of mortgage holder developers I mean there's concerns here about whether or not they're going to be uphill I assume yes The main concern in Xi Jinping and the party is stability And that means that if you've got a large number of people that are going to be hurt by the default the government is going to try to help them in some ways That means that you've got hundreds of thousands of people who may have prepaid for flats or you have mortgages outstanding and even to some degree some people have some of these wealth management products that were sold by evergreen However the recap is likely to be piecemeal among local governments and not so much directly out of Beijing with a massive stimulus Let's talk as well about what we've been seeing from the PBOC really moving to weaken the currency and we saw this week of reference rate again today sparing some fresh declines in offshore trading What kind of signal do you think this is sending given we had that three Ohio or in the week I was a little surprised at that I don't know why there's so much variability There's a lot of suspicion that there's a lot of banks that have been holding offshore dollars because some of the data does not match up in terms of foreign exchange controls So at this point what the PBOC is intending as a signal is unclear I really can't tell you what their strategy is because we've seen a lot of volatility in the currency We know that we're going to get that big monthly data down for next week And then we had the CPI and PPI yesterday showing that that gap is narrowing somewhat I guess signaling that we could see some further easing from the PBOC after the triple-A cut this week too What kind of expectations do you have from further policy moves Well that's the big question I mean the triple R cut injected ¥1.1 trillion into the economy And the reporting has suggested that that was against the wishes of the PBOC that that was a crammed down by the Communist Party itself Further stimulus measures don't seem to be happening yet What's really going on is that the Central Bank is telling the local branches of state banks and the local PBOC to try to find local ways to inject money into the economy to handle the default of a lot of these evergreen projects And a lot of this is being run out of the Guangdong government because that's the home of evergreen They have a lot of their assets there And they're well capitalized So I'm very curious to know what Guangdong is going to be doing because I think they're really running the show more than Beijing at this point All right so you have these concerns in the property space You have this slowing economy too but we also have the attack or the regulations on the overall tech sector how much of a concern is this and do you see a potential bottom for some of these companies that have been hit hard Good question I'm writing a book on this that I hope to get out early in the year It's very clearly that this is a party driven thing The regulatory crackdown was necessary but a lot of the measures they've been doing really are more intended to strengthen the hand of the party and the overall economy than anything else I don't think there's a bottom yet in sight for this because at the end of the day their attitude is they don't really need the Uber of China to be that large Amazon they felt was getting too large They needed to have its wings clipped And financial the online bank basically was reduced to a shadow of its former self And they've hit the gaming sector So I don't think all the platform companies could suffer further regulatory downturn because Beijing's attitude is that these are not These are more of a threat than helping the Communist Party A threat and also perhaps some symbolism as well in terms of the crackdown Symbolism in what way In terms of just trying to show the upper hand and how strong the overall Chinese government I guess is I think it's more than symbolism I mean I think they genuinely believe perceive Jack Ma and the Alibaba as a threat he'd raised all short capital He was making a lot of noises about the inadequacies of the government regulatory situation He was pushing and financial as a new model for lending which threatened the state banks So I think in many ways the party reacted in a very understandable way given what their imperatives are Let's look ahead at what we can expect in 2022 as well as we continue to see the common prosperity theme play through too And I guess the effect of the ongoing COVID zero policy in China and what impact that's going to have on the economy Well the COVID zero policies hits close to home since it's very hard for me to leave Hong Kong But common prosperity is a great populist campaign but doesn't have a lot of meat on it Essentially you have to readjust the entire fiscal nature of China to achieve the goals of better equality of income And that's difficult to do given that the tax base relies on an inflated property market So I don't see a lot going on The idea of charity of getting the big tech companies to throw money at poor people is really not going to do much to change it You really have to restructure the state system There's a lot of indication that they're doing that I think the key point is that at some point the local governments are going to have to help small businesses because they're the biggest employers 80% And they also can generate growth So I don't know how they're going to adjudicate that because that means starving some of the state firms of capital and that's a tough one You mentioned your own personal situation there and it's something that all our colleagues in Hong Kong face I mean if you leave it's very difficult to come back you face at least what three weeks quarantine perhaps one in a state facility how much of an impact if this continues do you see on the Hong Kong economy.

