We're still averaging just a little over five hundred thousand per day so sustaining this for one hundred days. Even at one million a day would be a seat The person has said he wanna reach one and a half million a day to hit these targets. You need a component that involves mass vaccination Ideally of population where there eligibility for vaccination because our priority population is easier to to identify. So something like people over sixty five or you're really just looking. At driver's license is or other documentation to show that they qualify. You cannot just go and this is the important part..

I've said before. This is a wartime effort when i say when when i say that people ask wartime so yeah more than four hundred thousand americans have already died. Four hundred eleven or twelve have died in one year of this pandemic were than all the people who died in all americans who died in world war two. This is a wartime undertaking. It's not hyperbole if we're going to fight. Covert like a war. Shouldn't we fight it with the same intensity. We've spent a fortune on military planes ships hospital soldiers and weaponry. So how do we plan and put all the resources we need towards this battle and future pandemics. That's what we'll be talking about with my guests. Let me introduce them. Thomas boycott director of global health at the council on foreign relations. He's based in washington. Dc welcome to science friday. Thanks so much. For having me. And dr alysha daljit an infectious disease doctor and senior scholar at johns hopkins university's centre for health security based in baltimore maryland. Welcome thank you for having me. Thomas let me begin this. This is a sprawling plan. What stands out to you in this plant. Well i think the were analogy is appropriate in some ways although it has some limits so what stands out in the plan from the president. Is that a very much. It understands that this will be a sustained effort to fight this pandemic in with vaccinations. Something that really will. Last for the bulk of this year the broader effort for longer and requires an active government response in the economy. Both the prop up that economy but mobilize all the resources we need for this nation campaign. I was also pleased to see that. It's a bit of shift from what we saw on the past administration where there is heavy. Focus on the supply constraints on vaccination. How do we develop vaccines and lineup. The manufacturing we need to Produce them and logistic so that supply but very little on the administration constraints. How do we actually get vaccine doses into the arms of the most vulnerable people who need them and also. How do we address demand problems. How do we convince people who might be reluctant to take vaccines to take them. The one part where i think. There's a limit to this war. Analogies war gets people thinking from a nationalist perspective. And one challenge. We've seen around vaccines is that is very much what we're seeing globally. And i'm not sure that's the best way to end this pandemic. You wrote a piece in the new york times. We'll you said we should treat covid. Nineteen less like the flu and more like an act of bioterrorism. That's right so in the case of the flu seasonal influence you know. We're we're largely talking about scheduled appointments for vaccination at occur through your clinical health practices and that pharmacies In order to reach the goal that the president has laid out A minimum of a million one hundred million people vaccinated in one hundred days. We need to see a much more robust vaccination plan. We actually had these plans. We developed them after nine eleven We develop them because there is a greater appreciation at that point. That public was a matter of national security and part of that preparedness had to take into account the risk of bio terrorism Release potential of of smallpox or You know a repeat of the anthrax attacks on a much larger scale. What would we do in that case to try to vaccinate a potentially exposed population within forty eight hours. That's what those plans do Oddly all the effort that went into planning the rda and development of these vaccines and the spice that we needed Very little has been done to tap those plans from the past about how we actually administer them in a short notice so together with colleagues jennifer nozoe at johns hopkins and sit back and i am We did this Piece looking at what that actually would require in terms of sites vaccinators. How many would he'd what kinds of shifts they would need to run Based on these plans that we had developed in the past amos. You worked for the center for health security. How is a pandemic and health security risk. Do we need to change our perspective on public health. Will you're seeing it right now. I think this is what many of us in the field have been arguing that public health and infectious disease emergencies are inextricably linked to national security. The most obvious cases mentioned earlier biosecurity bio-terrorism such as the anthrax attacks. But you can see what happens to a country that lets in. Infectious disease run rampant and basically disrupts the entire economy. It basically takes the government from focusing on traditional national security threats to spending a lot of resources in time trying to stop an infectious disease outbreak. In in in our own country we had our president infected with this virus in hospitalize. We had the joint chiefs of staff under quarantine because of exposures that really is very clear. Nationals has clear national security implications so. I do think what we have to take from. National security is that there are hearts of our public health that needs