"This is planet money from NPR. In two thousand at the age of seventeen. Angel. Sanchez gets his first real job. It's in the Law Library at the Soto Correctional Institution in southwest Florida where Angel is an inmate mark first day at work. I walk in and they told me this is your desk. and. Had A desk I've never in my life had a desk before that moment right away. Angel loves this place. There are no guards there's no fighting they even have their own coffee pot and it was a sense of liberation homeless for out of prison. In that moment, Angel had lived a hard life. The first time police put him in handcuffs. He was in the third grade in the principal's office by age fourteen, Angel Traded Sixty Bucks in his Super Nintendo for his first gun he ran away from home he joined a gang. And at Seventeen, he was sentenced to thirty years in prison for armed robbery and gang related shootings, and it's in his first year in prison that he gets that job in the library and as he begins to study the law there, he starts to feel something that he's never really felt before like maybe he has plans I liked it because it allowed me to challenge the system in a legal way I. always there was never a challenge. The police stopped me I can't do. Nothing about that. They slap me a candle nothing about that and the law gave me an avenue that says, no, you could challenge it. Angel starts working on a paralegal certificate and as he's studying, he starts to think wait this is dot as hard. As I thought, it would be learning the laws like how what lawyers charge so much. It doesn't take much to learn to do this and most of the forms are refilled. What is going on here I thought it was a scam. This esoteric thing that I thought only geniuses knew I could get it. Either genius or they're not and I said Madiba ever got how could I be a lawyer but then he thinks Oh wait with even let me be a lawyer with a felony conviction. He looks into it and the answer in Florida is probably not or at least it would be very hard I. He'd have to beg the governor for clemency, which is almost never granted and then angel learns he's also lost a bunch of other rights. Because of his felony learned that in Florida, you're voting rights you're right to sit on during your rights rump up public office for life. It's losing the right to vote that really stinks for Angel. He's like hold up I can't vote ever like, I'm seventeen years old I've never even had the right to vote, and now you're telling me that for the rest of my life I, just get no say as a citizen of this democracy. Which is true. Of course, not just for Angel. There are about one point, four, million people with felony convictions in Florida one in ten adults with a felony conviction more than one in five African Americans. They what? But that's something that will come from some other countries like my family they come from Venezuela and Cuba there you see the government trying to imprison people and then use the law to take away people's political power but not in the United States. Hello, and welcome to planet money I'm Karen Defend taking away the political power of one point four million people is. A big deal anywhere. Super excited to be here with your friend Yes okay. So believe it or not It's only one week. Oh. My God one week to the election according to analysis by the more than fifty eight million people have already cast their ballots surpassing all male in early votes cast in the twenty sixteen election. A number of states Georgia and Texas have seen historic early voting turnout. I mean Georgia and Texas, and the both of you Mike in Lilly you've been following the data and the trends when it comes to support for either candidate so we're going to dig into yes the Latino and Latina vote and we've talked about how well they're thirty two million projected eligible Latino voters in this cycle. So that is the second largest voting. Indian tire United States it's likely that this election is going to come down to a handful of key states including Florida surprise and we know right I mean what happens with Florida is going to be determined by Latino and Latina voters correct three point one million eligible voters according to Pew. Research Center there are a number of motivators this time around from the coronavirus pandemic which has really taken a toll on dinos and Latina's to yes the Supreme Court nomination of Amy Coney Barrett and as a disclaimer. So we are recording on Monday afternoon and the final confirmation vote of Barrett is expected to take place on Monday night just saying democracy question Mark Mike, what are you seeing about this Latino vote? And give us your sense like we're all on pins and needles. What's your top line? Is it going to be able to swing these key swing voter states towards Biden Or, will it be towards trump So let's talk about three states specifically and I'll give you kind of what we're looking out where we're trying to move numbers, and maybe some of the irony of the whole situation. There are, of course, a lot of voters now in states like Pennsylvania North Carolina but just mathematically where the communities really going to be determinative, it's going to be flooded out like you mentioned taxes in Arizona. Let me start with Florida because it is such Florida. Florida right Kinda got a look. We all know what that means and what it doesn't mean. Yeah. So trump's spat very early on Miami Dade was one of the counties that he spent most heavily in through the summer. He was up really big columbine the socialist trying to consolidate the Cuban vote multi generational, right? We all know that are older Cuban brothers and sisters have this real anticommunist sentiment anti-castro but the younger you get your that tends to Wayne and future generations and. Most of that was splitting off most Cubans under forty are actually Democrats as a plurality. So the Republican source kind of weight off, but the socialism stuff was working right can't wasn't working overwhelmingly, but it was working enough. Yes. Mike is that because maybe it was been his winnings, there are some of that's what I'm saying. Yeah absolutely. There's this kind of socialist is like the Big Buzzword big it's a big thing with these voter segments but. We gotTA KEEP IT in perspective. It's not like he was overwhelming. It was over performing with where you know trump wasn't twenty-six. They were moving votes early we all know Latinos. Late deciders we're hearing some of this stuff going y'all kit account makes sense. Yeah but look, this is largely corrected already we went in his Lincoln Project I'm not saying we went in alone we went in with a number of Latino organizations we went with North repack Chuck Rochelle Rip Bernie's group. We did you know