone wealthier communities. Where do you stand on Nad I don't know if you've taken a clear stance on the idea of the Soho. Of Up Zoning to to add more affordable housing and housing generally what what are your thoughts on that Well I know they have been I initiated and Co chaired with Margaret. I think generally the problem is that nobody would be opposed to Especially, me affordable housing in Soho upper west side east side any one of these neighborhoods what happens is you end up just because of how the city looks at Manhattan you end up with a very tall building that only has twenty five percents it's called the am I h you know inclusionary housing, mandatory inclusionary housing. It would be preferable if we could have more affordable in that building, then you would and then and so no I would like to see artists. That is weird. The artist should be and there should be available housing for them. So we're talking about it but what I'm trying to say is the process that exists now is very limited doesn't include artist housing and that's frustrating to me because I'd like even more if you're going to build the building and you only have twenty five percent and the not artists, it's frustrating but I am certainly very supportive of affordable housing and every neighborhood it's just the more the better and the way that the city says is go to the Bronx scale GonNa get more for your dollar. In Manhattan, land through expensive to let the private sector pay for in terms of affordable housing, you know how that works the private just as I can only do. So. It sounds like I mean correct me if I'm wrong but it sounds like you know you're sort of again trying to balance the idea of you want You know you don't want necessarily that much new housing with larger buildings, but to try to ensure more affordability in what's built Trying, to you know especially in neighborhoods where the you know the costs are so high for for developers. You mentioned early on in your initial answer that that concern and then also the need for more supportive housing. Are there any you I? Don't I don't think it makes sense for us to take a lot of time right now to go into all the nitty gritty details of the of the moving from hotel to hotel or neighborhood. But what are what are the big lessons? What are the what are some of the big lessons that need to be learned here to avoid a repeatable? We've seen over the last couple of months. I mean I think that neighborhood need to be conversed with. There are places given the slowdown in the economy that are for sale, and they couldn't fact how supportive housing I mean. There are hotels that if there is an excellent nonprofit. We obviously need probably some federal money don't even need to get into all the financing now, but the old single-room-occupancy that you and I grew up with her I grew up with. they all closed when you know the hotels could find market housing as a better alternative. So, I do think that we have to be very strategic about some of this supportive housing. We gotta do it I mean people complain in the neighborhood but if I was to do it I would put a SRO laugh supportive housing depending on the building. And I would have half of it be low wage workers. You know the busboys, the dishwashers. and. Homeless. You don't have one group that is dominant. But there's no plan. There's no strategy for this. If the best of my knowledge the mayor has said he wants ninety transitional right. That's what he's been talking about ninety your prostate. But I don't hear the same discussion about ninety report of housing. Less well, there's a supportive housing plan I'd have to check on where it is in its progress, but it seems like the shelter plan as you as you said, totally sort of overshadowed that in and the the immediate needs that lead to flare-ups because it seems like there's a lack broader planning seemed to dominate.

We definitely do need them to come back and you do read in the papers. We don't have any statistics as to exactly how many left exactly how many are coming back how many vacancies I have gotten call some you know owners of property residential rental who have apartment and they're trying to rent them. So I've never gotten that call before. So there is how do we get people to come back? I think we have to work on some of these as you even though you and I know the subways are clean and safe. People are not sure that if you are living outside and you just read the newspapers, you don't feel that it saves all part of it is the subway I. Don't think that there's an increase in crime as described in the papers what people hear about that, and of course, you have this the quality of life. I will say that the outdoor restaurants have been a huge boom there. So exciting there. So we did a contest of what's the most beautiful outdoor design and we had tons and tons of entries and we pick some. So all of that is restaurants. They're hurting but they're outdoor designs are fantastic and really enhance the street life. So I think we have to keep saying it's safe to come back the subways are okay..

