"On Neil's radio 600, kogo, Jack cronin, father Joe's villages says inflation is leading to higher homeless numbers in San Diego this year, even as the population increased coming out of the pandemic. Dick and Jim Vargas is the president and CEO at father Joe's. We are as frustrated as everyone in the community to see the number of those are falling into homelessness increase. We know this is the last point in time count in 2020. The most recent one here this year that you begin at 2022 shows a 10% increase. We had more than 7600 in the prior count we now have more than 8400 were falling out of the street. We also know that the number of families that are falling into homelessness are also increasing as well. And so frustrating. So the reason we authored this report is basically to really highlight the situation that's on the street. What's happening? What are the realities that are facing these individuals who are experiencing homelessness? And we want to be able to have the public discourse in the potential solutions to what exacerbating the conditions out there on the street. So we've broken up the report into 5 categories. We are looking at how the lack of affordable housing and the cost of living is impacting those who are on the streets. And those were at risk of falling onto the streets, right? The intersection then of healthcare and homelessness, how substance use disorder is really wreaking havoc with individuals who are on the streets. And we also see the number of encampments that are out there homeless and candidates that are out there just rolling that lease and balance. And how is that impacting the community? And those who are on the streets as well. And then the criminal justice system and how that is also impacting those who are on the streets as well. So those are the 5 categories. And within the report, what we've done is not only surfaced the situation, it discusses exactly what that play there. And then it presents some solutions as well. As a way of kick starting the conversation that has to very much ensue in order to really get at the heart of the situation out there and truly make a difference in the going forward. People think that the primary reason people are falling into homelessness is either mental health challenges or substance use disorder issues. The reality is that this town of our San Diego county, the number one reason that people are falling into homelessness is economics. It's the cost of living. The fact that the inflation rate is increasing is extremely impactful to those in our community here. As a result, more and more people who have been at risk of falling at home was just now suddenly have been thrown into homelessness, right? So the number one reason are the economics, including the lack of affordable housing. We know that the average rent for one bedroom apartment is over 2500 at this point in time. And that the rental vacancy rate is quite low. It's at about three and a half percent. So what does that mean that there aren't enough units and those that are available are too expensive for a fair number of the individuals in San Diego? So as a result, throws it into homelessness. So it's really the economics of the number one reason. Then of course, it is exacerbated by the fact that individuals, some of them do suffer from mental health challenges and issues and some have substance use disorder issues as well. And if you don't have those before falling into homelessness, if you become chronically so, then there's a tendency for that to increase as well. So there are a lot of things that come into play. It's extremely complicated. We're in this situation as community because it is extremely complicated. People complain, why hasn't it been solved? It hasn't been solved because there's a complexity of it, but also because the focus, and that's what I'm hoping with this paper that it will help people to start focusing on some of these key elements. The solutions that we like to see some of them in which we're involved already. As father Joe's villages, but need additional attention. It will mean one of the things as an example is we need to meet people where these individuals are. A lot of the information that we've gathered within this white paper is as a result of our experience with those who are on the street, getting their input as to what their expectations are, what their needs are. A lot of times, we try to come up with solutions that are not in keeping with the needs and are not responsive to what people are suffering out there. So part of this is also meeting people where they are and answering their needs. Some people don't want to go into congregate settings and congregate shelters. So what else can we come up with? If that is not a congregate setting, but is able then to help them off the streets initially so that then we can start working with them. And a lot of the other issues that they may have, whether it be health related, where their behavioral health challenges that they may have, whether it's child rearing child care that's a play as well. There's so many aspects of this. And so the number one thing on my mind is how are we going to take care of the women and people and families who turn to us. Abortion rights going forward will be determined by the states. CBS News special report Einstein joining us live now is Washington Post Supreme Court reporter Robert Barnes, Robert, thanks for joining us on this day. Let's have a little perspective about how rare this is for the high court to reverse precedents