Protests in Los Angeles' Echo Park Lake as it plans to close for repairs
"Today we take you to echo Park Lake where people are out, protesting the park's impending closure there trying Tomo fence this place up and kick the homeless. Ciao instead of facing Actual problem, which is that we don't have affordable housing, you know? S so we're just here to support and we just want them to feel safe and secure. Know that they have a place to go at night and you don't have a place to sleep. And I just hope that always being here will show that They have value to us. You know, they're part of our community. The reports are that tomorrow, city officials plan to remove the remainder of people in tents who are still at Echo Park Lake and then temporarily fence it off and closed the park for repairs. KCRW reporter Anna Scott is at Echo Park Lake. She joins me right now. Hey, Anna. Hey, Steve. What's going on over there? What? What is the scene Been like it the park today. Yes. So early this morning, There was probably a couple 100. People gathered here. Protesters like the woman that you just heard from some one house. Residents of the park who are still here. Intense. Gathered up, had a little rally at the park, and then they walked over a couple blocks away to the office of Mitch O'Farrell, the City Council member who represents this area and has been planning the closure. As the morning has gone on, things have quieted down were speaking around mid day and things are really quiet. There aren't a ton of people here, but the thing that everybody is kind of waiting for is for City workers at some point, probably from the Bureau of Sanitation to show up and post notices officially formally giving 24 hour notice about the park closing. Anyone who lives near Echo Park, Anna or hers has driven by Probably noticed all the tenants surrounding the lake. The number has grown dramatically in the past year. Given the pandemic. How many people are there now? It's really hard to say just from walking around today I am guessing maybe a couple dozen something like that. There's far more tense than there are people. I walked the perimeter of the late just a little while ago and there's tents all the way around. Lake probably close to 200 tents pretty densely packed but many fewer people. Mitchell Farrell's office says that in the weeks and months leading up to this, they've moved more than 100 people into temporary hotel rooms and into shelters. "Big stories today is Echo Park Lake We've covered in funds. Several shows with the large homeless encampment expected to be moved out so they could do hundreds. Thousands of dollars worth of repairs. WeII spoken to residents of Echo Park. Find this to be unbelievable that it's allowed to go on this long. We talked to the president to the neighborhood Council. We're going to replay that later, because that was a real Yes. She's was a trip through woke land. Yeah, She's uh Swimming in the woke river. And she doesn't care at all about the local residents. I think people in a lot of sections of town you've gotta wake up. People on these neighborhood councils, who seemed to have a lot of say in policy. These neighborhood councils are advisory boards to the council Men or Councilwoman. And, um, I don't know exactly that. What? What The relationship is in terms of implementing policy, but it appears that in Echo Park This group has a lot of sway, and these people are connected to the pro homeless activist groups, and they've infiltrated this this advisory board and when you hear her interview, you'll see what this means. She's pro homeless. She's anti resident. I'm talking about residents who have real homes. Yeah, she's she's against you people. Anybody that uses the terms housed a nun housed. Yeah, right away. You know where we're going? That's that's that's garbage terminology. Even homeless is ridiculous and romanticizes it. What you have here is drug addicts and mental patients, largely who are living like vagrants in this in the street and on public land. That's what it is, and it's and they're dying to. They don't even care that they're dying. Well, there's another good report from NBC Force I team led by Joel Grover. It kind of connected. We were just talking about if you think you see a lot of trash that we talked about this a couple of years ago that Garbage just piles up in the city of l A. Does not clean it up. Remember that lot? I think it was an abandoned building in downtown L A. That was nothing, but they used to diss a dump like a landfill, the people through their trash in there and those disgusting pictures that NBC forgot. The piles of garbage around the city are enormous, and they're all over the place. They're not just in the bad neighborhoods. They're downtown there in the valley there on the West side. Now there's garbage everywhere. This this is this is Garcetti's legacy. He's turned l a into a dump into a dump a bleep hole. The land filled so in this report, and it's not just vagrants. Apparently, people are just illegally dumping stuff all over the city. Here's the report from the NBC for I team mounds of filthy, rat infested trash. Now block city streets, alleyways and litter The freeways. I source like these have become as much a part of the L. A landscape as the mountains and the sea. It's utterly unacceptable and we are all experiencing it. Unfortunately, in every single neighborhood of Los Angeles tomorrow, L. A city controller Ron Galperin will release this scathing report called piling up. Addressing Ella's illegal dumping problem. Responsibility stops with me almost two years ago after questions from the end BC for I team Mayor Eric Garcetti vowed to crack down on illegal dumping. We will not tell the businesses that use our public streets are spaces or alleyways as their private dumping ground to catch the illegal dumpers are said he promised to install a network of surveillance cameras. Now, Galperin's report says there are only 19 cameras installed in a city of 470 Square miles. About one camera tow watch every 25. Square miles is 19 cameras really enough to catch all the illegal dumpers in this city? No way is that enough? The real issue is that we need way more of them. The mayor also vowed to issue stiff citations to people caught illegally dumping trash. Galperin says the citations air often only about $250, when you consider how much it costs to legally dump it actually pays for many, particularly in construction or other kinds of activity to do that illegally. How big do you want to see the fines for illegal dumping state law allows up to $3000 fines? So at the very least of that amount, Controller Galperin says the city needs more sanitation workers to clean up illegally dumped trash heaps to public health issue about Look safety issue on environmental issue and a quality of life issue for everybody. Ella's head of sanitation, told the I team. His department has made good, steady progress combat in the illegal dumping problem. But because of a city hiring freeze there now 17 vacancies in