"Coming up momentarily, and we're going to talk with the Manhattan borough president Gail brewer because Tuesday's election day. And I have been amazed at the number of New Yorkers that have come up to me and said, hey, Frank, what are these three propositions that were voting on? What do they mean? Are they are they bad? Well. The interesting thing is last year when the constitutional convention question was on the ballot. There was a lot of misinformation. And there was a lot of people that I disagreed with on the question. But they'll knew what it was. They all knew that it was on the ballot. And knew what it was even if I in my view, there was a lot of misinformation this year people have no idea what these questions are. So we're gonna do is talk with Gail brewer in fifteen minutes and find out why she's so opposed to two of these three questions, and regardless of how you end up voting. We'll tell you about what these questions are maybe nobody cares. But whatever the case may be if you're in New York City resident I know a lot of people in this audience wanna be educated when they vote we'll tell you what these questions are. I try not to make it to wonky too inside baseball too esoteric to be because ultimately if it were up to me, I might discuss fusion voting professional wrestling and season season four of the twilight zone all day long. Okay. And I know that the bulk of the audience isn't necessarily interested in those things. So I try to contour the show towards discussing subjects that I think you're going to be interested in, and I think you're going to be informative and interesting and entertaining for you. So a lot of times I would love to discuss these propositions for our. And I was reluctant to even discuss it on the Piscopo show because I know a lot of the audience is outside of New York City and outside of New York state, and even the ones in New York City, maybe not into the propositions, and I have to tell you the feedback on that discussion about the propositions was so positive that. "And and rent regulated tenants and rent stabilized tenants unfortunately lies in the state of new york i'm in so the new york state senate unfortunately has blocked a number of bills that would address tenant harassment second i've a bill that's pending in the city council which would not give developers permits if in fact they continue to have violations on the existing buildings that bill unfortunately has not been calendar as of yet now look forward to hearing on it there's a number of issues that we can do but it starts in the state of new york and that's why we need a state senate which understands the issues that new york city residents are facing and that is ten and harassment and this growing crisis in affordable housing in the city of new york in the growing homelessness in our city and on our streets in harlem you're on wnyc thanks for taking my call i've been trying to ask this on previous fridays from the mayor and unfortunately missing him but i i have a question i keep hearing this number that the mayor's been saying the state won't release two hundred million dollars toward the to get a lot of this work done and all this finger pointing where's the two hundred million dollars and never hear cuomo address it and then now cuomo's talking about providing two hundred in budgeting two hundred fifty million dollars for niger which sounds like another opportunity to pretend to do something and not provide it now conversely growing up in new york i've always heard that new york city generates an enormous amount of the funding for the state that we far out do our taxes are generating we're paying taxes to the state more so than upstate and i assume that there is a a way that i don't know why but it seems like it would make sense there's gotta be a way that new york city can withhold money from the state when they won't provide what's budget it's it should it be illegal it should be prosecutable but in the meantime we're going to go down this road again with another two hundred and fifty grandstand from komo's so i'm i'm not understanding that disconnect and why nothing can be done about it next guest in a few minutes after gale brewer and.

"The jail's or whether that's being the police in the streets at the end of the day we are the ones who keep crime down we are the ones who keep new york city safe um of course we had a host of our city council candidates who won uh including uh a few like i said earlier in the early session who will be joining the city council for the first time and and we you know under that we mentioned uh rubin dia's senior as one of those people who will be joining the city council for the first time under that we have a mug john i who will be joining the city council for the first time uh there are few other where ollie here who who definitely will i i will call their names out at a give them we want to actually say congratulations to uh the ball presidents we that we endorse uh definitely the bronx borough president ruben deers junior and brooklyn borrow president um uh adam eric atoms you know all of the borrow presidents that that we endorse gale brewer here in manhattan uh bill and melinda cats you know in queens and and james otto of course in my neck of the woods staten island we wanna say congratulations to other city council winners mark levin know robert carnegie those people who uh given ear that actually given ear to leo city correction offices before they start voting on things ascona affect us inside the jail's that's going to affect our safety in in in in what we do on four living however there some still some other things that we have to deal with violence is still a problem inside in new york city jails uh no consequences for bad behaviour for inmates who violate the rules or break the law or commit a crime while they are incarcerated or in our custody so we actually hoping that we'll have a better a better next four years and sitting down with the mayor and sitting down with members of the city council to talk about ways to create a to really really create safe a jails uh we have to assume that the.