me me Neither do I ask when it is a coalition and said, Hey, look you guys take the portrait. Daniels. You guys take the Central Americans the few Donald's out of there in Florida we're going to go in after the Cuba to the Venezuelan. We'll go hardcore after after the right you're going after the mother lode, you're like we're taking the colonial. Exactly, right you're doing Lincoln project style. We went with some really hard hitting ads gonNA peel off this vote. So you have seen the numbers come back to Earth a little bit I'm not going to suggest that there isn't a little bit more trump genus than we would like we get to kind of wise that's happening but one of the really Florida things about Florida this year is that trump the republican is over performing with Latinos. Enough to put this in title contention that we would like right and ironically, Biden is picking up more of a Republican sixty five and. Older senior citizen vote, which is a Republican base vote than his historical. So they're each eating into each other's constituencies and the question I think yeah. For flooded is going to be who holds onto each other's constituency the longest to push him over the line.

But at the time, we did not know what was going to follow during the next presidency, the September eleventh attacks, the war in Iraq Katrina housing collapse, the great recession. I think Al Gore decided he wanted to be a northeasterner Gore a cerebral former senator built a campaign team focused on the levers of official power, national media, coverage Washington influencers, and the preservation of power. He had been vice president for eight years and a senator for eight years before that. No. No No there were really two. Efforts, going on one was the Bush campaign, and then there was the secretary of State's office. We went to considerable lengths to Not have them be seen. As. The same thing of course, Katherine Harris the Florida Secretary State could push one candidate over another at least not publicly in this particular case because I was so well known at least here in Florida. As a partisan. Republican. In a situation where it was important to project to the outside world that the secretary of State's office was being. If not even handed at least in compliant with the law and not cooking the numbers or putting her thumb on the scale knowledge that I was inside. That office from before daylight until after dark, each day would not have contributed. To the image that we project. As Democrats, requested more time for counting Harris fought to enforce tighter interpretation of any recount deadlines I've decided it is my duty under Florida law. To exercise my discretion in denying these requested amendments I mean everybody just just the the superficial thing. The governor of this state is the brother of one of the people running I think everybody assumed he had influence in the process I'm not sure that he did. Democrats couldn't help but focus on Harris. She was also a Bush donor, the CO chair of his campaign in Florida, and an ally of Governor Jeb. Bush. You might say the Republicans were in control to the Senate anybody was in control of what was going on Jab was. was very religious about staying out of the public fray. Because his brother was involved, it would be Katherine. Harris's job to decide if manual vote totals would matter. It would be Katherine Harris's job to decide the deadline for those totals. In fact, it would be Katherine. Harris's decide. The president of the United. States. I want to reassure the public. That my decision and this process. has been made carefully. Consistently. Independently. And I believe correctly sumptious may be. That some listening to all of this. That we that I that she. Somehow. Stole the election that we did something improper that we did not follow the law in the. Opposite is exactly the case. We. Huge to the law like. It was the last thing we were ever going to do. While Harris. Might have been neutral in public behind the scenes she was supported by Republicans not like there was a democratic counterpart working in her office to protect Gore's interests I didn't make decision obviously at the end of the day Katherine had to make the decision I might have. been at the other end of the table had there been such. A table would usually just a couple of chairs sitting around the room. Leading the discussion. at the end you know Catherine here's what we recommend. One you want us to do. and. Usually. And I'd like to think not because she was. Getting, know her own mind. But because we had talked through and make the right decision, she would go with the recommendation. And beyond just the influence that Stepanova Chad. Its presence gave Republicans a heads up before any important developments. Again, Stepanovich will admit that he was in touch with someone on the team but despite his well documented ties to the governor in the campaign, he still will not say who now that that's not to say that there was no communication now I would be lying if I said that there was an individual. Again I'll. Not Name who worked closely with The party in the Bush campaign, which were, of course, the same thing. To whom I spoke frequently on the phone, basically, not to secure instructions. But to. hooped but to whom I gave information. And said, here's what's about to happen brace yourself. What made Stepanova the right man for the job like many people on the Bush team. Simple Directive. Win. The Bush team won the recount first and foremost because in my judgment. George. Bush got the most legally cast votes in. Florida that day. So he won because he won now he could have lost. Had We? Not ensured that victory was recognized and we did that basically by knowing what our goal was staying focused on it. In at every step doing everything, we could to bring the election in for a landing. Staying focused on the goal and that election night Bush lead Gore by less than two thousand votes out of six million votes cats. Everyday the Recap Gore's seemed to close the gap. But. Critically Bush never fell behind goal. The Gore. Team had to. Try to attack on a number of fronts they were unable to. Focus and If you will mash their resources on a particular weak point, a particular hinge of the battle to not be very original, and so they were more scattershot than we were. After the Election Gore campaign chose a different message, count all the votes but the Bush team had a simpler message. The election is over we won. And that slogan gave them flexibility when they were confronted by uncomfortable problems. It's part of the reason why the Bush team did not ask for their own recounts those Do Strategy Count, all the votes versus just win. That was the product of candidate at the top..

