He joins me now for some insight into what to expect, Shawn. It is always a pleasure. Thanks so much for joining me. Thanks so much for having me. Okay, let's start on Capitol Hill. Lawmakers considering Biden administration nominees, including Katherine Tie By those pick for U. S Trade representative. You've been following this hearing. What is your takeaway Ben from her appearance before lawmakers. It's really interesting. What we're seeing from the Biden administration is a real change in tone around trade. At the very least, we're still not Getting a whole lot of specificity in terms of what sorts of policies they're going to do. What Tangible steps they're going to take when it comes to dealing with China and other trade problems that they threw US faces But way heard from Katherine Tie this week is a real effort to portrayed administration. That wants the focus on getting rid of the chaos and trade policy that some people, really, especially in the business community, really agonized about what kids Trump administration and moving towards something more delivered is more process driven. Uh, probably smarter is their their their idea. Now she had made a pretty strong case for China to live up to the trade agreement. It has already eat with then President Trump. Where's that now? Yeah. So we're in this really interesting situation. Where President Trump if you remember in January of 2020 find this deal with the Chinese. He called the phase one deal in which the Chinese committed to, uh, to step up their purchases of American products. Everything from farm Exports to airplanes and other manufacturer kids on go also to make some changes and how they enforced intellectual property rules. And so on. And then, of course, we got the pandemic and everything kind of went askew. Um, but one of the big questions surrounding the Biden administration coming in is are they gonna make, you know? Are they gonna Look at that deal and use that as the basis of the economic relationship with China and the way that the Trump administration with them. Are they gonna seek to make China live up to that deal, and it's purchased commitments and other things like opening up its market financial services companies out of the U. S also You know the type provisions? Well, what we heard from Katherine tie this week. Is that well, that's the deal that we have with China, and that's the deal that we're gonna be. We're gonna be asking them tow live up to you. So that's the first step. We know that they're gonna Um, they're gonna enforce that deal. That's what Katherine pies signaling. But then there are all these questions about what comes back. Of course, Phase One implies that there's a phase two. And right now, this huge questions about whether we ever see of face to agreement, and that's gonna be down to what the Biden administration chooses to do it face to agreement would really get into some of the structural issues. In the relationship and the ways that China competes unfairly, according to American businesses, And those are things like the subsidies that the Chinese Communist Party gives to, Uh both state and private companies and united China in the form of cheap electricity. Cheap loans on Shawn So you know, we're getting a little bit of a hint, but a lot of questions still left Now, a lot of this and you touched on this briefly. I want to dig a little bit deeper. These agreements are often about enforcement, not just words. But how they're going to have some teeth now, What are you expecting from the Biden administration when it comes to trade with China and enforcing those deals? Yeah. So one of the features that Bob Lighthizer of the President Trump's U. S trade representative was very proud of in the China agreement was an enforcement mechanism that there was a way for the US to, uh hold China accountable and impose tariffs and another punitive measures. If China didn't live up to the deal, we don't yet know what the Biden administration is going to do. We haven't yet had that situation. Where, Um, we're looking at an enforcement case. But that's ah, huge question that we also know that the Biden administration may choose to take another route in terms of enforcing a deal like this or taking on China, another in other issues. Trafford Ty used to be the chief China enforcement officer at the U. S Trade representative. Office. She's the one she was the lawyer who was literally arguing before the World Trade Organization cases on behalf of the US against China. One thing she said this week is that By administration expect to engage and take a leadership role at the World Trade Organization again. And so that means that the administration made may choose to go there rather than the bilateral route, which kind of took the U. S and China outside of the existing global trade rules.

Holly and vickers kings question is a really good one because it reminds us that all dams pose risks of some kind given the nature of the job they perform holding back huge volumes of water they can turn from placid lake into deadly torrent. If unleashed all at once. They deserve very close attention. When that attention lapses catastrophes can do happen in late may eighteen eighty nine flood. Water overflowed badly maintained private dam in western pennsylvania. Triggering its collapse. A wall of water race down the valley below a century later. Historian david mccullough said. The johnstown flood was so vividly alive in the local consciousness. I grew up in western pennsylvania. I'd heard about the johnstown flood my whole life as children. We used to shout run for the hills. The damas busted little knowing what real terror is in those words. The flood wiped entire towns off the map and killed twenty. Two hundred people in california owns its own special chapter in the history of dam disasters with a tragedy that unfolded more than ninety years ago in a remote canyon fifty miles north of downtown los angeles from the day. The saint francis dam opened in one thousand nine hundred twenty six. It leaked the folks in the farm. Towns downstream used to joke. Simple answer to that question is that the dam would never crack open. That's jimmy yolly east bay mud director of engineering and chief damn safety officer he oversees the district twenty six times including chabad. Damn the reality is that the dams are designed such that. They don't just crack open. You will see signs of a failure if one is to occur and The dan's designs with monitoring equipment to make sure that you can see that happening if it was a east bay mud confidence that a dam built within a quarter mile of a dangerous fault will stand up to violent shaking.
