Who says yes, there should be a criminal investigation into the two nuns who was supposedly took nearly five hundred thousand dollars from tuitions for a school Saint James school elementary school and probably spent it on gambling junkets looks like a lot of Las Vegas. So after passing on it. Now, the archdiocese says, well, they might press. Do they will press criminal charges against the Dunn's because that's a hefty amount of money. Yeah. Well, Eric Leonard. And the I team they've had many hits over the years. There with NBC four and they did an investigation on the big increase in crime among the vagrants. Let's get let's get Eric Eric. How are you? Hey, good afternoon. I don't think it's been years this month eleven. We're working on big hits and eleven you like the Beatles. Doesn't end that way. What's this about? So were you you no doubt have noted a number of I don't know if I would call them high profile incidents, but crimes that have drawn quite a bit of public attention in the last few weeks that involved people that the police described as homeless we had an elderly. I don't wanna say elderly a senior citizen at a retirement type community building in Chinatown who was attacked just outside his apartment a couple of weeks ago. Beaten in a very severe terrible way. It was recorded on the building security camera caught the guy, and he appears to have been someone that the police said was living as a homeless person in L A and last week we had security video from business that recorded a a man dressed in a bright green or yellow jackets sitting outside a restaurant on third street in downtown LA and his. Pedestrian walked by jumps up from his seat and shoves the man with his full body weight into the path of an oncoming truck in the man was hit by the truck and suffered pretty catastrophic injuries. And we've since learned that the the man who was hit is a Taylor who has run a custom clothing business in downtown LA for many many years new well, well known and the person they arrested is a guy from Minnesota named Garrett bolt who has been living among the homeless population in downtown LA since earlier this year. In fact, he was arrested and prosecuted for assault with a deadly weapon back in July and received a short jail. Stay a few weeks and then was on probation. He was arrested again in September October. He was released and then the incident that he allegedly committed last week where he pushed the guy into the path of the truck. So those two incidents in particular along with some other incidents in crimes we've covered over this year. Raise the question. Well, is there an increase in the numbers? So we did a little digging through the LAPD statistical data, which is really comprehensive the department on its best days collect an extraordinary amount of information. Not just about the activities of its police officers in the calls that they get sent to and the people who are arrested. But also some rather nuanced information about each crime report that is taken and a crime report means that the police show up somewhere, and they see there is evidence of an illegal thing happening. And they write out a report that says I officer so and so received information on this date about this thing, I believe this happened. Sometimes there's a suspect or bad person named sometimes there isn't and then sometimes depending on the time that the officers have they will categorize. These these crime reports into a seemingly infinite number of categories using statistical markers and no statistical markers can be things. Like, the person committing the crime used a gun or wore a red hat or my favorite one dressed as a superhero. They actually have a specific statistical marker for people committing crimes while dressed as some kind of costumed character is because they were having trouble in Holly's. Is that another terrible trend. We haven't done the the statistical research yet. But we'll we'll get right on that. So we looked up the statistical markers for homeless crimes, and they record those in a variety of different ways. One of them is that the crime occurred in a public place. It's not a it's not an exact science in that case. But if something happens on a sidewalk or on a street or in an alley there's a greater chance that crime involved somebody who is living on the street. Then let's say a crime that incur occurred inside. A security building in Westwood. So that's one statistical marker then there are things that the victim is was homeless. The suspect is was homeless, and we begin running searches through the LAPD data, which we are able to get every week. And so we compared the first eleven months of two thousand eighteen with the first eleven months of twenty seventeen. So we had an equal number of months year to year. This is not a scientific analysis. But gosh has there been a change? And what we found is so far this year twenty eighteen between January first and December first so the eleven months between then LAPD officers noted on eight thousand nine hundred crime nine hundred six crime reports that they believe the person responsible was homeless keep in mind that that description oftentimes depends on a victim's opinion. Not actual fact a lot of times. Who who did this to you? Well, he had a dirty shirt. I think he was homeless. So the person may be homeless or it may just be an improper conclusion from the person making the report, but. You wouldn't have a fifty percent increase. Exactly. People miss identifying the homeless, and and you would have to believe that if there's misidentification this year they also happened in years past. So the same factor is going to exist. Whether they took the report this year or last year so for this year eight thousand nine hundred and six using the same statistical selectors five thousand nine hundred seventy six for the same time period in two thousand seventeen which works out to be about a forty nine percent increase year to year. We talked to the police about this including the point person who is the homeless policing coordinator point person. And he said, yeah, there is no doubt. There has been a significant increase in criminal activity within the homeless population. However couple of caveats to police through in. There was a lot of times the description is inexact it's not necessarily always a homeless person could be couldn't be second. A lotta times the victims of the increase. In crimes are also homeless themselves because the number of victims of homeless crime also appeared to rise by nearly identical percentage about forty eight point two percent. Although the overall numbers in which a homeless victim was listed are about a third of the cases where a homeless suspect is listed. So yes, they both went up, but the perpetrators still far outpace the victims. The second thing we the third thing. The police told us is there is a new and I say this to just to repeat their caveat. There has been a renewed effort to encourage officers to accurately report things like these statistical selectors that identify homeless people as suspects and victims. So the police are acknowledging that there's been a big increase part of the increase could be due to better reporting on the part of the officers filling out police reports who are being more diligent in two thousand eighteen. Including the homeless markers than they were in two thousand seventeen so between the two of them that probably accounts for the fifty percent jump. No doubt. There's some there there. But there's also some element of better reporting. That's mixed into that as well. We also looked at on the overall population of the city, what percentage of crimes are attributed out of everybody in the city every possible circumstance every possible crime. How many of those carry the marker of a homeless person or someone experiencing homelessness? Excuse me were carried that marker that they were the the suspect and the number works out to be four point three percent. So keep that in mind all the crimes occurring during that time period everywhere in the city, everything from graffiti to burglary to murder to rape, anything you name it four point three percent, then we selected down aggravated assaults which are the category of crime that described both of those incidents. We started talking about the apartment beating and the guy being shoved into the street. It's an assault on somebody that produces serious injuries. And of the assaults the aggravated assaults as they're called in police statistics for that. Same time period. January through the end of November this year versus last year, we found that people identified is homeless represent more than twelve percent of those named as suspects. So people who are issued by the cops as possibly being homeless represent an outsized proportion of the people who are being accused of committing very serious assaults. We're continuing to look through the data. It's it's thousands and thousands of records will probably find some other pieces in there. That are interesting news stories will report those as they come up and the police are telling us, they're preparing possibly, coincidentally and exhaustive report on this uptick in crime monks homeless population that will be presented at an upcoming police commission meeting possibly later this month or early next year.
