"No-one to walk away. I mean it's hard but beautiful to see in a leader You also oversaw the human genome project. Humane you mentioned the brain initiative. Which has you know. It's it's a dream to map the human brain and there's dream to map the human code. Which was the human genome project and you have said that. It is humbling for me in on inspiring to realize that we have caught the first glimpse of our own instruction book previously known. Only to god. How does that if you can just kind of wax poetic for second. Hasn't make you feel that we were able to map. This instruction book look into our own code and be able to Reverse engineer it. It's breathtaking it's so fundamental and yet for all of human history. We are ignorant of the details of what that instruction book looked like and then we crossed the bridge into the territory of the known and we had that in front of us still written in a language that we had to learn how to read. And we're in the process of doing that and we'll be for decades to come but we owned it. We had it and it has such profound consequences. It's it's both a book about our history It's a book of sort of the parts. List of a human being the genes that are in there and how they're regulated and it's also a medical textbook that can teach us things that will provide answers to illnesses. we don't understand and alleviate suffering and premature death so it's a pretty amazing thing to contemplate and it has utterly transformed the way we do science and it is in the process of transforming the way we do medicine. Although much of that still lies ahead you know while while we were working on the genome project. It was sort of hard to get this sense of a wellness because it was just hard work. And you getting another mega base okay. This is good but when did you actually step back and say we did it. It's the profound nece a bat. I mean there were two points i guess. One was the announcement on that june. Twenty six two thousand where the whole world heard we don't quite have at but we got a pretty good draft and suddenly people were like realizing. Oh this is this is a big deal for me. It was more. When we got the full analysis of it published it in february two thousand one and that issue of nature paper that eric lander and bob waterston and i were the main authors and we toiled over and tried to get as much insight as we could in there about what the meaning of all this was but you also had the sense that we are such beginning readers. Here we are still in kindergarten trying to make sense out of this three billion letter book and we're going to be at this for generations to come. You are a man of faith christian and you're a man of science. What is the role of religion and of science and society and in the individual human mind and heart league yours. Well i was not a person of faith when i was growing up. I became a believer in my twenties influenced as a medical students.

"A a power line that sparked well I don't know I know that one recently was yeah I think in this part but all right so Fritz and this will be a warm rain or cold right out there was a warm rain that day this is when I get too far into the weeds what's called a closed low it's a blow that drops out of the jet goes way south into draws its moisture source from the tropics and warm tropical air that feeds the storm holds more water warmer air holds more water so that's part of the reason why we're going to get a good whack one thing with thankful about is that all of last week and over the weekend we talked about tapping into what's called an atmospheric river which is used to call a pineapple express and it's this dream of moisture is kind of a relentless stream of moisture we thought that might see this storm give us about twice the amount of rain we're going to get but that has since dropped well down in the box so we're not gonna get that but we are here to watch the rain particularly since we haven't had much in a while is this an on shore any or an offshore flow this is this is neither the storm and aren't sure you know coastal Eddie and on shore flow I have had this relationship for a while to motorists relationship it's not an exclusive relationship in terms of but as no that's best that's marine layer that prevents the normal day this is going to be a good start so I know friend I know you think I'm busting your balls when I say that but that's one of the funniest jokes and I remembered for Belize twenty five here it's out you know and and and and what wait wait when you only have three weather patterns and southern California sort of create this narrative it sounds more important it is and so that's what you're saying yeah and by the way yeah the people of channel four they've done an unbelievable job covering this corona virus not panicking people big getting people a ton of information and then that Mitch Englander story that came out it but was also Eric lander did an unbelievable job on that yeah.

"That the core seriously considered the method that you are proposing? Well, MCSE came up last year to a little bit more on the periphery because it wasn't a central part of those Constan case. But there was a brief by Eric Lander of the broad institute, which I helped consult on putting together that was brought up multiple justices last time. So I think it was kind of around the edges of how they were thinking Kagan few outlier oriented questions last time, but it was much more in the middle of the conversation. This time we'll actually make one distinction. So I I really don't think of this. Sampling method as a rival to officiency out. It's doing a different kind of thing. In fact, it can help you interpret efficiency gap. Because if you want to ask the efficiency gap, not be out of wack, again need to know, what's normal. Right. So this is a this is a method not a competing metric, it's a method for finding a normal range and for listeners who haven't been following. Every twist and turn of the gerrymandering debacle efficiency gap is essentially a metric that tries to count all the quote unquote, wasted votes within a state say like any Republican vote that doesn't go towards electing Republican or any democratic vote that doesn't go towards electing a democrat is a wasted vote. You kind of put it into a formula you come out with one number at the end that says, this is how gerrymandered your status, and again, people make the argument that that is tied to proportionality right India, and it is in a very particular way. It's not just since you certainly do have some people deepen the geeky weeds here. So let's just say how it's tied to proportionality. Instead of this kind of slope one where your vote percentage equals your seat percentage efficiency kept replaces that with slope to line and says that that's the ideal still have several questions. So I've never met a supreme court Justice argued before the supreme court. You haven't ever no never cited supreme court. I tend to see my straight heparin court justices that people who are not super Matthey who are very smart overall, maybe need to get out a little bit more, right? But not super Matthey. I worry about people who were like smart, but not Matthey, and they spent other time like just kind of in this room debate in court cases that maybe