such as this. Where today's decision ranks in impact in American history. Well it's always hard to say right afterwards, but it's hard to understate just what a significant change this is. The court does overturn precedent, but not one that had established a constitutional right that has been in place for half a century. It's really an extraordinary day and one that came very quickly after a new conservative majority took hold on the court. The vote was 6 to three in the Mississippi case that captain abortion at 15 weeks. And while chief justice Roberts, who was something dilemma here for him, he went along with the majority there, but he did not go along with his fellow conservatives on overturning roe V wade in that 5 to four vote. What did he have to say about all of this? Well, basically no wonder agreed with the chief justice. He said that he thought that the Mississippi law should be upheld. He thought that the standard that the court has been using, which is no huge meaningful restrictions on abortion before the point of viability was wrong. But he also said that his conservative colleagues were wrong to overturn something that had been in place for 50 years. So you said that it was unnecessary and something that the court didn't need to do. Justice Thomas also wrote about some other decisions that the high court should now take a look at in light of this. What did he have to say? Well, it was sort of a curious concurrence by justice Thomas, the majority, went out of its way to say that this did not affect anything other than abortion that abortion is unique because it involves what many feel is the taking of a human life. But justice Thomas said, you know, he agreed with that, but also that the reasoning behind it, the road decision also had led to erroneous decisions about the homosexual conduct about same sex marriage about the use of contraceptives and that those should be looked at. He said that there might be other ways to provide those rights, but not the way it had been done in the past. So there are 6 to three in the Mississippi case. Tell us about the dissent in that case, and then the 5 to four in the roe V wade. Yeah, quite a spirited dissent from the three liberals on the court who wrote together a very long dissent. They said that it was a devastating day for women and that under the court's majority opinion that a woman could be forced from the moment of fertilization to carry to term a pregnancy that she didn't want. It said that what in most cases is a wonder to become pregnant and have a child will be turned into a nightmare for women who will have that forced upon them. Rabble rousers brought into this equation. But no Republicans are pretty inept at that. We'll get into that issue, but going right out of the gate. Excuse me, Uh, Father, Joe. Passed away this weekend from complications from diabetes. Father just Carol, better known as the Saint or the Advocate, the Hustler priest. Lots of monikers lots of nicknames, but he was a nationally recognized advocate for caring for the homeless and try to help the homeless. He? Um yeah was synonymous with the organization that he ran, Uh, it was actually originally called Saint Vincent DePaul Village. And he was the executive director or president. I think he came in and 1980 I believe. Um, he got his start giving out peanut butter and jelly. Um, uh, sandwiches to the to the homeless downtown. Anyway, Uh, he got the job at Saint Vincent DePaul when a which, at the time was just simply a thrift store downtown. The person was retiring. And, uh, they came across Father Joe because he was working at ST Rita Catholic Church in Valencia Park. And he was known for, you know, being out there and having a Good demeanor and, uh, outreach to the homeless. So he then ended up Taking over, Uh, ST Vincent's thrift store. And from there, uh, he basically took over the parking lot that the thrift short store had And created a homeless shelter. While homeless center at the time, Uh, just to provide various and sundry items, and, uh, his vision was to create a one stop shop. For the homeless at the time downtown. From there. He really became a fundraising machine, uh, and continue to expand his programs at when I was on City Council back in 2000 and eight I was referring it, referring to it as Father Joe's. Father Joe is like the the facility. Father, Joe. Ran it, but it's father Joe's his place. It was still Saint Vincent DePaul. Excuse me until 2015, I guess. When they finally made the official change in name. That surprises me because when I was on City Council did press conferences and events with Father Joe. I always referred to it just simply as uh, Father Joe's Go give him to go give your money to Father Joe's Hey, there are there's empty beds down at Father Joe's Um Everybody was referring to it as Father Joe's, but no, it was Saint Vincent DePaul officially until 2015 when they finally realized everyone was referring it to his father, Joe's Um Let me just say that, uh, he going there's just The man lived an incredible life. Of service to others. And but he was a political operator. Oh, he knew politics. He absolutely knew politics. He knew how to raise money. He knew how to get money from Various politicians, Uh and, uh, Was very dedicated to the homeless, but he played the system. He used the system to get what he needed. Now Father Joe's because it was a private organization. He had rules. You couldn't use drugs. You couldn't lash out and get dangerous and violent with other people. In other words, the