That's the online federal insurance exchange for people who can't get affordable health benefits through. Their jobs is unusual. Extra sign up period will be accompanied by a resumption of federal aid for paid advertising other outreach efforts and community groups that helped people figure out how to sign up. It's like an education awareness campaign trump defunding that during his first two years slash. Most of the funding for such efforts saying there was no evidence that they were effective. There was a lot of evidence and from the times today. The biden administration is reviewing some weapons sales to gulf arab states that were approved by the trump administration including tens of billions of dollars of advanced fighter jets to the e and precision munitions to saudi arabia. A state to state department officials. Speaking on background said on wednesday that the administration was temporarily pausing some of the arm sales and transfers calling the move routine. This is typical of presidential transitions but it did draw unusual attention because of the arms deals with gulf arab nations approved in the last months of the trump administration were the subject of intense political debate even before the review. We talked about it multiple times on our show. Some democrats expressed hope on wednesday that the sales would be canceled even as the administration downplayed the review. Democrats in congress have strongly opposed the sales out of disgust over the saudi and emirati role in yemen's grueling civil war which has inflicted vast civilian suffering but they failed to attract enough republican support to block the deals and congress in december. Many democrats began pressuring president biden. Even before his inauguration to halt these sales and in late december the state department approved the sale of four hundred. Seventy eight million in precision guided munitions to saudi arabia over these strong objection of democrats. Who said the bombs were sure to up killing innocent civilians in yemen in that civil war the trump administration officials called that deal essential to supporting the saudis in their fight against iranian-backed who these officials did not provide full details of the art of the agreements under review but the trump approved sale of billions of dollars of arms to the saudis He approved that now. A senior administration official says review does not include a freeze on sales under the muratti. Deal a congressional official familiar with the review said the saudi arms shipment will be paused during the review and from politico. The pentagon has suspended the processing of a number of trump's last minute appointees to defense advisory boards. And this is. The new administration looks to weed out loyalists of the former president. The move effectively prevents a number of trump allies including his two thousand sixteen campaign manager. Corey lou endow psghetti and deputy campaign manager david bossie from actually serving on panels tasked with providing advice to the defense secretary. And this is at least for the time being according to politico. The freeze announce wednesday pertains only to appointees who have not yet been sworn in or have completed all the required paperwork several new board members including earl matthews and anthony. Totta were sworn in on january nineteenth after pressure from the white house to push through many appointees as possible before biden's inauguration but others like blue and asking bossy we're still undergoing lengthy financial disclosures and security clearance processes that normally take weeks or months haha finally from the associated press. It is not just you. What's going on with game stops. Stock doesn't make sense to a lot of people. The struggling video game retailer stock has been making stupefying moves this month. "You to be there running for to be there running but today hey despite that sort of common wisdom political science Julia on Castro endorsed Elizabeth Warren for president which is super interesting. I am looking forward the asking Elizabeth Warren about that the latest polling within the past day is from CBS. News and Yougov those polls put Senator Warren and at sixteen percent in Iowa and eighteen percent in New Hampshire that puts her behind this interesting trio of Sanders and died and Buddha judge in Iowa it puts a head of Buddha judge but still behind sanders and Biden in New Hampshire that said all of the national polling and the democratic the presidential contest going pass going back for the past. Several weeks at the national level has warren well ahead of Mayor Buddha judge nationally. How's her battling it out? At the top. Three with Sanders and Biden polling is interesting. Both nationally and in terms of the early states This endorsement late breaking endorsement from holy on Castro super interesting again. We'll be speaking with Massachusetts Democratic Senator Elizabeth Warren here live in just a moment and there's no shortage of news to ask her hear about including tonight. The increasingly intriguing question of what did the vice president know. And when did he we know it. Yes the vice president. In the midst of this very high stakes increasingly scary escalation between N- The US government and the nation of Iran were millions of people filled the streets today for the funeral of Qassem Soleimani was essentially seen as the second ranking official in that country. Second most powerful position in that country at least Soleimani was killed in the US air strike last week today. The trump administration announced. What's that they will soon have a public explanation for? What exactly they're doing? And what exactly they're thinking when it comes to Iran but the whole idea. is in terms of explaining their actions and their strategy toward Iran in the wake of this targeted killing now. This explanation from the trump administration as to what their strategy is for Iran. This explanation from the administration is not gonNA come for another week or so and it will not be president trump who gives the country this explanation the critical matter of the utmost and deadliest urgency. They'RE GONNA put off this explanation about what's going on between the US and Iran until next week and it's going to be vice president Mike Pence who gives the