"I know in my county Fairfax county as of this morning there were fifteen or sixteen known infections hopefully our listenership like this that is safe and healthy and wish the best to your family both physically and emotionally I know it's tough to beat the question on lockdown I have three girls home from school and everyone sort of bouncing off the walls you know how challenging that they sell hopefully you can dedicate an hour this morning to listen to what I have to say I just thought I was gonna mention it once if you're not a client it's something I say resonates with you today please contact us at the site the wise investor group dot com would love to connect with you yeah we lost money during this downturn like everyone else this is not about health but this is not about outperforming the S. and P. our biggest value and I've said this for years it's keeping people crowded keeping our clients tether to their long term financial plans tracking towards your long term objectives and making sure that folks don't make knee jerk emotional decisions and very stressful times if you're feeling adrift if you're not getting that if you're just working through of the company's sales index funds we advisors not talking to your being responsive like I said connect with us we love to talk about what we do okay enough of that so as promised there's a lot we don't know anybody who professes to be an expert at this at the top they don't necessarily know of course what is gonna happen with the virus more importantly they don't know what the market's response is going to be okay just as the market has been anticipating an economic decline the market at some point when dissipate that things will get better we just don't know when that is but there are some things like I said that I feel pretty confident that I do know based on past experience so I want to spend most of today show talking about that the first is an is that these are in no particular order a lot of people that say that this is unprecedented that this is nothing we've seen before at a certain extent that's obviously true anymore having a health crisis the medical crisis and a financial crisis maybe ultimately a political crisis who knows all the same time okay so we haven't necessarily seen that before but we see this market reaction before okay so the catalyst for a certain market reaction it we haven't seen but the market reaction itself human behavior investor emotions both institutional investors and individual investors yes we have seen that before I mean if you look at what's been happening over the last couple weeks we scan is nineteen eighty seven in two thousand eight the fifteen day percentage change for the S. and P. five hundred in nineteen eighty seven was thirty one percent fifteen day percentage change in nineteen excuse me two thousand eight at the close to the depths of the financial crisis was twenty eight percent that's pretty close to what we've seen recently I don't have the exact count in front of me but you know at one point last week we are off over thirty five percent from the February eighteenth ties in both the S. and P. and the Dow I believe and yes it could get worse before it gets better but we do have cops we do have historical cops for this in fact the average if you if you look at ninety seven two thousand eight maybe throw in nineteen sixty two for some of you folks have been around for awhile we had another basically a waterfall decline that year of of twenty some percent the average duration is about twenty seven days that's been the normal pattern over those three periods that doesn't mean that the market went straight back up after twenty seven days it's just that this climactic periods of intense selling generally has lasted twenty seven days we're I think twenty three or twenty four days that so if history is any indication maybe we will start to see some of these you know nine ten eleven percent almost impossible to manage days start to add here at some point you know at least on that down downside momentum one thing that's not and then of course you know from a from a larger perspective bear markets in general of course we've seen before and I think we all know that the average bear markets in U. S. history going back to the that the crash of nineteen twenty nine is about thirty eight percent so we're not even at the average yet okay all right so we've certainly seen that before and I will say most bear markets have tended to play out over a longer period of time so for example the dot com crash started in March of two thousand and then of course in the middle of that bear market you had nine eleven that was a long downturn at downturn lasted almost thirty one months with a total percentage change of minus fifty percent financial crisis wasn't quite as long was only about seventeen months it felt like longer at the time that was almost a fifty six percent drop and of course the even the the nineteen twenty nine stock crash that bear market that really only lasted about thirty two months but it was down eighty six percent so it again anybody who's telling you this is the worst we've ever seen that died at the there's that but nothing like this yes some of things going on society is somewhat unprecedented but again the market reaction is not all that is is not all that rare if you will going back to time that is not all that rare is that volatility clusters okay one thing that we know about bear markets if they don't very rarely to bear markets due to the market goes straight down what you tend to see is a big pickup in market volatility because the market doesn't know what to do I remember the fall of two thousand eight I mean one day people were thinking Hey listen if that you know the fed's gonna come and bail us out the next day people were thinking all of Wall Street was gonna get wiped out and vacillated that quickly just like within the last couple weeks and what happens is the best days are often mixed in with the selloffs so just to give you couple statistics the fifty best days for the S. and P. five hundred from January first nineteen ninety five through March fifteenth of two thousand twenty most of those came in bear markets the two best days were October thirteenth and October twenty eighth two thousand eight eleven point six up and ten point eight percent up in fact out of the top twelve under setting up here one two three five seven of the two of the best twelve days since nineteen ninety five came in the fall I late and and winter of two thousand eight the market without forty percent that's left here so you had a terrible year one of the worst ever recorder but seven or eight great up days so this volatility cluster that we're seeing this in a frenetic markets where it looks like you know everything everything is just completely come on hinged disconcerting yes but unprecedented now a few other things that are you know again he hoped disconcerting and and make us all nervous but have also been seen before one is a fifty two week lows as extreme as they are today right now depending on the day roughly seventy to eighty percent of stocks on the S. and P. five hundred are at or near their fifty two week lows the fall of two thousand eight it got to ninety ninety percent of stocks so that's why of course when you know I'm part of that is attributable to the rise of index investing right when someone hit the sell button on a billion dollar S. and P. five hundred you know program your futures contract or something like that all five hundred stocks in the S. and P. gets old okay and and also these big down days you haven't seen distinction between high quality low quality value or growth it's everything gets sold we've seen that before nothing that we've seen is of course when you have a period of economic stress like you like you saying right now we all know that America is kind of shutting down right that tends to put stress in the