"To get at mortality rates for a slaves and for non slaves. We pulled down terrain data and soil quality data from the United Nations to try to figure out what parts of the south were particularly good for growing cotton tobacco rice things like that. And I mean, that's like talk about like engaging big data, right because we're looking at historical data, but we're also looking at contemporary data, but we linked all of this together. And try to kind of explore precisely this fact, and it turns out that the early settlers from this. You know in this part. They actually knew what they were doing right. They gravitated toward those parts of the south that were particularly good for growing these crops. I mean, they were they weren't dummies. So so it turns out there's a strong relationship between have suitable for growing cotton to places and the problems of slavery now around this time period. Now, just one interesting exception, which is Florida Florida's actually pretty good for growing cotton. But it turns out. I had a really really high native American population that was sort of intractable for a news only accessible to southerners after nine hundred thirty or saying, so they pressed swampy. Yes. He wanted to your problem with Florida's presented living there. And. Yeah. Yeah. Apparently, it's good for growing certain parts of the state are good for growing cotton. You didn't see that a Konami developed for other reasons, that's like sort of the one exception. So you've got all that data that that allows you to sort of try to look at this. What you're calling a natural experiment. Right. And then how do you make the case that there's not something else happening? That's driving these outcomes that's coincident with this. Yes. I think the big one that we've tackled in the book, and we think about her what about all the African Americans live in these areas now and couldn't it just be that the whites out of living in the high save various now are interacting with African Americans today. It's has nothing to do with the legacy of slavery. That's going through their family history and all these attitudes at a persistent over time. And so we spend a long time in the book thinking that contemporaneous interactions that they have with African Americans that makes them more racially hostile which a lot of people talk about in terms of racial threat. Right. Yeah. The thesis is it's not this sort of holdover historical. What you guys call? I think behavioral Pat dependence in the book, it's instead people get conservative when they're under threat. And this is something we know from literature and all kinds of environments. They are living in areas that have high percentages of African Americans. And so they're conservative and racially conservative and want to keep their piece of the pie away from the threatening group. That's near them. Yeah. Yeah. Does right. The simplest way to think about it is a if you were to look at counties now that had similar levels of African Americans, but had differential levels of slavery in eighteen sixty you still see this kind of affect rights of slavery. So you can still see a big difference in terms of racial attitudes. Even if they have the same populations levels of African American. So we cannot just be the case that if you're a small group of relatively small rural white southerners living in an area with a lot of African Americans. And you think yourself man, they're gonna they're gonna vote us out of health and home, or whatever the hell, whatever crazy, you know, conservative. Masih you have that when you match those two sort of things you still are seeing this sort of effect from the prevalence of slavery. Yeah..

They beat Wisconsin last week. They beat Michigan state. You know, it's they took Michigan to the wire. Yeah. They lost a couple of games early on. But this is a team that's really getting better and better and they're playing at north western. So if. In haven, a run game against Wisconsin. Which was the shocking part of it to me. So you're right. So you look at what Clayton Thorson's able to do. And I mean, this is going to be you know, I'd say the second best defense in northwestern has gone up against. But now they've had the experience of playing against Michigan. And that's gonna help them in a game like this. So this is going to be a really interesting game. Great. And then you got Alabama LSU at LSU at LSU in in in the want to say, it's not the swamp. Is it what do they call it? What do they call belly death valley? That's right. Yeah. And the the way they score points in in bunches. It's hit a lot of the. Of their abnormalities from a defense standpoint. Their linebacking core is beat up. But it's hidden because of the way they score in the numbers that they add up. It's like a video game. You're watching the video game. But I mean if they slow that offense down LSU slows at offense down and make that defensively. Didn't you may be able to expose them for some? Oh, absolutely. I think this I I'm really curious to see how this game goes because it could go really honestly either way I could see Alabama going and having their way with LSU because I don't know what LSU despite the wins.