speech that is supposed to lay out. US policy toward Iran. And what exactly is going on. And what the strategic not gic thinking was behind this killing of this incredibly revered figure inside Iran why they think the country should wait a a week to get that explanation why it should be vice president. Mike Pence who gives that explanation to US rather than the president himself that remains to be seen. But if the the idea is that there might be less impeachment baggage trailing around after Vice President Mike Pence than there is after president trump and therefore maybe vice president pence might have of a sort of cleaner shot at this issue in the public's mind well maybe that's not true. The question of Vice President Mike Pence is Owned implication in the impeachment scandal is both unresolved and that was sort of back on the front burner. It has been nineteen days since the House voted to impeach president trump for trying to get Ukraine to help him out against Joe Biden for the two thousand twenty election. He wanted announcement from Ukraine that they had Biden under investigation. Impeachment inquiry also found that president trump pressured Ukraine to do that to make that announcement about those investigations by making contingent tinge on the announcement of those investigations. A whole bunch of things that Ukraine wanted including a White House visit for their new president. The impeachment inquiry also found that president trump held up military aid to Ukraine for months while he pressured them to do this domestic political favor for him. I honestly can't believe it's only been one thousand nine days Since the house impeach trump doesn't feel like it's been nineteen months it's been nineteen days and in that brief period in the less than three weeks weeks it has been since he got impeached. We've continued to get new evidence and new information about the scheme for which the president was impeached including a reported communication from the Office of Management and Budget in the White House to a Pentagon official in which the White House official assured. Dod It was president trump personally who was insisting on holding up Ukraine's military aid and a communication reported by Cape Brennan Adjust Security. That ownby official tells tells the Defense Department quote Clear Direction from Portis inning president of the United States to hold the Ukraine aid since the the House vote to impeach president trump. We've also seen new evidence in new documentation of this intense conflict and intense concern within the administration shen that president trump ordering a hold on that military aid to Ukraine was in fact illegal. So here for example is that same defense official who just assured by the the White House that the money was being withheld on direct orders from the president. Here's that same defense official writing thereafter to the office of the Secretary of Defense to the Defense Secretary's chief of staff she says quote do you believe dod is adequately protected from what may happen as the result of the Ukraine obligation. Pause as in. We all know this is illegal. Are we prepared for what's going to happen to us at the Defense Department here if we do this illegal thing that has been directly ordered by the president. So here's what's fascinating in response to that email which was sent from somebody in the Pentagon controller's office to the Defense Secretary's chief of staff are we adequately protected from what may happen as as a result of this right in response to that email to the defense secretary's chief of staff the Defense Secretary's Chief of staff writes back and he says this quote Ukrainian. PM speaks with the vice. President of the United States. Veep Otis on Tuesday. We expect the issue to get resolved that. Why do you expect the issue to be resolved that in fact the Tuesday following that email September first vice president and Mike Pence did meet with the leader of Ukraine? They met in Europe. They met in Warsaw. That's where we got this incredible footage of that room and who was there were you can see all of these people in that room whose careers have blown up and whose lives have changed a lot as a result the result of this scandal. You can see them all in the same shot. I mean in that meeting on the American side of the room. There's Energy Secretary Rick. Perry who of course suddenly submitted his resignation right right as the scandal broke open right next to him is national security adviser John Bolton who also suddenly submitted his resignation right as the scandal broke open right right next to the same row. There's ambassador Gordon Sunland. Who became a star witness in the impeachment inquiry testifying under oath that? Oh yes there was a quid pro quo and it was ordered by President trump. Just behind him in the second row there's Jennifer Williams who was the top Ukraine adviser to Vice President Pence who also became a star impeachment inquiry witness also in that same row. Tim Morrison the top Russia expert on the National Security Council who then himself suddenly announced his resignation on the eve of him also becoming an impeachment inquiry witness and next to him back there in the corner national security official named Earl Matthews who also so work on Ukraine issues who also suddenly left his post as this scandal broke open. I mean who's left within a few weeks of this meeting. In some cases within a few days of this meeting like everybody in that room had their life changed and or their career ended and and now we know from these internal administration documents and communications. That have been revealed in the one thousand nine days since the impeachment vote. We now know that after weeks. Six of freak out inside the administration over president trump holding up this military aid after president trump asking questions about that military aid after him directing the holdup up of the aid after him being advised by everybody in the national security apparatus that he himself appointed that he had to let go with hold on the military aid but he still refused to do so after all of the explicit arguments. We know that happened within the administration that to hold up that aid much longer would constitute a criminal act. We now know. I know that after all those weeks and months