they would overestimate their own knowledge of math might misinterpret stuff. But how do you translate that to this audience and how much inherent support or suspicion to they have about reasonably complex disco techniques? Yeah. I one reaction to that. Is they have clerks and their clerks. Do a lot of heavy. Lifting in terms of reading and processing things, and and that's the hope I think some people who are writing briefs and are doing that with clerks as their audience. That's one thing to say. But also a few of them show, plenty of sophistication. I mean Kagan made it clear that she really gets it in terms of the argument how it works. What it says? And what it doesn't say? And you're you're quite right. That varied over the over the justices. My hope is that the sampling approach sounds comfortable because it uses trusted longstanding techniques that are that are widely used elsewhere on one hand. But also that the output it produces really intuitive not only does nature of a bell curve, but humans love them too. And they know how to interpret a result. That's all the way outside in the tiny invisible. Skinny parts of the tail they know how to interpret that as abnormally, and so I think that kind of the persuasive capacity of this implant approaches. Is also impart tied to these Belqas that show you packing and cracking of individual districts. Just like you asked for Justice Roberts by showing you the kind of vote share for each party and showing you data points that are just so far outside the curve. They don't even look like they belong to it. Although on this question of how amenable this Justice are two math based solutions last year. When the court was considering the Wisconsin case Justice Roberts, called the efficiency gap. And the math behind it, basically sociological gobbledygook, and I wonder if do you see that as the justices seeing a mathematical equation and just being like, you know, like like don't want that. Or was it really sociological? Yeah. I've kind of a minority of you here, which is that he was kinda right? So you guys never come back. Well, no, come back into themselves. Don't know. But here's here's me with that. And I think this is something that's like widely. Understood is a feature of the efficiency gap to use. It. You have to know what your data is. Right. If you're looking for wasted votes. You need to know which votes, you're using. And so one of the things that people argue about is which elections to use that's true with any method. That's true. Shoot any method. But but what I think is that what was popular and what was in evidence at the time. And Wisconsin was a method of using congressional vote data because that's endogenous s the race. You're trying to evaluate so congressional votes. Ada, and then dealing with an all Melies like uncontested races and incumbency effect by just doing some big ole statistical regression to try to get rid of those affects I think that that's the gobbledegook that the quote is referring to, you know, we've dealt with problems like this where I think some of the methods for with uncontested races are not very rigorous, and they kind of wave away these problems completely agree. I'm curious though, Nate to throw the question back at you. Do you find that you know, maybe beyond the legal establishment that the political establishment ever seems allergic to math like when you make math based argument reaction did thirty eight version of for ten years. I think frankly, it matters to some degree whether it matches with people's intuition because sometimes they're mathematical intuition may or may not but sometimes it's a little better than like their knowledge of the techniques. You know, I do think people have spatial kind of intuitive intuition about like if you look at a map of North Carolina or Maryland or something they do not look regular. They do not like this one of the outcome. Set would emerge from nature if people are trying to gerrymander district, although they're kinda more clever ways to gerrymander where it might look aesthetically more pleasing and still be fairly gerrymandered potentially. Yeah. That is a that is a hot topic in James debate. Whether a weird map equals Ajay, and actually I want to dig a little bit more into whether or not your method could satisfy the justices request for a manageable standard for what constitutes partisan game ending. "Some prominent scientists and bioethicists are calling for a global moratorium on babies created using gene editing methods as NPR health correspondent, rob Steiner reports the calls aimed at preventing anymore. Scientists from misusing powerful new gene editing technologies. A scientists in China stunned the world last year when he announced he had created the world's first, gene edited babies, so eighteen scientists and bioethicists from seven countries are saying a moratorium is urgently needed to try to prevent any more scientists from going rogue, it's important to draw attention to the fact that nobody thinks we should be doing it. That's Eric Lander who runs the road, instituted MIT and Harvard, and some sense simply using the m word moratorium, it's time to use it. We all believe that we shouldn't be going forward and starting off by saying, we should have a moratorium brings important clarity. To the thing. The group says any nation that doesn't already prohibit genetically babies should declare a moratorium perhaps for five years. So the world can figure out how to proceed scientists need time to do more research to see food ever be possible to safely make gene edited babies and society needs time to debate whether anyone should and under what circumstances deciding should we be reshaping the human genetic code requires a water, really careful faud. Can it be done safely, but they're much deeper questions about is there a broad societal consensus in countries to use it at all? And if so for what purposes any country that might eventually decide to allow scientists to create genetic babies should give the public lots of advance notice. The group says maybe two years to debate such a momentous move the call for moratorium is being welcomed by many scientists and bioethicists Francis Collins heads to National Institute. Roots of health, the philosophical and theological consequences of rewriting our own instruction book are sufficiently major that somebody like me who generally as opposed to the idea of moratoriums feels that it's time to stop and look very carefully at the pros and cons and make a worldwide decision. Not to go forward until we have more information, but others while agreeing it's far too premature for anyone to try to make genetically babies right now worry about using the word moratorium, George dailies, the dean of the Harvard Medical School. I'm concerned a moratorium complicates future discussions rather than clarifies them. How long should a moratorium last man who gets to decide how? And when to rescind a moratorium is such a call going to prompt even more restrictive attempts to legislate, the science and prohibit any future clinical work, and maybe prevent the use of gene editing to treat and prevent terrible diseases. Some even worry moratorium would. Backfire and just drive rogue. Scientists deeper underground, rob Stein, NPR news.
