Why is The White House going out of its way to sort of frame this as a security trip? Why not just say, this president's getting on an airplane to get your gas prices lower? Yeah, we heard the president over the weekend with this op-ed that they put out and he's trying to sort of defend a sort of walk back, I guess, or defend the statements he made as a campaigner and now that he is president and the message seems to be that he is not going to give the Saudis a blank check like the Trump administration did, but he understands the strategic partner of a number of years, 80 plus years and the goal is to reorient those relationships, not rupture them. That's the message coming out of The White House, whether it sells is another question because of course one big question is it going to is it going to succeed in reducing gas prices, which are already going down to a certain extent, but then of course there's the optics of this, you know, does he shake hands with the prince, you know, does he say anything about the killing of Jamal Khashoggi? All of these things which should be promised to watch. Well, that's true. So, you know, we heard from Terry Haines today, the founder of pangea policy. And he was talking about what's waiting for Joe Biden there that it might not actually be what he thinks, that things are pretty tapped out already. Here's Terry Haynes. If that's the case, Rick, he said that on Bloomberg today, this is going to be a big disappointment when he comes home. Well, I hate to call it a quid pro quo, but it sounds like a quid pro quo. You know, you get those oil prices down. You manipulate OPEC, you knock the Russians out. And I'll come shake your hand. The reality too is it's not to be missed here. The Biden op-ed did lay out this large, very broad initiative that the U.S. has been involved in to bring allied groups together. In the region as a deterrence to the Iranian activity throughout the world. And it is a legitimate argument to say that part of this is to go and unite that. Now, he's going to need some kind of an announcement out of that. That we've created many people called it the Middle East NATO. But getting all these countries, especially Saudi Arabian, Israel, to talk to one another, is going to be a high priority. And it's not to be missed by anybody that we're still not hearing any progress on the Iranian nuclear deal old time called JCPOA because I don't think the Israelis would show up for this meeting if there was progress there. So he might have a moment in time here to actually draw attention away from the oil discussion and into Middle East. Well, that's just a lot here. Why not call this then the trip to Israel? Well, I think that he would probably like to call it the trip to Israel except none of us are going to let him. And the reality is that he's walking into not a totally secure situation. You've got politics in Israel that have taken a turn for the worse. Right, smack dab in the middle of elections. In a very complicated situation, Saudi Arabia, about publicly opening new relations with Israel, even though there have been ongoing conversations with Israel on creating a deterrence to Iran for quite some time. So if he can get Saudi Arabia if Biden can get Saudi Arabia to join the Abraham accords or create some kind of a diplomatic relations with Israel, it could be an interesting trip. Would that make it worthwhile Jeannie would people maybe not complain as much about the ask for oil? They're going to complain either way, I think. And you know, listen, this is the challenge. You know, it's one thing to be a candidate and talk about people as pariahs and having no socially redeeming value. The reality is when you're president, you have to balance these values and these interests and that's what he is going to do, but he's walking a tight rope because of things that he said. The reality is Saudi Arabia as a critical is a critical partner for the United States, and the president has no choice, but to suck it up and go over there, that's what he's doing. We know he doesn't want to, but the assessment is he has to get over there for Iran for China. For all of these different reasons for Israel that Rick just laid out, he's got to get over there and he's doing it, but the optics are going to be very difficult for them to handle. Does that op-ed influence anyone Rick the president has started doing this more often when things get difficult it tends to a big speech or a trip will be preceded by an op-ed in what The Wall Street Journal or The New York Times based on what we've seen. It's the times this time around. People don't read newspapers anymore. Is this a letter to Washington? Who's the audience? Well, we're talking about it. We are, but we're weird. We're weird. We're nerds, but the reality is that it is a way to get your message out without the without the filter of the media. And the media is going to start and stop every conversation about Saudi Arabia about Khashoggi. And this was a way of actually doing something in the media that he didn't have to get framed that way. And he was able to get some of that discussion about security deterrence in the region into an article. How does he handle the crystal situation? He said he's going to bring it up. "To today's edition of the briefing with me Andrew Muller, depending on who one prefers to believe Russia is either reinforcing its formations along the border with Ukraine or drawing them down, and is preparing to invade or conducting routine exercises. Welcome to whatever day it is of Schrodinger's war. There have been reports of an uptick in shelling along the established lines in the portions of eastern Ukraine already effectively occupied by Russia and Ukrainian president volodymyr zelensky has reiterated his country's aspirations to membership of NATO, but otherwise we appear to be where we have been, but how long can it stay that way? I'm joined from Al Zürich bureau by Monaco's security correspondent Ben ozog. Benno, who doesn't seem wiser to believe on the question of is Russia building its forces up or is Russia drawing its forces down. Get afternoon Andrew. I think the image of Schrodinger's of