of consternation and conflict and concern and CYA inside the administration. We know right before vice president pence went and took this meeting at the highest levels of the Defense Department. The chief of staff to the Secretary of Defense was reassuring other officials inside the Pentagon. Oh don't worry. This is going to be over soon when Mike Pence takes that meeting was the Linski on Tuesday. It's all GonNa get sorted. Why do they think it was all going to get sorted? President trump was just impeached for demanding that Ukraine give him investigations into Joe Biden. That would help two minutes twenty twenty reelection effort and conveying to Ukraine. That they wouldn't get there. No much needed military aid until they made that commitment to do those investigations. So you won't get the military aid unless you agree to do those investigations announce publicly. You're doing those investigations are. You're never gonna see that military aid. We now know that in the defense secretaries office. They thought that that would all click into place as soon as this meeting between Mike Prints and the Ukrainian president took place so it was Mike Pence who was supposed to personally get the assurance from the Ukrainian government at that meeting that they were going to announce the investigations. Because that was the deal right. That's what everybody was waiting. They can't get the military aid until they announced the investigations. Don't worry they'll be able to get the military aid as soon as Mike Pence has that meeting. And that's what they were waiting on right at least according to the chief of staff to the Secretary of defense man man. Whose name is Eric Tuning? He put it in writing. Don't worry this will. All End. Wants Mike Pence takes that meeting. So says Eric Tuning Defense Secretaries Chief of Staff Eric. Tuning the defense secretary staff has just suddenly resigned his job his resignation announced today on the same day that former national security adviser John Bolton again is right there in the room for that meeting and again resigned suddenly without much explanation right right in the middle of the scandal right. As the Ukraine aid was finally being released and the whistleblower complaint was finally being processed and heading toward Congress John Bolton today released a statement saying if he is subpoenaed in the impeachment trial of president trump. He will appear and testify all the Senate is now back in accession. We don't yet know how the Senate is going to proceed with the impeachment trial for President Trump but obviously John Bolton's declaration that he will testify if summoned. He will will testify at the president's impeachment trial in the Senate if they send him a subpoena obviously raises the stakes on the Republican efforts in the Senate to try to a whole the impeachment trial without hearing from any witnesses.

I'm Dave Bittner with your cyber wire summary for Tuesday December third twenty nineteen the leak purportedly secret documents outlining alleged topics of Anglo American trade. Talks appears to be foreign disinformation most likely of Russian origin Reuters reports that researchers see similarities to the secondary very infection campaign. The Atlantic Council Unmasked June. The incident has raised concerns that foreign attempts to interfere with upcoming British elections may already be in in progress. The report in Reuters is ambiguous on the one hand notes that the opposition Labor Party is citing the documents as representing genuine. When leaks that show the intention of the ruling Conservative Party to sell Britain's National Health Service to the United States on the other hand the idea that either the the UK or the US would actually be interested in such a transaction? Seems pretty farfetched. Reuters says it's been unable to verify that the documents were genuine and and no comments were available from Her Majesty's government the US Trade Representative or surprisingly the Labor Party itself. Of course we don't have any direct knowledge of the documents humint. But if you bet on form as we like to do we think it's probably a lot of hooey forgive. Our laps into the technical jargon of analysts. The provenance evidence of documents is dubious to say the least. They seem to have been. I shared on Reddit by a user who seemed not to be a native speaker of English and that the posters language which and the websites and social media use to disseminate the documents all looked a great deal like secondary infection. The researchers who've looked into the matter including including teams at the Atlantic Council's digital forensic research lab graphics and the universities of Oxford and Cardiff think the whole affair looks fishy. Attribution in in such matters is notoriously difficult and Moscow. Isn't talking either but Lisa. Marie neutered a researcher at Oxford. University's project on computational propaganda observe to Reuters that if it's indeed Russian operation quote we know from the Russian playbook that often it is not for or against anything it's about sowing confusion fusion and destroying the field political trust and quote. US Security Startup strider has released a report on how China has penetrated quantum research search laboratories in the US Switzerland the UK and Germany to obtain results that have important military applications much of that penetration seems to have been obtained aimed in traditional ways by forming partnerships with universities recruiting western scientists and placing students and faculty research institutions of interest. Heidelberg University. versity is said to have been particularly thoroughly prospected as the year winds down and we head into twenty twenty the coming elections present a security challenge jet multiple levels local and national. Earl Matthews is chief strategy officer at Verizon which is a fire I company and he shares these insights at the state it level every state has secretary of state. I just like we do at the at the national level and they're actually the ones who are responsible as the chief election officer And have responsibility for the Election Administration the testing and certifying that all the voting equipment for security the accuracy reliability and accessibility accessibility to ensure that every vote is counted