You don't have to look too far to find a text scene that's still booming, but you might have to cross the border. From American public media, this is marketplace tech. I'm Megan mccarty carino. It's been kind of a tough 6 months for the tech industry in the U.S., just last month, meta announced another round of 10,000 job cuts. After 11,000 at the end of the year, Google Microsoft, Twitter and dozens more companies that aren't household names have all laid off workers en masse as the pandemic hiring spree ran into rising interest rates and changing consumer behaviors. But just south of the border in Tijuana, the IT industry is still heating up. It's a phenomenon sometimes called near shoring, like offshoring where jobs move abroad, but not halfway around the world. KPBS reporter Gustavo Solis has more on the tech boom in Mexico. In a high rise office space in Tijuana's chapultepec neighborhood, dozens of programmers and coders sit at their desk. They like to joke around while they work. These are some of the roughly 20,000 IT workers in Tijuana. And that number is expected to triple within the next decade. It's a sign of Tijuana's booming tech sector, the labor shortage north of the border is fueling growth down here. There is this extreme need for engineers in the U.S. and right now they're not meeting that demand. That's Omar Barra, an engineering director with a company called IT one, which connects American firms with Mexican talent. American companies can pay Mexican tech workers a fraction of what they pay U.S. based employees. Barra says his Tijuana workers are very much part of the team with their American counterparts. It's not like we get assigned projects and then we just send them back. We create teams that are around their own organization. So we totally adapt to what they have already. Those teams include everything, engineers, managers, site directors, not to mention software developers, well versed in multiple languages, like iOS development, Android, full stack, web, cloud, DevOps, DBAs, and so on. It's a hiring boom caused by the tech layoffs in the U.S., says Fernando Torres. He works for soft tech, the largest IT near shoring company in Mexico. Torres says this boom isn't isolated to companies in the tech sector. Industries like banking, transportation, retail, and tourism are all looking for IT talent. David fishman is seeing the same thing. He's the CEO of a recruiting firm called sparrow company. We had so much work that we can keep up with it. He says the pandemic's disruption to supply chains force companies to think outside the box and for a lot of them, that meant Mexico. Companies woke up not just the big multinationals, but the smaller the 50 million to a $100 million company saying, hey, we'd like to add IT stuff. Everybody was going to Mexico. And Tijuana wants everybody to come. The city has 35 public and private universities, and more than 14,000 students enrolled in engineering programs. Their bet is that American companies will continue to look for a good deal and new talent south of the border. That was KPBS reporter Gustavo Solis. We've got a whole lot more on the tech layoffs in the U.S., including what they mean for the sort of cultural trope of working in tech as the ultimate kush dream job. And why it seems like all the tech companies are doing in saying the same things with these layoffs. It's all at our website, marketplace tech dot org. Now, we should note that many of the layoffs in tech companies in the U.S. aren't really affecting the technical workforce. It's jobs in recruiting and HR that have been particularly hard hit. So it's not as if, you know, engineers and software developers with specialized tech skills are necessarily having a tough time in the job market. In fact, a recent report from the trade group comp TIA, the computing technology industry association, showed openings for tech jobs in the U.S., remained near an all time high as recently as March. I'm Megan mccarty carino, and that's marketplace tech. This is APM. The global news podcast from the BBC World Service is what's been happening. Who's involved? Why it matters. What might happen next? I think what the global news podcast does really well is pick stories about places that surprise people. I try to overturn expectations. News stories that perhaps you won't have heard anywhere else and the things to look out for in the future..