to be thought of that way that we need to build an infrastructure. That doesn't go through these cycles of boom and bust panic and neglect. Where when things are in the headlines there's funding there's interest and then when they receive from headlines like the anthrax attacks. Did all of that dries up because we are going to be faced with more infectious disease emergencies whether or not they're pandemic scale or maybe more on the scale zico ebola and we wanna be able to be resilient to them so. I do think that we have to fix with a window of opportunity right now. Six this to get pandemic preparedness the attention. It deserves so that it is sustainable. So that it is funded more the way the department of defense funds budgets. If you think about how much money we spend on pandemic preparedness compared to how much we spend on an unin- f thirty five fighter plane that you can't even compare the two and look what look what's happened with this pandemic. It's been said that if you stop this pandemic a month earlier. We'll save half a trillion dollars. Well let's talk about preparing for it because there's a lot of talk of using the defense production act to help ramp up production of vaccines Tell us what the act does. Can the government start directing companies to produce vaccines. How does this work so that the defense production has lots of different sections to it and lots of different aspects to it. And i'm not a lawyer. So i'm gonna give you my understanding of how it applies in an infectious disease. Emergency what it does is it allows the president to to have companies prioritize orders from the us government. Say that might be a vaccine. It might be syringes. It might be some ingredients. It's needed in masks for example and it allows things to happen much quicker. Those contracts get prioritize. Some of the red tape disappears and it just gives a lot of power to the president to direct resources towards what is deemed national security emergency. And it's been invoked before By president trump. And it's been invoked for other things in the past as well. But what..

say the least well I I'm not sure about it because robin Lehner is on record saying that he didn't want to take a discount like you felt like you wanted to be paid market value and and he deserves that what whatever he was asking for he deserves what he wants and if the Blackhawks were gonna offer him he offered what he wanted like he had every right to take it to and and has every right to take it to the summer and get exactly what he's looking for the the fact that if you know the Hawkins did offer a three year deal letter would have been willing to take lasted it do a three year deal I feel like the team would have pulled the trigger on it because I I don't know necessarily if they were looking to try a lot of money and term to to robin letter because that's just not exactly how they operate in it we see all around the NHL now teams are very reluctant to give big contracts to goaltender than in the Florida Panthers are seeing it right now they they find Sir David Gonski two an eight year contract worth ten point five million dollars and he has been performing this season so I think maybe that's also what is scaring off the hawks and wanted to have that type of security with the goaltender another couple minutes where's Charlie Roumeliotis from the Blackhawks insider at NBC sports Chicago the guys they get back for a for a letter is is that yes they need to get some names back or is to Bangor to be their back up for the rest of the season or what you know what's going on yeah I imagine so I read in Markham Sudan will be the Blackhawks is back up you know barring any injuries and I know the Blackhawks do have calling deleon Kevin Lincoln in downtown Rockford who have both been playing really well like Kevin like that had a really good start to the season that first and then you want to see how your developments are going with Adam vocalist and Kirby dach but to me ideally like you need you need another top six winger like you need another top six four they have Jonathan Tate and Kirby docking Dylan Strome and and obviously Patrick Kane and Alex DeBrincat but they don't have really that photo type scoring winger that can help balance out the lines and I'm not saying that the Blackhawks have it all made on their depth on their defensive group because they tell but you look at the reality is they have five guys under contract for at least the next two seasons after that and that's not even including Adam vocalist and potentially Ian Mitchell so I want to say a top four defenseman but it just didn't seem feasible because all the they have all They wouldn't be able to successfully breed and fix the overarching problem so they had this big meeting up in North Florida at this place called white plantation and everybody was kind of down in the dumps like. Oh my God you know. We've we've blown it and we were GONNA lose panther. What can we do and finally someone? Unfortunately the WHO came up with I lost a history. It might have been melody. Roquette might have been somebody else accounting mealy seal but they said well what if we bring in some mountain lions from somewhere else and let them breed with the native panthers and that would fix up the genetic pool and there were lots of questions about whether it would work because nobody ever tried this before and b the legality of it because the endangered species act doesn't cover hybrids but the logic here was before humans arrived in North America that the habitat of Florida Panther covered the whole south and they probably bread with cougars from Texas at that point so the theory was well okay if they bred with him before.