as cast belongs to the Secretary of State and the Election Commission. But the states also have reporting to the governor in a separate chain of command Our chief information officers which are appointed by the governor the Chief Information Security Officer And while these employees don't have direct working relationship or reporting relationship with the Secretary of state in the Election Commission's I think that they should especially Fisher with this growing importance of cybersecurity. Have a tighter relationship among states in that's primarily because I don't think we have been treating the election in system as a business system and that is really the fundamental the of the CIO and the chief hefner security officers. What do you mean by treating it as a business system Typically what ends up happening with voting is We treated as isolated events and it's not a consistent event at that happens every single day and so as a result we don't tend not to put the same layers of defense in place For our election system system as we would treat a business system that is being access every every single day. What about this notion that Rather than the actual a physical altering of votes the the idea that People don't have a trust in the system that that can be just as corrosive yet. Dave if I you know I am becoming less and less concerned with the actual physical mechanism of voting. Because as I mentioned earlier I think the the companies are doing a pretty good job on putting in a you'll access controls to those what I actually getting more concerned about. is what I would consider left left of the voting day in. That is the hacking of the voter database roles hacking at the DMV because that's connected to the election election system. I'm worried about fishing Worried about spoofing of websites on the day of the election. You know kind of producing false is information or misinformation saying that a particular polling places closed or there's an email comes that looks like it's coming from the election official giving out false information That's really kind of what I'm starting to become more concerned about than the actual physical day of voting I've heard Many people who work in the realm of election security say that They believe that the the ultimate fallback here is that we need to be writing things down that paper ballots paper records. are a backstop that we should have. What's your take on that might take is is that when You go in and you use a road machine To boat that not only zero let an electronic record that it also produces a paper ballot in which which then the voter can sign. And then that you'll can also been used then when we do the audits if there seems to be an irregularity some fan of actually actually.

"Next up. Let's talk about money and the overall set of problems it might solve in the election or might not according to an article in axios by Joe Gucci chill quote the bare minimum cost of securing the US election system is two point one five three billion dollars over the next five five years according to an estimate by the Brennan Center at Nyu Law School Lawrence Norton Director of the Electoral Reform Program at Brennan told Axios. It will likely cost a similar Miller amount every five years after that by the Brandon estimates it will cost seven hundred thirty four million dollars to purchase voting machines. I use paper ballots for the last few states including Pennsylvania that haven't already switched paper leaves an uninhabitable record of voter intent four hundred rid eighty six million dollars for secure voter registration systems eight hundred thirty three million dollars for state and local election cybersecurity already including fifty five million dollars in county level cybersecurity staffing assuming one employee for every ten counties and nine point six million dollars I for website security and one hundred million dollars for post-election audits and quote so just to reiterate that is more than two billion dollars over a five year period where the big chunk of that go into voting machines but it's not just about hackers getting in there and changing votes. There are serious concerns that voter registration systems are just as vulnerable if voters suddenly lose their registration whether through hacking or just plain technical problems uh-huh that's another way the election can fail people can't cast votes if they're not registered or their registration mysteriously disappears or changes status and beyond beyond all that voting machines wear out even the old fashioned ones one expert cited in the axios story suggested replacing them every ten years and the final piece of the puzzle is making sure that you have staff you have people all around the country who are actually trained to make sure elections go smoothly and to handle cybersecurity threats threats specifically even if that's just one cybersecurity specialist per ten counties that's more than we have now reading once more from axios quote people think that on election day they go and cast a ballot said Earl Matthews Chief Strategy Officer at the security firm Verden and retired Air Force major general but at that process actually began many months earlier the federal government doesn't have to bear the full cost of cyber security in fact most states would prefer I some degree of autonomy in how they run elections but states can't realistically fight off nations without a little more help. The Federal Government has a responsibility ons ability to share said Christopher Delusion Co Director of policy at the University of Pittsburgh Cybercentre who has written frequently about the cost of securing elections end quote.

The Defcon security conference that just ended an eleven year old was able to hack into a simulation of the Florida state election website in under ten minutes what does this say about the security of our elections right now Well, one, I would just say that. It's wonderful that, we're actually, highlighting this problem especially because it's, critical to our democracy but what. Happened at Defcon right, was really a penetration of the website that the state would have up that would have the tally of the tolls of what what was happening through the electoral process and not actually a penetration into the databases.