"His arrival in West London. Wow. Crazy about this game, Devo, is this was meant to be the only one that didn't mean anything of the whole weekend. That's what we were told that it seems like it's had bigger repercussions than any of the others. Let's start with the game itself. Incredible statistic before kick-off Chelsea have not beat the team higher place in Aston Villa all season. That is, that is really all you need to know about this dead chat of a campaign. They entered this one, trying to muster the narrative of progress, and being in four grand Potter in the international break God bless him, talking to fans about. Let's effing win the Champions League. I bet that really inspired you filled with confidence, right? Yeah. Not really. But there had been we should say it's very easy in hindsight to laugh it off, but there had been glimmers of hope in the performances. And in truth, there are glimmers of hope in this performance also in terms of a lot of the dominance. But it's also the glimmers of hope that ultimately killed Graham Potter because he can't complain that he doesn't have the players. He doesn't have the resources he doesn't have any of the ability. It's a team where glimmers of hope are never going to work. And we see all these team where he almost can complain about having too many players too many options, too much possibility. And in the game itself, just villa so organized so resolute soaked up Chelsea pressure. There was a lot of it were willing to play in crevices and space in their own half lulled Chelsea onto them and then springing forward. One minute, John mcginn, spanked a delicious shot off the bar, it was a warning shot, not taken. Kuka Rea and kula Bai were then drawn up field slapstick to long ball. They let it ricochet backwards. Off kuka Reyes exquisite soft curls and only Watkins, what a first touch, the calmest of lobs. First player net double figures goals in three straight seasons since that earth mover benteke. And then Chelsea just have them puff so much of the ball. And this is all going on as Thomas Tuchel had buying up their Dortmund. That was just like, God, watching this mud Rick put clear through. Only Emmy Martinez to beat. God bless in the spotlight just wilted shot about 5 seconds earlier than he was just performance anxiety. He sent a little dribbler straight into Emmy's handsome, the mission remarkable thing other than the miss. I think Emmy resisted the impulse to just make love to the ball as it got into his hands, David just grind that groin into it, bless the poor little boy though, he runs around, runs around, makes run after run after run. This run, he skinned everybody on the run. Chelsea never find him. So we don't get a chance, but you would love it. You would probably get a chance to laugh at mudrak misses 7 or 8 times a game if they actually passed the ball to him. Instead, he only gets one opportunity to miss. That shot was like Fernando Torres sad. It really was just like, you know, especially he's got that tattoo on his neck, talent is not enough. Just the weight of his shoulders, the transfer fee, the pressure, the air, you just saw it, the war in you create the everything, just crushing a human being with us all watching. Chelsea had so much of the possession. I mean, they when Ben Chilwell, with all of those options, zhao Felix, moderate, I mean, the works when he's your main goal threat. Does that not tell you? Well, I mean, here's the thing, chilwell was our best player on the day. He's our second best wingback because our best wingback was playing in central defense. But he was offensively without any doubt our most intense player, but look, the statistics you said they were mind-blowing 27 shots to Aston villas 5. A 70% record, 70% possession. 600 passes to 285 more than double the passes, but it's all pointless. It's pointless football. It's the most attempts in a Premier League match without finding the net since 2014. That's the record. I mean, it's really, it's really, and we should credit. We really do. I mean, John mcginn destroyed the ball for the killer goal. First goal for him for villain 60 months, just huge respect to Aston Villa, a huge respect to Unai Emery we should say, first of all, incredible statistic about the organization that the old slick head one has brought to. Aston Villa is at since he arrived there in November the 6th only arsenal and Manchester City have more Premier League wins than his villa, which is a simply sensational statistic, but we've got to talk about Chelsea bouge rang around Stamford Bridge at halftime and at full time. And you all know that Simpsons episode west smithers persuades mister burns at the booze after he screens his movie or actually bournes, do you think Todd Burley has a smithers who says that they're just saying, really? The thing you need. Screaming your name. It's incredible what he's thinking. What is that? Do you think he's thinking Chelsea was 6? When I fired Thomas Tuchel 6 matches into the season they're now 11th, this team who haven't been lower than 5th in 7 years, but I spent over 600 million on players. But then on Sunday afternoon, early finally 5 grandpa had the blue coup, he'd paid Brighton $27 million in compensation to take him and his backroom staff just 206 days early. They were 27 million. They paid they had to get rid of two, I think that was like 12 million. They then 27 million to brighten to bring in a man you are firing and paying compensation to 206 days, 31 games later. It's really it's astonishing. This is not doubling revenues, David. Bruno salter is a system will be the interim, but Potter God. Watching him, he is aged in dog years. 