"So it's like it's basically permissive TDY all expenses are on you. That's what my next question was. The army is going to pay you your current salary as a soldier to go do this program, where does army run relief come into that? Yeah. So that is, to me, the great thing about this program with the army realizes that transition is an issue and they want to help soldiers get set up for this. And I just want to add one piece that's also a real benefit to the career skills program. So say you join the army at 18 years old. And then you spend three and a half years doing your thing in the army. Regardless of your MOS and then the last 6 months, the army allows you leadership allows you to participate in the cruise fields for them and they get out to a meaningful job. I mean, there's not much of a better recruiting tool than that in my opinion. To say the army brought me into care of me while I was in and helped me transition to get this great job. So it affects recruiting as well. So with these soldiers, all of the expenses are on them. Now, if you go from, say, brag to Campbell for a CSP. A lot of the garrisons have barracks space where a soldier can stay in those barracks. So that cuts down on a gigantic cost right away. But all those other expenses fall on them. So what we do is we decided we don't want money to be a reason that a soldier can not participate in a career skills program. And we did a we did a pilot program between JVM fort hood and fort bliss to kind of see not necessarily to be interested because we knew that there would be interest in this and we knew that soldiers would participate in it. We wanted to just kind of iron out all the wrinkles of the process of how we were going to go about this. And just through that pilot, we learned a few things. And we're still kind of determining determining money amounts, how much to provide each soldier as a total based on this first year. We're going to see how they do in this first 6 to 12 months, you know, kind of the things that the requesting and what they need. But which is great, army emergency relief has committed at least $3 million while I will say at least we've committed $3 million to the cruise deals program this year..

"I know most of my afghan knowledge comes from the movie. Charlie wilson's war With tom hanks. Julia roberts Of course which is mine came from spies like us ramble three. Oh my god. We're sending out into the field. Is that it did seem that people are basically like either way. We're going to stay there forever or this was inevitable and it does seem like because of the world we live in now social media and so quick to point fingers and blame instead of being like. How do we handle something that is just in itself. tragic is a you know what i mean as opposed to just being like. It's their policy paul. Therefore it's like. Can we just do the best we can handling this. That's what my wish would be. This has been interesting. Because i think there was a pretty wide broad consensus that america's own infinity war had to come to an end so ending the war and bring the troops home was very popular. This was actually decision. Made by the previous administration with a deal that was hammered out. Back in twenty nineteen and then started coming to fruition in two thousand twenty and was put into place with an actual pullout deadline of may the end of may which the biden administration came in. That was like three months into his administration. They did some negotiations to kind of. Push it to the end of august. They i think the august thirty first was sort of an arbitrary date pulled out because they didn't they wanted it to be over by the twentieth anniversary of september eleventh that being said the logistics of doing something like this are messy because as soon as it starts. Chaos erupts soon as you start. Sending people home chaos erupts. And as we we've sort of seen there were wires emails earlier going back saying hey you might wanna think about going in a lot of people who are on the ground didn't want give up the mission. There are a lot of people working in the state department. There are a lot of people at the embassy who just refuse to to just up and leave the whether they're working with afghan nationals on the ground trying to get working the visa issues that was backlogged because of a lot of things that happened the previous administration and over the past twenty years all of the logistical problems. They didn't wanna leave until they were forced to leave. And now it's a question of getting everyone out one thing that's been interesting is the initial chaos which was terrifying and frightening and did take everyone by surprise the the ability for us to move tens of thousands of people out as quickly as we have just in the past couple of days has been extraordinary and so i think there can be some criticism leveled at how we allowed that to sort of blow up both figuratively and literally and allow such a good optics for the taliban. But it's also sort of lit a fire under everyones asses and was like. Hey we we gotta do this and no time to think about now. Just get people on planes do it. We're working with with allied countries working with coalition partners. I don't think. I think if we had not seen that chaos erupt it would have been much more difficult to convince a lot of these other countries to be accepting refugees. At the rate they're accepting them and also us. We're sending refugees to fort bliss. Fort lee fort mccoy right now. We're bringing them into the into the us..