war is quite accurate. We do see these images from Russian state television, not exactly a neutral observer of certain tanks being loaded onto trains, for example, and being moved, ostensibly away from Ukraine's immediate borders. But at the same time, we do have native, for example, declaring that this retreat isn't actually happening. It's deployments still within the vicinity of Ukraine. So not an actual deescalation as such. But there's ways and that's where Schrodinger image fails. We have ways to verify that. They're satellite imagery. There's social media accounts that give us some information. So over the next days and weeks, we can actually verify whether that retreat is serious. But certainly the Kremlin is still playing with an ambiguity that they could still invade at any time because they're still trying to push the political agenda the diplomatic agenda with that military posture. A question which I'm sure has occurred to NATO if it has occurred to me is what is to stop Russia from playing this game basically forever. Russia's line has always been that it is perfectly entitled to move its military forces wherever it likes within its own borders, including up to its own borders, and that is surely correct. So I mean, in extremist what's to stop Russia just permanently positioning a 100,000 troops along the border with Ukraine. But in a way, they've actually done that for years now, 8 years ago their next Crimea and moved into the separatist republics of the Donbass as actual Russian personnel already there and about a year ago, we saw a similar kind of force around a 100,000 troops as well. It was named that was amassing at Ukraine's border. So there's a precedent that they do that. And now, with the latest escalation of actually managed to push the agenda yet again, all kinds of western leaders have traveled to Moscow to appease Putin to some extent. So it's been working and precisely because it's been working. They may employ it again. So one wonders what can be done about that. Certainly we need this political negotiations to some extent give Russia what it's seeking some kind of assurances not that they're perceived threat emanating from Ukraine needs to be taken anywhere seriously, but certainly in terms of arms control agreement in terms of general European security structure, they have a bit of a point that so far this has failed. And they keep using this heavy metal diplomacy if you want to call it that of tanks showing up at the border to push the agenda further. And this is really hard to counter because to some extent, it's their sovereign rights to move troops within its borders and to some extent they've always maintained discreditable ambiguity of it's just maneuvers will pull out again, but they may soon appear the month after. Because even what seems the obvious NATO response and Jen Stoltenberg did speak yesterday about stepping it up further, which is, of course, more forward deployments of NATO forces in eastern and Central Europe. I mean, Russia is not going to be happy about that, but it's still sort of works to Russia's advantage because that does consume the energy and the money and the time and the political capital of western powers, doesn't it? Indeed, it is kind of a mix, makes the image if you will, because these countries in the east, NATO members, actual members, unlike Ukraine, need to be reassured. This is costly. We have these deployments that are there on a rotating basis in the Baltics in Poland in Romania and so on. It's a limited deployment one must say a total of several 10,000 troops which does cost money. It does cost energy, but it's probably manageable for an alliance like NATO overall. But one wonders also about U.S. American resolve whether they can maintain this involvement in this context for such a long time given their main challenge and competitor is actually China. But while this may reassure these eastern eastern allies to some extent, it certainly helps Russia as well to paint yet again NATO as an actual threat. Russian state television is full of images of German tanks moving into Lithuania and so on, so they can very much build on that in their narrative of Russia being this besieged fortress that is just defending its legitimate interests. But NATO in a way doesn't have any other way than actually deploying than actually showing strength because otherwise NATO's credibility would be shattered overall even though the Kremlin can abuse that. It's a tricky situation, but I don't see an alternative, neither do NATO allies. Another narrative strand we have seen being, well, it's not developing, but it's being amplified in the last few days, is this idea of genocide being waged against ethnic Russian populations in the Donbass president Vladimir Putin floated at his joint press conference with Chancellor Olaf Schultz earlier this week and Russian media seems to be picking up and running with it. Where is Russia going with that? Are they trying to create a pretext for invasion or even more infuriatingly are they trying to look like they're creating a pretext for invasion? Could really be either it's truly bizarre that now all of a sudden in media in Douma Russia's parliament has talked about the legend genocide. Which it's complete nonsense. There isn't any material basis to that claims to be to be quite clear about that. But exactly could be some kind of a pretext, then there's one very concrete proposal out there, which is the Dumas suggesting to put in, obviously, that's a phony suggestion that's emanating from Putin in the first place to recognize the separatist republics, which will be an indication that somehow under threats that there are legitimate Russian interests at play there and the Kremlin should accept their sovereignty, even though they're fully under Russia's under Russia's control, now with this alleged investigation into alleged mass graves in eastern Ukraine, this can indeed be exactly what NATO is warned of as well, some kind of a false flag operation where Russian agitators pretend there's some kind of Ukrainian provocation or incursion or the killing of civilians, for example, that can then be used as a.