credit markets as well right now the the spread between high yield what high yield bonds are yielding an investment grade bonds are yielding is about roughly three percent at the at peak fear in early two thousand nine it got to almost seven percent so yes forcing credit stressed for sure but we've seen twice as much credit stress just in the last twelve or thirteen years and by the way I'm Tony this this could easily get worse before it gets better so maybe we do get to six or seven percent at some point particularly in certain sectors I mean energy hospitality you know cruise lines airlines we know that those bonds are going to be under extreme duress at least over the next two or three quarters make maybe significantly longer depending on what happens with no government assistance and what have you so I think you get the point folks what's going on in society not to repeat myself but what's going on society is somewhat unprecedented but the way that the markets react to that and investors react to that we've seen it before doesn't mean that we necessarily know what to do on a daily basis doesn't mean that we're fully prepared for because you never know the extent of it right until you look back on in retrospect I don't know thirty five percent loss is going to become a fifty five percent loss and quite frankly with the way things are going we can go from thirty five percent to fifty five percent in a couple days okay yeah this this thing doesn't look like it's gonna play out over eighteen months but but again the way that the markets have responded is not something that's it's rare but not all that unusual I think the big point I wanted to make an end this sort of number two of the things that I do now is let that I don't know but that of the things that I don't know this is somewhat obvious picking up which we tend to forget it when we're going through it in real time one hundred percent of bear markets have recovered and one hundred percent of their markets have eventually will eventually lead to new all time highs so before I get into some data and in just a couple general points this is why it's so important to stay in the game can you six stays solvent and what I mean by that is that we've mentioned this in a couple client emails so much of the selling right now is not the voluntary selling its forced selling its hedge funds that were leverage to the gills I read the other day about a huge multi billion dollar long short trading program okay they were long stocks betting on stocks going up and short stocks betting on stocks going down well they were so leveraged they were they were simultaneously liquid in long and short positions so they were responsible supposedly again I read this after the fact but supposedly they were they were responsible for some of these big you know two hundred three hundred point swings in both directions within like ten fifteen twenty minutes because they were liquidating positions on both sides they had to you were you had a lot of investors who because the markets have done well the last few years we're margin drop in their portfolios when you get margin calls you have to sell what you don't want to sell when you don't want to sell it and often you have to sell your most liquid securities treasuries gold blue.

"Fairfax County Board of supervisors for its approval if adopted the ordinance would prohibit all Fairfax agencies and employees from for meeting or assisting ice with civil immigration enforcement unless expressly required by law in other words it would make Fairfax county exactly what we're seeing in Montgomery County right now and they've been debating if they've been discussing it and this group Fairfax for all well they've got they've got a whole lot of money behind them they've got a whole lot of interest in Fairfax county. they go to all the meetings you got all the meetings. they say things like other this is a quote from Lanny Singerman Fairfax county resident who got her information according to this article from Fairfax for all coalition it says when localities decrease their cooperation with ice on undocumented people are more likely to cooperate with police to report crime and crime actually goes down there you go when when governor local government stopped cooperating with ice crime goes down this is what these people are selling. how many sexual assault of we've been reporting my grammar county at the hands of illegal aliens. how is crime decrease demagoguery county. and and and because you're you're trying to make it safe for think think about the logic behind this we want to make it safe for illegal aliens to report the crimes that are being committed on them. so we won't deport anyone. we will cooperate with ice even if somebody is arrested for for rape we won't cooperate with vice unless price goes and gets some sort of bench warmer. so by not deporting the MS thirteen gang members and cooperating with ice. to deport the MS thirteen gang members they want to make it a safe place so that the victims of MS thirteen gang members have a safe environment to report the crimes perpetrated by the people that should have been deported. so let's not deport the violent criminals. let's let them stay here so the people they assault and rape and murder can report the crimes I guess the one to get murdered can't report the crimes it'll be their family members who theoretically are also in the country illegally so their priority is to make sure that the victims of crime have a safe place to report the crimes rather than actually create an environment where maybe those crimes didn't take place at all and by the way they still have failed one test of mine that I continue to repeat not do it now show me well one person not the ten people not the hundred people not the thousand people show me vote one person who was deported. because they reported a crime that they were the victim of. show me that person where is that person. you know the sad irony. is it illegal alien in this country is actually the victim of a horrendous violent crime that actually may give them a chance. to stay here and become a legal resident. it's the opposite of what they're telling you. but they still won't come where is the one person the one person. who is been deported because they reported they were a victim of a crime. now what happens is these groups. like casa de Maryland or Fairfax for all our whoever people without borders they'll go into these communities and say well you better keep your mouth shut you can't report crimes because they'll deport you MS thirteen or other violent criminals who are in the country illegally when they perpetrate violence and terror on these people they will threaten them and they say you better keep your mouth shut who you gonna call the police because if you call the police they'll deport you. they're being lied to there being bullied they're being intimidated it's not the truth if these groups like casa de Maryland or Fairfax for all or people without borders if they spend ten percent of their time actually telling the people in these communities the truth saying if you are the victim of a crime of any kind of crime a year in this country illegally that doesn't matter you need to tell the police the police are your friend. you have nothing to fear from the police unless in fact you are a criminal if you are a criminal you do have something to fear from the police because guess what they're going to catch you they're going to prosecute you and I gonna hand you over ice that should be the message in these communities. but the one who claim they're speaking for the undocumented Americans people like Fairfax for all and casa de Maryland and people without borders the people who claim they're trying to protect those communities they actually are lying to them they're perpetuating lies there perpetuating rumors they're perpetuating fear and they're helping the violent criminals..