mental health issues needed to be addressed. And if you couldn't do that, you had to stay out of the the village. The father Joe's village was was off limits to I always used to say. And all my events and I would call him every once a while and take father jail. I can still say this. You have a You have empty beds at the village, right? Yep, That's right, Carl. We still have empty beds. Why is that Father Joe, You know the answer, Carl, because we Require people play by the rules. We've got rules. Eddie would tell me about the insurance, um, that he has to carry and the insurance carrier requires that he can't facilitate and allow drug use or craziness, um, or bad behavior from the mental illness. Otherwise he'd have a liability. Of course someone would sue Father Joe, for you know, you should have known better, blah, blah, blah. Everyone loves suing the Catholic Church. But by the way, anyway, so, um He basically taught me a lot about the challenges faced by homeless individuals. And, uh, I think that he was. I know this because I spoke to him a number of times about it. He did not like how the homeless industrial complex Evolved in San Diego. Without any sort of real accountability. Without any sort of hammer. And he saw it as a human tragedy. That the same people who say they were going to advocate for homeless individuals were coddling them and in doing so, Removing the ability for providers like Father Joe. To really leverage. Situation so that these people could break the cycle of dependency. So, his remaining years battling diabetes. Uh he did, uh, you know, spend a little time just resting and enjoying life a little bit. He deserved it. For goodness sakes. After all the round the clock working. He did. I believe you retired back in 2016 2015 thereabouts. Um, Father, Joe's got a new had Hondshew, but it's never been the same. Now that they're not doing good work. They are doing great work, but it will never be the same. Father, Joe, uh, passed away at age 80 and, um, Sadly, the very Crisis. Very problem. He dedicated his life to His 40 years of working on that issue, sadly, was worse than it ever had been by an exponential factor, mainly because of the ineptitude of our Politicians in the state of California and in San Diego. So Father Joe, uh, certainly as he arrives in in in heaven. Will be one of the most Celebrated Angels and I tweeted over the weekend, and someone did make a funny remark..

"Downtown today one of the more effective programs of helping to get people into supportive housing and off the streets. Catherine Cloward, help Father Joe write that book, and I had the privilege again of knowing Father Joe for about the last 25 years And speaking with him just a few weeks ago, Catherine Talking with him was always such a pleasure. And you got to do it and write basically his life story. How are you doing this morning? Good morning. Thanks for having me. I'm doing well. I'm sure he's he's happy. We're talking about him and his back and the services that father did. Villages has provided for so many. I'm people here in San Diego. You know what he was telling you about himself and his, um, rather unorthodox approach to the priesthood. What stood out most in your interviews with him because you spent a lot of time with him. I did, um you know, I I would say it. What is overwhelming about father there was a presence is that he truly truly cared about people. He wanted to know you. He wanted to know, um your family and mattered to him the heart of who you are, And that's why everything he did You know, we saw the commercials on television. He was always talking about raising money, but it was never He did that because that signed a light on what was being done to help our neighbors and made in San Diego. And so he was always wanting to help people feel empowered. You wanted to help people feel the compassion and dignity that came forth from the teachings of, you know, he believes so purely in a helping I'm just like the others spoke of, you know, treat each other has as our neighbors so And I think that's very important and that signed through. You know, he on a personal level, you know he cared deeply about him. You filled a fatherly figure for me the past few years and But it was never about him. And that's the most important thing was never about Father Joe, but he was he wanted to do the press. He wanted to do the interviews because when you were talking to him, it always went back to We need help to help our neighbors in need. You know, And it's interesting because he's one of those guys that that he looked at a problem and went. Okay. Now I've got to figure out how to solve this problem, and he just methodically went after it. Do you think he expected Father Joe's villages or what's what started off as Saint Vincent DePaul. He didn't name it after himself. It was Saint Vincent DePaul. Then it changed to Father Joe's villages. Do you think he expected to turn into what it is today? I mean, this is a This is a massive organization to help the homeless. Yes. Well, um in probably do his life stories of a priest. It touches on that detectives on that because he really just thought he was going to take over this, You know, he actually says, you know, very clearly, he didn't necessarily want the job. To build the building. But once once he came on to into the role he started investigating finding out like he didn't know anything about homelessness, right? He didn't know anything about poverty. And so he did. He. He has an education degree. And so he did