"Knowing that we are withdrawing from afghanistan and that this particular group of people who have provided support to the united states are at serious risk of harm wants a different government in the situation now the taliban takeover in the country the biden administration has evacuated. I think around a couple thousand folks. Nearly two thousand to fort lee. In virginia and has announced that they will be working on evacuating additional v applicants to other military bases Which which is a start for sure. But i i think the entire process could have been this entire backlog. In this delay in evacuating people could have been could have been handled very differently. Because we've known trump announced in february of twenty twenty that he was going to be withdrawing troops from afghanistan. So at that moment we've known that this day is coming and these people are vulnerable. Are they preparing for the a place you know. Well because of all of the migrants who have been put there Fort bliss and texas and fort mccoy as well are they preparing these two places for tens of thousands of afghans. Yes it is our understanding that fort. Bliss near el paso and fort mccoy in wisconsin are likely to be used To pows as iv applicants while they continue with the immigration process in the us after they've been evacuated but we're we only know that from the media reports. We don't have any other information or knowledge to to suggest that it's accurate. I want to turn to another issue. Let's turn to texas where you rice assists based where republican governor greg. Abbott has tested positive for crew. If irish just a day after he attended a packed. Indoor mostly unmasked republican fundraiser in dallas of hundreds ads office says he's fully vaccinated abbots imposed a statewide ban on vaccine and mask mandates and tried to blame migrants for the spread of covert nineteen in texas. So we continue with minority govan dia director of policy and government affairs at racists which tweeted last night turns out it wasn't an immigrant or asylum-seeker who was spreading covert nineteen all over texas after all minoshe talk about the significance of governor abbot. It's terrible that he's now come down with covert. He's getting a very expensive treatment. As trump did the monoclonal. Antibodies but what he has said about migrants and cove it. I mean i i. It's horrible that he is tested positive. And i genuinely wish him a full recovery but his rhetoric simply shifting blame for the increase in kovin infections from the the inefficiency and wrongheadedness of his own policies and putting it on the backs of migrants. You know public health officials Roundly agree that migrants are not necessarily bringing in cove it in any higher numbers than anyone else. We have continued to allow commercial flights internationally. People continue travelling overseas citizens and permanent residents continue traveling abroad and coming back. The only difference is they're doing it on an airplane versus coming across a land mauler. Abbott has taken all types of measures to try to justifying these very harsh unfair unjust measures against migrants claiming that they're necessary to protect us from cova nineteen while he simultaneously banning masks in schools preventing a bathing mass mandates. I should say preventing local officials from taking actions that could protect their populations. And now we're clearly seeing the result you know. He attended a large republican fundraiser. I'm not sure if that's where he contracted it. But at some point he contracted. I highly doubt he's come in contact with any of the migrants. We've i didn't states. "A migrant shelter unaccompanied children located near el paso texas and fort bliss and this overcrowded facilities house between one thousand and five thousand children at a time. Now thanks to whistle blowers were learning about terrible conditions inside the shelter including huge corona virus outbreaks children and a lack of adequate masks. This was an environment in which cova spread very very rapidly amongst the kids and ultimately amongst many of the staff as well we were told to not share practically everything we witness there. We were told to Not be on social media to limit our conversations about the site with close friends and family and to definitely not talk to the media to people you heard. There are the whistle blowers both career civil servants who volunteered to be detailed to the shelter when the biden administration ramp up staffing to accommodate in increase in unaccompanied minors. They filed a complaint with a nonprofit government ability project writing quote at townhall meeting with details a senior. Us public health service manager was asked and refused to say how many were infected with cove. Because if that graph infections is going to the washington post everyday. It's the only thing that will be dealing with and politics will take over. Perception will take over. We're about reality and perception. All the manager would acknowledges that several children had to be hospital ainsley. Nbc news correspondent covering the department justice homeland. Security's been covering. This story. Sat down with the whistle. Blowers and nbc. News is also obtained exclusive audio from inside that facility in fort bliss. Julie i wanna play that in a moment prefers just to set sort of the context. Here we're talking about. This is the by administration that had a huge plus of unaccompanied minors that were spending way too long in. Bp custody and there was a concerted effort because people are not place for kids of any kind to move them through that system to custody and in response that hhs scaled up shelters and this is one of them right. That's right i mean. At the time back to march and president biden announced another shelter was opening. He was trying to give the biggest numbers possible. He talked about fort bliss opening for five thousand children that potentially being able to hold ten thousand children. That was a win for them because they were able to get children out of the terrible conditions in border patrol custody where they were never supposed to be for over seventy two hours mean. They