This is here and now Climate disasters have dominated the news over the years from wildfires to hurricanes to drought and study after study tells us new aspects of this larger climate story But how do we aggregate that sea of important climate science data Well a group of scientists use machine learning to analyze and map more than a 100,000 studies And this effort to definitively link escalating weather and climate extremes with the ways we as humans live They published their work in nature climate change and they found that 85% of the world's population and 80% of the land are impacted by human caused climate change Joining us to discuss this is Richard alley a climate scientist at Penn State university He was not involved in this study but he joins us to talk more about it Thank you for being here It is my pleasure nice to chat with you Richard what does this study of studies tell us that we don't already know In some sense not much we have known that burning fossil fuels and releasing the CO2 would warm the planet since the 1800s This has been well known in my whole lifetime but the knowledge is just getting stronger It's gone from balance of evidence to pound on the table near certainty This is real It's happening It's affecting us Richard 85% is such a specific percentage of the world's population impacted At least one climate expert said that percentage is an understatement To that point isn't all land impacted by climate change Yes the climate is changing everywhere There's no way to put a little cylinder around some 15% Who is really seeing it Some people more than others And so you can set some threshold slider and get a number But yes everyone's climate is changing And we really all are seeing it Well in thinking about the future all of this comes of course in the run up to November's climate summon in Scotland Do you expect this study to motivate countries to make any better or binding agreements to curb global emissions If I knew the answer to that I'd be a happy person It is very strong evidence for them to use We are the IPCC the scientists eventually come with all of our science and we put it together and these hardworking volunteers who worked with the IPCC have done their best to give to the policy makers what the policy makers ask for The IPCC has said this really is what solid This is what's possible This is what the uncertainties look like This is the actionable information Now it's up to you to take the actions Well Richard in journalism some have remarked that over the next decade every story we cover will likely be a climate story What are you focused on in the coming decade from a climate perspective Yeah so I think you're right that there is a climate component everything going forward Our research group is especially concerned with the issue of large abrupt sea level rise The projections in this IPCC are challenging It's three feet of rise by 2100 if things go wrong But that leaves more than 99% of the eyes still in Greenland and Antarctica and not melted And we're working on the possibility that if a little more of that ice goes away sea level could rise a lot more The uncertainties in climate science tend to be mostly on the bad side It could be a little better than we're expecting It could be a little worse or we could break something we really care about and it could be a lot worse And there isn't so much a lot better to balance the lot worse So if we let climate change run ahead uncertainties look very risky And that's on ecosystems burning and not growing back and it's on societies getting mad at each other Our military leaders have been very clear that climate change is a threat multiplier that you make people mad enough and sometimes they get together and they solve the problem And sometimes they get mad at each other and they start shooting things And so how are human societies adapt to this And whether we use the information and grab it and build a better future or whether we get mad at each other is maybe the most important question A test of our humanity It is indeed That's Richard alley a climate scientist at Penn State university Thank you so much for your time It is my pleasure Thank you Fall is the time of year when as we know many birds fly south for the winter He is climate change made the affecting their behavior that is when and where they migrate Scientists at the Manhattan observatory in Plymouth Massachusetts are now working to track migratory birds on these questions The observatory is one of the oldest banding labs in North America And by placing ankle bands on birds researchers have been tracking the rise and follow species for more than 50 years Barbara Moran of member station WBUR reports Fall is busy if you're a migrating bird.