And now, here's the latest with regard to illegal immigrants in Fairfax county, supervisor heritage I sometimes wonder what your colleagues are thinking over there. What's the latest? Yeah. I wonder what they're thinking to this one came out of the blue Larry. Well, they're they're talking about setting up a legal defense fund for deportation hearing hearings, which is of course, a civil action. We don't we don't pay for civil defence for any of our tax paying hardworking residents. Just it it blows my mind. We obviously we have a public defenders for people who are facing criminal charges and can't afford an attorney, and and do public defenders represents not just non citizens, but citizens who are in the country legally here, an illegal immigrant, and you're caught stealing a car. You'll get a public defender, right? Certainly for criminal offenses. Yes. You will everybody gets a everybody gets defensive criminal proceedings, but these are civil proceedings and they're facing deportation. And generally speaking, my understanding is over ninety percent of undocumented immigrants legal aliens who are in this country that are facing deportation right now, these are people who have committed some other crime as well. That's correct. Typically, we don't we don't do 'immigration enforcement turf X county, but we certainly want to get the bad guys off the streets. And when they commit crimes, we we should we should arrest them and then through deportation of now, the tax dollars of law abiding citizens of Fairfax county are now going to be redirected to pay for attorneys. To help defend people who are facing deportation. Well, how much money are we talking about here? Well for starters, it's two hundred million dollars in carryover funds. But who knows what the plan is for for for next year? And and you and you said it right at this competes with all the other needs that we have in Fairfax county, we've already increased taxpayers the taxes on our homeowner's twenty five percent in the last five years. But it competes with parks it competes with library's public safety. You know, we've got some police pay issues we need to address. Why we're spending two hundred million when we when we don't provide us for our for our two hundred thousand I'm sorry when we don't we don't provide this for our residents. Oh that that's important as we're talking two hundred thousand dollars nine hundred million dollars. I'm sorry two hundred thousand but still I mean, that's two hundred thousand dollars that you could be spending that can last time. I checked your county wasn't flush with tax write era with tax revenue. You have to make tough choices on how you spend money. Two hundred thousand dollars could go a long way. That's correct. It can solve a lot of problems if it's used correctly. All right. And so what's it looking like, what's the public comment process on this provides a heretic and people come in and be a part of this conversation. What we've got one day we're in the middle of of budget public hearings right now, they will they'll run until about six o'clock tonight. But people can sign up the come in tomorrow few sign up for budget public hearings tomorrow, you'll probably be on starting at about five o'clock in. That's on the Fairfax county website board of supervisors budget public hearings and folks can sign up and come tell the tell the board what they think about this. I I don't know how the vote is going to go on this. I know the budget chairman supervisor McCain supervisor faster certainly in front of this initiative, and we'll see where the rest of the board goes. And by the way, we've seen some of the things they flirted with the idea of creating a Fairfax as a sanctuary county. We saw them questioning in working with the the sheriff to to try to, you know, stop cooperating with ice, and it all seems to stem from these county supervisors in my opinion, put words in your mouth really just trying to find any way to get headlines to pick a fight with Donald Trump. And and help them is that. Is that is that how the debates been going is that how the conversations have been going is this really all about President Trump and not about the people of Fairfax county. I think it's a little bit about that. I think it's a little bit about we've got some people in primaries here in Fairfax county, the democratic primary than we've got people running this far as far left as they can get in his liberal as they can get to to get the primary voters. There you go. All right. So it's real real scary. They want they do want to turn into a sanctuary county. Yeah. They sure do. You're one of the voices. They're pushing back against that.