the sanitation department that can't be filled as the trash continues to pile up. That's the report from NBC. Foreign Joel Grover. It's lying there Big. Don't progress Team bacon. Everything is the city that makes a difference and cleaning up trash. Get out of here. Another lie by Garcetti to he told Joe Grover two years ago. Yeah, that's on me. We'll take care of it. No. Now it's like multiplying. It's so weird because he's this this pretty little thing right? This prissy little twit who's constantly making sure his suit is perfect, and his hair is perfect, right? You could tell. He's really infested IUs in his personal presentation. Very clean looking, and yet his city is filled with filth and garbage everywhere. It's homeless. It's trash. It's unbelievable. And you don't want all this is gonna be smelled like is it heats up now this summer? Uh, Yeah, I've I mean, at 19 camera, and we're gonna put cameras up 19 cameras in a 470 square miles. It's a cheap sound bite. And it's two years later that we find out Oh, yeah, he put cameras on. That's what makes just like team good. They follow up. I know. And then you find out because that that was his talking point. Probably every time he was asked. You know, I want to channel four. I told me and we're gonna put up cameras. Yeah, huh? Put up cameras. Yeah, 19. Thanks one for every 25 miles. There you go. You know, it's only a year that will be rid of Garcetti. The new mayor coming in 2022. I think the vote is around the middle of the You know what? We've had to horrendous failures in a row between Vera Go so and Garcetti didn't before that, Han. I don't even remember. NPR's Adrian Florido visited Park in Los Angeles, where this is becoming more visible every day. Echo Park is one of Ella's iconic public spaces. It has a big lake lined by palm trees and a postcard view of the downtown skyline. It's always had a small homeless community. Everything's closed. Businesses aren't putting any effort into you know, telephone lines in programming those systems out of work. He couldn't afford the rent. So that left me with friends going through, you know, house the house and then became a burden. So So he came to the park and pitched a tent. There are people have been here before hand, but a lot of these people right here. This was because of the pandemic. Federal, state and local addiction moratoriums are supposed to be keeping people in their homes, even if they can't pay the rent during the pandemic. There are many things that define the city of Los Angeles Palm Trees. The Hollywood sign film film studios scattered around and Winding Hills. That surround the city. One thing that I discovered upon moving there was that for residence of the east side that it is around as Silverlake and echo park areas. There's another item to be added to that list. The humble happy foot slash sad foot sign at first glance it might seem odd that the billboard of a podiatrist has become the unsung hero of a neighborhood. Mud there's more to the story than this sitting in the intersection between Sunset Boulevard and Benton way this blue sign advertises the foot clinic back in an unassuming strip mall one of the money that you can find in this car. Centric city with a Navy blue background to cartoons grace as the sign on one side a happy and healthy foot and on the other hand bandaged up sat foot holding on for dear life to a pair of of crutches every day and night assign slowly rotates on US access and here it's where the mystique surrounding its it's existence begins to make sense. You see this is one of the busiest intersections in the city and as scores drive by on their way to work important meetings a date or to simply hang out with friends. The sign has kind of become a sort of fortune teller for residence. If when when you drive by you see too happy foot that could be taken as a sign that you'll have a good day or be successful at a particular event or a goal that you have coming up or maybe you should say yes to something on the other hand if you stumble upon the sad fort while that's bad news for you from the Urban Tarot card reader. Perhaps you want go to that gym class after all or want. Make that phone call or worse you have have to brace for. What's not going to be a good day at all of course as with any superstition? But there's a catch you've got to really love your neighbors and the trend could have negative implications for local renters KCRW, Anna, Scott explains when Matt Mandarin. Oh and his wife were shopping for a house it had to be close enough to Hollywood. So he could still bike to work. That was a commute was not willing to give up. So we wanted to stay closer into the central part of the city bend arena works in advertising. His wife designs, costumes. They're both thirty. They were looking for a two bedroom two bathroom house for seven hundred thousand dollars or less, which is a lot of money. But everything we could afford was in dire. Need of fixing up. Which was really discouraging then they saw listing for three bedroom two bathroom apartment in historic Filipino town for six hundred and fifty thousand dollars, and I thought it was too good to be true. I was like well something's off because this is like totally underpriced mandatory knows wife Christie Callen. We kept trying to get to the crux of it and thinking like why are we saving about one hundred grand off of a similar condo? The reason is that the property is something called a TI C which stands for tenants in common. It's a way for a group of people to come together. And by a multi family building, usually a small one with two four units to save money instead of buying a particular apartment like in a condo with tenants in common. You buy a percentage of the property. So this is where the original house stops. You can spend a Renault in Callen closed on this place a few months ago for the list price six hundred fifty thousand it's the bottom half of the duplex. And there's a. Third standalone unit in the back closet, though, we all each own thirty three point three percent of the property together. It's cheaper than a condo. Because you're more entangled with your neighbors. For example, you all share a property tax Bill for mandatory. No and Callan. It's worth it. You take it as a given. When you look for a home here that you will need to sacrifice something to us putting in more effort to cooperate with our neighbors was a trade off that we are willing to make more so than a size or location people have been going in on properties together for decades. But in the past it would usually be with friends or family, and you'd all split a mortgage what's different about this is each owner gets their own loan. So now, it's less risky, and you can buy with strangers if they default they won't necessarily drag you down this is new to L A because the only Bank in southern California that does these loans just recently started giving them here. Sterling Bank of San. Francisco since then there's been a flurry of TIC activity here in the last.