Why Some Texas Residents Now Face Huge Electricity Bills
"Think for a moment about that. Famous survey suggesting that many people would struggle to pay an emergency expense of even a few hundred dollars now think about texas where some people suddenly have utility bills in the thousands of dollars. It's a side effect of last week's storm that overcame the power grid. People who managed to keep their power are now paying for it. Christopher connelly is with member station k. e. r. a. in and joins us. Now good morning. Hi steve what's an example of the kind of costs that people face right so well. I talked to shannon mars. She has one of those big bills. She lives in frisco which is a dallas suburb with her husband. Mike and three kids in january. They paid two hundred fifty seven bucks for electricity and as of saturday. The families electric bill for the month of february was ten thousand one hundred eighty dollars and seventy six cents during those real. Yeah during those really cold days last week. The marches were paying one or two thousand dollars a day for electricity shannon. Maher said it makes her sick to her stomach to think about it too awful and there's nothing you can do and i've been really stressed about it and ten thousand dollars is a ton of money. I guess you gotta explain the texas system here. Because i get a utility bill. I pay the utility bill. I don't even necessarily know what my costs four day is. How does this even happen right. So this is wonky but but bear with me here so. Texas has a deregulated market for electricity. It is designed so that when there's a shortage of electricity of the price will go up in power. Companies will have an incentive to generate more electricity that deregulated market also for the sale of unusual policies. Like the ones. The mars is have plans with variable rates for electricity and those are the customers who are ending up with these sky high bills. The mars family spent hours trying to switch to a different company last week to find one with a more traditional fixed rate plan and normally they would be able to do that but the storm made that impossible so they were just sitting there watching the charges on their credit. Cards rack up. Does this suggest that this deregulation doesn't work well. It works great when the weather's good but you know it appears that there weren't market incentives in this market system for power providers to make sure that they were prepared to weather a massive winter storm. There have been warnings about that for years. Actually and the system broke down almost exactly like this about a decade ago. You know the other issue that we're seeing is that. The deregulated system assumes that consumers will fend for themselves that they'll find electricity plan where they won't get hosed if a big storm rolls in cable weight from the consumer rights group public citizen says. That just doesn't really happen. In reality people have a lot of different things tugging at their attention and their bandwidth and so a lot of our economic decisions are actually made on autopilot and therefore all these theories like that. We will shop for the cheapest and best plan for ourselves. They don't play out state trying to help. Now yeah so. There will be hearings looking into the issue. This week governor greg. Abbott says no one should have to pay these exorbitant bills and yesterday the public utilities commission temporarily blocked companies from sending out bills or shutting off customers power for non-payment abbots also saying that the state will force power plants to weather is so they're prepared for the next storm. I got to say this. Level of government intervention feels anathema to the way republicans have governed this state for decades. I esteemed, she says both her boys were treated differently than white students. All of us that I am aware of that complaint. All right. We've all complained, okay? It's something that's talked about quite a bit at the school amongst parents, African American parents and You know, just when I read it, it was like that I will die. The answer that we always got what will die, she says. Of course. Hello. The answer that we always got was what week discuss another kid's incident with you. We can't decide which I get. But when you have proof of this, these are despair. It seats discrepancies. These were happening, okay? I don't believe that She has proof of that. And i refuse to give specific. You should use your acne over. You shouldn't but this is what i would say. First of all doing reactnative does not preclude you from ever having to do native android or iowa's so there will unless you hire people who explicitly how to do that. Just be aware that if you do native you will need to jump into andrew s fairly frequently depending on what you're doing and the second one is that when reactnative works it is amazing like i saw we had a couple of teams that had really good experiences with reactive and the productivity and the speed with which they are able to move was like simply off the charts like between hot module reloading which actually works. Reliably you right line of code and shows up on android and ios in like one or two seconds. I think that's really incredible. But would you wind up with. Is these what. I call land mines so everything is going swimmingly. Well and then you hit a little landmine. We discovered that we had removed the initialisation of fresco so frisco is react natives image lending library load images from a network airbnb we glide which is basically. It's a similar library but instead of using theirs we've always used glide and so we just wrapped the image tag in reactnative with our own image view but the reactive library has fresco out of the box and so we we had that included. All we did was removed. Initialisation of that and randomly caused uncertain funds some screens to never under native to this day. We have no idea what the connection was but it spent multiple engineers officer had to spend like an entire week trying to figure out how to make this work again. he's it was released blocker in screens. Were simply not rendering. So this is this is really really bad other issues like the keyboard thing that i mentioned. I think you're like oh. It's just a simple form and you made you. You write the components of the four men like an hour and then you spend two weeks trying to make it.