what he knew to do. He educated himself and as he educated himself on And on the reality of homelessness and poverty, he realized wait. There's more that we can do, and that's what he shares in the life stories that that are shared in the book. And while and he even says He just thought he was going to build it and then go back to Paris like which is for him with the most beautiful aspect of being a priest. Obviously, God had a different call on his life and and as more as more things are needed, they built more. And so you know, he gives a lot of credit always to the people who are part of his team. You know, Um, we couldn't mention everybody in the book. We would have loved to do that. But there is some very pointed stories about people who had who came in and and helped create, and and he always gives credit to the staff to everybody. Everybody who worked To help neighbors in need. And that is the legacy that continues, um throughout and also a scouting perish life. He had such impact on thousands and thousands and thousands of people. You can interview anybody right now, and they would say. What a positive impact he had on their life because He made everyone feel that they were special, and they mattered. And even in the book, he talked about how we learned Um, you know, back when he was in Paris flights in marriage encounter, he said God doesn't make junk And and that's written in the book because he believes that everybody everybody has value. And to treat each other, Um, with that same dignity and respect is what ripples out through the work that's being done and continues to be done. I have always loved sports and growing up in a very strong catholic family. It was all sports. In god's we're thinking so all through school high school. I played every sport Captain of most of most every team. I play I've sat i. Was i was going to be professional athlete. Growing up growing up through high school. And then you get to college. I went to wilmington university and try to play basketball. And you quickly realize you're not going to the nba. You get out of your little your little bubble and you realize okay reality hip so you're like all right what is it. What do i love. I love sports. I don't abandon it. And i love my faith and i. I love helping people and and reading people. So where does that take me. So i immediately became interested in of the athletic director. I just love business and helping people in sports. And if i can somehow convince myself this is. This is helping people every day then. It's a win win win. So i ended up getting my degree in sports management and in the day and age were in you need. You need an advanced degree. So i ended up going to saint thomas university. I got my mba down. In miami florida in sports administration from there i ended up telling to st john's catholic croats neither assistant athletic director. That's in Maryland so it all happened to real quick and all the sudden. I'm i'm doing kind of what i wanted to do. And then I get the call to come back home to new jersey to take take the role of head director of athletics. Akunin catholic high school. Where i'm from so he's the full certain kind of thing. It'll happen very quick. And i'm just i'm loving what i'm doing right now and i'm so blessed to be a part of this whole this whole process can make catholic right now. It's it's wonderful. Sounds a little like a dream. Come true away and you know like i said i'm blessed and early without my state in each part of this. It doesn't connect so there's no no way around that around that part. Now what do you consider to be the most important part of your role at camden catholic. They so at camden catholic. We'd have around seven hundred kids there and over about twenty two athletic fourteen so a lot of these kids sports with freshmen. Jv and varsity team. These kids are playing sports. So they're all involved in. Athletics was part in one way or another so my is to mentor them to help them become the best the best people they can be And and that that comes from the top Father joe cappella. He's director and when he hired me he he knew i could do the job. He had the education new. I had the experience what he what he really imposed upon me bringing me on. He said sam. I wanna i wanna make these young men and women love the lord as much as they love. Their sport said father. I'm the man for the job. That was my life. Grownups and that is what i consider. My biggest role camden catholic. Now in dealing with all of that you're now having to deal with kofi nineteen. It's been a huge challenge for schools and athletics. What are some of the lessons you've learned from having to deal with the pandemic cogan. What's that right right. Yeah no man like you said you said it's it's unbelievable how this is just taking over and changed everything. We do actually back in march. When when we all had to quarantine. I started up a little a weekly rosary and a lot of athletes joined. And so we kind of stayed in touch through that Zooming zooming all the time. And now that we're back. It's it's like the old saying goes show. God you plan. If you wanna making last well we have plan and half of it gets cancelled. It's it's unbelievable. The amount of postponements cancellations. But let me tell you these kids. These teachers these administrators coaches. They're wonderful through this. They are just going with the flow. They are absolutely adjusting to this better than adult in. You know better than the average person out there so it's very encouraging