had a place to sleep. But instead what it minutes because of these facilities having to be emergency intake facilities. They had to rely very heavily on contractors. They don't allow state licensing. They don't have state licensing. Would they do these emergency and take facilities. So there's a lot less oversight a lot less transparency and that allows this kind of environment to fester especially when you talk about those big numbers and the whistleblowers who talked to talked about spread beds being so close together that you could even go through them from pictures we have. These are caught stacked on top of each other. They're not real bunk beds. It's the kind of environment that would make kovic spread very quickly and is also the kind of environment that when a child has a real medical or mental health concern as many of them did. They don't get that help quickly as they should. Yeah i mean it sounds like from the whistleblowers. Just overwhelmed facility. This is not functioning in a way that can be child centered in any way. I want to read what. Hhs secretary sarah said he said our duty aj jesse provide safe care for the unaccompanied. We take allegations of wrongdoing seriously. In his first formal press conference since taking office more than two months ago, Biden said a short time ago, the heightened level of crossings occurs every year, especially around this time of year. The reason they're coming is that it's the time they can travel with the least likelihood of dying on the way because the heat the desert Number one number two. They're coming because of the circumstances in country. "Try to do that later npr's ron elving thanks so much thank you scott government says it wants to hold migrant families in detention until their immigration cases complete now that's according to court papers filed late last night should be a big change from past practice because a longstanding court agreement limited the detention of children twenty days the latest move by the trump administration to try to curtail the flow of migrants arriving at the us border in the southern border and it's likely spark a fresh round of legal challenges and barriers joel rose joins us now joe thanks for being with us sure scott the trump administration has backed down from the practice of separating families at the border but they're still about two thousand migrant children in the government's care they have been separated from apparent what is this what does this mean for them well we've been waiting to understand how the government plans to reunify those families that were separated as a result of the administration's zero tolerance policy at the southwest border a federal judge this week gave the administration a very tight deadline told them to reunite those families within thirty days and if the children are younger than five within fifteen days and now we know how the government wants to do that they could the administration has the option of releasing these parents from immigration detention letting them live in the us pending their dates in immigration court but that is not what the in ministration says it wants and these court filings the government makes clear it wants to detain these children along with their parents instead of releasing them wherever these families be detained well the government is running out of space in detention centers for migrant families there are two facilities in texas to detain migrant families but they're at about eighty percent capacity so the government is moving ahead with another option the department of defense announced this week that it plans to start building to tent encampments in texas one at fort bliss in el paso specifically for migrant families so these families may be headed to that post in el paso but the courts have said children could only be held for twenty days right what what what happens thereafter well the government is trying to reconcile instructions from two different courts here one of them is the federal court ruling out this week ordering them to reunify these families and the other is what is known as the florez settlement which limits how long children can be held in jail like settings to about three weeks so in order to comply with the first ruling the government says it needs to hold families longer as long as it takes her their immigration court proceedings to play out and that can sometimes take months even years now i should say it is not at all clear if the judge overseeing the florist settlement will sign off on any of this she could approve longterm detention but she could also order that the parents be released with their children that they'd be monitored with gps ankle bracelets to ensure that they show up in court immigrant rights advocates are already urging the judge to reject the government's plan and their filing last night they say there's no reason to lift the limits and florez just to remedy the chaos as they put it that was caused by the administration's decision to separate these families in the first place and rights advocates also note that the same judge rejected a similar request from the obama administration just a few years ago and they say nothing on the ground has really changed since then joel the the reality not just the idea of separating and detaining families has sparked an outpouring of outrage across the country going to be a number of protests today aren't there yeah immigrant rights advocates are horrified they say detaining these children even with their parents is profoundly harmful they point out that these are mostly asylum seekers largely women and children from central america who are fleeing from violence in their home countries and immigrant rights advocates say we can do better that these migrants should be allowed to stay in the us to ask for asylum and they should be allowed to be free until those claims are heard protests are planned today in washington dc on the brooklyn bridge in new york and in dozens of towns and other cities all across the country npr's joel rose thanks so much you're welcome in annapolis maryland last night where students held a candlelight vigil to remember five employees of the capital gazette.