7 months he was at the club, but he was so woefully out of his depth. How do you feel about it? How do you understand it? How do you fathom it, tell us? Well, the case for Graham Potter is that this is not the kind of manager he's a sort of a systems man, very technical, he's not the kind of manager you bring in mid season, having not brought in, you know, at least half of that money he didn't spend. And I'm not sure that he had anything to do with the other half of it either. I think we'll find more about that right now that really burly it seems didn't like the way too cool dealt with him and dealt with the board. This is what you hear from everybody around the man that it was just his attitude which he didn't like. But Tucker should have stayed at least till the end of the season, Potter is the kind of guy you bring in the beginning of the season. The other case for Potter is yes, he's had all of these players, but the injuries at Chelsea have been very bad. They've been bad at a lot of clubs. These are one of the things you've got to go and deal with, but you've got to put it on the full side that as everybody is promoting the fact that he's not playing the same center back partnership, you know, it's pretty clear that Thiago Silva would be playing for him if he wasn't injured. It's pretty clear that for fauna would be playing for him if he wasn't injured. And it's just he's been challenged by injuries all season and in terms of getting a settled lineup. The case against is that these dilemmas of hope is that he is still able to play a game that dominant, and it really was a dominant game. And I know that everybody will say, oh, yeah, but the result wasn't there, but Chelsea would dominate Chelsea had lots of opportunities to put the ball on frame lots of opportunities to score and take apart a team on a pure man from man basis they should. And they just, they just don't. And this is week after week after week, whether they're playing villa or Everton or Leeds or anybody else. They just are, they're just not the kind of team that anybody anybody is afraid of. And when you take a job at a club like Chelsea, who have this amazing tradition of winning, especially in this century, you have to do the business. And he didn't. And other managers, I've been fired way quicker after winning champions leagues after doing other things. I don't think he should be surprised or aggrieved at all. He had a chance, and he didn't do enough with it. His last press conference till now what we know is the last included the incredibly sad line. If you look at the XG, the expected goals of the mcginn show, it's not that big a chance and there is an old quote which is from Greek philosophy. I can't remember whether it was Socrates or whether it was Plato, doesn't matter. I think one of them said, the manager who bangs on about XG is a doom man. That's when we knew that it was out. And on one hand, as you say, the generally never had a chance is hired with a methodology of working with a young squad over time. It was then

"Again, we always say if he wasn't English, Harry Kane would be seen for what he truly is, which is the elite of the elite, but it got so sad for you Chelsea yet to bring on Obama young moderate late cameo to look more like the Ukrainian busted off Springer Fernando Torres and Danny drinkwater if they had a baby. Chelsea, get battered everywhere they go, saying the delirious spurs fantastic that was a truth on the day. First win for Tottenham over Chelsea in the Premier League in four long years. Christian Stalin's winning run continuous four wins now, cue the spurs champ, Christian Stalin, each risotto, a drinks expresso is one every game though and spurs now four points ahead of Newcastle. Yes, it played two games more, cemented that top four place in perfect Conte fashion, scored with two of their three shots on target, which would make him happiest of all he loves stingy efficiency. That man for Chelsea, three goals in last ten games all comps. What is life come to day though when you can't even beat Tottenham anymore? I know Chelsea have just beaten for fun over the last several seasons. Yeah, I mean, look, this is a Chelsea are so poor right now. You know, we always laugh about national teams, how they get assembled. And you can only pick the players you've got. It's a very often national teams have a real weakness. They're missing a striker or they miss like a very strong central defense. They always have a weakness, but usually when you have money to spend, and especially when you've got hundreds and hundreds and hundreds of millions of dollars to spend, you assemble a team that have all the pieces to go and do it. This Chelsea team are so disjointed. They are so unbalanced even with this bloated bloated bloated squad. And yes, you talk about the 31 players. They've got another 50 out on loan. They have everyone they need to go and compete. But apart from a striker. I know. Tammy Abraham can come back in the summer if they spend a whopping, I don't know, 70, 80 million for him to get him back. It's just, it's just really outrageous outrageously bad management. And by management, I mean ownership. Yeah, poor top bully at the end, bereft, the loon in that box with her, I think I've made a huge mistake face on him, is mercenaries hired from the fact that the group some of them I think it's not quite working. A couple of you wrote in that Burley is gonna probably sack water and highest elini. I don't know if that's too not bloody hilarious 7th defeats in the last 13 Premier League games and four goals scored in the last 11 league games. Is it one in the last 6? No real idea of football beyond sterile possession. Rod. This is so much worse than the form that has got almost every Chelsea manager who's been fired previously by Abramovich and by him. This is worse than everything. So top burly knows I needed a different strategy because the current one I've got, which is taking lots of money, put it in a garbage can and setting it on fire is not working. Graham Potter said postgame the players gave everything the goals made it difficult for us. The goals me. I love that. The goal is to make up to lost 9 zero. They should have said that. The girls did make it diverse. That's football, Graham. And Graham Potter talked about how Mikel Arteta on all or nothing. Everybody wanted him out at the beginning. He said, Jürgen Klopp, people wanted him out now. But where are we, David? A, should he stay on and be the problems? You kind of hinting or bigger than Graham Potter anyway. He's not great, but he's the scapegoat at the worst of all Chelsea starting to message the media on XG and what the XG and this run of games would have been. And it's just the worst. Here's the reality, roger, and we know men like Todd Burley very well. The only win for Todd Burley is for his decision to have been correct. By firing Graeme Potter, he has to admit that he made a big fat dumb mistake. The only way that he made the correct decision is if Graham Potter turns it around and it turns out, oh, after I showed you all, it was just a Mikel Arteta. It was the right decision because he communicates well with us and he's the right manager for the job and we made the right decision. What Burley has to admit by firing grand Potter is that he made a big fat dumb mistake and the last thing that men like Todd Burley want to do I live with this roger. The last thing they want to do is admit fault. Especially when their names are being thrown out in the media and on podcasts like this, they just don't want to do it. You know, I did say on Friday's podcast. I got a new theory about what top bull is trying to do with your club. I believe, and I think this is probably the most rational scenario of all. I believe he's actually living out some kind of Brewster's millions remake on your club where he has to blow through millions of dollars so that he can somehow access billions. I think I believe listeners tell me if you think this is actually making sense to you. I believe top bullies in the Richard Pryor roll right now are in the business. I've been in business and we're doing business. I think it's just not that interesting. I think he's just got in way

It's it's that's devastating And i honestly feel really bad for italy because they have amazing amazing players and they have been good for many many years but in dr specific game was Just it was impossible to stop them. i remember seeing the game and the way the blaze were talking to each other. Creating place You know bussing the ball everything. It was just fantastic. It was amazing to what it was so it was so entertaining on so it was like a incredible to. What's it like you were against. No one at the end of the day like delhi could not did have any defense and they don't have any often so spain obviously had defense and offense. So what did they do. Obviously for against like. There's no reason why they should not Been scoring more goals but they decided that you know out of respect. Their coast were pretty much enough on that. Does i think that was pretty beautiful. The arrival said they will be rivals for ages decades. I hope so. Actually 'cause what team. Spain on italy it's kind of similar was so different at the same time because you think that many of the players that play for italy to play for spain they have played together before i see you know part of their teams. Sometimes they know how they play the know create plays. They know how to everything you know. They they know their rivals because they were. They are their teammates at some point during the regular season. That is one thing that i love soccer. It's like people can be your teammate. For whatever amount of time but it can also be your rival when you play for your country and you know you need to forget about you. Know how much you like him. Muhammed's you like playing with him And then focused on. I need to beat him. 'cause i want my team to win. It's like it's stressful. I will say like i would personally. I think the the the first half was not was about build up play more than four replay for me Actually also did not make a big impact in in the first half for me So i don't. I don't think just the way the game was going. She didn't get an opportunity to really make markup. I'd love to watch the game again and see if i miss something with her but You know good first shift. Didn't didn't really put items here to win the wrong but it was. It was interesting. Met sort of now a jacobs's interesting player because for the spirit. She has played right back. She's played she's played in the midfield suspend. The right. you just put on the right side of midfield. And now she's was in this particular case was playing Deeper line midfield and we'll we'll just transition to the next part. She was key that she was. She made that go happen. So in the in the what minute was that. I don't wanna get that. Mid seventy seventy hundred seventy th minute. The game Really kinda did come out of nowhere. The pressure obviously was on for houston at that point. They didn't look super dangerous but they had a couple chances. Your blood's bledsoe made a couple of very nice saves enclose But she is in a very deep position in the midfield picks the ball up over the top. You know Stoke on a rainy day style over the top a long ball and ha and actually runs runs. It down does he. Fernando torres like against barcelona champions league dribble around and and And place it in the net and to one lead. that sort of came out of nowhere. I think houston houston accused. Houston accused the team The spirit parking the bus and were basically calling them on sporting in their post game and get out of here with that a they were not until they got a red card be parking the bus they scored and they beat you so shut up. Shut up about a yeah. You're down to ten men of what he what else you want them to go. Forward be you guys. Were parking the with. That was y'alls messed method for the first light. Twenty thirty minutes of that game was to sit back and absorb pressure. Get outraged grapes. I i think. I i think i posted a gift to make fun of it so i was. I was not. I was not impressed. I'm ready for a rival with the spirit. I wanna i wanna team. I wanna team to gonna find out who you do here. We gotta find somebody that he well. I think there needs either. I mean i guess other than portland in well rain. I don't think that's just a natural portland seattle rivalry. I don't know if there are any like specific interview. A rivalries that have we had time for that to even develop. And i think even that. I don't know if you saw this week that Megara pino scored against portland. And she she. She can't and she basically was like w w e style healing in front of the fans like giving them like the rowdy roddy piper ear and she was like she was like boom. You need to hate me. The problem here is like come here and you love me. But i'm playing against you and i'm trying to beat you so you need to hate me i'm gonna make you hate me. I was like cool. I like it that that that is something that i think the nwa sell. I'm hopeful. That is something that evolves as these teams stick around. I think the large problem is is that there..
